INTRODUCTION
T
he Department of
Empowerment of Persons
with Disabilities was carved
out of the Ministry of Social Justice
and Empowerment on 12.05.2012 to
ensure greater focus on policy matters
to effectively address disability issues
and to act as a nodal Department for
greater coordination among
stakeholders, organizations, State
Governments and related Central
Ministries.

To achieve its Vision and Mission, the Department
has laid down the following objectives for itself:
1. Physical rehabilitation through National
Institutes (for services which include early
detection and intervention, counseling and
medical rehabilitation), undertake research and
development for technological advancement
and appropriate technology for persons with
disabilities and increasing accessibility through
supply of aids and assistive devices through
implementing agencies for PwDs.
2. Educational empowerment.
3. Economic empowerment through skill
development & financial assistance.
4. Social Empowerment
5. Development of rehabilitation professionals/
personnel.
6. Advocacy for empowerment of persons with
disabilities through awareness generation.
7. Review of working of schemes with outlays
more than Rs. 100 crore and assessment of
outcome/ impact of activities
or (i) a combination of any two or more of them.
[Section 2 of Persons with Disabilities (Equal
Opportunities, Protection of Rights and Full
Participation Act, 1995, read with Section 2 of the
National Trust for the Welfare of Persons with
Autism, Cerebral Palsy, Mental Retardation and
Multiple Disabilities Act, 1999].
Definition of the Target Group
According to Census 2011, there are 2.68 crore
Persons with Disabilities in India (who constitute
2.21 percent of the total population). Out of the total
population of persons with disabilities, about 1.50
crore are males and 1.18 crore females. These
include persons with visual, hearing, speech and
loco-motor disabilities; mental illness, mental
retardation, multiple disabilities and other
disabilities.
The target group of the Department is defined as
follows:“Person with Disability” means a person suffering
from not less than 40% of any disability as certified
by a medical authority; the disability being
(a) blindness (b) low vision (c) leprosy cured
(d) hearing impairment (e) locomotor disability
(f) mental retardation (g) mental illness (h) autism,

I. Chief Commissioner for Persons with
Disabilities (CCPD)

The Office of the Chief Commissioner for Persons with
Disabilities has been set up under Section 57 of the
Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995.
Chief Commissioner is mandated to co-ordinate the
work of the State Commissioners for Persons with
Disabilities, monitor utilization of funds disbursed by
the Central Government and take steps to safeguard the
rights and facilities made available to the persons with
disabilities. The Chief Commissioner also looks into
complaints relating to deprivation of rights of persons
with disabilities or non-implementation of rules, byelaws, regulations, executive orders, instructions etc and
takes up with the concerned authorities on receipt of
complaint. Chief Commissioner can also take suo-moto
notice of any such non-compliance and take up with the
concerned authorities. Chief Commissioner for Persons
with Disabilities has been given the powers of the Civil
Court for certain purposes to enable him/her to
perform the functions.
II. National Trust for the Welfare of Persons
with Autism, Cerebral Palsy, Mental
Retardation and Multiple Disabilities
National Trust for the Welfare of Persons with Autism,
Cerebral Palsy, Mental Retardation and Multiple
Disabilities is a statutory body under the Department of
Empowerment of Persons with Disabilities, Ministry of
Social Justice & Empowerment, Government of India set
up under the National Trust for the welfare of Persons
with Autism, Cerebral Palsy, Mental Retardation and
Multiple Disabilities Act (Act 44 of 1999), 1999.
The main objective of National Trust is to ensure that
persons with disabilities lead an independent life with
dignity. To fulfill this objective, National Trust supports
and strengthens NGOs / other service providers and
appoints legal guardians to take care of the needs of
persons with disabilities. The major activities of
Parliament. This Council regulates and monitors the
training of rehabilitation professionals and personnel,
and promotes research in rehabilitation and special
education. Its functions are as under:(I) Determining minimum standards of education
(ii) Making recommendations to the Ministry
regarding recognition of qualifications granted by
Universities, etc., in India for rehabilitation
professionals.
(iii) Making recommendations to the Ministry
regarding recognition of qualification by
institutions outside India
(iv) Inspection in examinations
(v) Registration of rehabilitation professionals/other
personnel.
(vi) Determining privileges and professional conduct
of registered persons.
IV. National Handicapped Finance and
Development Corporation (NHFDC)

