About the Council:
The Council’s membership consists of fourteen community-based chemical
dependency/addiction treatment services providers. Acting together, in partnership with the State
of South Dakota, CSAD represents a virtual statewide system of coordinated care. This group
represents the “front-line” or initial point of contact for most persons in the state who seek
comprehensive alcohol/drug prevention, treatment, or rehabilitation services.
Each agency contracts with the South Dakota Department of Human Services, Division of
Alcohol and Drug Abuse to provide services that begin the road to recovery for many South
Dakotans.
Additionally, skilled professionals are available to assist schools, communities, community
groups, clubs, organizations, to develop local drug and alcohol prevention efforts.

We Believe
No one wants to experience a problem with alcohol or other drugs. No one wants a family
member, a friend, a loved one, a husband, or a wife to suffer through this daunting life
experience.
Yet, despite the best of intentions, about 10% of South Dakotans will need help with just such a
problem at some point in their lifetime.
The help people need can vary. One thing that is for certain: If you become dependent on a mood
altering chemical, primary treatment and aftercare are likely the best allies. Family or individual
counseling and treatment can be of critical assistance in repairing your life.
Years of experience and a significant body of research have taught us several key facts:
 Treatment can and does help people who are willing to work hard at change;
 Families are deeply affected by the problems associated with substance abuse
problems;
 Family members can improve the quality of their lives, even if their loved one
doesn’t recover;
 Chemical dependency is no respecter of age, sex, religion, race, or any other
factors for that matter. It can and DOES happen to ALL of society; and
 Addictions are far less about moral character than they are about loss of control.

PROGRAM/SERVICE DEFINITIONS
The following program/service definitions are derived from the Division’s 2013 Fiscal Contract
Amendment language and the current Administrative rules. Accreditation references in this
Directory are based on determinations made by the Department of Human Services, Division of
Alcohol and Drug Abuse as a result of annual on-site accreditation reviews.
Prevention Program: A planned and recurring sequence of multiple, structured activities
established to inform, educate, impart skills, deliver services, and/or provide appropriate referrals
for other services, through the practice and application of recognized prevention strategies.
Early Intervention Program; A non-residential program that provides early intervention
services to individuals, including those with emotional disturbances or mental health or medical
conditions, who may have substance use related problems, but do not appear to meet the
diagnostic criteria for Substance-Related Disorder. The program shall provide treatment needs
assessment, intervention, alcohol and drug education, education about co-occurring conditions
impacted by substance abuse, and referral;
Outpatient Services Program: A non-residential program which provides chemically
dependent/abuse clients, including those with co-occurring mental health conditions, a clearly
defined, structured treatment program on a scheduled basis. The provider may provide to each
client any combination of individual, group, or family counseling services as required by the
continued service criteria pursuant to ARSD 46:05:15:08 with no more than a maximum of 8
hours of counseling per week;
Intensive Outpatient Treatment Program; A non-residential program which provides
chemically dependent/abuse clients, including those with co-occurring mental health conditions,
a clearly defined, structured, intensive treatment program on a scheduled basis. This program
should include integrated programming and services for individuals with co-occurring mental
health conditions. Intensity of services required is a minimum of 9 hours and maximum of 19
hours of counseling per week; to be provided within 3 separate sessions, 3 separate days of the
week;
Intensive Outpatient Treatment (SLIP/SLOT): A non-residential program which provides
chemically dependent/abuse clients, including those with co-occurring mental health conditions,
a clearly defined, structured, intensive treatment program on a scheduled basis. The program
should include integrated programming and services for individuals with co-occurring mental
health conditions. There is special emphasis on relapse prevention planning. Clients who attend
this program are also receiving services in the clinically managed low-intensity residential
treatment program. Clients for this category must receive prior approval by the Division of
Alcohol and Drug Abuse. Intensity of services required for reimbursement is a minimum of 9
hours and maximum of 19 hours of counseling per week.
Intensive Day Treatment Program: Day treatment is a program providing a minimum of 20
hours for adults, 15 hours for adolescents of structured intensive treatment services per week.
The program should include integrated programming and services for individuals with cooccurring mental health conditions. Intensity of services required for reimbursement is 20 hours
for adults/15 hours for adolescents per week.

