Introduction:
Delhi, the capital of the nation has a length of 51.90 km, while its breadth is 48.48 km, it has
an area of 1483 sq. km, out of which 685.34 sq. km, falls in urban area while 797.66 sq. km. in rural
area. There are six administrative agencies for implementing Mid Day Meal scheme in Delhi
namely Directorate of Education, North Delhi Municipal Corporation, South Delhi Municipal
Corporation, East Delhi Municipal Corporation, New Delhi Municipal Council & Delhi Cantonment
Board.
As per the population census 2011, the total population of Delhi has increased from 1.38
crore (in 2001) to 1.68 crore i.e. an increase of 21% in population in 2011 as compared to 2001.
The Child sex ratio is marginally down from 868 female per 1000 males in 2001 to 866
females per 1000 males in 2011. The literacy rate in Delhi has gone up to 86.3% in 2011 as
compared to 81.7% in 2001. Gender disparity too has come down from 12% to 10% with the
literacy rate of girls shooting up by an impressive 6%. The literacy rate stands at 91% for boys and
81% for girls. In 2001, it was 87% and 75% for boys and girls respectively.
Among states Delhi has the highest population density of 11297 people per sq. km. North
East District of Delhi is ranked as the densest District in the Country at 37,346 people per sq km.
In view of the above, the implementation of Mid Day Meal scheme in Delhi for each and
every child of all Govt. and Govt. Aided schools studying in primary and upper primary classes is an
uphill task. However Mid Day Meal scheme is running successfully in Delhi.
1.1
Brief history
Government of NCT of Delhi decided to provide cooked Mid Day Meal to children studying
in all schools run/aided by different agencies i.e. Directorate of Education, North Delhi Municipal
Corporation, South Delhi Municipal Corporation, East Delhi Municipal Corporation, New Delhi
Municipal Council and Delhi Cantonment Board. Initially the scheme was implemented in 410
schools run/aided by Municipal Corporation of Delhi in the month of July 2003. Further the scheme
was implemented in primary classes of Sarvodaya schools under Directorate of Education in the
month of April 2004. At present Directorate of Education, New Delhi Municipal Council & Delhi
Cantonment Board is providing the cooked Mid Day Meal in Upper Primary Classes also.
For ensuring the quality of food being served to the children, the agencies have entrusted
the work of providing cooked food to approx. 18.46 lac children to 44 NGOs/Service Providers and
food is being cooked in its 46 semi automated kitchens.
As per the order of the Hon,ble Supreme Court of India and the guidelines issued by
Ministry of HRD, Department of Elementary Education and Literacy, Government of India in respect
of National Programme of Nutritional Support to Primary Education, cooked Meal with minimum 450
calories & 12 gms of Protein content, is to be provided to all children studying in class I-V in all
Government and Government Aided schools and 700 calories & 20 gms of protein content is to be
provided in classes VI-VIII respectively.

Process of Plan Formulation.
A copy (Format) of Annual Work Plan & Budget 2015-16 received from Ministry of HRD
is sent to other implementing agencies in Delhi State namely North Delhi Municipal Corporation,
South Delhi Municipal Corporation, East Delhi Municipal Corporation, New Delhi Municipal
Council and Delhi Cantonment Board for the preparation and summation of annual work plan
and budget in respect of its schools. After receiving the plan from these agencies the same is
complied by the Nodal Agency i.e Directorate of Education. The Annual Work Plan & Budget is
finalized as per instructions and guidelines issued by MHRD in prescribed formats.
2.
Description and assessment of the programme implemented in the current year
(2014-15) and proposal for next year (2015-16) with reference to:
2.1
Regularity and wholesomeness of mid - day meals served to children; reasons for
pogramme interruptions, if any and planning to minimize them.
Mid Day Meal in Delhi has been supplied regularly without any interruption in 2014-15 as per guidelines
of Ministry of HRD to all students of primary and upper primary classes of Govt/Govt Aided schools by
different implementing agencies.
2.2
Details about weekly Menu.

