Bidders please note that any and all exceptions to the specifications must be noted in areas provided.
Failure to disclose any and all exceptions or deviations from the enclosed specification will be grounds for
the Lapeer County Road Commission to deem a bid unresponsive, and disqualify that bid proposal.
Descriptive literature for equipment and comprehensive warranty statements shall be included and shall
be considered part of the quotation/bid enclosures. These specifications are meant to provide a mini mum
performance and quality standard acceptable to the Road Commission. The Road Commission reserves the
right to include pre-build and pre-paint inspections/meetings at the installer’s location. The Road
Commission also reserves the right to accept or reject any or all proposals and to award to the bid that is
deemed to be in the best interest of the Lapeer County Road Commission.
Bid submittals shall include a detailed summary of all makes, models/brands being offered and
manufacturer’s literature must accompany all bids. All bid proposals are to include installation and any
painting that is required. The equipment must be thoroughly tested prior to delivery. Payment will be
made after conformity with the vendors bid proposal and the specifications is verified.
Dump Body
Install 18’ Crysteel Select Dump Body or Equivalent Including:
Body is 18’ long, 84” inside width, 96” outside width
Sides will be tapered from a 66” front height to a 50” rear height
Body construction will be 201 stainless steel, 7 gauge 201 stainless steel sides and ends
¼” AR400 steel floor
Western style understructure, no cross members
Doghouse construction will be with 7 gauge 201 stainless steel material
Boxed top rail
Full depth front and rear pillars
1 piece sides with horizontal V side braces

Scraper
Monroe Model #MS4512 underbody scraper or equivalent
Moldboard to be 1” thick x 20” in height, heat treated carbon steel 12’ long.
The cutting edge shall be ½” x 6” AASHO top punch, double beveled.
The reversing table shall be a 1” solid one piece circle with infinite plowing positions, available to 45
degrees.
Reversing will be accomplished with two 4” double acting cylinders with 2” socatri rods.
The cylinders will provide a hydraulic lock for holding the moldboard in place while in use; a crossover
relief valve shall be furnished.
There shall be 2” diameter socatri cylinder rods on every cylinder.
All cylinders to have poly pack seals.
Cylinders will be mounted with 2” pivot pins.
The reversing circle shall pivot around a 5” center pin piloted into the hanger board and attached with
three ¾” mounting bolts. The center pin shall incorporate a grease groove around the circumference of
the pin to ensure complete lubrication. The circle shall incorporate integral stops, not weld on.
The circle hold down blocks shall be 20.5” in length by 7” deep and bolted to the hanger board as close
to the circle as possible for maximum strength.
The shape of the hold down blocks shall follow the contour of the circle.
Located underneath the hold down blocks shall be a piece of 3/8” UHMW to work as a wearplate for
ease of movement of the circle.
The hanger brackets shall be custom tapered solid brackets, A36 mild steel plate for maximum strength.
The hanger board shall be manufactured from ½” formed plate, reinforced by ½” x 2” bar on edge with
grease manifold brackets installed.
The hinge line shall be a solid shaft, 96” in length and have three moldboard anchor points .
Hinges are to be cold rolled, 1018 steel, with the two outer hinges being 3 -1/4” O.D. by 6” length, with
the center hinge being 3-1/4” O.D. by 10-3/4” in length, with a .344 wall thickness mechanical tubing.
The hinges shall be reinforced with one wrap around ½” gusset on the outer two hinges and two gussets
on the inner hinge.
The three heavy duty hinges shall be located to minimize stress along the hanger board for maximum
strength.
There shall be four grease zerks on the hinge shaft on hinge tube.
The inner hinge shall have two wear plates to prevent side to side shifting of the moldboard.

The moldboard actuation will be accomplished by two 3-1/2” double acting cylinders with 2” socatri
piston rods.
The canister cylinder assembly shall be retained by a 4-bolt flange assembly.
The cylinders shall be mounted in shock housings that are trunion mounted with ¾” thick reinforced
steel trunion brackets and bolt in trunion caps for the canisters.
The trunion bearings will be 2-3/4” by .344 wall thickness carbon steel and shall be lubricated with two
grease zerks per cylinder at the trunion mounts.
There shall be a grease zerk located at the cylinder head.
Cushioning of the moldboard will be with two heavy duty shock assemblies with two internal mounted
586#/inch, .8125 wire, AISE 5161 steel springs.
The pressure relief valve shall be preset at 400 PSI and shall be provided with the scraper.
Scraper moldboard and all scraper hardware to be painted black.
Installation to include modification or relocation of exhaust parts, battery boxes, air tanks & dryers, etc.
to achieve maximum height and allow for proper operation.
The scraper shall include a grease manifold block on each side of the circle with grease lines to all the
pivots requiring lubrication. Grease line hoses shall extend to the center bolt, the four grease locations
on the hanger board/moldboard hinges, the clevis pins on both the rod end and the base end of the
power reverse cylinders, and the inner and outer trunion bearings for both canisters.