Clinically-Managed Residential Detoxification Program: A clinically managed residential
detoxification program providing for the supervised withdrawal from alcohol or drugs of persons
without known serious physical complications and without acute psychiatric decomposition
requiring a higher level of care. Such facilities welcome individuals with co-occurring mental
health and medical conditions, where such conditions are not sufficiently acute or unstable to
warrant a higher level of care than can be provided in a non-medical facility. The program shall
furnish temporary care, including provisions for taking prescribed medical or mental health
medication, information, counseling, evaluation and referral, and provide for entry into the
continuum of treatment services;
Level III.1 Clinically-Managed Low-Intensity Residential Treatment Program; A residential,
peer oriented treatment program of sub acute care designed to aid the client's re-entry into
society. The program must provide direct alcohol and drug counseling, and support service
counseling by referral. The program shall provide case management services that will help
clients to find employment and to coordinate other services as may be necessary to facilitate the
client's successful re-entry into the community. The program should also include integrated
programming and services for individuals with co-occurring mental health conditions. Intensity
of services required is a minimum of 5 hours and maximum of 8 hours of counseling per week.
Level III.7 Medically-Monitored Intensive Inpatient Treatment Program for Adults; A
residential treatment program of sub-acute care, which provides medically monitored structured
and intensive treatment for chemically dependent clients. The program should also include
integrated programming and services for individuals with co-occurring mental health conditions.
Intensity of services required is 30 hours for adults/15 hours for adolescents per week. For the
adult program, clients may attend specialized topics that address specific needs outlined in the
treatment plan for 9 of the 30 required hours.
Gambling Program: Services provided to individuals determined to have a gambling problem and
services to individuals who are affected by someone else’s gambling, including those with cooccurring mental health conditions. Various levels of services designed to meet the needs of
individuals with gambling problems and their family members. Services can include assessment,
individual and group therapy, structured outpatient treatment, day treatment and Level III.7
medically monitored intensive inpatient treatment program for adults.
Recovery Support Services: Networks of formal and informal services developed and
mobilized to sustain long term recovery for individuals and families. Recovery Support services
may include home visiting, linkages to community-based programs, supporting the client’s
participation in medical or psychiatric care, child care and advocacy, self-help programs, peer
and faith-based support groups, transportation, monitoring and outreach, parent education and
child development, employment services and job training.

Level III.7 Medically Monitored Intensive Inpatient Treatment Program for Adolescents

Eligibility:
Adolescents (13-17 years of age), enrolled members of a Federally recognized Tribe with a primary
diagnosis of drug or other drug addiction/abuse.
Fees:
As a federally funded and operated facility, the YRTC utilizes the Center for Medical Services to
determine the reimbursable DRG rate/fee. Indigent funding is available.
Services:
Residential alcohol and other drugs addiction or abuse treatment and therapy provided through
individual or group therapy. On-site education services provided by a South Dakota Department of
Education certified alternative education program.

Description:
The program provides the adolescents with a treatment and therapy plan that incorporates Lakota
Indian culture and spiritualism into the delivery of individual and group therapy and experiential
outings. In addition, the twelve steps of Alcoholics Anonymous (AA) and Narcotics Anonymous
(NA) are introduced and practiced through; Step study sessions, Big Book sessions, Ala-teen, AlAnon and AA meetings.
The “Truthought Corrective Thinking Process” is utilized and paralleled to the Lakota Indian Value
system as a means to assist the adolescent with their decision making processes and practice more
acceptable behavior for all environments of their lives.
Health promotion and disease prevention education; diabetes, obesity/dietary, smoking cessation,
etc., are provided as part of the treatment curriculum. Basic life skills are included as part of
treatment and alternative education curriculum.
Family Days: Adult family members (18 or older) are invited to participate in family sessions
which occur during the treatment episode for each adolescent with activities to assist the family
with communication and to assist the adolescent with relapse prevention.

Services/Description:

Description: All levels of care are determined by the ASAM Patient Placement Criteria.
Worthmore Residential: Level 2.5, residential day treatment is a level of care which includes a
daily minimum of 6-8 hours of didactic programming, counseling, group therapy, family conjoint
sessions, lectures, videos and peer support. Daily attendance is mandatory. The patient must not
need daily medical supervision. Meals and lodging are included in this level of care. The length of
stay is individualized but generally is four (4) weeks in length. While the patient is in treatment,
families and loved ones are invited to attend the family program, which is an intensive 1-1/2 day
program. There is no cost for the program if a member of the family is in treatment.
Bed space is generally between 15 -18.
Worthmore Outpatient: Direct services for the chemically addicted: a) evaluation of each
chemically addicted person and the family to determine total rehabilitation program, b) provide
information on all aspects of chemical addiction, c) all types and methods of counseling such as
outpatient treatment program, individual, group, family-group, d) referral to appropriate agencies, e)
follow-up, f) prevention and education programs and also a community mobilization project which
includes a community prevention networker to coordinate prevention activities.

comprehensive recommendation for the most appropriate level of care.
Intensive Outpatient Chemical Dependency Treatment Services (adult & adolescent):
Designed to focus on core issues related to addiction, life areas affected, family functioning,
spirituality and over-all mental health. This program provides a highly interactive environment
allowing individuals to experience informative, energetic, and genuine interactions with others
utilizing targeted discussions and activities. The Intensive Outpatient Services Program is provided
in an open-ended group setting. Program members may participate in individual, couples and
family sessions as needed.

