REQUEST FOR PROPOSAL
INVASIVE PLANT CONTROL
Door County is seeking to contract with an individual or entity for a Wild Parsnip
(Pastinaca sativa) control program in Southern Door County.
Specifications, instructions, and mapped populations are posted on the Door County
Soil & Water conservation Department (SWCD) website, http://map.co.door.wi.us/swcd/
or may be obtained from the SWCD, 421 Nebraska Street, 3rd Floor, Sturgeon Bay, WI
[920-746-2214]. Proposals must conform to the requirements of the specifications and
instructions.
Proposals must be submitted to and received by the SWCD on or before 12:00 p.m.
April 3, 2015, and will be opened by staff at the SWCD Conference Room @ 1:00 p.m.
that day.
INSTRUCTIONS
1. PROPOSALS:
Proposals must be legibly printed or type written. Proposals must be sealed in an opaque
envelope labeled “Door County Wild Parsnip (Pastinaca sativa) Control Proposal”.
Proposals must set forth the scope of services to be provided and the qualifications of the
individual or entity. Any deviation from the specifications, program procedure, or these
instructions must be noted clearly and concisely. Proposals must be signed (by the individual or
by a duly authorized representative of the entity) and dated. Proposals must remain firm for a
period of forty-five (45) days.
Issuance of this request for proposal does not confer any rights to any prospective proposer and
does not obligate Door County to engage in any procurement or to purchase. Any costs
associated with the preparation of a response to this request shall be the sole responsibility of the
person submitting the proposal.
Any confidential or proprietary information should be clearly marked as such. The County will use
discretion with regards to disclosure of confidential or proprietary information contained in any
proposal, but cannot guarantee that information will not be made public. As a governmental
entity, the County is subject to Wisconsin’s Public Record Law.
Once submitted, the proposals and any supplementary documents become the property of Door
County.
2. NEGOTIATIONS
This is a negotiated procurement. Negotiation is a procedure that includes receipt of proposals
from offerors, permits bargaining with the lowest responsible offeror, and may afford an
opportunity to revise proposals before award of a contract. Bargaining – in the sense of
discussion, persuasion, alteration of initial assumptions and positions, and give-and-take may
apply to price, schedule, technical requirements, etcetera.
Door County may make an award on the basis of the original proposal, without negotiations with
an offeror at Door County’s sole discretion.
3. QUALIFICATIONS OF INDIVIDUAL OR ENTITY
Individual or entity shall be licensed, certified, accredited, and/or meet all of the necessary
qualifications to perform the services / work contemplated. Door County may make that
investigation as it deems necessary to determine the ability of the individual or entity to perform
the services / work. Door County reserves the right to reject any proposal if the individual or
entity fails to satisfy the County that the individual or entity is qualified to perform the services /
work contemplated.
Door County may, in its sole discretion, require proposers to submit sworn statements as to
financial ability, equipment and experience in the work / services prescribed and other matters
that the County requires for the protection and welfare of the public in the performance of a public
contract. Persons or entities offering bid proposals are strongly encouraged to incorporate such
information in to their bids.
4. CONSIDERATION/AWARD OF CONTRACT:
Door County reserves the right to reject or accept any or all proposals, or parts thereof, and/or
waive technical defects.
The award of this contract shall be to a responsible individual or entity offering the most
advantageous proposal to Door County, so long as the proposal is compliant.
A responsible individual or entity is one who is not only financially responsible, but who is
possessed of the judgment, skill, ability, capacity and integrity requisite and necessary to perform
a public contract according to its terms. Door County reserves the right to consider all elements
entering into the question determining the responsibility of the individual or entity.
Door County and/or its designee may choose to conduct interviews of qualified and responsible
proposers. Further, qualified and responsible proposers may be required to make presentation[s]
to the Door County Board or its sub-units.
5. CONTRACT
The successful individual or entity shall execute an Independent Contractor Agreement,
substantially similar to that included with the instructions and specifications, within fifteen (15)
days after notice of the award of the award of the contract is given. The request for proposal,
instructions, specifications, and proposal in their entirely form the primary basis of the agreement.
6. LAWS AND REGULATIONS
The successful individual or entity must be cognizant of and shall abide by all applicable federal,
state, and municipal laws, ordinances, rules and regulations. This includes, but is not limited to,
non-discrimination laws, equal employment obligations, affirmative action mandates, labor
standards, and the Americans with Disabilities Act.
7. LATE PROPOSALS
Proposals that are not timely received will not be accepted. Late proposals will be returned,
unopened, to the bidder.
8. INDIVIDUAL’S OR ENTITY’S CERTIFICATE
Each individual or entity shall incorporate and make a part of their proposal a sworn statement by
the individual or entity that the individual or entity has examined and carefully checked the
specifications and instructions before submitting the proposal, and have offered a compliant
proposal.
SPECIFICATIONS
[Door County Wild Parsnip Control Program]
Invasive species control: Using 2, 4-D Amine and Escort ® herbicide to treat Wild
Parsnip (Pastinaca sativa).
The Door County Soil and Water Conservation Department (SWCD) and the Door County
Invasive Species Team (DCIST), are pleased to announce a Wild Parsnip control program for
the Townships in southern Door County. The SWCD will facilitate the program and is offering a
6 month contract to control Wild Parsnip in southern Door County. Treatment may begin as
early as April 15th and must be completed by September 31st, 2015.
Treatments conducted after project expiration or without SWCD pre-approval will not be funded
by this program.
The contractor shall treat all Wild Parsnip growing in the Right of Way (ROW) areas identified
on the inventoried population maps provided by the SWCD. Treatment of the entire ROW area
is required and verification of the size of the ROW must be conducted by utilizing the SWCD’s
county web map parcel layer. Proposals must also follow the attached Program Procedure
sheet.
Please include in the proposal:
 Cost per mile for ROW treatment of Wild Parsnip for entire area and project timeline.
 Cost per mile of ROW treatment of Wild Parsnip for each treatment time period:
o 1st treatment approximately 4/15/15-5/29/15 with 2, 4-D Amine
o 2nd treatment approximately 6/8/15-7/3/15 with Escort
o 3rd treatment approximately 9/1/15-9/30/15 with Escort
 Application rate and Herbicide:(see required application mixture in Program Procedure)
 Maximum amount of miles contractor is willing to or able to treat in the time period noted
above. (Note: Treatment is limited to Townships in southern Door County).