National Handicapped Finance and Development
Corporation (NHFDC) is a wholly owned company by
Government of India. NHFDC functions as an apex
institution for extending financial support for
education, employment and entrepreneurship of the
persons with disabilities through the State
Channelizing Agencies (SCAs) nominated by the State
G o ve r n m e n t ( s ) . P r o m i n e n t s c h e m e s b e i n g
implemented by NHFDC are given below in brief:

III. Rehabilitation Council of India

The Rehabilitation Council of India was set up under
Rehabilitation Council of India Act, 1992 Act of

(Ifinancial Assistance in the form of Education Loan
: Education loan is given for pursuing higher education
in India and abroad. All courses having employment
prospects i.e. Graduation courses/ Post graduation
courses/Professional courses and other courses
approved by UGC/ Government/ AICTE etc. are eligible.
Maximum amount of loan is Rs.10.00 lakh for courses
within India and Rs.20.00 lakh for courses abroad. The
rate of interest is 4% per annum, a rebate of 0.5% on
interest is allowed to women beneficiaries.
(ii) Scholarship Scheme from Trust Fund for
Empowerment of Persons with Disabilities : Under
this scheme, financial assistance is given to students
with disabilities to pursue degree and/or post graduate
level technical and professional courses from a
recognized institution. There is provision of awarding
2500 scholarships every year.
(iii) Scholarship Scheme from National Fund for
People with Disabilities : Under this scheme, financial
assistance is given to students with disabilities to
pursue technical and professional courses from a
recognized institution. There is provision of awarding
500 scholarships every year.
(iv) Scheme for Entrepreneurship and Skill
Development : NHFDC provides skill training and
entrepreneurship development through training
institutes/organisation, both government and private.
The training duration ranges from one month to six
months. In the current financial year as on 20.12.2014,
it is targeted to train 11123 persons with financial
allocation of Rs. 11.28 crores.
(v) NHFDC also provides credit support for self
employment at lower rate of interests. In 2012-13,
13312 number of persons were extended support
under loans disbursement for an amount of Rs. 75.87
crore. During current year 2014-15, as on 20.12.2014
loans have been disbursed to 6717 persons for an
amount of Rs. 45.45 crore.
V. Artificial Limbs Manufacturing
Corporation of India (ALIMCO)

Artificial Limbs Manufacturing Corporation of India,
popularly known as ALIMCO, a Schedule “C” Central
Public Sector Enterprise, registered under Section 25
(Not for Profit Motive) of the Companies Act, 1956, is
working under the administrative Control of
Department of Empowerment of Persons with
Disabilities Ministry of Social Justice & Empowerment.
The entire paid up share capital is held by Govt. of India
in the name of the President of India. The Authorized
Capital and Paid up Capital as on 31.03.2014 were
Rs.300.00 lakh and Rs.196.50 lakh respectively. The
Corporation has been working for the past 40 years, for
the noble cause of manufacturing various types of most
cost effective ISI marked assistive devices, on mass
scale. Besides, ALIMCO has been distributing these
assistive devices for empowering and restoring the
dignity of the Persons with Disabilities (PwDs) to cater
for Orthopedic impairment, Hearing impairment,
Visual impairment and Intellectual Development across
the length and breadth of the Country, covering all 36
States and Union Territories, going down up to 640
districts and 5500 blocks spread across 32.8 lakh
square kilometers of the Country, under various
Government Schemes, CSR projects of Corporate Sector,
Aids & Assistive Devices manufactured by ALIMCO
by utilization of MP LAD Fund, State Governments,
National Institutes, Dealer network, NGOs etc. The
Corporation has served around 40 lakh PwDs so far. It is
currently serving around 2 lakh PwDs every year, on an
average.
VI. National Institutes & Composite
Regional Centres
There are seven National Institutes under this Ministry
working in the field of disability. National Institutes are
autonomous bodies established for different types of
disabilities. These institutes are engaged in Human
Resources Development in the field of disability,
providing rehabilitation services to the persons with
disabilities and Research and Development efforts and
vocational training programme for persons with
disabilities. The seven National Institutes are as

