2015 Final Budget
Council approved the 2015 Operational and
Capital budget with revenues of $37,185,604
and expenditures of $37,135, 604 for a surplus of

Bylaw 749.15 2015 Taxation Rates
Due to adjustments to assessments on the west side of the
county, many ratepayers will see a rise in their taxes. For this
and other reasons council decided to not raise mill rates for
2015.
Administration Building Tenders
Five tenders were received for renovations on the
Administration Building. County council agreed to accept the
lowest tender from United Construction Company Inc. in the
amount of $1,475,000, which is within the budget set for the
project. Approximate time for completion could be between
9 months and 1 year. Construction will begin as soon as
possible after the contract is signed.
Revised Emergency Services Agreement
Council accepted the Draft Emergency Services agreement in
principle, with one correction, and requested copies be sent
out to the affected urban Council for comment and review by
the June council meeting.
Process Water Line
Council had requested that research be done on the process
of getting a raw water intake from the North Saskatchewan
River for industrial water use. Two possible alternatives for
locations of the intake have been provided, along with
necessary steps needed to provide a complete application.
Council will postpone the review of the application until after
a meeting with the Environment Minister.
Expropriation Request for a Meeting
Lamont County has received a legal request for a meeting
from a ratepayer whose cow stepped in an old post hole,
after County expropriated some land and moved a fence.
Council agreed to respond to the request to review the
concern, and will refer it to the dispute resolution process of
the Surface Rights Board.
Meg Development Agreement
Lamont County authorizes the execution of the development
agreement between Meg Energy and Lamont County
Administration
Retention of Contractor for Compliance Purposes
Lamont County is required to do a review of contaminated
sites in the County, and Council agreed to retain the services
of Stantec to do the work.
Lamont and District Agricultural Society
Lamont County has received a letter of request to help the
Agricultural Society in removing topsoil from their property
in preparation for their Summer Sizzler Rodeo. Council
agreed to have Public Works work with the Agricultural
Society to do the work, subject to the development of a
suitable contract including permits and utility locating.
Memorandum of Understanding: Emergency Social Services
In the case of the declaration of an emergency, FCSS is not
currently set up to help municipalities with services required
during an emergency, for example grant funding etc. cannot
be allocated to a community in need. Council approved the
Memorandum of Understanding, and it will be forwarded to
municipalities for their signatures. This will be the first such
agreement between FCSS and Emergency Services in the
province.
FCSS Bylaw 750.15
All three readings of Bylaw 750.15 were done in order to
included FCSS Lamont County Region, Bruderheim, Mundare
and Chipman in a multi-municipal agreement.
FCSS Services Multi Municipal Agreement
After review, it was determined that the current multimunicipal agreement is written to reflect the FCSS Board as
an independent and operational board, when according to
regulations it must be created and function as an advisory
board to Lamont County Council. Therefore a new
agreement was created to reflect this. Council approved the
new agreement.
Sale of Crushed Gravel
Lamont County will selling gravel to rate payers for $15 per
tonne for up to 30 tonnes per ratepayer, as per policy 5102.
No changes were made to the policy.
Policy 5107 Dust Control
The Dust Control policy was reviewed, with the removal of
RR 202 between Hwy 15 and Twp560, and the addition of
Moscow Hall road (Twp. 520 from Hwy855 to RR163) to the
dust control program.
Residential Dust Abatement Policy 5101 (oil)
The Residential dust abatement policy was reviewed.
Payment for dust abatement must now be received by May 1
to guarantee dust abatement is done. Dust abatement with
MC250 will remain at $2500 plus GST per 400ft area.
Resident Dust Abatement Policy 5010a (calcium)
The Residential dust abatement policy with calcium was
reviewed. As the price of Tiger Inhibited 35 has increased,
the rate has been changed to $1100 per treatment area of
400ft. Payment for dust abatement must now be received by
May 1 to guarantee dust abatement is done.
RR 162 Dust Control
A letter was sent from members of the Holy Trinity Ukrainian
Orthodox Church of Kahwin with concerns about dust
settling on the church and graveyard. Lamont County will be
working with the various gravel contractors on 162 for
appropriate rehabilitation of the road and dust abatement of
the road will be added.
Garbage on RR 161 and Twp534
As garbage continues to be a problem in Lamont County
ditches, Lamont County will be writing a letter to the St
Michael Landfill Commission with concern about the Landfill
Hours. Administration will also be researching the policies
and practices of other landfills in surrounding counties.

Lamont County.
To minimize the potential of a wildfire event within the
county no fire permits will be issued. Warming fires, cooking
fires and burning barrels are still allowed but must be
contained. Please ensure that burning barrels are in good
condition so that they will not allow the fire to get away.
Supervision is required with all open flames.

private lands. The Agricultural Service Board (ASB)
Department HIGHLY recommends that NONE of these traps
be tampered with or taken.

with or taking traps may be prosecuted.
