Overall Descriptions of the Position:
Assist the County Controller as the First Deputy by overseeing, supervising and
coordinating activities of workers engaged in financial reporting and account
practices. Areas of responsibility and direct oversight include but are not limited
to accounts payable, tax revenues, county employee pensions and payroll
processing.
Position Requirements:
 Bachelor’s Degree in Accounting or a closely related field.
 Must have a minimum of 3 years of experience in a responsible position in
business, auditing, or accounting.
 Prior experience in staff supervision strongly preferred.
 Fluent in current Windows operating systems and current Windows Office
Suite.
 Must have knowledge of and experience with software used to produce
general ledgers, financial statements, accounts payable and payroll.
 Must have the ability to read, analyze and interpret general business
correspondence, financial reports, technical procedures and The
Commonwealth of Pennsylvania and Mercer county laws or governmental
regulations.
 Must have the ability to work and interact on a daily basis with staff,
county employees, elected officials, department heads, auditors, and the
general public.
 Must have the ability to use advanced mathematical skills, principles of
advanced accounting and advanced financial theory in the practice of
governmental tax collection, auditing and accounting.
 Knowledge of County finance administration, governmental accounting
and budgeting a plus.
 Must have a good working knowledge of IRS regulations on payroll
transactions and reports.
 Must have the ability to work independently with minimal supervision.
 Must be able to exhibit a high level of confidentiality at all times.
 Excellent organization and problem solving skills are required.
 Must be able to lift 10 lbs. frequently, up to 50 lbs. occasionally.
 Must be able to stand, sit, walk, bend, and twist at will.
Position Duties:
 Directly supervises the clerical employees in the Controller’s Department
by carrying out supervisory responsibilities in accordance with the
County’s policies and applicable state and federal laws.
 Departmental staff oversight includes but is not limited to employee
training; planning, assigning and directing employee work loads and
processes; appraising employee performance and outcomes; and
addressing employee disciplinary issues and complaints through problem
resolution and employee counseling.
 Directs, controls, and manages the County’s retirement plans based on
PA County Pension Law and the Mercer County Retirement Board.
 Calculates and provides retirement quotes to employees, explains
retirement options to future retirees, and coordinates monthly retiree
payments.
 Determines employee refunds and coordinates roll-overs with outside
companies.
 Prepares and coordinates County Employee annual payroll information
with outside actuary.
 Verifies journal and ledger entries of cash and check payments,
purchases, expenses and trial balances by examining source documents
and authentication of inventory items.
 Inspects items in books of original entry to determine if accepted
accounting procedure was followed in the recording of County financial
transactions.
 Coordinates with the Treasurer’s office on various accounting functions
including cash flow requirements and check distribution.
 Approves all accounts payable invoice batches; authorizes payment of
general fund distributions for payroll and accounts payable; ensures
proper coding and entry; maintains copies for files and generates “Positive
Pay” file.
 Directs and oversees computation of County employee payroll according
to County contracts, pay plans and the County of Mercer Salary Board.
 Directs and oversees compilation of other payroll data such as pension,
insurance, third party sick pay, payroll taxes and union dues payments.
 Responsible for timely production and filing of year end and quarterly
reports as required. Items to include employee W2’s, 1099-R’s, 1099Misc. and UC-2 reports.
 Coordinates accounting documents and reports with outside auditors
including liquid fuel, indirect cost, state and annual audits.
 Administers and operation of the department in the absence of the
Controller.
 Works closely with all County departments primarily but not limited to
Fiscal, Human Resources, Treasurer, Children and Youth, Domestic
Relations and Bridge Departments.
 Performs all other duties as required or assigned.
