Community Center building closes at 3:00 pm on Sunday, August 25th Any remaining exhibits as of August 30, 2013 will be disposed of Early removal of any exhibit shall cause forfeiture of entire fair premium check and suspension from participation in the fair for the following year or community service as deemed by a committee appointed by the Fair President. ‐ 6 ‐ SAFETY AND LIABILITY Reasonable precautions for safety will be taken, but the Emmet‐Charlevoix Fair Advisory Council, Emmet County and Charlevoix County, and their commissioners, officers, employees and agents will not be responsible or liable for any injury, loss or damage of any kind. There are risks and hazards inherent in attractions and events at the fair that may cause conditions to become hazardous or dangerous to persons, animals and personal property on the fairgrounds. People entering the grounds will do so at their own risk. The unauthorized use of all­terrain vehicles, segways, golf carts, or other such low speed vehicles, except motorized wheelchairs, is prohibited. Skateboards, bicycles, mopeds and the like will not be allowed in any areas of the fairgrounds. * ALCOHOLIC BEVERAGES ARE STRICTLY PROHIBITED ON THE FAIRGROUNDS * **** SMOKING IS STRICTLY PROHIBITED IN ANY FAIR BUILDING **** RULES AND REGULATIONS OFFICERS During the fair the Manager will be the executive officer in charge of all exhibit project areas of the fair. He/she will be on the grounds throughout the days of the fair, and will be available to review all complaints and necessary adjustments. The Manager will have charge of the receiving and recording of all entries, the allotment of display space, the listing of premiums and directions of concessions. Each superintendent will be in charge of a exhibit project area. Exhibitors and judges will apply to such superintendent for instructions in their department. Once an item has been displayed in any category or class in the fair book, it is ineligible to be shown again, with the exception of antiques, see department 45 for antique rules. GENERAL RULES FOR LIVESTOCK (Beef, Dairy, Sheep, Swine and Goats) No animals may compete for more than one prize in any class or division unless by reason of special exception to the rule referred to elsewhere. Animals, birds, or other projects may be entered in only "Open Class” or "4‐H" but not both. All three‐year‐old heifers in several classes as breeding stock shall be required to have borne a calf or show evidence of being with calf previous to the exhibition or the heifer cannot compete. All livestock shown must be the bona‐fide property of the exhibitor at the time of making entry. Forage consisting of hay, and bedding will be supplied. Exhibitors must furnish forks, pails, and grain. All livestock must be vet checked prior to unloading from trailers and placing into barns. All animal exhibits will be released between the hours of 7:00 am and 10:00 am the last day of fair only; with the exception of livestock sold through the auction. ‐ 7 ‐ 4‐H Exhibits must be registered by Friday, July 19th Fair books and registration forms may be picked up at your County MSU Extension office on or before July 19th . In Emmet County, the Extension office is located in the lower level of the Watson Community Resource Building located at 3434 Harbor‐
Petoskey Rd., Harbor Springs. In Charlevoix County, the office is located at 319‐B N. Lake St., Boyne City. This information is also available on the fair website www.emmetcounty.org/fair/. 4‐H Divisions 1‐11 and 15 can be brought to the Community Center on Friday, August 16th from 3:00‐
7:00 pm or Saturday, August 17th from 9 am to 11 am. This includes all projects and Animal Husbandry record books. No dogs will be allowed on the midway or near the food vendors. Dogs are allowed on grass areas only, and must be on a leash at all times. Service dogs are exempt, however, must be able to show proof of being a service dog. MDARD Health Requirements To exhibit, livestock exhibitors must be in compliance with animal health requirements as defined by the Department of Agriculture Rural Development. The full version of the MDARD Health requirements are located in the fair office, or can be accessed on the department web site at www.michigan.gov/mdafairregs. Protests Appeals and Complaints An exhibitor compelled to bring a complaint regarding conflict of interest of the judge, disqualification of an exhibit or exhibitor’s group leader or superintendent’s behavior, or eligibility of an exhibit shall make a formal protest in writing to the Fair Board no later than ten days following the end of fair. No protests will be accepted unless in writing. All protests shall be referred to the Executive Board, which shall review the protest with interested parties and give parties an opportunity to submit evidence. The party against whom the protest was filed shall have the right to read the statement of protest. A report of findings shall be made to the Fair Board for final decision on the protest within 10 days of the original complaint. The Fair Board shall issue an opinion within 2 weeks of receiving