However, concern Education Officer of the Zone has been authorized to decide the
schedule for supply of a particular menu on specific days from the above mentioned menu
in the consultation with the Service Providers.
2.2.2 Additional Food items provided (fruits/milk/any other items), if any.
No additional Food item is provided.
2.2.3 Usage of Double Fortified Salt,
All Mid Day Meal suppliers vide letter dated 03/082011 have been directed to use only
double fortified salt for cooking, as per the guidelines of the Ministry of HRD.
2.2.4 At what level menu is being decided / fixed,
Mid Day Meal menu is decided/fixed on the level of Pr. Secretary (Education)
2.2.5 Provision of local variation in the menu,
Local variation is considered while deciding menu of the Mid Day Meal.
2.2.6 Timings for serving of Mid day meal at school level.
In Delhi, Mid Day Meal is served between 09AM to 10AM in the morning shift and
between 2.30PM to 3.30PM in the evening shift.
2.3
Foodgrains management,
2.3.1 Timeframe for lifting, District wise lifting calendar of foodgrains.
Generally, food grain is released to the NGOs/Service Providers in advance. Food
grain is lifted from FCI and transported to the kitchen godown by NGOs by own means
of transportation. Government of NCT of Delhi reimburses transportation bills
@Rs.750/-per MT as a whole or actual expenditure whichever is less on quantity of food
grain lifted and transported under Mid Day Meal scheme as per norms of MHRD. Food
grains are kept safely in the godowns by the NGOs.
2.3.2 System for ensuring lifting of FAQ foodgrains (Joint inspections at the time
of lifting etc.)
Representative of the Department is always present at the time of lifting of food
grains for ensuring lifting of FAQ food grains.
2.3.3 Transportation and distribution,
In Delhi, Mid Day Meal is outsourced through Service Providers from their semi
automated kitchens.
The representative of the Department lifts the food grains from FCI every month
and at the same time distributes the food grains to all Service Providers supplying.
Thereafter, Service Providers carry the food grains to their godown/kitchen from their
own means of transportation which is reimbursed by the Department @Rs.750/-per MT
as a whole or actual expenditure whichever is less on quantity of food grain lifted.
2.3.4 Whether unspent balance of foodgrains with the schools is adjusted from the
allocation of the respective schools,
As Mid Day Meal is outsourced in Delhi through empanelled Service Providers, it is not
applicable. However, balance food grains given to the Service Providers is adjusted
from the allocation of Service Provider.
2.3.5 Number of schools receiving foodgrains at doorstep of school.
Not applicable in Delhi, as Mid Day Meal is outsourced through empanelled Service
Providers.
2.3.6 Storage facility at different levels,
In Delhi, Mid Day Meal is outsourced to Service Provider from their Semi Automated
kitchen and as per the agreement, godown for the storage for foodgrains should be
within 500 meter of the kitchen.
2.3.7 Challenges faced and plan to overcome them.
Quality of food grain:- Directorate of Education is going to call a tender for empanelling
a testing lab for testing the Mid Day Meal samples and food grain also.
2.4
Payment of cost of foodgrains to FCI.
2.4.1 System for payment of cost of foodgrains to FCI,
First of all allocation of food grains received from MHRD is distributed among all
implementing agencies according to its enrolment and then proposal of the Central
Assistance for the cost of food grains is sent to Finance Department of GNCT Delhi
through Planning Branch of Directorate of Education and after getting approval of the
same from Finance Department, the Nodal Department (Directorate of Education)
releases the same to the other implementing agencies according to their enrolment.
Thereafter, the implementing agencies make payment to FCI against their bills of food
grains through RTGS.
2.4.2 Status of pending bills of FCI of the previous year.

Pending bills of all implementing agencies as on 31 January, 2015 are as under:1. DOE