Outpatient Chemical Dependency Treatment Services (adult & adolescent):

Description:
Assessment and residential treatment for pregnant and/or parenting adult females and their children.
Full Circle is a residential program located in Rapid City, SD for 18 and older pregnant and
parenting females, and their dependent children, who are struggling with drinking and/or taking
drugs and who lack the ability to abstain from drinking or taking drugs. This program provides
coordinated substance abuse intervention and treatment, health care, and supportive services to
pregnant and/or parenting women.

The goals of Full Circle are for participants to develop a recovery based lifestyle, make a
successful transition into independent living arrangements, be quality parents to their children,
and avoid long term dependency on the social services system. The program consists of 3 phases.
Phase One is medically monitored inpatient chemical dependency treatment and lasts typically 6
weeks. In this phase, the clients learn how drug and alcohol use affects them and their children,
new ways of coping with life, or relating to others and self, and they acquire the tools they need
to aid them in living a recovery oriented lifestyle. Phase 2 is the Clinically Managed Low
Intensity Residential Phase of the program and is designed to provide women with a safe, secure,
and structured place to stay before and after the baby is born. Case Managers help obtain housing
and become involved in education, vocational programs, and parenting classes among other
services. Residents are encouraged to utilize the group home styled facilities for 3 months post
birth. In Phase 3, Full Circle offers case management and aftercare services upon a client’s
discharge from Phase 2. Services included in this phase would be continued provision of support
groups and counseling, as well as ongoing linking with vocational, childcare, educational, and
support services in the community. Women can be referred to this facility by Law Enforcement,
Social Services, Human Services, Tribal Entities, the private sector such as physicians and
attorneys, and others including family members.

The goal of Carroll Institute is to eliminate the problems associated with drug and alcohol abuse.
We address the problem of the individual first, helping them to identify the tragic results of
untreated addictions. Our counselors then stress the importance of learning how to make the right
choices in overcoming addictive thinking. Treatment helps one to recognize, accept and deal with
the problems that have resulted from abuse of drugs and alcohol.
Addictions always have a way of affecting so many more people, often impacting unintended
victims in the family. The Carroll Institute works with families as a system offering each member
the chance to participate in group and individual sessions to aid in the recovery process.
We provide all our clients with comprehensive and cost effective services. In so doing, the
Carroll Institute is committed to providing individual and our community, as a whole, leadership
and expertise in the prevention and treatment of alcohol and drug abuse and addiction. Below is
an outline of the services we provide.

Services:
Prevention Programming:
Project Awareness: Prevention and Education. This program reaches over 14,000 young
people and families every year in the greater Sioux Falls area. The program was developed 30
years ago by the Sioux Falls School District, Courts and the local PTA after a young girl died
from the effects of drug abuse. What started as a drop-in center for kids has now developed to a
program with counselors in area schools within a 60 mile radius of Sioux Falls who provide
education, support training, crisis intervention with families and support groups for students
having difficult adjustments. Work with families is accomplished through two innovative
programs: “Level I” (first time offender’s program) and “Intensive Prevention Program” (IPP).
We also offer an 19-20 year old Young Adult Diversion Program. By design, family
involvement is mandated by referrals from courts and strongly recommended by Carroll Institute.
Early Intervention: The procedures by which a counselor identifies and evaluates an
individual’s strengths, weaknesses, problems and needs for the development of a treatment plan.
Outpatient and Intensive Outpatient Services:
Carroll Outpatient, Intensive Outpatient & Jail Treatment: Treatment services for Adults:
Approximately 1500 people in southeastern South Dakota receive evaluations, urinalysis,
individual counseling, family therapy and group therapy, multiple-family group, Parent Support
Group and Aftercare each year.
Our Adult Intensive Outpatient Treatment Program is a comprehensive program for adults. It
includes corrective thinking, feelings investigation, self-esteem, anger/grief issues, goal setting,
relationship issues, support systems, relapse prevention, individual and family counseling and a
strong 12 Step foundation.
Our Jail Treatment Program is also an intensive outpatient treatment program for incarcerated
adults. This program provides Minnehaha County Jail Inmates with alcohol and drug issues the
opportunity to seek treatment and begin working towards skills necessary to live a clean and
sober lifestyle when they are released.
Our Aftercare Program is a one hour per week reconnection for clients beginning recovery from
drugs and alcohol. The group discussion topics are a more in-depth look at issues that can make
or break recovery. Topics include relapse prevention, trust building, values, feelings, anger
management, relationships, etc…
Methamphetamine Treatment Program:
Our Methamphetamine Treatment Program began on September 18, 2006. This program is a 12
to 18 month intensive outpatient treatment program utilizing the Matrix Model. Clients must
have a minimum of two weeks detoxification time prior to entering the program. They will attend
16 weeks of intensive outpatient services, (some will be residing in a half-way house while
completing this phase), followed by continued residential treatment if needed and 6 to 9 months
of aftercare services. Individual and family sessions are included. Family education is also
provided in a group setting. Contingency management is utilized for attendance and negative
urinalysis testing. Urinalysis testing is completed frequently.