Program Procedure:
The SWCD has inventoried the Wild Parsnip in Door County and will provide additional
aerial photographs to the selected contractor for treatment. Treatment of approximately
25.2 miles of ROW, (in southern Door Townships), are proposed through this effort.
(Note: 1 mile of road with populations of wild parsnip on both sides of the road is
counted as 2 miles for treatment.) Spot treatments on foot with or without the aide of a
motorized vehicle or ATV will be the preferred method of treatment. Treatment will be
conducted at three different times. First treatment may begin April 15th and will end by
May 29th, weather dependent, with a 2, 4-D Amine mixture. Second treatment may
begin 1-2 weeks after ROW mowing (approximately June 8th-June 15th, weather
dependent) and will be completed by July 3rd. The third and final treatment may begin
September 1st, weather dependent, and will be completed by September 30th. Boom
spraying proposals will not be accepted. The contractor will be responsible to complete
and submit any and all permit application(s) for the treatment areas. Contractor will
contact SWCD 24 hours prior to treatment and shall report completed work to the
SWCD after treatment is complete.
Applicators must hold a current Wisconsin Department of Agriculture Trade and
Consumer Protection (DATCP) certification in the Right of Way category.
All treatments shall be limited to the ROW areas.
2, 4-D Amine herbicide mixture shall be as follows:



Use 1.5 ounces 2, 4-D per gallon of water
Use 0.75 ounces Methylated Seed Oil (MSO) per gallon of water
Must follow label for proper mixing.
Escort ® herbicide mixture shall be as follows:



Use 0.3 to 0.7 grams Escort ® per gallon of water.
Use 1 ounce Ammonia per gallon of water.
Use 0.75 ounces MSO per gallon of water.






Step 1 - Fill ¼ tank water with Ammonia.
Step 2 - Add and mix Escort ® granules until dissolved.
Step 3 - Add remaining water.
Step 4 - Add and mix in MSO.
Step 5 - Add high visibility dye.
Maintain agitation throughout applications.