-Rs.70,08,202/4. East DMC
-Rs.89,56,291/Bills of Rs.559.22 lakhs are pending for release of the payment to FCI as Central
Assistance.
2.4.3 Status of monthly meetings by the State Nodal Officer with the FCI.
On every month, before lifting the foodgrains, representative of Mid Day Meal Branch
meets the officials of the FCI Head Quarter to ensure the lifting of the good quality food
grains.
2.4.4 The process of reconciliation of payment with the concerned offices of FCI.
After a particular period, officials of the FCI send the details of the payment pending, if
any, to this office. Thereafter, Dte. of Education makes the payment to the FCI subject
to availability of fund. In case any discrepancy, representative of this office resove the
matter with FCI officials.
2.4.5 Relevant issues regarding payment to FCI.
To make payment of food grain, proposal of the Central Assistance for the cost of food
grains is sent to Finance Department of GNCT Delhi through Planning Branch of
Directorate of Education and after getting approval of the same from Finance
Department, the Nodal Department (Directorate of Education) releases the same to the
other implementing agencies according to their enrolment. Thereafter, the implementing
agencies make payment to FCI against their bills of food grains through RTGS. The
mentioned entire process takes much more than prescribed 20 days.
To avoid delay due to a lengthy process, Ministry of HRD may make payment
directly to the FCI on account of lifting of food grains.
2.5
Fund Flow Mechanism - System for release of funds (Central and State).
2.5.1 Mode of release of funds at different levels, (e-transfer of funds directly
from State to School/implementing agency)
After receiving the fund from MHRD under Mid Day Meal scheme for Cooking Cost,
Directorate of Education, as Nodal Department sends proposal for releasing cooking cost agency
wise to Finance Department of GNCT of Delhi through Planning Branch of Directorate of Education.
After the approval of Finance Department of GNCT Delhi, fund is released to all implementing
agencies through e-transfer of funds.
2.5.2 Dates when the fund released to State Authority / Directorate / District /
Block / Gram Panchayat and finally to the Cooking Agency / School.
The dates of releasing the funds by the state to Directorate of Education and thereafter to

2.5.3 Reasons for delay in release of funds at different levels.
Fund is always released in the beginning of the Financial Year from its own source
awaiting the release of Central Assistance.
2.6
Cook-cum-helpers
2.6.1 System and mode of payment of honorarium, of honorarium to cook-cumhelpers and implementing agencies viz. NGOs / SHGs / Trust / Centralized
kitchens etc.
In Delhi, Mid Day Meal scheme is outsourced and 43 NGOs are supplying Mid
Day Meal through its 43 semi automatic kitchens. As per existing Agreement
preparation of food, its transportation to schools and distribution to students is the
responsibility of Service Providers.
Directorate of Education has allotted the entire cook cum helper to Service
Providers with the condition that the 50% of CCHs has to be engaged at school level to
ensure the smooth distribution of Mid Day Meal to the children and 50% CCHs to the
kitchen where Mid Day Meal is prepared. Payment of these CCHs are made through
concerned district offices of Directorate of Education.
This pattern has been adopted and fund is being utilized by all the implementing
agencies.
2.6.2 Rate of honorarium to cook-cum-helpers,
As per guidelines of the Ministry of HRD, honorarium to CCHs is paid @Rs.1000/- per
month.
2.6.3 Number of cook-cum-helpers having bank accounts,
Being a temporary employee, no cook cum helper has opened its bank account.
2.6.4 Payment of honorarium to cook-cum-helpers through their bank accounts,

compliance.
2.6.6 Provisions for health check-ups of Cook-cum-Helpers,
Necessary directions have been issued to the Service Providers.
2.6.7 Whether cook-cum-helpers are wearing head gears and gloves at the time
of cooking of meals.
Yes, all the cook cum helpers wear head gears and gloves at the time of cooking of
meals. Officials of the Directorate of Education make inspections of the kitchen time to
time for ensuring the same.
2.6.8 Modalities for apportionment of cook-cum-helpers engaged at school level
and working at centralized kitchens, in case of schools being served
through centralized kitchens,
While allotting CCHs to the Service Providers, all guidelines of Ministry of HRD for
engaging the cook cum helpers have been conveyed to the Service Providers for strictly
compliance.
2.7
Procurement and storage of cooking ingredients and condiments
2.7.1 System for procuring ( good quality Agmark / FPO) pulses, vegetables
including leafy ones, salt, condiments, etc. and other commodities.
Not applicable, in Delhi, Mid Day Meal is outsourced to Service Providers from their
Semi Automated kitchen and as per the agreement, procurement of pulses, vegetables
is the responsibility of the Service Providers. However, necessary directions are issued
to Service Provider in this regard.
2.7.2 Whether FIFO method has been adopted in usage of pulses and
condiments etc. or not.