Prevention:
South Dakota Public Safety DUI Program: A prevention and education program using
standardized DUI curriculum focusing on changing risky behavior of drinking and driving. The
approach is non punitive requiring participants to develop a change plan – “…based on the belief
that people have the power to change behavior if they have the motivation and tools to do so.”
The target population for this curriculum is defined as first-time DUI Offenders age 18 years old
and above. The program is 12 hours in length meeting on two Saturdays each month.
Diversion Program: A prevention and education program 8 hours in length offered both day
and evening. The program is geared for 18-20 year olds using a Prime for Life curriculum
utilizing videos, lectures and discussions.
Intensive Prevention Program: A prevention and education program 16 hours in length offered
on Monday and Tuesday evenings. The program is geared for 19-20 year olds using a Prime for
Life curriculum utilizing videos, lectures and discussions.
Moral Reconation Therapy (MRT): Is an objective, systematic treatment system designed to
enhance ego, social, moral and positive behavioral growth in a progressive, step by step design.
MRT has 12 steps that attempt to change how individuals make decisions and judgments by
raising moral reasoning.
Clinically Managed Low Intensity Residential Programs:
Arch Halfway House: A rehabilitative residence for men recovering from chemical
dependency: The “Arch Halfway House” has served over 3000 people since it opened in 1973.
Concerned families initiated the program and gained community support to purchase the former
Lutheran Church parsonage, which was converted to provide a halfway house program for those
returning to the community from inpatient treatment or prison. The Arch Halfway House phone
number is 605-332-6730 and has a capacity of 35.
Changes and Choices: Changes and Choices is a low-intensity residential treatment program
for women. It was established in January 2005 with the purpose of affording chemically
dependent women a safe, secure, drug-free facility to heal from harmful addictions in a positive
and caring environment. We are able to house up to 24 women at a time and provide all of the
essentials needed for a healthy and successful stay. Some program elements of the program
include but are not limited to secure, drug-free residence, daily nutrition, 24 hour staff,
individual, group and family therapy, employment assistance, recreational therapy, working to
develop a support system, life skills, relapse prevention, spirituality, anger management and

Transitional Care, Custodial Care Services and Outpatient Services:
Specialized Meth/Opiate Treatment: This is a specialized program offering a variety of
continuums at City/County Alcohol & Drug Programs’ Adams Street Facility (satellite office) in
Rapid City, SD for adult males and females. The program offers pre-treatment support services,
detoxification, day treatment, intensive outpatient treatment, outpatient services and residential
components to individuals with a methamphetamine and/or opiate dependence diagnosis. The
level of programming is based on client’s individualized needs. It also offers a follow up
continued care program to assist with ongoing treatment needs.
A basic description of each phase is outlined below:
Pre-treatment Phase: Individuals can engage in outreach recovery support services through
case management, individual and group counseling. Primary goals are to reduce fear, establish a
therapeutic rapport, offer emotional support, receive education on addiction and community
resources, and complete an initial assessment and treatment plan addressing immediate needs.

Contingency management incentives are offered based on active participation in programming,
completing treatment plan objectives in a timely manner, producing negative drug screen, and
engaging in a higher level of treatment if deemed necessary.
NOTE: Random breathalyzer testing and drug screenings are conducted in all phases of
treatment.
Phase One-Stabilization: Initial and ongoing assessment in a Social-Setting Detox at CCADP
on Lacrosse Street in Rapid City, SD. The length of this phase is based on an individual’s need
under the direction of medical personnel. Physician, nursing staff, emergency medical
technicians and chemical dependency counselors will comprise the clinical care team during
Phase I. If a client is admitted and no longer experiences withdrawal symptoms, the client will be
moved into Phase II to begin Day Treatment.
Phase Two- Intensive Day Treatment: If deemed appropriate by counseling staff, clients may
enter the program at this stage and/or may be determined appropriate for non-residential
programming. This methamphetamine and/or opiate specific Day Treatment program consists of
20-hours of therapy per week. This phase includes individuals, group and family therapy. The
Matrix Treatment Model is an evidence-based curriculum proven effective for treating
methamphetamine and/or opiate addition. This model, along with the Truthought Corrective
Thinking curriculum, is used to assist clients in developing coping skills and responsible
decision-making. Motivational Interviewing, Stages of Change, and Client Driven Treatment
Plans are strategies used to assist individuals in the treatment planning process. Twelve-Step
sponsorship is highly encouraged in this phase of treatment. Case Management, EMT/Tech staff,
and chemical dependency counselors will comprise the clinical care team during Phase II. Mental
Health services are available, if needed, at Behavior Management System (BMS) or Sioux San
Mental Health in Rapid City, SD.
NOTE: Length of stay is based on individual’s needs and treatment progress.
Phase Three-Structured Living: After successful completion of Phase II, individuals may be
referred to an Intensive Outpatient Treatment program based on individual’s needs. This level of
care offers a minimum of 9 hours and up to 15 hours of therapy per week to include individual,
group and family therapy. Residential placement is available if needed. Case Management,
EMT/Tech staff and chemical dependency counselors will comprise the clinical care team during
Phase III. Individuals continue to work on primary chemical dependency issues, engage in
recovery support groups and establish social support networks conducive to recovery needs.
NOTE: Length of stay is based on individual’s needs and treatment progress.
Phase Four-Community Placement: Residential services are available upon request. Average
length of stay is approximately 90 days. This level of care offers a minimum of 5 hours of
therapy per week. Transitional services support individuals in establishing independent living.