Scheme is a part of overall strategy to
reach out to the Persons with Disabilities
in the country and to facilitate creation of
required infrastructure and capacity
building at Central, State, Districts and
below levels for awareness creation,
training of rehabilitation professionals,
service delivery etc. The eight Composite
Regional Centres (CRCs) and thirteen
Regional Centre (RCs) / Regional
Chapters functioning in different part of

I. Assistance to Disabled Persons for Purchase/
Fitting of Aids/Appliances (ADIP)

The main objective of the scheme is to provide grant in aid
to the various implementing agencies (National
Institutes/Composite Regional Centres/ Artificial Limbs
Manufacturing Corporation of India (ALIMCO)/District
Disability Rehabilitation Centres/State Handicapped
Finance & Development Corporations/ other local bodies/
NGOs) to assist the needy persons with disabilities in
procuring durable, sophisticated and scientifically
manufactured, modern, standard aids and appliances to
promote physical, social and psychological rehabilitation
of persons with disabilities by reducing the effects of
disabilities and at the same time enhance their economic
potential. The aids and appliances supplied under the
scheme must have due certification. The scheme also
envisages conduct of corrective surgeries, whenever
required, before providing an assistive device.
The outlay for the financial year 2013-14 was Rs. 110
crore, out of which expenditure of Rs. 95.36 crore was
incurred under the scheme. The funds under the ADIP
scheme are earmarked for the following activities:
II. Deendayal Disabled Rehabilitation
Scheme (DDRS)
(a) For holding ADIP-SSA camps : Assistive aids and
appliances are distributed to the children below 14 years of
age and attending school under the Sarv Shiksha Abhiyan
Scheme of the Ministry of Human Resource Development.
The Deendayal Disabled Rehabilitation Scheme (DDRS)
is a Central Sector Scheme that includes projects for
providing education and vocational training and
rehabilitation of persons with mental disabilities. The
Scheme is being implemented since 1999 with the

Grant-in-aid is provided under this scheme to State
Governments and various bodies set up by the Central
and State Governments, including autonomous bodies
and Universities, to support activities pursuant to
implementation of the provisions of the Persons with
Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, 1995, particularly relating to
rehabilitation and provision of barrier-free access. The

Centres (DDRCs)

In order to facilitate creation of infrastructure and
capacity building at district level for awareness
generation, rehabilitation, training and guidance of
rehabilitation professionals, the Department is
supporting setting up of District Disability
Rehabilitation Centres in all the unserved districts of
the country for providing comprehensive services to the
persons with disabilities. The scheme of setting up of
DDRCs with active support from the State Governments
was initiated in Ninth Five Year Plan and is continuing
during Twelfth Five Year Plan.
District Disability Rehabilitation Centres(DDRCs) and
Composite Rehabilitation Centres(CRCs) set up by the
Ministry are also provided financial support under this
scheme. The range of activities for which grant-in-aid is
provided with regard to barrier free access is wide,
which includes construction of ramps, lifts, tactile paths,
new product development and research etc.
(XVIII) District Disability Rehabilitation Centres
The Scheme is a joint venture of the Central Government
and the States. The DDRCs are funded through the
'Schemes for Implementation of the PwD Act, 1995 for
an initial period of three years (five years in case of
North Eastern Region, J&K, A&N Islands, Puducherry,
Daman & Diu and Dadra & Nagar Haveli) and thereafter
the funding is made through the Scheme of Deendayal
Disabled Rehabilitation Scheme (DDRS) on tapering
basis.