2.7.3 Arrangements for safe storage of ingredients and condiments in kitchens.
Necessary directions are issued to the Service Providers on time to time.
2.8
System for cooking, serving and supervising mid-day meals in the school
and measures to prevent any untoward happening.
Cooking Serving and distribution of MDM in school of Delhi State is outsourced through
NGOs/Service Providers from its 43 Semi Automated kitchens and as per MOU/Agreement
signed with them, cooking, transportation and serving is the responsibility of NGOs.
As far as supervision of MDM in the schools to prevent any untoward happening is
concerned, instructions are issued from time to time (copy enclosed annexure-A1).
Supervision/Monitoring of Mid Day Meal is being done by the officers of the Department at the
following levels:At school level –
a)
The monitoring of Mid Day Meal is being done at school level regularly by Head of
School and other members of Schools Level Mid Day Meal Monitoring Committee
(SLMDMMC) comprising of Head of School, Teacher in charge of Mid Day Meal, Home
Science Teacher,
minimum three mothers of students, DDO of the school and one VKS member. The
Head of School holds its meeting at least twice a month. This committee is fully responsible
for receiving and monitoring of the distribution of Mid Day Meal on daily basis. Other
functions of the committee are as follows :i)
At least two committee members taste the food from all the containers
before it is distributed among the students for consumption.
ii)
If the food is found to be stale/defective it is not distributed and returned
to the service provider.
iii)
The Head of School have the right to take necessary action against the
supplier as per agreement under intimation to EO,DDE and MDM
Branch at Head Quarter.
By Zonal Level officers –
b)
A Zonal Level Steering cum Monitoring Committee of Mid Day Meal has been
constituted in all zones comprising of Education officer of the zone, two Principals, two
parents and one VKS member. Main functions of this committee are as follows :i)
Meetings to hold at least once a month.
ii)
To chalk out month wise programme of monitoring of the distribution of
Mid Day Meal in the schools of the concerned zone.
iii)
The Education officer monitors the programme and takes corrective
steps as and when required.
iv)
Education Officer also visits the kitchens of the service providers at least
once a week.
By District Level Officers –
c)
i)
The district DDEs monitor/supervise working of committees of Mid Day
Meal at zonal and school level.
ii)
District DDEs also visit kitchens and supervise preparation and
transportation of Mid Day Meal on regular basis.
iii)
District DDEs also ensure that food is being prepared under hygienic
conditions and all required infrastructure and machines are available in
the kitchen.
d)
By Officers of Head Quarters –

First time, 86.17 Lakhs has been allotted for Delhi on account of procurement of eating
plates, etc. under Mid Day Meal Programme, which has been allocated school wise.

No other source has been utilized till now in this regard.
2.10.3 Availability of eating plates. Source of funding of eating plates.
First time, 86.17 Lakhs has been allotted for Delhi on account of procurement of kitchen
devices under Mid Day Meal Programme, which has been allocated school wise for
procurement of eating plates, etc in schools.
2.11 Capacity building and training for different stakeholders
2.11.1 Details of the training programme conducted for cook-cum-helpers, State
level officials, SMC members, school teachers and others stakeholders
Two days Workshop/training was organized for the officers and staff involved in
implementing the mid day meal scheme at District level for taking up pre-requisite
steps of data entry into MIS Portal for uploading Mid Day Meal scheme data of Delhi
State in 2013-14. Now day to day problems are being resolved at branch level of
Directorate of Education.
2.11.2 Details about Modules used for training, Master Trainers, Venues etc.

2.11.3 Targets for the next year.
Workshop/training for the staff/officers involved in implementation of MDM Scheme at
District Level would be organized.
2.12 Management Information System at School, Block, District and State level and its
details.
2.12.1 Procedure followed for data entry into MDM-MIS Web portal
Annual and Monthly data of Mid Day Meal are entered into MDM-MIS
web portal at school level and district level at the end of the each month.
2.12.2 Level (State/ District/ Block/ School) at which data entry is made
State Level :- State Norms, data replication, Annual and Monthly data of Mid Day
Meal of schools are entered into MDM-MIS web portal.
District Level:- Annual and Monthly data of Mid Day Meal of concerned schools are
entered into MDM-MIS web portal.