Continued Care Programming: Individuals are encouraged to participate in Continued Care
Programming to enhance recovery efforts. It takes time to build a solid support system and
establish working relationships conducive to recovery. Our goal is to assist individuals in
achieving their goals so they can enhance their quality of life.

Half–way House Residential Treatment:
Level III.I Low-Intensity Residential Treatment: The primary goal for this level of
residential care is to provide chemically dependent adult males a safe, sober, supportive
atmosphere during transition into the community. This level of care requires 5 hours of
group per week and average length of stay is 90 days. Program includes meals, shelter,
individual/group counseling, family education, employment assistance, referrals for nonprovided services, recreational activities, and transportation means. All clients will be
required to submit to random alcohol/drug testing throughout the treatment continuum.
Outpatient Services: Group and Individual Counseling services (Continued Care) are
available for individuals completing primary treatment programs. Length of program is
based on individual’s needs.

Intensive Methamphetamine Treatment Program for Women:
Phase III (Structured Living) - Clinically Managed Low Intensity Residential – Meth
Women consists of 90 days of Low Intensity Residential Treatment (Level III.1) at the
facility. For the first month, this level of care will require 5 hours of specific Chemical
Dependency Services per week, 2 hours of Corrective Thinking, 2 hours of Recovery Support
(AA/NA), 7 hours of Individualized Therapy and Release Planning. Individualized Therapy
may include; parenting, life skills, domestic violence, mental health counseling, and case
management. This therapy may be provided in a group setting or on an individual basis. For
the remaining two months, the client will be placed in regular III.1 programming which
requires 5 hours of Chemical Dependency Services per week. Random drug testing is
completed.
Phase IV (Community Placement)– Local Group and Individual Counseling for the
Intensive Methamphetamine Treatment Program. Phase four consists of 180 days, divided
into two 90 day sub-phases. At this point in the program, the clients will be residing in their
own residence. For the first 90 days the client will be required to attend 2 hours of Aftercare
(Level 1) per week, 1 hour of Recovery Support per week, and 1 individual counseling
session per month. For the second 90 days the client will be required to attend 1 hour of
Aftercare per week, 1 hour of Recovery Support per week, and one individual counseling
session per month, if needed. Clients will also be drug tested on a random basis by their
assigned Parole Agents. The client is responsible for all payments for the second 90 days.

Level III.1 Low-Intensity Residential Treatment: The primary goal for this level of
residential care is to provide chemically dependent clients a safe, sober, supportive atmosphere
during transition into the community following successful completion of treatment. This level of
care requires 5 hours of group per week and average length of stay is 30 to 90 days. The
Homeless Program consists of 6 beds for those persons in need of pre/post treatment services.
Those accepted into the program meet the Federal definition of homeless and can stay in the
program for up to 6 months. Programs includes meals, shelter, individual/group counseling,
family education, employment assistance, referrals for non-provided services, recreational
activities, and transportation means. All clients will be required to submit to random alcohol/drug
testing throughout the treatment continuum.
Continued Care: We hold 3 Continued Care groups weekly. Successful completion of a
treatment program is required prior to acceptance into the group.
Core: Provide counseling, support services, and/or initial assessments for chemically dependent
persons, or anyone adversely affected by the use of alcohol and/or drugs. Community information
and referrals of services are provided.
COD Outpatient Services: Individual and group counseling services are provided in
partnership with Behavior Management Systems (BMS) to individuals with co-occurring
disorders.
Intensive Outpatient Treatment: Program for both men and women: This program is an openended program. The length of stay is determined by the individuals needs.
Slip/Slot: Residential program where the client lives at the center and has the option to work
during the day and attend outpatient treatment in the day or evenings.
DUI Program (12-Hour): A 12-hour Public Safety program for first time DUI offenders can be
taken on the first and second Saturdays or the second and third Wednesdays of each month. Preregistration is required.
Sobering Beds: CCADP began a pilot project on February 1, 2012. This project consists of 7
beds in a ward for individuals volunteering to stay at the facility for purposes of securing a safe,
sober environment while detoxing from alcohol. Individuals entering into this program have little
to no desire to stop drinking. Blood Alcohol Concentrations must be under .280 with no history
of withdrawals. Mentors are on-site to try and engage these individuals in community resources.
Residential Intensive Outpatient Treatment/Slip-Slot: Intensive Outpatient Treatment is also
offered while residing at the facility if a safe, sober environment is needed.

