The Finance committee meets quarterly to review and discuss the WPOA financial performance to date and to make recommendations to the Board of Trustee’s. The discussions this quarter centered around the paying off of the recreation center loan and how to finance the upkeep of that facility and pools going forward. Their recommendations to the board is in the WPOA board meeting minutes of 14 March 2015 in new business section. Please refer to those minutes for the recommendation of the committee. WRWSD Board of Trustees Meeting – Mon., February 23, 2015 President Larry Doughman called the meeting to order at 7:00 p.m. Roll Call: Present: Beresford, Bridges, Buskey, Doughman, LaPlante, Purdin, Mgr. Cahall and Plant Supt. Culver. Absent: Redick (ex.) Minutes: A motion to approve the minutes of the February 14th Saturday meeting as distributed via email was made by Purdin and seconded by Beresford. A yea/nay vote was taken and the motion passed unanimously. President’s Report (Larry Doughman): none Treasurer’s Report (John Buskey): • Buskey noted that he and Mgr. Cahall, Plant Supt. Culver, and WRWSD Clerk, Kay Bundy will begin work on updating the WRWSD’s Capital Improvements Plan during the next couple of weeks. The Plan should be available for the entire Board’s review by the end of March. • The Board discussed what action should be taken when the two CDs at National Bank and Trust come due on March 4th. It was decided that the CDs should be ‘cashed’ out and then transferred to Peoples Bank on March 9th since NB&T will no longer exist. • Buskey shared several of the meetings which RCAP (Rural Community Assistance Partnership) will be offering in the near future. Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): • The next shipment of meters and registers from Master Meter will be 200 units. Installation of these new units continues. It is anticipated that all residences will have new water meters and registers by the end of summer. • Culver reported that one of the three return pumps at the sewer plant had failed and would need to be replaced at a cost of about $2K. • Cahall and Culver agree that the cold weather was causing problems for both homeowners and the WRWSD staff. Several water leaks have been reported requiring repair under difficult weather conditions. • Culver shared that he has been researching the cost and features of small excavators. The purchase of an excavator of this size would definitely reduce yard damage and reclamation costs when the WRWSD installs water and sewer service to new homes as well as when line repairs need to be made. Purchase of a small excavator will be included in the Capital Plan. • The Board directed the Manager to contact legal counsel, Jay Cutrell, to write a resolution stating that the flushing truck is “no longer necessary or needed for the operation of the District”. • Cahall has already received several resumes in response to the District’s ad for a ‘new hire’ at the WRWSD plant. The deadline is March 6th. (CONTINUED ON PAGE 8) Waynoka News - 8 Other Business Items: • Beresford initiated a discussion about the ‘life expectancy’ of the various grinder pump cores and the District’s plan of action as the sewer system ages. The Trustees discussed many different aspects of this matter. • Buskey made a proposal as to how the Trustees should determine the 2015 WRWSD officers at the Annual Meeting. All agreed to follow his suggestion. Motions and Resolutions: none Adjournment: A motion to adjourn the meeting was then made by Purdin and seconded by Beresford. Let it breathe! Let it breathe! If you are going to landscape around your grinder pump, the grade around the pump should be a minimum of 4” below the top of the lid and sloped away from the unit. Never cover or obstruct the air vent openings in your grinder pump. In a failure situation back flow water would empty into your house rather than on to the ground if the vents are blocked. Waynoka Regional Water and Sewer District 1 Waynoka Dr. Lake Waynoka, OH 45171 937-446-3232 937-446-3330 WRWSD Board of Trustees Meeting – Sat., March 14, 2015 Vice President Tom Beresford called the meeting to order at 9:30 a.m. Beresford then announced that Larry Doughman who had presided as President of the WRWSD Board of Trustees for the past two years submitted his resignation from the Board effective Friday, March 6, 2015. Doughman and his wife, Tillie, are no longer property owners in Lake Waynoka. The Board members thank Doughman for his service and wish him well. Roll Call: Present: Beresford, Bridges, Buskey, LaPlante, Redick & Mgr. Cahall. Absent: Purdin (ex.) Minutes: A motion was made by LaPlante and seconded by Redick to approve the minutes of the February workshop meeting as read. A yea/nay vote was taken and the motion passed unanimously. President’s Report (Tom Beresford): none Treasurer’s Report (John Buskey): • Buskey noted in the February financial report (which was available to all those present) that income from bond service and water availability fees was already being received. Additional monies will be received by the end of March and into April and May since the invoices were mailed in early March. • The line items related to the monthly service contracts for both water and sewer were reduced in February because the WRWSD received a credit from the WPOA for 2014. • A meeting to revise and update the five year Capital Plan was held last week and another work session is scheduled for next week. The proposed plan will be reviewed by the