entered into MDM-MIS web portal.
2.12.3 Availability of manpower for web based MIS
One data entry operator (DEO) in each school and four data entry operator at Head
Quarter Level are engaged for entering data in web based portal.
2.12.4 Mechanism for ensuring timely data entry and quality of data
Education Officers of each districts monitors entry of the data into web based MIS
Portal. Overall, DDE, Mid Day Meal at Head Quarter monitors the progress of entry
personally.
2.12.5 Whether MIS data is being used for monitoring purpose and details
thereof.
At present, Directorate of Education is using its own web based MIS Portal for
monitoring the scheme as the Department is facing some hurdles in the web
programme of Ministry.
2.13 Systems to ensure transparency, accountability and openness in all aspects of
programme implementation,
2.13.1 Display of logo, entitlement of children and other information at a
prominent visible place in school
Logo of Mid Day Meal is displayed at prominent place in all the schools and kitchen of
the Service Providers. And name of the Service Provider along with kitchen address
and telephone number and day wise Mid Day Meal menu are also displayed at a
prominent visible place in each school.
2.13.2 Dissemination of information through MDM website
Circulars, orders and season wise guidelines for maintaining hygienicness are uploaded
time to time on the MDM website of the Directorate of Education.
2.13.3 Provisions for community monitoring at school level i.e. Mother Roaster,
Inspection register,
Mid Day Meal Committee consisting Head of School, Teacher Incharge of Mid Day
Meal, Home Science Teacher, Minimum Three Mothers of Students from different
classes, DDO of School, one VKS member is constituted in every school.
2.13.4 Tasting of meals by community members,
Mid Day Meal Committee de-seals the containers and tastes the meal before
distribution of Mid Day Meal amongst the children.

Utilization of food grains and cooking costs are almost same as per the
enrolment and also there is no mismatch in utilization of food grains and cooking costs.
As far as delay in delivering cooking cost at Districts is concerned, as soon as
the funds is released from MHRD the file is sent for the approval of Finance Department
of GNCT Delhi. The funds to Districts are released for whole session immediately after
obtaining the approval of the Finance Department of GNCT Delhi.
2.15 Details of Evaluation studies conducted by State/UTs and summary of its findings.
Centre for Study of Developing Societies (CSDS) conduct inspection/study and
monitoring on the Mid Day Meal scheme in the Govt./Govt. Aided schools time to time.
This agency also conduct survey regarding impact of Mid Day Meal on the children, who
are consuming it.
2.16 Write up on best/ innovative practices followed in the State.
In order to make the Service Providers of Mid Day Meal more cautious in preparing and
cooking the Mid Day Meal and maintaining hygienicness of the kitchens, inspections
videography has been conducted through OSD (Kitchen inspection) at head quarter level. On
the basis of these inspections, performance of each Service Provider is being reviewed for
extension of work order for next financial year 2015-16. This will also reduce the instances of
supply of unhygienic, substandard, etc Mid Day Meal.
Management information system module has been developed for monitoring of Mid Day Meal
in the schools. Each Head of School submits daily online information in the module about the
number of meals supplied in the school. List of defaulter schools is also available online at Zonal,
District and Head Quarter level. Monthly Mid Day Meal supply card and the bill are also generated
online in the module for each school. Further sanction order against the allotted budget is also
generated online in the module by each school.
Four Samples per month are collected of each NGO/Service Provider for testing the food for
its hygiene and nutritive values from the schools and the kitchens from Accredited Laboratory.
Three wheat based and three rice based menus are provided alternately to the students in
a week. There is no discrimination among the students on the basis of cast and creed. Mid Day
Meal is served to the students at the same time and at the same place to all boys/girls in a school.
2.17 Untoward incidents
2.17.1 Instances of unhygienic food served, children falling ill
1. 12 children were hospitalized after consuming Mid Day Meal in SKV Patparganj,
Delhi on 03/07/2014.
2. 8 children were hospitalized after consuming Mid Day Meal in SGTB, Khalsa, Sr.
Sec. School, Dev Nagar, Delhi on 05/08/2014.