SCHOLARSHIP SCHEMES
V. Rajiv Gandhi National Fellowship Scheme For
Students with Disabilities
VI. Pre-Matric Scholarship and Post-Matric
Scholarship for Students with Disabilities
Employees State Insurance (ESI) for the first three
years, is made by the Government of India,

The Rajiv Gandhi National Fellowship (RGNF) Scheme
for Students with Disabilites was launched during the
financial year 2012-13 to increase opportunities to
students with disabilities for pursuing higher education
leading to degrees, such as, M.Phil. and Ph.D courses in
any University recognized by University Grants
Commission (UGC).
Duration of Fellowship is 2 years for M.Phil and 5 years
for Ph.D. Selection of candidates is done by UGC.
These two schemes have been launched by the
Department of Empowerment of Persons with
Disabilities during the current Financial Year i.e 201415. The objectives of the schemes are to provide
financial assistance to the parents of students with
disabilities for studying in the pre-matric level and postmatric level coures. The financial assistance includes
scholarship, book grant, escort/reader allowance, etc.
Number of scholarships to be granted every year is
46,000 for pre-matric level and 16,650 for post-matric
level.
Disbursement of fellowship amount is done by the
Department of Empowerment of Persons with
Disabilities. In the current financial year 2014-15,
applications have been invited and UGC is in the process
of selecting 300 candidates for the fellowship.

VII. National Overseas Scholarship for Students
with Disabilities

The scheme of National Overseas Scholarship for
Students with Disabilities has been launched with the
objectives of providing financial assistance to the
students with disabilities for pursuing studies abroad at
the level of Masters' Degree and Ph.D. Twenty (20)
scholarships are to be awarded every year, out of which
six are reserved for women candidates. The scholarship
amount includes Maintenance Allowance, Contingency
Allowance, Tuition Fees, and Cost of Air Passage etc. The
said scheme has been launched in the year 2014-15.

The scheme of giving incentives to employers for
providing employment to persons with disabilities in
the private sector was launched in the year 2008-09.
Under the scheme, payment of employer's contribution
towards the Employees Provident Fund (EPF) and the

EDUCATION
1. Early intervention activities :
Aspiration – Early Intervention Program (Day Care
Centre) Scheme was launched in 2007-08 for 6 years
period. The objective of the scheme is to train children
up to 0-6 age group and their parents on management of
disability and school readiness.
2. Gyan Prabha (Scholarship Scheme) :

The objective of the scheme is to provide financial
assistance for pursuing vocational training/
professional courses leading to skill development and
employment for persons with disabilities.
3. On-line Autism Information and Resource Center
Portal :
The Autism Resource and Information Centre of the
National Trust is the result of a dream shared by many
professionals, practitioners and officials of the
Government of India to bring together all strategies,
interventions and services available in our country.

2. Mentors Training Program On Self Advocacy :
National Trust has also started a new program for
training Mentors on Self Advocacy.

REHABILITATION
1. Niramaya (Health Insurance) Scheme:
It is a Health Insurance Scheme for Persons with Autism,
Cerebral Palsy, and Mental Retardation & Multiple
Disabilities. The Scheme was launched in 2007 on a pilot
basis for two years in 10 selected districts of 10 States
but due to huge popular demand the scheme was soon
extended to cover the entire country (except J&K).

Lakh for a range of medical services from OPD

XI. Braille Presses Scheme
Central Sector Scheme of “Support for establishment /
modernisation/ capacity augmentation of Braille
Presses has been approved in November, 2014. The
objective of the scheme is to establish 21 presses to
modernize 12 old braille presses and to augment 3
modern braille printing presses in phased manner

2. Samarth (Residential Care Scheme) :
The main objective of the scheme is to provide a safety
net to families in crisis. The scheme provides both short
term and long term stay facilities for adults and
destitute children. There are 119 such Centers in the
country with a maximum capacity of 30 beneficiaries
each, out of which 24 will be residential and remaining 6
will be for day care only as a respite to parents.

