Key state funding for vital services is about to
be gutted, and no one can answer the most
basic questions about what the effects will be
on families and communities across Illinois or
what those consequences will have on the state
itself.

Make no mistake, the proposed cuts would shut
the door on hundreds of thousands of families
across Illinois. But then what?
The story of these cuts will not end with the
termination of a service. Families in need are not
going away. The termination of a service is just
the beginning of the story.
Given his success in business, we're sure Gov.
Bruce Rauner never made a financial decision
without first knowing all of the potential
consequences. That's just smart business. But in
this case, the Rauner team seems solely focused on the line-item budget savings of each cut
without regard for the potential consequences.
Why isn't the same standard being applied to the proposed state budget cuts?
Here's an interesting juxtaposition. Before considering the pending legislation for a Low Carbon
Portfolio Standard, various state agencies were directed to produce a detailed analysis on the
consequences if Illinois nuclear plants were closed. These agencies took six months to conduct
this investigation and left no stone unturned so that lawmakers would have a clear-eyed view
before setting its energy policy.
Why isn't the same diligence applied to the potential consequences of human services cuts? For
each proposed cut, some basic questions are not being answered.
W hat w ill be the impact on the family that no longer has access to services, and how much w ill that
consequence cost the state in the long run?
W hat percentage of the people losing services w ould be institutionalized and therefore cost the state
more in the long run?
W ill these changes have a disproportionate effect on a specific population in a specific community or
specific demographic?
W hat is the projected effect on increased emergency room visits and escalated health care cases if this
program is eliminated and w hat w ould that cost the state?
How much in federal matching funds w ill be lost as a result of this cut?

W hat is the effect of the proposed cut on local and municipal budgets?
How many jobs w ill be eliminated as a result of the cut?
Gov. Rauner needs to answers these questions. The human services sector and others stand
ready to provide details on the numbers of families that will be affect by cuts, but we have
neither the expertise nor the capacity to do detailed socio-economic analyses of the near- and
long-term consequences. That is the responsibility of the state.