the recommendations from the Executive Board. An exhibitor may file an appeal to the Department of Agriculture/Rural Development within 45 days of filing the initial complaint if the exhibitor is not satisfied with the Association’s action. The Department of Agriculture/Rural Development shall have 60 days after receipt of any appropriately filed appeal to investigate the complaint, and issue a finding of fact and notice of department action and any recommended actions for the Association. Exhibitors not satisfied with the awarding of premiums may file with the Manager up to 10 days after the close of the fair and 45 days with MDARD. Their protest must be in writing specifying their cause of complaint. Action on the same will be taken at the first meeting of the Fair Advisory Council when all parties should be present ‐ 8 ‐ Drug Testing Policy and Procedures Emmet Charlevoix County Fair reserves the right to drug test any or all livestock entered in the fair if deemed necessary by the Fair Management. The expense for drug testing is the responsibility of the person(s) owning the animal(s) if the test results show proof of improper use of drugs. The full policy is available in the fair office. Exhibitors Every effort has been made to make this year's book as complete as possible. Exhibitors should examine this premium book in order to thoroughly understand the manner in which the fair is conducted, and to prevent mistakes that could occur. Entries are to be made only in classes as listed in the fair premium book. NO SPECIAL CLASSES WILL BE ACCEPTED. Once an item has been displayed in any category or class, it is ineligible to be shown again. Take no heed of rumors in regard to the business of the fair; read the rules; and if in doubt as to what to do, inquire of those whose business it is to assist you. It is desirable that entries be made in advance of the opening of the fair. Registration forms are available at the Emmet County MSU Extension Office at 3434 Harbor‐Petoskey Road, Harbor Springs, at the Charlevoix County MSU Extension Office, located at 319‐B N. Lake Street, Boyne City, the fair website or at the fair office. Any assistance required or instructions on the procedures for making entries will be provided. The Community Center at the fairgrounds will be open Saturday, August 17th, 1:00 pm to 6:00 pm to accept Open Class entries in exhibit project areas that are NON‐PERISHABLE ITEMS. On Sunday, August 18th from 12:00 noon to 6:00 pm, entries will be accepted in all open class departments. No entries will be accepted after that time. Tags will be furnished by the management so the exhibitor number, class, etc. is entered. Exhibitors will be careful to attach these tags upon or near the articles so that the judges will have no difficulty in finding them. All Community building exhibits will be released from 9:00 am to 2:00 pm on Sunday, August 26th. Please be prompt in picking up exhibits. Positively no exhibits will be released on Saturday. Registration sheets must be presented for exhibits to be released. • Open Class exhibitors must be at least 5 years of age by January 1, 2013. • Pre‐registration is encouraged • No animal stock will be allowed to leave the grounds unless special arrangements have been made with the Fair Manager. • When space has been awarded to any exhibitor the Board reserves the right in case any such exhibitor shall fail to make or maintain a creditable display, to declare the space allotted to him or any portion thereof forfeited. • No person shall be allowed to act as judge of any class in which he or she is a competitor and no premium will be paid to anyone in any way trying to influence the decision of the judges. Do not place name of owner or advertising of any kind on exhibits prior to their having been judged. • No for sale signs will be allowed on entries at the fair, private treaty sales of animals must be handled by the appropriate barn superintendent. All entries must be made and shown in the name of the owner or joint owners, or actual grower, producers, inventors or manufacturers, except where the article is a portion of an entry made by an organized group of which they are a member or disqualification may occur. Groups must enter group projects only, not individual projects. All exhibitors must keep their stalls and surroundings in a neat and healthful condition the entire week. When animals are brought out for exhibition or examination, it will be expected that the person in charge will be presentable and courteous. ‐ 9 ‐ Every article or animal upon the fairgrounds will be under control of the Fair Board. The fair will have a watchman on duty both day and night. While the fair provides this precautionary measure for the protection of all exhibits and articles brought upon the grounds, it will not be responsible for loss or injury to articles or animals on exhibition (or on the fairgrounds) and upon which conditions all entries are accepted. Early removal of any exhibit shall cause forfeiture of entire fair premium check and suspension from participation in the fair for the following year