As soon as the House assembled for today’s Business, all Hon’ble Members protested and
demanded adjournment of today’s business to discuss the recent twin militant attack at Raj
Bagh Police Station Kathua and Samba. On this Hon’ble Chairman tried to pacify the agitating
Members and asked them to raise the issue after Question Hour.
Mr. Nirmal Singh, Hon’ble Deputy Chief Minister informed the House that Hon’ble Chief
Minister will make a statement in this regard. Not satisfied, all Members from opposition
protested and staged a walk out.

Starred C.Q.Nos. 185, 242 and 54 were orally answered.
In response to Starred C.Q.No.185 asked by Mr. Javid Ahmad, Hon’ble Member regarding
Relief and Rehabilitation, Mr. Basharat Bukhari, Hon’ble Minister for Relief and
Rehabilitation informed the House that earth-quake victims of Karnah will be compensated as
soon as possible.
In response to Starred C.Q.No. 242 asked by Mr. Firdous Ahmad Tak, Hon’ble Member
regarding Batote-Kishtwar-Anantnag Highway, Mr. Altaf Bukhari, Hon’ble Minister for
Roads & Buildings informed the House that work on the said road will be started on priority
basis.
In response to Starred C.Q.No. 54 asked by Mr. Haji Anayat Ali, regarding acute shortage of
H.S.D with Power Development Department at Kargil. Hon’ble Deputy Chief Minister Dr.
Nirmal Singh informed the House funds will be released very soon.
The replies of Starred C.Q.Nos. 33, 331, 129, 257, 149, 01, 119, 04 & 367 and Unstarred
C.Q.Nos. 197, 275, 45, 13, 163, 338, 138, 253, 174, were laid on the table of the House.

RESOLUTION
Mr. Basharat Ahmad Bukhari Hon’ble Minister for Law and Parliamentary Affairs
urged the Hon’ble Chairman to move a resolution impressing upon the Government Of
India and Pakistan to prevent acts that derail the peace process.
Hon’ble Chairman Mr. Amrit Malhotra moved that this House unanimously resolves to
strongly condemn the recent twin terror attacks at Kathua and Samba and urges upon the
Government of India to impress upon the Government of Pakistan to take all measures for
preventing such dastardly acts in future for lasting peace in region so that the initiatives
towards peace don’t get derailed and allow the people of Jammu & Kashmir to get the
dividends of peace process. The House which is most legitimate democratic institute
representing the aspirations of the people of the State further resolves that the movement for
peace and reconciliation will be carried forward with full force and the enemies of peace will
be defeated.
Mr. Abdul Rehman Veeri, Hon’ble Minister for Hajj & Auqaf seconded the Motion.
The Resolution was unanimously adopted by voice vote.
Hon’ble Chief Minister, Jenab Mufti Mohammad Syeed, made a statement regarding recent
twin militant attacks at Kathua and Samba. He stated that borders from Kathua to Kargil were
calm but from 2008-2009 the situation is different and condemned the said attacks. He
described that the Jammu & Kashmir Legislative Assembly is most powerful and we all should
condemn it.

Zero Hour
The following Hon’ble Members raised various issues during Zero Hour.
Mr. Vibod Gupta raised the issue regarding delay in teacher list and inter district transfer of
teachers.
Mr. Surindar Chowdary raised the issue regarding shortage of power and inter district
transfers of R.E.T teachers particularly female teachers.
Mr. Yashpal Shrma raised the issue regarding power shortage, dilapidated position of roads
and demanded relief for flood affected families.
Mr. Sofi Yousuf requested that honorarium of SPO’S and VDC’S be enhanced.
Mr. Firdous Ahmad Tak raised the issue regarding snow clearance on war footing basis and
providing of medical facilities to the populace of the hilly and remote area of Kishtiwar
district.
Mr. Anayat Ali raised the issue regarding airlifting of stranded passengers of Kargil.
Mr. Yasir Reshi requested that passengers of Guraze be airlifted to Guraze and requested for
dewatering of cultivation land at Sonawari.
Mr. Sajjad Ahmad Kichloo raised the issue regarding disrupted power supply in Kishtiwar.
Mr. Jugal Kishore Sharma raised the issue regarding shortage of essential commodities in
hilly areas Panchari block.
Mr. Jehangir Hussain Mir raised the issue of promoted RET teachers to Mendhar from
Haweli.
Mr. Naresh Kumar Gupta raised the issue of snooping of power supply due to recent snow
falling in Badarwah, Thatari and Kilotran etc.
Dr. Bashir Ahmad Shah Veeri free ration to those flood effected families of Anantnag who
didn’t have ration cards.
Mr. Jamsheed Lone raised the issue of ration shortage in kupwara.
Dr. Shenaz Ganai raised issue raised issue of Sheri Kashmir bridges and Nangali bridge be
constructed as an earliest as both were damaged due to September 2014 floods.
Mr. Gulam Nabi Moonga raised the issue regarding the release of CDF to the MLC’S who
are retiring by 27th of March 2015. On this Syed Naeem Akhter ( Leader of House),
Hon’ble Minister for Education assured the House that matter will be taken up with planning
department.
