INTRODUCTION The enclosed is an abbreviated program statement to serve as a guide in the planning, design and construction for Phase 1 of the Little Rock Technology Park in Little Rock, Arkansas. Phase 1 of our five-­‐phase project includes the renovation of the empty Exchange Bank Annex building (417 Main Street) and the building currently occupied by the Mays Bird & Associates Law Firm (415 Main Street). The following document is not intended to dictate design but to communicate the objectives of the client so that the design team can understand and achieve these objectives. In addition to the design objectives, the Little Rock Technology Park 1
Authority (LRTPA) has established certain desirable criteria to be incorporated in the renovation as well as a preliminary time schedule. It is the task of the design team to develop a plan for Phase 1, which will accommodate the current and future requirements of the Little Rock Technology Park and which is sensitive to the building design and immediate neighborhood. The exterior of the Phase 1 buildings should blend with the existing Main Street image. The design team should be prepared to demonstrate how the proposed building could be adapted for usage by technology firms ranging in size from a single employee to an entire floor. Depending on final requirements, it may be necessary to provide flexible partitioning of the tenant space, to enable expansion or reconfiguration based on tenant growth or tenant business focus. It is the Authority’s goal for Phase 1 to deliver a well-­‐designed, fully functional, office facility, constructed of quality materials, that meets the needs of a general office tenants. The plan must allow for ease in relocating tenants with a generic, high density, compact design. An allocation of tenant and shared common space has not been determined. 3. PURPOSE AND BACKGROUND 1. Purpose The Little Rock Technology Park Authority (“Authority”) is requesting the submission of a statement of qualifications for architectural-­‐engineer services (“Statement of Qualifications”) from firms interested in providing such services to the Authority for the Phase 1 Development project. 2

Background The Little Rock Technology Park Authority was created in 2007, under enabling legislation passed by the Arkansas General Assembly as Act 1045 of the 2007 Session. The Authority is sponsored by the University of Arkansas at Little Rock (“UALR”), University of Arkansas for Medical Sciences (“UAMS”), and the City of Little Rock under a Memorandum of Agreement dated September 10, 2010. It is governed by a seven-­‐member Board of Directors appointed by the sponsors. The Director reports to the Board of Directors through the board chairperson. The Little Rock Technology Park Authority (“LRTPA”) is a 501(c)(3) nonprofit organization formed in 2015 to acquire, develop and manage a research-­‐technology center (“Center”) in Little Rock, Arkansas. LRTPA is the result of many organizations working together with the common goal of 3
creating an environment serving technology organizations in Central Arkansas. The Center will be developed in a downtown Little Rock Business District location, likely comprised of new and renovated buildings developed to form an integrated environment for start-­‐up and mature technology companies. UAMS, UALR and Arkansas Children’s Hospital (“ACH”) have significant and growing research activity, which will provide opportunities for commercialization and new business ventures. The citizens of Little Rock have endorsed the Center’s development by approving the allocation of a sales tax, which will provide $22,000,000 in capital funding allocated over the period 2012 – 2021. The mission of LRTPA is to provide a stimulating environment, including facilities, counseling, programming and financing advice, to accelerate the location of technology-­‐based ventures and formation of new ventures. Its goal is to provide quality job opportunities and economic development in Central Arkansas. In the summer of 2014, the Little Rock Technology Park Authority Board approved a proposed set of properties in Downtown Little Rock in the 400 block of Main Street. An exhibit showing proposed properties is available in this document. LRTPA is set to begin formal negotiations with property owners in early 2nd quarter 2015. At this time, the project has been broken out into five phases for future development. 4. PROJECT DESCRIPTION The Project involves renovations that affect the Exchange Bank Annex at 417 Main Street and the Mays Bird & Associates Law Firm building at 415 Main Street. Construction is anticipated to begin in Winter 2015. 4

The renovation of 415 Main Street will convert a law office into a functional office space for technology-­‐related company(s) The scope of renovations will likely include new finishes, casework, equipment and supporting mechanical, electrical and plumbing items. Energy conservation is a high priority. Energy design and comfort criteria should be ASHRAE standards 90.1-­‐2013 Edition and 62.1 – 2013 Edition. If appropriate, rade-­‐
