The inspection services: the history…
 First inspection services from the end of XIX century on
selected shipments coming from all over the world.
 Second half of the XX century: Importers make use of
the pre-shipment inspection to ensure compliance of the
purchased goods before shipment.
Importers & Exporters: private & public companies and
State departments/Governments.
 The 60s: The Governement of few developing Countries
adopted the PSI system and price verification of incoming
goods. In the following decades this was largely expanded.
Purpose: to control the real flows in input and avoid under
or over billing, as well as "improper“ practices.
 it is a mandatory Certification.

What means PSI?
It’s a Pre-Shipment Inspection.
To check:
Quality
Quantity
Packing, Marking and Conditioning.

 L/C (or Purchase order /Agreement)
 Pro-forma Invoice
 Packing List
 Certificate of Origin
 Bill of Lading (or other transport documents)
 Commerciale invoice
 Analysis Certificate or Tests Report

Why?
In order to prevent troubles, it is advisable to have goods
inspected & controlled by an Independent Inspection
Company, to verify its compliance with :
1. Technical standards of importing Country
2. Administratives/tax regulations of the Importing
Country
3. Contract specifications

Mandatory Certification: 1) and 2)


European Community Standards (EN) or International
(ISO / ASTM) not always accepted. Goods need to
conform to Standard of Importing Country,
i.e.: Iran (ISIRI), Russia (GOST), Ukraine, Belarus,
Kazakhstan, etc.
Some countries want to control the flow of incoming
goods for proper application of duties or payment by L/C:
- Real value of goods (price verification)
- Proper attribution of Customs Code

Voluntary Certification:
 Buying and Selling of goods:
transfer of ownership  a sensitive step, especially in
international trade (note: it often happens a failure or
insufficient knoledge of Incoterms).
 Possibly Prevent Damages to the goods:
avoid disputes  missing payments  deteriorating
of business relationship s  loss of trade opportunity

Why ask for a volontary certification?
Protection of the Exporters and/or the Importers:
 to avoid misunderstandings between the parties
 prevent frauds or extra costs
 prevent unexpected damage ascertained on arrival
 in case of litigation: have evidences usable in court
 decrease risks stop input (anti-bribe)
 PR: company’s image

Mandatory Certification: IRAN
IRAN is a large and important Importing country.
Italy is one of the traditional supplier who has
historically estensively exported towards this
Country: a large variety of products, machinery and
industrial equipments.
In the past few years, the introduced restrictions
slowed down the trade. We do hope that same will be
shortly totally revoked in order to strongly recovery
this trade.

Ius Sitris is the Italian partner of B.I.S.:
B.I.S. - Bekhrad International Inspection Services Ltd.
Who is B.I.S.?
 1992: establishing of B.I.S., a private company based in Tehran
 1995: B.I.S. is the 1st Iranian inspection company to be
accredited by ISIRI and CBI (Central Bank of Iran) for the
execution of pre-shipment inspection of imported goods in Iran
 today: coverage in over 100 countries worldwide through its
network of offices, affiliates and partners.

Controls on Export goods
 Goods imported into Iran are subjected to a mandatory
Pre-Shipment Inspection (PSI) and Certification.
Purpose:
 Ensure the compliance of goods for quality and quantity to
the contractual specifications and with the Iranians technical
standards.
 2 kind of Inspection Certificates:
 Inspection Certificate (IC): For goods not subject to mandatory
standards (ISIRI);
 Certificate of Inspection (COI-VOC): Goods subject to mandatory
standards (i.e.: electrical items; safety performance; etc.).
