Following the successful MIQA Forum I held on
11th September 2014 which highlighted the Quality
Assurance issues faced by the industry, the IMM initiated a
task force to address welding QA/QC issues. The IMM
Coating Fingerprinting Task Force has successfully
completed its Phase 1 program to establish a “Coating
Fingerprinting Certificate” to address the issues of coatings
quality assurance deficiencies in the oil & gas, power,
marine & infrastructure industries in Malaysia and Phase 2
has commenced. This MIQA Forum II brought together
academics and industry practitioners to identify gaps,
flaws, weaknesses and opportunities to improve the
performance of activities such as fabrication, welding,
corrosion control, coatings, corrosion inhibitors, QA/QC
inspection, selection of materials, materials testing,
non-destructive testing, failure analysis, materials design,
materials specifications, research & development, and
implementation of new technologies.
This forum was organized by the Materials and Asset
Integrity Committee, Polymer Committee & Welding
Committee of the Institute of Materials, Malaysia (IMM), in
collaboration with the Welding Integrity Improvement
Task Force and sponsored by Agilent Technologies and
DNV GL. The President of Institute of Materials, Malaysia,
Prof. Dr. Mohamad Kamal Harun, officiated the event and
introduced the three speakers: Mr. Mohd Azmi Mohd Noor
(Head of Asset Integrity, Upstream HSE, and PETRONAS),
Ms. Nurul Asni Mohamed (Principal Engineer – Corrosion,
PETRONAS GTS) and Mr. Ang Chee Pheng, Secretary
General of AWF and Vice President of the
International Institute of Welding (IIW).
Mr. Mohd Azmi Mohd Noor as a first speaker started the forum
with the review of deficiencies in current QA/QC inspection
practices
Mr. Mohd Azmi Mohd Noor started the forum with the
review of deficiencies in current QA/QC inspection
practices. He highlighted the competency aspect which
requires personnel assessment in the industry. He also
raised the issue of validation of materials received from
suplliers and the increase usage of different in situ and
non-destructive inspection techniques such as phonon
technology and flying drones.
Ms. Nurul Asni Mohamed then presented the development of Coating Fingerprinting Task Force Phase II Initiatives. Nurul Asni pointed out that the main motivation of
this task force is cost. It is estimated that corrosion cost for
Petronas per day is estimated to be RM 300, 000. One of
the main issue that needs to be addressed is the
consistency of the coating quality. This can be achieved
through the investigation of raw materials using Fourier
Transformed Infrared spectroscopy (FTIR). The FTIR is
expected to identify different qualities of raw materials
and the aging periods. Furthermore, the Task Force will
also look into the performance of the various types of raw
materials.

Finally, Mr. Ang Chee Pheng, Secretary General of AWF and
Vice President of the International Institute of Welding
(IIW) presented on Welding Integrity Improvement Task
Force Initiatives. One of the issues raised by Ang Chee
Pheng is the very high failure rate for welder certification
test, even for trained welders. Immediate actions required
to overcome this should start with the collection of
information to understand the actual situation and
requirements in the process of certification and approval/
acceptance of welder for work. Under these WII Task
Force initiatives, 4 work groups were formed, which are
welder approval & certification, government support,
training and technical specification.
After the three presentations, the floor was opened to a
panel discussion. Various questions were posed by the
participants to the panel presenters pertaining to the
related topics.