or community service as deemed by a committee appointed by the Fair President. No Charge for Exhibit Entries No charge will be made to enter articles or animals to compete for premiums at the Emmet‐Charlevoix County Fair except Open class horse and pulling contests. No free passes will be given to anyone. Persons wishing to pass in and out of the grounds at will can purchase a weekly pass. THESE PASSES ARE NOT TRANSFERABLE. Daily entry into the fair will be $5.00 for each person 13 years old and older. A weekly gate pass for 4‐H exhibitors and Senior Citizens (60 years and older) is $ 6.00. All other gate passes are $10.00 (Children 12 & under are free). Weekly Fun fair passes are $50.00 each which covers entrance into the fair grounds all week, and admission into the grand stand events. Mega Ride passes are $50.00 (only if purchased prior to the carnival opening) which will allow you to ride all week long when the carnival is open. After the carnival opens, the price for the Mega Ride pass will be $60.00 Questions? All 4‐H related questions may be directed to your County Extension Office. (Emmet County: 348‐1770, Charlevoix County: 582‐6232). All open class or general fair questions need to be directed to the Fair Manager at 347‐1010. Judging of Exhibits Judges in the various exhibit project areas (departments) have been given authority to decide, where there is but one exhibit in any class or department, whether the exhibitor is entitled to prize money or a special ribbon. No person shall be appointed as judge or allowed to act where he or any member of his/her family is an exhibitor. No person shall be permitted to interfere with the judging committee while performing their duty of examination. In case of doubt as to their power, the committee may refer to the Superintendent in charge of the division, who if necessary will lay the matter before the executive officers. The placement in any class is up to the judge’s discretion, and the judge’s decision is final. Notice to Exhibitors For payment of premiums, all awards will be subject to the following: All premium awards are subject to a pro­rata reduction based on availability of funds. All exhibitors must prepare a complete premium statement. You may make arrangements for earlier premium checks if you’re finished showing for the week and results have been recorded for your events. Check with the manager’s office. Must have proof of current rabies vaccination. Dogs must stay in dog agility area. 2
For safety reasons, dogs must be at least 14 months old and dog and handler must have completed at least one agility class. Dogs must be entered in a class comparable to their level of training regardless of level of handler. Equipment needed: proper leash (6’ leash recommended, may also run without a collar), water and treats for dogs & humans outside the agility arena, chairs, a sense of humor & lots of patience!!!!!! 3

For a 4‐H member to participate in 4‐H classes at the fair, they must be enrolled by May 1st. Check specific project areas for other earlier registration deadlines. To exhibit in this department, a 4‐H member must be currently registered with their county 4‐H office in the project areas that they list on their fair premium statements. Ages for exhibitors are determined as of January 1, 2013 of the year of the fair. 4‐H members must be at least 5 years old (by January 1, 2013) 4‐H Exhibitors between 5 & 8 years of age will receive “Cloverbud” participation ribbons only. Cloverbud classes are found on page 69 for projects and page 70 for animals and for horses. All exhibitors in Department R are also subject to the "General Rules and Regulations” shown in the front of this book, including "State Health Regulations” for all livestock, as well as exhibitor limitations based on age. All 4‐H members and leaders are expected to conduct themselves as ladies and gentlemen while on the Emmet County Fairgrounds by being respectful of the rights of others, to assume any given responsibility and abide by their respective conduct statements, Exhibitor Agreements and County 4‐H policies. Only one entry per class by any one exhibitor (some exceptions are specified.) Exhibitors may not enter their 4‐H project in open class. All 4‐H members who register an animal entry must sign up and serve a barn duty shift in each barn they have animal exhibits. An adult must also sign up with children 10 years of age or younger. All Small Animal barn members exhibiting goats, exotic, pocket pets, rabbits, poultry and waterfowl are encouraged to attend a pre‐fair meeting on Wednesday August 7th at 7:00 pm. at the Emmet County Community Center. All animal husbandry members exhibiting beef, sheep or swine are encouraged to attend the market livestock meeting on Monday, August 5th All Club exhibits must have a club sign listing the following: club name, leader's name(s), member's names, and club exhibitor number. All exhibits will be judged individually and then collectively as a club exhibit. The decision of the judge is final. All 4‐H entries are to be exhibited under Department R. Club signs do not receive