Under the scheme, Care Givers Cell (CGCs) have been set
up in selected NGO centres across the country to
provide Care Givers Training by the trained
professionals. The training of these professional known
as 'Master Trainers' was conducted in Delhi in batches.
3. GHARAUNDA (Life Long Shelter and Care
Scheme) :

Publicity” has been launched in the current financial
year 2014-15 for creating an enabling environment
for social inclusion of the PwDs in all fields of life by
promoting awareness, encouraging volunteer action,
financially supporting national/ international events
and accomplishments, etc. for the realization of the
aspirations of PwDs.
• NHFDC under Trust Fund Scholarship Scheme has
provided scholarship to 82 students and released
Rs.43.63 lakhs in the current financial year. Under
'National Fund', scholarship were released to 512
students aggregating to Rs. 52.96 lakhs.
• Book Release Ceremony on 14.11.14 at NIVH,
Dehradun.
• Foundation stone laying for Hydrotherapy pool and
athletic track was held on 26.9.2014 at National
Institute for Empowerment of Person with Multiple
Disabilities, Chennai.
B New Institutions & Schemes
• Establishment of the Indian Sign Language
Research and Training Centre (ISLRTC) at a cost of
Rs.20.00 crore at New Delhi for development of
common language of communication for deaf
persons in the country.
• Under the flagship scheme of the Department,
namely Deendayal Disabled Rehabilitation
Scheme (DDRS), the Department has introduced a
centralized on-line application system developed by
NIC on the website www.ngograntsje.gov.in in the
month of July 2014.
• A total of 2252 PwDs have been imparted vocational
training through the NHFDC and the National
Institutes under the Department.
C Education of PwDs
Literacy and higer education level of PwDs is very low.
Several schemes have been approved for enabling
Students with Disabilities (SwDs) to acquire education
and further their employability potential. The new
schemes are:-
• Foundation stone laying of a New Girls Hostel in the
Swami Vivekanand National Institute for
Rehabilitation Training & Research (NIRTAR),
Cuttack (Odisha) on 25.08.2014
• Inauguration of 150 bed girls with disabilities hostel
at a cost of Rs.4.70 crores at SVNIRTAR, Cuttak on
25.08.2014

• Ministry is establishing Centres for Disabilities
Sports to develop and encourage sports persons
with disabilities.
• A new “Scheme on Awareness Generations and
• “Pre-Matric Scholarship and Post-Matric
Scholarship for Students with Disabilities (SwD)”
was launched. Under the Pre-Matric Scholarship,
46,000 students studying in class IX and X will be
awarded scholarship every year (@ Rs.10000/- per
SwD p.a.). Under the Post-Matric Scholarship 16,650
disabled students studying in class XI, XII onwards will
be provided scholarship annually (@Rs.15000/- per
SwD p.a.).