Description:
Community Counseling Services Alcohol & Drug Treatment Unit is a community-based outpatient
chemical dependency unit with central offices in Huron and satellite offices in Wessington Springs
and Miller. A broad range of outpatient chemical dependency services is offered. These include an
intensive outpatient treatment program for chemical dependency, men's and women's continuing
care groups which meet weekly, DUI Offenders Program, chemical dependency evaluations,
individual, group, and family counseling. Referrals for inpatient treatment are arranged as needed.
Emphasis is also placed on community information and education along with in-service
opportunities for various local organizations. A broad range of services addressing the prevention
of substance abuse is provided. These include Youth Diversion Group (for adolescents who have

Adult Inpatient Program: Therapeutic services for chemically dependent individuals who meet
ASAM criteria for Level III.7 admission. The program incorporates traditional American Indian
teachings with 12-step concepts. The treatment philosophy is based on Red Road, Medicine

Wheel and AA principles. The inpatient program is licensed as a twelve-bed unit. The usual
length of stay is 21-30 days. Thirty hours of educational and group therapy are provided weekly
in additional to 12-step study and attendance groups. Clients are provided the opportunity to
participate in an Inipi Ceremony and/or attend church services. Planned recreational and physical
activities are also part of the weekly schedule. Two-day family program is scheduled the final
week of treatment.
Adult Outpatient Program: Outpatient treatment services (Level II.1) are provided for
individuals who meet the ASAM criteria for Level II admission. The objective of the program is
to provide treatment for individuals who require therapeutic and supportive counseling and
referral services while living independently, who may have completed inpatient treatment
previously but relapsed, or for whom residential treatment is not otherwise possible. The
program meets three times per week in three hour long sessions for six weeks. A total of ten
hours of weekly education classes, group therapy and individual counseling are included.
Adolescent Outpatient Program: (Level II.1 Title 19 approval) Services to adolescents who
require outpatient treatment are provided. Clients should meet the ASAM placement criteria for
Level II admission. Clients who require inpatient treatment services are referred to an
appropriate facility. The outpatient program meets three times per week for six weeks. Family
involvement is required as part of the treatment process. The adolescent program also provides
continuing care for individuals who have recently completed treatment.

The purpose of HorsePlay Productions Healing Center (HPPHC) is to provide information on
alcohol and drugs; information and education on co-occurring issues and developments;

HPPHC was incorporated in accordance with the laws of the State of South Dakota on March 8,

Eligibility:
Serves adolescents (12-17 years old) who are residents of the state of South Dakota. Applicants
must be evaluated by a certified chemical dependency counselor and meet DSM IV diagnostic
criteria for substance dependence. Pre-admission arrangements are required and can be made
through the completion of an indigent assessment packet at a Core Service Agency. All admissions
must be authorized by the Division of Alcohol and Drug Abuse. The treatment length of stay is
dependent upon personal needs of the individual. Clients must be detoxed or drug-free 72 hours
prior to admission.
Fees:
Voluntary admissions are required to pay the $600.00 fee (effective 01/10) upon admission.
Additional charges will be assessed according to ability to pay. Medicaid will also pay for patients
who qualify.

Adolescent Chemical Dependency Program is a 20 bed co-ed program, which provides chemical
dependency treatment to adolescents, ages 12 through 17. The average stay at the Adolescent

approach of treatment utilizing the 12 Steps of AA/NA.

Serves adults (18 years and older) who are residents of the state of SD. Applicants must have a
Chemical Dependency Treatment Needs Assessment (TNA) completed by an accredited provider,

Anyone admitting to HSC must be medically stable upon admission. HSC may request additional
information on referrals prior to granting medical clearance for admission. All admissions are

Residential Treatment Program: Adults and male/female adolescents (separate programs). A
residential facility operating twenty-four hours a day, seven days a week, offering therapeutic
programs for chemically dependent or substance abusing persons, their families, and co-dependents.
Adolescents have a school program with a full-time teacher, psychiatrist and full time clinical
psychologist on staff. Adults may also be seen by a psychiatrist, psychologist specializing in chronic
pain and by a full time psychologist.

Aftercare: Continued interaction with the client designed to support and to increase the gains made
in the treatment process. There are aftercare groups held at the Sioux Falls Outreach Center on
Wednesday afternoon and also Thursday night. Donations requested if able.
Family Program: There is an intensive 2-day family program, 9 am - 5 pm (Monday and Tuesday).
There is no cost for the program if a member of the family is in residence. While there is no charge
for the family program, there is a charge for meals. Family sessions are also held every Sunday
from 1 am - 2 pm. Parent support group is Wednesday evenings at the Outreach Center.
Intensive Outpatient: Eight week, structured, evening and daytime outpatient program. Family
included.
Gambling Treatment: Free assessment and six-week outpatient group or intensive inpatient
programs.
All programs accredited by the Commission of Acceditation of Rehabilitation Facilities (CARF).

