today failed to give
appropriate clarification to
the frequent submersion of
MI road by water after
light rain during a cut
motion moved by MLA L
Ibomcha while passing the
demand for grant of Public
Works Department.

187 security
personnel
involved in crime

total of 187 security
personnel working at
various
police
organisation of the
state are involved in
various
crimes
happened during 2012
to 2015. Of this 7 police
personnel have been
found guilty and has
been convicted by
terminating from their
services and those got
involved are under
suspension. Enquiry
has been set up for
each police personnel
to find out the truth.
This was stated by

road has been often flood
in little rain due to lack of
proper drainage system.
He said that the drainage
system constructed at the
road side is higher than the
road and instead of
draining the water from the
roads to the drain the
water remain flooding on
the road, resulting creation
of various pot holes. The
MLA also specify some of
the places where the
water often flooded. He
said the worst is happening
in front of Keishamthong
Model school. He also said
that there are no sufficient
culverts to drain the rain
water towards the Nambul
River.
On the other hand, L
Ibomcha said that
government has not still
cleared the bill of the
Khagempali link road
which was constructed
with assurance from the
department to utilise the
cost by borrowing from
others. He said people
have started blaming him
as he happened to be the
representative of the
Keishamthongconstituency
and people do not know
that the state PWD
department has not clear
the bill.
While clarifying these two
matter Works Minister
KhRatan said fund or the
construction
of
Khagempalli road could
not be cleared at the
mom ent as the state is
facing serious financial
problem . The Minister
however did not mention
any single words regarding
the artificial flood
occurring at MI road after
little rain.

MLA Dr. I Ibohalbi also
moved policy cut motion to
the passing of the demand
for grant for PWd on the
ground
that
the
department has failed to
provide
proper
maintenance fund for the
already constructed roads
under Special Plan
assistant fund and also
taking up of work without
proper tender notification.

KhRatankumar said that
the department still has
backlog liability for the last
fiscal year and this year too,
the fund for maintenance is
only 59.89 crore. On the
matter of implementing
works without proper work
order or tendering process,

Ratankumar said that there
are som e em ergency
situation at which the
department has to act in
urgency.
Such
as
landslide, or mudslide,
these kind of works has
to be acted by skipping
the tender process.

best to go for paperless/ ebudget from next session.
Answering to a question
by MLA RK Imo during
question hour today Chief
Minister OkramIbobi said
that the government has
been giving top priority for
improvement of the IT
sector and the government
too know that a paperless
e-budget will be of great
benefit of the state. While
asking the question MLA
RK Imo said that if the
state
governm ent
introduced the e-budget
the state will be able to
save around rupees 15
crore. Such e-budget has
been introduced for the
first tim e in Him achal
Pradesh, he added.

of Superannuation for the
director of Regional
Institute of Medical
Science (RIMS) is now 62
years. This as stated by
the Chief Minister of
Manipur in the ongoing
state assembly session
today while answer to a
question by MLA Dr.I
Ibohalbi. As according to
the Chief Minister the
42nd executive council
meeting of RIMS held on
August 5, 2011 had
decided to fix the age of
superannuation
of
Director at 65 years. And
the
decision
was
Executive
Council
Meeting.
However the age for
superannuation for the
Director RIMS has been
indicated as 62 years in an
advertisement dated June
24, 2015 issued by the
Deputy
Director
Administration. The Chief
Minister said that as
according to report from the
RIMS the advertisement
was issued as according to
the RRs according to the
Ministry of Health and
Family Welfare, Govt. of
India, letter number U12025/23/2015-NE dated
22nd June, 2015.

Who is controlling NSCN(K) head, S SKhaplang?

New Delhi, July 6: Who is controlling S SKhaplang,
the leader of the NSCN(K) which carried out the
Manipur attack in which 18 Indian army soldiers were
killed. The National Investigating Agency which is
probing the Manipur ambush case has found that the
decision to violate the cease fire was not taken by
Khaplang on the spur of the moment. It has been found
that the decision to abort the cease fire deal with New
Delhi was taken almost an year back. Khaplang aborted
the cease fire deal with India officially on March 27
2015. The NSCN(K) today is a broken group claims
Kumlo Anal, one of the leaders who was arrested by
the NIA recently. During his questioning he told the
NIA that the group is split two ways today.
While one faction comprising Indian operatives was
against breaking the cease fire, the members in the
Myanmar camp wanted the opposite. Khaplang is a
Myanmar national who has forged ties with ULFA(I)
and has decided to wage an all out war in North East.
Khaplang until 2014 was believed to be towing India’s
line. However a meeting with the ULFA(I) heads
changed that perception and it was then he decided
that an umbrella body of all North Eastern militant
groups needed to be formed. In a series of meetings
that were held with the ULFA(I) it was decided that
for this group to be formed, the NSCN(K) needed to
abort the cease fire it had with New Delhi. This led to
a split in the NSCN(K). Most of the Indian operatives
did not want to strike against India. However Khaplang
put together a group of militants of Myanmar nationals
and decided to abort the cease fire violation. Who is
controlling Khalpang? The NIA is trying to find out as
to who exactly is the real brain behind these actions
that Khaplang has been taking. He is no doubt a
charismatic militant leader, but the fact that he is old
and health is failing does give the indication that some
other force has been playing him. His association with
the ULFA(I) was a dangerous development. It is a well
known fact that the ULFA(I) leader, PareshBaruah has
taken shelter in China and there are several NGO’s
over there which have been funding his campaign.
The NIA says that the Chinese factor behind Khaplang’s
decision would be interesting and also necessary to probe
into. Khaplang on his own would not have taken such a
decision, unless there was some solid support from
another country, NIA officials say.