• National Overseas Scholarship Scheme for SwDs
at a total outlay of Rs.10.00 crores benefitting 60
students per annum @ Rs.13.00 lakh per annum to
enable SwD to pursue higher education at the level of
Masters Degree or Ph.D abroad has been implemented
from the current financial year 2014-15. Applications
have been invited.
• Under the “Rajiv Gandhi National Fellowship for
Students with Disabilities”, applications have been
invited for the year 2014-15. Selection is being done by
University Grants Commission. UGC is in the process of
selecting 300 candidates for the fellowship.
D. Physical Rehabilitation of PwDs
 The revised ADIP Scheme has been
operationalised, The salient features of the Scheme
are as under:
 Enhancement of cost ceiling; revised from
Rs.6000/- to Rs.10000/- for single disability and
from Rs.8000/- to Rs.12000/- for SwDs.
 Enhancement of income eligibility ceiling for
100% concession from Rs.6500/- per month to
Rs,15000/- per month and for a 50% concession
from Rs.15001/- to Rs.20000/- per month.
 Under the Scheme of Assistance to Disabled persons
for purchase / fitting of aids & appliances (ADIP),
the Department has introduced a centralized on-line
application system developed by NIC on the website
www.ngograntsje.gov.in in the month of July 2014.
 Extent of subsidy for motorized tricycles and
wheelchairs revised from Rs. 6,000/- to Rs. 25,000/for severely disabled.
 For expensive assistive devices costing above Rs.
20,000/-, Government shall bear 50% of cost and
the remainder shall be contributed by either the
State Government or the NGO or any other agency or
by the beneficiary.
 Department has notified contemporary aids and
assistive devices for Visually Impaired, Leprosy
Affected, Hearing Impaired and Kits for persons
with intellectual and developmental disabilities.
 Mega Camps – Sixteen mega camps have been
organized in the current financial year 2014-15
(till 31.11.2014) by ALIMCO in association with
National Institutes. The mega camps were
organized for distribution of aids and assistive
devices at the following places: Secunderabad, (Andhra Pradesh)- 13.06.14
 Ahmedabad (Gujarat)- 13.07.14
 Olatpur, Cuttack (Odisha)- 25.08.14
 Revised ADIP Scheme contains a provision to
provide Cochlear Implant to 500 children per year,
with a ceiling of Rs. 6.00 lakh per unit to be borne by
the Government. Hon'ble Minister of Social Justice &
Empowerment has announced the commencement
of First Cochlear Implant by AYJNIHH, Mumbai on
International Day for the Persons with Disability on
3rd December 2014.
 The Department in collaboration with TIFAC, an
autonomous body of the Dept of Science &
Technology, has launched a dedicated web portal for
meeting the accessible needs relating to aids &
appliances for persons with disabilities. The web
portal was launched by Hon'ble President of India
on International Day for the Persons with Disability
on 3rd December 2014.

another at Dehradun in Uttrakhand on 28.06.2014. In
these Job Fairs, ten private companies participated. A
total of 455 persons with disabilities participated in the
Job Fairs and 74 persons with disabilities got job with
the Participating Companies.
• National Institute for the Visually Handicapped,
Dehradun had developed Braille Course for Nepali, Garo
and Khasi Languages under the North East Project.

being implemented through 50 NGOs across country by
National Institute for Empowerment of Person with
Multiple Disabilities, Chennai.

International & National Events
• The Ministry in collaboration with UNESCO through
its National Institute for Empowerment of Persons with
Multiple Disabilities, Chennai organized the
International Conference on Role of ICT for Persons
with Disabilities and Screening of Films related to
Disability at Vigyan Bhawan, N.Delhi from 24th – 26th
November, 2014.
• Hon'ble Minister SJ&E inaugurated the two days
International Conference on Multiple Disabilities
organized by National Institute for Empowerment of
Persons with Multiple Disabilities (NIEPMD), Chennai
held at Vigyan Bhawan, New Delhi on 29.10.2014.
Representatives of United Kingdom, Russia, United
States of America, South Africa and Brazil participated.
• National Awards for Empowerment of Persons with
Disabilities was held on 3rd December 2014. 61 awards
were given under 13 categories of the National Award
by the Hon'ble President of India.
• 1st Conference of States Ministers' and Principal
Secretaries for Disabilities held on 23.08.2014 at Vigyan
Bhavan, New Delhi.
• NHFDC organized a National Seminar for giving
financial assistance to poor persons with disabilities on
29.10.2014, with participation by stakeholders
including Nationalised Banks and NGOs participated.
• National Conference by NHFDC of its stakeholders
on 29.10. 2014

November, 2014 at SCOPE Complex, New Delhi.
• Job Fair for PwDs organized by NHFDC in
partnership with Confederation of Indian Industry (CII)
at Vocational Rehabilitation Centre for Handicapped,
Delhi on 16.10.2014. At the said job fair twenty two
employers offered employment to 350 PwDs.
• Hon'ble Minister of SJ&E felicitated the winners of
Blind Cricket World Cup and announced a cash Award of
Rs. two Lakhs to each player of the winning Team
representing India.