The 7 Directions Toward Healing: Specifically designed for the Lakota Oyate. A culturally based
curriculum which utilizes the Lakota values to assist the Oyate in realizing how their use of
chemicals negatively affects all parts of themselves and their family. A guide for Living in a Red
Day – a life free of alcohol and drug addition.

Applicants must be between the ages of 12 and 18 years of age and meet DSM IV diagnostic
criteria for substance abuse. Applicants must be evaluated by a certified chemical dependency
counselor prior to admission. If this is not possible, the admission shall be considered tentative
pending further evaluation. It is also preferred that an application packet be submitted prior to
client admission (emergency placement arrangements can be made by contacting the Chemical
Dependency Services Coordinator). Payment arrangements must be established prior to admission.

Description:
The Our Home Rediscovery Program is an intense 45-60 day program designed specifically to
provide drug and alcohol treatment services to youth. There are three basic assumptions central to
the program approach. They are:
1. Chemical addiction is a disease and entails the entire ramification of other health disorders.

2. Treatment services are best provided in an atmosphere of care and concern.
3. Developing sound peer and other social skills are critical in the recovery process.
The program also acknowledges that youth with substance abuse disorders typically present with
co-existing problems and multiple needs, which may or may not be the direct result of their
substance use. Therefore, the treatment process must focus not only on the primary substance abuse
disorder but also on the co-existing concerns that may exist.
The specific program philosophy and approach taken by the Rediscovery Program toward the
treatment of the direct substance abuse disorder is specified in the following treatment philosophy
and entailed assumptions. In conjunction with the treatment philosophy, the program offers certain
guideposts to assist in the treatment and recovery process. These guideposts include assessment,
treatment planning, individualization, progress review, case management and discharge planning.
Youth participation shall participate in the development of and receive planned tasks that are,
identified in the client’s Individualized Treatment Plan.

Our Home, Inc. Short Term Adolescent Relapse Treatment Program
The Our Home Short Term Relapse Treatment Program is an intensive 7-18 day program. This
program is designed for adolescents with a diagnosis of alcohol and other drug dependence, and
who have successfully completed drug and alcohol treatment at least once. The individual must
have relapsed while living in the community. The purpose of the program is to assist adolescent in
re-establishing their recovery program and in making vital community connections to support
recovery. Therefore, the treatment process places a focus on identifying primary relapse “triggers”,
relapse prevention and developing a continued care plan. An emphasis is placed on family
involvement as well as involvement from the primary referral and other community support
providers.
The programs also utilizes outside resources; specifically, AA and NA as well as other community
resources to enhance the treatment process.

Methamphetamine specific, and continuing care referral. This is an outpatient treatment program
for chemical dependency. Individual and group counseling is utilized. Inmates are referred for
continuing care in the community upon parole or release.
A Modified Therapeutic Community for Methamphetamine addicted female inmates is also
available. The program is designed for a capacity of 24 inmates for 15 months of programming;
including 3 months in the main Prison, 3 months in the Therapeutic Community, 3 months in a Half
Way House, and 6 months on Aftercare while living in their own residence. The Intensive
Treatment portion consists of 90 days of Intense Chemical Dependency Treatment, focusing on
Methamphetamine addiction. The program is 6 days per week with approximately 260 hours of
specific Chemical Dependency Treatment, as well as 195 hours of additional therapy, to include
Mental Health Counseling, Education, Life Skills, Corrective Thinking, and group processing for a
total of 455 hours of therapy. The program is based on principles of the nationally recognized;
research based Matrix Model, a highly structured, intensive program which includes the following

treatments for stimulant use disorders that have empirical support; Cognitive Behavior Therapy,
Contingency Management, which involves positive rewards for treatment progress; 12 step
programs and Community Reinforcement. This approach is evidenced based and monitored by
assessment tools to prove efficacy. Assessment tools are administered at the beginning of each
phase, which are collected by Mountain Plains Evaluation.

The Correctional Substance Abuse Program staff located at the South Dakota State Penitentiary
provides the following services to the inmates housed in that facility:

All adult male inmates who enter the South Dakota Department of Corrections system
through the Jameson Intake Unit are screened to determine a need for chemical
dependency services.
Intensive Outpatient Treatment either consists of 15 hours of services per week for a
period of 6 weeks or 17.5 hours of services per week for a period of 4 weeks. Inmates are
provided with chemical dependency education, group therapy, and individual counseling.
Co-occurring Treatment consists of 10 hours of service per week for a period of 10
weeks, focusing on individuals who have co-occurring issues to deal with (ex. Chemical
Dependency and Mental Health). Inmates are provided with chemical dependency
education, mental health education, group therapy, and individual counseling.
Methamphetamine Treatment consists of 12.5 hours of service per week for a period of 7
weeks, focusing on individuals diagnosed with Methamphetamine dependence. Inmates
are provided with chemical dependency education, group therapy and individual
counseling.
Native American Specific Treatment consists of 15 hours of service per week for a period
of 6 weeks, focusing on the Red Road to Wellbriety. Inmates are provided with chemical
dependency education, group therapy, individual counseling and participate in Talking
Circles.
A one hour weekly Continuing Recovery Class is available on an on-going basis for
inmates who have completed treatment and wish to further develop and enhance their
recovery strategies to avoid future relapse.
Alcoholics and Narcotics Anonymous meetings are available 1 evening per week.
Those needing continued service subsequent to leaving the facility are referred to appropriate
services in their home community. The parole coordinator provides oversight as well as
coordination of services delivered to parolees. Located at the South Dakota State Penitentiary
this position works directly with DOC institutional staff, parole services administration, parole
officers, and community providers to ensure that all parolees are provided with appropriate and
timely links to services post release.