Board at the March workshop meeting. • Treasurer Buskey encouraged anyone with questions about the finances of the District to contact him. Manager’s Report (Paul Cahall): • The CDs held at NB&T were transferred and reissued by Peoples as the Board had directed Cahall to do. • There is a ‘plug’ in sewage lines on Bonanza Dr. which the crew has been working to clear since Wednesday. Unfortunately, it appears that they may need to run new lines and install a new tap. • Today the crew is answering calls about ‘lit’ grinder pump lights because of the excessive rainfall being experienced. • The spring draining of the lagoon has not yet begun because of the ice. The drain pipe is located in the center of the lagoon. If the water is drained from under it when there is ice on the surface the drain pipe could ‘snap’. So the plan is to open the valve to drain the lagoon late next week after the ice is melted and the EPA’s testing requirements are met. • On Monday four candidates will be interviewed for the vacant position at the water plant. We also support numerous other organizations yearly, including, but not limited to: *Veterans Home in Georgetown *Ohio Lions Eye Research Foundation *Camp Dovetail *Ohio Lions Pilot Dogs *International Relations *Lions Club International Foundation and *Central Ohio Lions Eye Bank. We would like to continue supporting our community here at Lake Waynoka, our state of Ohio, our nation and the world we live in. It will be very hard to do this in the future. We can’t keep giving out thousands and taking in hundreds. We have had to cut back on giving two or three scholarships each year to only one this year due to lack of funds. All of the money we take in has to go back. The only way the Lions Club can operate globally is through our dues and funds we generate within our Lions Club. The reason we are having trouble to support the above is our members have fallen and we don’t have personal to do projects to raise funds. Lions Motto: “We Serve” The Eastern High School Department of Athletics announced Angela Cox, class of 2015, will continue her volleyball career at the collegiate level. She has signed her letter of intent to play volleyball for NCAA Division III Bluffton University in Bluffton, Ohio. Cox had an outstanding career as a Middle Hitter for the Eastern High School Lady Warriors. Cox was a four year award winner. Her senior year she acquired several accolades including All-League and All-District Awards. She also received the award for most blocks on the team, Honorable Mention for District XIV, the Four Year award, as well as the C103 Player of the Game Award. Cox will receive the Centennial scholarship as well as other financial aid as she pursues her major of accounting. She will play for Bluffton Head Volleyball Coach Steve Yarnell who has coached at Bluffton for 10 years. Coach Yarnell has led the Beavers to the Heartland Conference Championship five times in his 10 years and to the NCAA Division III Tournament five times. Bluffton’s 2014 campaign included a Heartland Conference Championship with a record of 24-10 and a NCAA Tournament bid. Crime Trend Narrative During the month of February, (2) felony charges were filed as a result of a previous case and closed. No crime trends were noted for the month. Boat Decal Reminder Boat decals are issued only to property owners or spouses. Boat decals are provided for the boat (large decal) and trailer (smaller decal). Property owners or spouses must have the following documentation when seeking a new boat decal. 1. current year membership card of property owner or spouse who owns the boat 2. current year registration, or current title, or memorandum of purchase if the boat has been purchased within the previous (30) days. NOTE – In accordance with the Code of Regulations, the owner of the boat must sign a statement that denotes that the owner of the boat has active insurance on the boat at the time that the decal is issued. Decals are to be place on the left side of the boat (approximately center mass of the boat) and the trailer decal is to be placed on the left tongue of the trailer. Each boat decal costs $35.00. Waynoka News - 23 Ask the manager, Paul S. Cahall 1. Can we get one car sticker mailed to us after the dues are paid? Unfortunately no. We do not release car stickers to anyone, all stickers must be applied by security so we know what car is getting it and who’s car it is. If we mailed out stickers they could end up on anybody’s car and we would lose control of our gate. Most of our members can be trusted to do the right thing with the sticker it is the few who would not that would cause a problem with unauthorized non-members having access to both gates. 2. Why can’t we lease the open area’s that we mow to a farmer for hay? Most of the open area you see around the lake that we mow are lots owned by members that pay an annual fee to have them mowed. Since we don’t own the land we can’t lease it. Also after years of running those big tractors over them they are full of ruts that would tear up bailing equipment. The only area we own that could be used for hay is under the power lines and we are currently using that area to dump the silt from dredging. 3. Do campers own the spot they camp in so they can add structures on those lots? No they do not. We allow our permanent (pay for a full year and winter storage) campers to make upgrades that are approved by the campground manager to their rented lots but if they leave they have to take it with them.