Wing
Install 9 ft Monroe mid mounted Paraglide wing or equivalent
Including the following
Wing shall be designed to mount behind the underbody blade and shall have moldboard length of 113
inches at the top and 108 inches at the bottom
Moldboard height shall measure 33” inboard and 33” outboard with cutting edge
Moldboard shall be 3/16” A36 steel with a poly moldboard liner
Top of moldboard shall be formed into a 2-3/4” X 1” channel for additional strength
Bottom angle shall be 4” X 4” X ¾” and reinforced between the cutting edge holes with ten (10) 3” X
3” X ½” gussets
There shall be six (6) ½” moldboard reinforcement ribs tapered from 4” at the bottom to 2-1/2” at the
top
There shall be two (2) horizontal reinforcement angles between the discharge end last two ribs, bottom
4” X 3” X ½” reinforcement angle shall have seven (7) evenly spaced 5/8” holes for push ar m
adjustment, top 4” X 4” X ½” reinforcement angle shall have seven (7) evenly spaced 5/8” holes for
push arm adjustment
The wing post shall allow the toe of the wing moldboard to float freely over rough roads and road
shoulders, thus reducing potential damage to the wing and cab/chassis.
Wing post shall be of a trailing link style with twelve inches of lift and designed to allow the moldboard
to float up a minimum of eight to twelve inches when in the plowing position.
The post front structure shall be no more than 24” high and 14” wide. Post weldment shall be
manufactured with a .750” inside mounting plate and a matching .500” outer plate. A .375” Ex -Ten 50
front base plate will set the width of the post, support the .500” inner lower hinge brackets and t he
.750” bottom cylinder mounts. Internal reinforcement with a .500 HSLA radius plate shall be welded to
both side plates and the front base plate.
The post weldment will serve as the anchor for three trailing link assemblies. The upper and lower link
arms shall be .750” radius bar with a 1.750” machined hole on each end. The upper arm assembly will
be reinforced with a 2.500” schedule 80 pipe at the front anchor. The lower arm assembly will be
reinforced with a 2.500” schedule 80 pipe at the front anchor and .500 HSLA x 5.000 plate to the rear.
The lift/float link will be .500” bar with a radius at the anchor end, reinforced with a 2.500” schedule
80 pipe. The rear of the lift link will be 1.000” plate reinforced with .625” bar and will include two
.625” upper cylinder mounts. The rear lift weldment shall have an outer 1.000” and inner .500” bar with
radius ends and machined 1.750” holes. Bars shall be spaced and supported with two 2.500” schedule
pipes and two .500” x 4.000” triangular gussets.
The hinge shall consist of three 1.000” thick radius ears that have 1.438” machined holes, spaced
evenly and reinforced with two .250” x 2.000” x 2.000” angles. All 1.750” machined holes will have Rc

50 hardened bushings. Hinge pins shall be 1.500” OD, case hardened to Rc 55-60. Hinge pins shall be
retained with machine bushings and .250” roll pins. All pivots shall be grease able.
Lift cylinder shall be a 3.000” ID x 5.000” stroke with a 1.500” nitrated rod. Hydraulic port(s) shall be
.562-18 ORB. Cylinder shall be attached within the post with 1.000” stress proof pins, machine washers
and roll pins. Prior to assembly, the post will be shot blasted, washed and prepped prior to powder
coating black.
Lifting action for the heel end of the wing shall be accomplished via a single 3” ID X 15” stroke, 2”
rod, ¾ - 16 ORB ports, polypac seals, double acting hydraulic cylinder with a nitrated rod.
The heel cylinder/pusharm mount attachment shall be mounted between the rear drive axles
Heel cylinder shall be attached to the upper rear push arm slide assembly
Wing shall be operated by hydraulic lift; no cables or chains shall be accepted
The rear upper push arm shall be equipped with an external slide assembly to allow for mechanical float
and attachment of the heel lift cylinder
Rear push arms and heel lift cylinder shall be attached with 1-1/4” stress proof pins for quick attach and
detach
There shall be two (2) rear wing heavy duty, 2-1/2” schedule 80, adjustable, spring cushioned lift arms
including safety shear pins, 6’ long fully extended.
A sequencing valve shall be supplied with the wings
Sequencing valve shall be adjustable for both the up sequencing of the wing and the down sequencing
of the wing
Lock valves shall be built into the sequencing valve to prevent both th e toe and heel cylinder from
drifting when in the stored position
The sequencing valve shall allow wing to hydraulically drift up when in the plowing position
Sequencing valve shall be equipped with an adjustable metering valve to control the speed at whi ch the
blade drops when going from the stored position to the plow position
The cutting edge shall be reverse curved, single beveled, carbon steel, 108” x 8” x 5/8”, punched on the
reverse side
Cast Iron and hardened moldboard shoes at each end of Moldboard.

Combo Tanks
Install Fuel/oil/valve enclosure combination tanks shall be installed behind the cab and shall include
the following:
Valve enclosure shall be built into the fuel tank and shall include a removable access door with
lockable t handles latches
Fuel tank capacity shall be 100 gal minimum and hydraulic oil capacity shall be 50 gal minimum
Top of the tank Lens type, tank mounted return line filter
Supply port on the hyd. Tank shall includes a 2” x 3” suction strainer
Ball valve shut off on case drain and supply ports
Sight and temperature gauge
Fuel tank shall include the proper fuel gauge sending unit
Low oil sensor in hydraulic tank and wired to a low oil shutdown system

Tanks to have a powder coat finish
Top step on the driver’s side to be bar grating material and extend from the fender to the fuel tank,
bottom step to be bar grating material, as long as possible
Hydraulic tank will be full of AW32 hydraulic oil

Central Hydraulic System

reverse circuit, the prewet, auger, and spinner circuits as well as the return line circuit for the spreader.