Volunteers of America, Dakotas is a non-profit, spiritually based organization that reaches out to
empower people of all ages to become healthier, self sufficient, productive members of their
communities.
Support Services and Counseling: Provides assessments, individual, group and family counseling,
aftercare counseling and prevention and education programs.
Adolescent Intensive Outpatient Treatment: Provides seven weeks of intensive outpatient treatment
services to adolescents and their families. Groups meet 3 days a week, 3 hours per day.
Adult Intensive Outpatient Treatment: Provides six weeks of intensive outpatient treatment
services to adults and their families. Groups meet 3 evenings per week, 3 hours per evening.
Aftercare: Ongoing continuum of care services are offered for those that have completed treatment
programs. Groups meet 4 days a week for a recommended six month period of time.
Residential/Inpatient Treatment: Provides up to 45 days of residential treatment services to
adolescents. Additional stay beyond 45 days is possible if clinically warranted. Services include
individual, group and family counseling; psychiatric and psychological services, nursing care,
family program, school program, and 24 hour staff coverage. Adolescents will have an opportunity
to participate in cultural activities that work hand in hand with the Twelve Steps. Some of the
activities include: visits from elders, sweat lodge, arts and crafts, meditation, guest speakers and
talking circle.
Outpatient Treatment and Transitional Care: Provides up to 45 days of both outpatient treatment
and transitional care to adolescents who do not need residential treatment, but require a structured
living environment while participating in outpatient treatment. This service is also available to
adolescents who have completed residential treatment but are experiencing difficulties in
maintaining ongoing sobriety. Services include individual, group and family counseling,
psychiatric and psychological services, nursing care, family program, school program and 24 hour
staff coverage.
The New Start Program for Adolescents is a 24 hour clinically managed low intensity residential
treatment program for pregnant and parenting adolescents referred by the Department of
Corrections and Social Services, Human Services, Court Services or the private sector.
Comprehensive services provided include prenatal, postpartum, and well baby care, child care and
parenting services, basic life skills education, educational and employment services, chemical
dependency services, mental health counseling and case management. These services allow
participants to gain the skills and resources necessary to live a healthy, drug fee life and to develop
positive parenting practices for themselves and their child(ren).
The New Start program for women is a 24 hour residential treatment program that offers both
medically monitored intensive inpatient chemical dependency treatment and clinically managed
low intensity treatment to chemically dependent pregnant and parenting women. Comprehensive
services provided include prenatal, postpartum, and well baby care, child care and parenting
services, independent living skills training, educational services, employability skills training,
chemical dependency treatment, mental health counseling and case management. Law
Enforcement, Social Services, Human Services, Tribal Entities and the private sector such as
physicians, attorneys and others can refer women to this program.

individuals 19-21 years of age in relation to alcohol/drug use.

education classes such as the State Certified DUI Class.
Description:
Counseling and support services for youth and families. Individual, group, and family counseling;
crisis intervention; parent education; aftercare; marriage and behavioral issues.
Youth and Family Services Counseling provides crisis intervention for young people and families;
counseling for alcohol and drug problems, co-occurring, child abuse and neglect, sexual abuse,
family and individual dysfunctions; referral and aftercare; parent education classes; teen pregnancy
prevention; networking with community agencies and schools; curriculum development and
training.
The YFS Outpatient Program can be in a group or individual format. Group requires a minimum of
20 hours of direct contact, depending on the extent of the client’s problems and can last 10 weeks or
longer. Individual therapy is also available if work or other restraints does not allow for group

meetings. Services are conducted by Certified Dependency Counselors and Licensed Professional
Counselors.
An Aftercare Program is also available. This program is conducted either individually or in groups.
Program length varies depending on needs of individuals. Aftercare provides counseling related to
continued abstinence from alcohol/drug use and includes topics such as relapse identification and
prevention, healthy communication, support systems, rational thinking, stress management and
health relationships.
Assessments are conducted using standard ASAM guidelines. The assessments are conducted in
individual sessions. The cost of the Assessment is a standard $70.00 fee for all clients who meet
the financial eligibility. Otherwise the standard fee is $294.00.