offs in capital investment and energy savings will be prepared for different energy systems. Low energy consumption lighting is to be used. A design requirement is to have the energy systems controlled by a central computer and have off-­‐site control capability. In an effort to achieve maximum energy efficiency, consideration should be given to independent zoning of the mechanical system for those areas more likely to have extended-­‐hour useage. 5. SCOPE OF SERVICES Services include the programming, design, architecture and engineering phases. In general, the design, architecture, and engineering will include the following: a. Complete Facility Requirements necessary to incorporate the design of the elements associated with the technology park. b. Perform field investigations to check all existing conditions. . 5
c. Prepare architectural, civil, structural, electrical, mechanical, plumbing, and fire protection Design Development and Contract Documents. d. Prepare Contract Documents consisting of Drawings and Specifications setting forth in detail the requirements for the construction of the Project. e. Perform regulatory and/or local permitting, if required. f. Provide oversight during the construction phase of the overall project. g. Participate in project meetings during the design and construction period. h. Coordinate with the contractor selected by LRTPA to comply with the Technology Campus’ Master Plan or to recommend modifications. Discussion of firm’s specific abilities and expertise to provide the required professional services and qualifications related to project requirements, including project management skills and methodology to monitor project budgets. 5. Key in-­‐house personnel and consultants proposed as project team members, including detailed resumes. 6. Descriptions of recent related projects completed by the firm(s) and individuals assigned by the architect and each consultant. 7. Based on your current contract workload and our project timeline, please identify key personnel and consultants that would be assigned to our project. Please include a list of recent related projects for each person provided. 8. References of other owners for which the firm has provided similar professional services within the past five years. 8. EVALUTION CRITERA The consultant selection process will be the qualifications-­‐based selections process (QBS). The LRTPA Board of Directors and Executive Director will evaluate statements of qualifications submitted. The following criteria will be used by the committee in evaluation the qualifications: CRITERIA RELATIVE IMPORTANCE Overall responsiveness to the Request for Qualifications 10% Qualifications of consultant and subconsultants 30% Qualifications of management team personnel to be assigned 30% Technical approach to the project (emphasis on LEED certification and green technologies) 15% Ability to finish work within time schedule 15% The Board may, at its discretion, select a firm or firms within a competitive range to be invited to present additional oral or written information. The same evaluation and weights listed above will be used to rank the oral interview phase of the qualifications process. 9. SELECTION Upon completion of the qualifications evaluation, one firm will be selected to negotiate a contract for services. If an agreement cannot be reached, negotiations will continue with the next highest ranked firm, and so on, until an agreement is reached. 10. CONDITIONAL PROPOSALS Conditional proposals or proposals that contain modifying or escalation clauses will be declared non-­‐responsive. AUTHORIZATION OF PROPOSAL If the proposal is made by an individual business under a fictitious name, the proposer shall so state. If the proposal is made by a joint venture, the full names and addresses of all members and address of the joint venture shall be given and the proposal shall be signed for all members by one member. If a corporation makes the proposal, an authorized representative shall sign it in the corporate name. SPECIFICATION CHANGES All changes to this specification will be made by written addendum. AUTHORITY PRIVILEGE The Little Rock Technology Park Authority reserves the right to reject all proposals or any proposal or to accept any proposal which will best serve the interest of the Authority. TAX EXEMPTION The Little Rock Technology Park Authority is exempt from payment of all federal, state, and local taxes in connection with this proposed contract. 10
11. PROPOSED PROPERTIES The properties proposed for the Little Rock Technology Park’s downtown locations are noted below. Properties in red currently have existing buildings on them as of today. Phase 1 renovations as it relates to this RFQ would include the Annex and Mays buildings. 11