2.17.5 Action taken and safety measures adopted to avoid recurrence of such
incidents.
As a safety measure intense monitoring of distribution of Mid Day Meal in the schools
along with the inspection of the kitchens of the suppliers is being done as explained
above in Para 2.8.
2.18 Quality of food
2.18.1 System of Tasting of food by teachers/community. Maintenance of tasting
register at school level.
School Mid Day Meal Committee (SMDMC) consisting of Head of School,
Teacher In-Charge of MDM, Home Science Teacher, minimum three mothers of
students from different classes, DDO of the school. The SMDMC is fully responsible for
monitoring the distribution of Mid Day Mal on daily basis.
The Committee de-seals the all containers in its presence to ensure that only
fresh, clean, and hygienic and ready to eat food is served to the children. The SMDMC
also taste the meal before it is served to the children before distribution.
SMDMC also give the taste certificate in the format which is as under:“It is certified that SMDMC tasted the food from each container supplied under Mid
Day Meal in the school by (Name of the Service Provider)…… on dated…….. in all
containers and found fit for human consumption and was distributed to the students in
the school.”
2.18.2 Testing of food sample by any reputed labs for the presence of nutrients and
presence of microbes, if any, as per norms of Mid-Day Meals.
In North Delhi Municipal Corporation, South Delhi Municipal Corporation
And East Delhi Municipal Corporation, New Delhi Municipal Council samples of Mid Day
Meal are being testing by NABL Accredited Laboratory i.e. SIIR, FICCI for ensuring the
presence of nutrients and presence of Microbes.
2.18.3 Engagement of NABL labs for the testing of Meals.
For engagement of NABL labs in Directorate of Education, tender is going to be floated
very shortly.
2.19 Involvement of NGOs / Trusts.
2.19.1 Modalities for engagement of NGOs/ Trusts for serving of MDM through
centralized kitchen.
In Delhi, Mid Day Meal is outsourced through empanelled Service
Providers/NGOs/Trusts from their own semi automated centralized kitchens. While
empanelling the Service Providers for supplying the meal, all modalities and guidelines
issued by the Ministry of HRD time to time are considered strictly.
2.19.2 Whether NGOs/ Trusts are serving meal in rural areas
In whole Delhi Mid Day Meal is served through NGOs/Trusts/Service Providers.
2.19.3 Maximum distance and time taken for delivery of food from centralized
kitchen and school.
Maximum distance between one kitchen of any Service Provider where meal is cooked
and the schools where Mid Day Meal are served is maximum 7-10KM.
2.19.4 Measures taken to ensure delivery of hot cooked meals to schools
2.19.4.1 Responsibility of receiving cooked meals at the schools from the
centralized kitchen,
School Mid Day Meal Committee performs the responsibility of receiving hot
and hygienic cooked meals at the school from the kitchen.
2.19.4.2 Whether the containers are sealed at the time of supply of meals to
schools,
Yes.
2.19.4.3 Tentative time of delivery of meals at schools from centralized
kitchen.
Mid Day Meal is delivered in all the schools by the Service Providers half an
hour before recess time/interval.
2.19.5 Testing of food samples at centralized kitchens
Every month samples are lifted for testing the meal from each kitchen of the
Service Provider.
2.20 Status of Rastriya Bal Swasthya Karyakram (School Health Programme)
2.20.1 Provision of micro- nutrients, Vitamin-A, de-worming medicine, Iron and
Folic acid (WIFS), Zinc.
2.20.2 Distribution of spectacles to children with refractive error,
2.20.3 Recording of height, weight etc.
2.20.4 Number of visits made by the RBSK team for the health check- up of the
children.
School health programme is run in the schools of Delhi with the help of Directorate of
Health Services of GNCT of Delhi under the School Health Scheme. Under this
programme health check up of the students is done in the schools and micro
nutrients, vitamin A, de-worming tablets, iron, folic acid and zinc tablets are distributed
to the students, if required. Their height and weight are also recorded under this
programme. The details have been given in the prescribed Performa in respect of the
State which is enclosed with this annual work plan (Annexure AT-21).
2.21 Present monitoring structure at various levels. Strategy for establishment of
monitoring cell at various levels viz. Block, District and State level for effective
monitoring of the scheme.
Committees have already been constituted at different levels viz school, Zonal, District and
State level for intense and effective monitoring of the scheme. Circular has also been issued
reiterating all the instructions regarding monitoring of the mid day meal on dated 23.01.2012.
Details given in annexure A1. Further, necessary directions are also issued from time to time.
2.22 Meetings of Steering cum Monitoring Committees at the Block, District and State
level
2.22.1 Number of meetings held at various level and gist of the issues discussed in
the meeting,
One meeting of State Level Steering cum Monitoring Committees was held.
Issue of less nutritional supply in MDM was discussed.
2.22.2 Action taken on the decisions taken during these meetings.
Rs. 77,25,439/- has been recovered for the period July, 2010 to 2015-15 from all the
Service Providers on account of less nutrition in Mid Day Meal.
2.23 Frequency of meeting of District Level Committee held under the chairmanship of
senior most MP of the District to monitor the scheme. Gist of the issues discussed
and action taken thereon.
Such Committee has not been constituted till now.
2.24 Arrangement for official inspections to MDM centres/schools and percentage of
schools inspected and summary of findings and remedial measures taken.
The details have been given in the prescribed Performa in respect of the State which is
enclosed with the Annual Work Plan and Budget 2015-16 (Annexure AT-21)
2.25 Feedback/comments in respect of report of Monitoring Institutions designated for
your State/UTs to monitor implementation of MDM and action taken thereon.
Comment/Action taken report is enclosed as annexure-B.
2.26 Details of the Contingency Plan to avoid any untoward incident. Printing of important
phone numbers (eg. Primary health center, Hospital, Fire brigade etc) on the walls
of school building.
On the guidelines from Food Safety and Standard Authority of India (FSSAI), the Food Safety
Plan for Mid Day Meal is prepared and distributed to all concerned vide letter dated 20/01/2014.