premiums. See club poster requirements on page 84. HERDSMANSHIP CRITERIA: Only clubs enter herdsmanship, not individual members. Clubs need to provide an educational theme for their barn decorations. Barn areas must be maintained in a clean and organized manner. A club member and a parent and/or leader need to be on duty in the barn area and be available to meet the public. EARLY REMOVAL OF ANY EXHIBIT SHALL CAUSE FORFEITURE OF ENTIRE FAIR PREMIUM CHECK AND SUSPENSION FROM PARTICIPATION IN THE FAIR FOR THE FOLLOWING YEAR OR COMMUNITY SERVICE AS DEEMED BY A COMMITTEE APPOINTED BY THE FAIR PRESIDENT. ‐ 61 ‐ PRE‐REGISTRATION INFORMATION All entries in this department must be pre‐registered by 5:00 pm. On Friday, July 19th . This requirement applies to all Emmet and Charlevoix County 4‐H entries. Registration forms, entry tags, and fair books may be picked up at either County Extension Office after July 1st and completed registration forms may be returned to those offices any time up to the July 19th deadline. Please do not return or send 4‐H entry forms to the fair office. Entries not received by the deadline will only be eligible for open class exhibition. EDUCATIONAL PROJECTS Many 4‐H projects exhibited in the Community Center must be accompanied by a written report listing the skills learned in completing the project. See class description for specific requirements. 4‐H PROJECT JUDGING Department R projects, Division 1‐11 and 15 can be brought to the Community Center from 3 – 7 pm. Friday, August 16th and 9:00 am to 11:00 on Saturday, August 17th . The Community Center will then be closed from 11:00 am to 5:00 pm for project judging. Clubs may return to set up their displays from 5:00‐6:00 pm on Saturday or Sunday from noon to 6:00 pm. The building will be closed Monday, August 19th for Open Class judging. GENERAL RULES FOR LIVESTOCK No animals may compete for more than one prize in any class or division unless by reason of special exception to the rule referred to elsewhere. Animal exhibits may be entered in either “Open Class” or “4‐H” but not both. All three‐year‐old heifers in the several classes as breeding stock shall be required to have borne a calf or show evidence of being with calf previous to the exhibition or the heifer cannot compete. All livestock shown must be the bona‐fide property of the exhibitor at the time of making entry. The only exception will be Cloverbud exhibitors. Cloverbud exhibitors may borrow an animal for exhibition. Forage, consisting of hay, and sawdust for litter will be supplied. Exhibitors must furnish forks, pails, and grain. All livestock and animal exhibits must be in place Sunday, August 18, 2013 by 12 Noon. All Cloverbud exhibitors will receive a special Cloverbud ribbon, as there are no premiums awarded for this age group.
Cloverbud classes are designed to be a fun and educational experience in a non-competitive setting.
The participation and learning experience of the child is the ultimate goal.

of a “Fair Premium Statement” is required by each club.

and 1 rooster of the same class and variety
No poultry or fowl shall be handled by anyone other than the registered exhibitor. Neither the Fair board nor the County will

General Rules & Eligibility for dogs and handlers using AKC guidelines:

Must have proof of current rabies vaccination. Dogs must stay in dog show area.
For safety reasons, dogs must be at least 14 months old. Dogs must be entered in a class comparable to their level of
training
regardless of level of handler. Equipment needed: proper leash (6’ leash recommended, may also run without a
collar), water and treats for dogs & humans outside the arena, chairs, a sense of humor & lots of patience!!!!!!
No treats in the show ring.
No female dogs in season will be allowed to compete.
Dogs must be uninjured and free from communicable diseases.
Dogs must be presentably groomed with nails trimmed.
Each owner/handler is responsible for their dog’s behavior. Any dogs exhibiting acts of aggression will be disqualified and
asked to leave the grounds.
Dogs must be on leash or in their crate at all times except during performance in the ring.
CLEAN UP AFTER YOUR DOG IS MANDATORY!!!! Trash containers will be near by for disposal of waste. Bring your
own pick up bags. Animal will be disqualified if the dog fouls while in the ring.
Dog can be entered only once in Standard and agility.
There shall be NO severe discipline or abuse of dogs, no special training collars (spike, pinch, etc), chain leashes, or tags
allowed while at the fair. Exhibiting such behavior or using such equipment will result in being immediately ejected from the
fair grounds and forfeit all awards.
Cloverbud class exhibitors must be accompanied by parent/guardian or 4-H leader while in the show ring for safety.
Dress code: recommend khaki shorts or slacks and polo type shirt. Handler must wear closed toed, tie-up shoes. (ie:
tennis shoes, leather shoes, boots, etc). No advertising logos. If judge deems inappropriate attire, you may not be able to
enter classes.
A walk through without your dog will be allowed prior to each class.
