TRIBAL WATER AND WASTEWATER OPERATOR CERTIFICATION PROGRAM TRAINING ANNOUNCEMENT SAFE DRINKING WATER ACT 101: BASICS AND CONSUMER CONFIDENCE REPORTS Phoenix, Arizona April 14-17, 2015 PROGRAM OBJECTIVE: The Tribal Water and Wastewater Operator Certification Program at the Inter Tribal Council of Arizona, Inc. (ITCA) serves to meet the needs of system operators working on Tribal lands and to provide a jurisdictionally-correct alternative to state certification programs. The ITCA is a U.S. EPA-approved provider of certification services under the U.S. EPA National Tribal Drinking Water Operator Certification Program and makes its services available to all Tribal water and wastewater system operators working in Indian Country. The Safe Drinking Water Act 101: Basics and Consumer Confidence Reporting training course is designed to assist in career development for Tribal personnel. THE TRAINING COURSE: The Safe Drinking Water Act 101 training course will explore the regulatory structures of the Safe Drinking Water Act (SDWA) as it pertains to Tribal water systems. Course subjects covered include: SDWA history; regulatory framework and enforcement (including the nexus between the Safe Drinking Water Act and the Clean Water Act); Maximum Contaminant Levels (MCLs) and water quality constituents of concern; compliance monitoring requirements; interpreting and reporting sample results; and SDWA rules such as the Public Notice, Total Coliform, Lead & Copper, Groundwater, and Arsenic rules. With the guidance of the course instructor, students will have the opportunity to develop a Consumer Confidence Report (CCR) for their own water systems during a hands-on training module on CCR writing. Students are encouraged to bring with them data from their water systems and a laptop computer to take advantage of this opportunity. A limited number of ITCA laptop computers will be available for use during the CCR writing module. COST: This training course is free for Tribal personnel. INSTRUCTOR: ITCA has contracted with subject-matter expert, Ms. Barbara Giesler-DuChaussee of OTTO 1 Training & Consulting Services from New Mexico, to instruct this SDWA 101 training course. Ms. Giesler-DuChaussee has extensive experience in working with the federal regulations of the Safe Drinking Water Act and Clean Water Act. Travel expense costs will be considered for reimbursement on a case-by-case basis and may be subject to funding restrictions. Travel expenses are reimbursed as a stipend at the federal government GSA rates. The maximum per diem rate for Phoenix, Arizona for the time period of this event is $113 for lodging and $71 for meals and incidentals. According to federal guidelines, local residents traveling less than fifty miles one-way are eligible only for mileage reimbursement costs for use of privately-owned automobiles at the rate of $0.575 per mile. To request a travel expense reimbursement, please submit an ITCA Travel Expense Reimbursement Claim Form within fifteen (15) days following the training event. The form must include the signature of the attendee’s supervisor. ITCA will verify an applicant’s eligibility based on event attendance records maintained by ITCA staff.