2.27 Grievance Redressal Mechanism
2.27.1 Details regarding Grievance Redressal at all levels,
Public Grievance registration and redressal mechanism has been developed at school
and district level in the State. Necessary instructions for general public and officers of
districts and schools were issued Vide order No DE (23)/484/MDM/2010-11/635-646
dated 13/09/2010 and DE (23)/484/MDM/2010-11/624-634 dated 13/09/2010. Under
this mechanism complaints/ suggestions/ grievances by general public and parents of
the students are lodged and registered in the schools and districts and same are
redressed adequately. The copies of the both the orders are annexed as annexure A4
& A5.
In addition to above Directorate of Education vide letter No.F23(14)/RTE/2012-13/962965 dated 25/04/2014 has ordered to constitute a Grievances Redressal Committee
in each District of Education under Sec-32 of the right of children to free and
compulsory Act (RTEA) 2009. (Annexure-A3)
2.27.2 Details of complaints received i.e. Nature of complaints etc.
Two complaints were received which are as under:1. 12 children were hospitalized after consuming Mid Day Meal in SKV Patparganj,
Delhi on 03/07/2014.
2. 8 children were hospitalized after consuming Mid Day Meal in SGTB, Khalsa, Sr.
Sec. School, Dev Nagar, Delhi on 05/08/2014.
2.27.3 Time schedule for disposal of complaints,
2.27.4 Details of action taken on the complaints.
In the incident of SKV Patparganj, Delhi, Pr. Secretary (Edn.) has awarded Rs.5000/each to affected student as compensation. In another incident of SGTB Khalsa Boys
Sr. Sec. School, Dev Nagar, New Delhi a warning letter was issued to HOS to be
more careful in distribution of the Mid Day Meal.
2.28 Details regarding Awareness Generation & IEC activities and Media campaign,
carried out at State/district/block/school level.
To make aware the General Public in respect of Mid Day Meal Scheme in the Govt. /Govt. Aided
School in Delhi, display board is put up in Bhagidari Mela.
2.29 Overall assessment of the manner in which implementation of the programme is
contributing to the programme objectives and an analysis of strengths and
weaknesses of the programme implementation.
MDM programme in Delhi state is being implemented by six agencies (namely Directorate of
Education, North Delhi Municipal Corporation, South Delhi Municipal Corporation, East Delhi
Municipal Corporation, New Delhi Municipal Council & Delhi Cantonment Board) successfully
and is contributing to all the objectives of the programme mentioned in guidelines of MHRD.
2.30 Contribution by community in the form of Tithi Bhojan or any other similar practices
in the State/ UT etc.
In every school, School Management committee (SMC) under RTE Act consisting
Parents/Guardian of the children (as a member), elected representative of the local
body (as a member) and social worker involved in the field of the education (as a
member) monitor the distribution of meal and contribute their valuable ideas in its
monthly meeting for ensuring betterment of the Scheme.