G. Future Plans and New Initiatives on Good
Governance
• "Accessible India campaign (Sugamya Bharat
Abhiyan)" is proposed to be launched for the
empowerment of persons with disabilities through
universal accessibility for creating an enabling
environment for the PwDs to live an independent life
with dignity and equal opportunity.
• In order to facilitate PwDs, process of equipping
them with Universal ID has been initiated and the
detailed project report (DPR) has been prepared. These
will be smart cards containing information regarding
the disabilities etc. and will be valid across the country.
• A “Job portal for the PwDs” for facilitating
employment of PwDs is being developed for the sector
through National Handicapped Finance Development
Corporation (NHFDC). This will aggregate various jobs
availability for PwDs in Government/PSUs and private
sector and facilitate placement and employment of
unemployed, skilled and semi-skilled PwDs.
• A toll-free “Help Desk/Help Centre” is being
developed by the Department through Business Process
Outsourcing (BPO) for dissemination of information
relating to PwDs, tracking and handling grievances,
facilitating the aspirations and needs of PwDs such as
skilling/ employment, etc.
• The Department in collaboration with Ministry of
Skill and Entrepreneurship Development and National
Skill Development Council (NSDC) is preparing a
comprehensive Strategy and Action Plan for upscaling
the skilling needs of the PwDs and their placement/
employment with active involvement of various
stakeholders and different Departments mandated
with skilling and employment generation.
• An exclusive “National Level Mega Fair” for
exhibition and sale of various products/goods being
manufactured by PwDs and their organizations from all
over the country will be organized in Delhi to provide
enhanced exposure and market linkage/access for
their products.
• The Department is formulating scheme of
“Scholarship for Top Class Education for Students with
Disabilities” for Post Graduate Degree/Diploma in
specified premier Institutions of Excellence in India
• Scheme for “Free Coaching for Students with
Disabilities” for competitive Examinations in
Government Jobs or for Admission in Professional and
Technical Courses” is also being formulated
• First ever National Para –games are scheduled to be
organized in New Delhi in association with the
Paralympic Committee of India, in the month of March
2015.
• Skill development for 15000 PwDs have been
targeted under vocational training to be conducted by
NHFDC and National Institutes.
• A new interactive, informative and disability
friendly dedicated website of the Department is being
developed and will be launched in the current financial
year.

Spine Surgeon and Dr. Sanat Bhuyan, Dental
Surgeon.
• A Work Shop on “Principle of Splinting to improve
hand function in Cerebral Palsy children” was
conducted in the Dept. of Occupational Therapy on
17.09.14 and 18.09.14. Twenty participants
attended the programme.

NIMH: Multi-Sensory Park:
Children with mental retardation have deficit in
cognitive abilities, and various strategies, methods and
materials are used for improving the skills among them.
A proposal for establishing a Multi-Sensory Park has
been initiated at NIMH. Shri Thaawarchand Gehlot,
Hon'ble Minister, MSJ&E, GOI during his visit to NIMH on
13.06.2014 laid a foundation stone in this regard.

The Indian Spinal Injury Centre (ISIC), New Delhi, a nongovernmental organization, provides comprehensive
rehabilitation management services to patients with
spinal cord injuries and related ailments.
The Government supports the ISIC to provide 25 free
beds daily for treatment of the poor patients. Besides,
the Centre itself provides 5 free beds to such patients.
Hostel Building: A proposal is made to construct a

Every year on the occasion of the International day for the Disabled Persons i.e. 3rd December,
the Department of Empowerment of the Persons with Disabilities, Ministry of Social Justice
and Empowerment confers National Awards on individuals, institutions, districts etc for
outstanding work done by them in the field of empowerment of Persons with Disabilities.
