Performance of the Scheme during last three years The radar charts given below, are a summary of performance of State on important parameters under Mid Day Meal Scheme during the last years. At the same time, the performance has gone down on vital parameters like utilization of MME funds, coverage of children, and payment to cook-cl\m-helpers from the last year. Secretary (SE&L) requested the State Government to take corrective measures on the poorly performing indicators for improving the performance of the scheme. • ·0 4.1Areas of Concern: The appraisal has revealed the following areas of concern: 1) Delay in release of funds (3-4 months) from State to District. 2) Less utilization of food grains (50%) and cooking cost (49%). 3) Less utilization of funds for honorarium 4) Less Utilization of transportation 5) Only 16% schools have been inspected till 3rd quarter. 6) Slow progress in procurement 7) Kitchen-cum-stores 8) Mismatch in data reported The State was requested to cook-cum-helpers. assistance (25%) and MME (9%). of kitchen devices. not yet started in 2638 units (23%). through AWP&B and MDM-MIS. to take corrective measures to eliminate these areas of concern. 5. Issues discussed i. during the meeting: Delay in release of funds The Principal Secretary, Government of Haryana mentioned that due to the delay in release of funds by the State Finance Department, Department Resource of Human Development could not send the funds to schools in time. LPG According to MI, Kurukshetra University, Haryana, a number of schools are having Liquefied Petroleum Gas (LPG) connection. But most of the schools use fire wood. Release of funds to schools through e-transfer • .0 " The Secretary (SE&L),Government of India advised that the funds should be released to schools through e-transfer from State level to avoid delay caused by routine funds transfer at the intermediary levels. She also advised that honorarium to cook-cum-helpers should be paid through e-transfer to their bank accounts. iv. Construction of Kitchen-cum-stores: Director (MDM) informed that central assistance of Rs. 11710.54 lakh has been released for construction of 11483 units of Kitchen-cum-Stores during 2006-07 to 2014-15 to Haryana. Against these sanctioned units of Kitchencum-Stores, the State has constructed 8845 units (77%) and 2638 units (23%) are yet to be started for which funds are lying with the State of Haryana. PAB-MDMapproval for the year 2015-16 Director (MDM), Govt. of India informed that the State has proposed to cover 12.04 lakh children in primary and 7.37 lakh children in upper primary. He further added that these numbers are the average number of children availed MDM during first three quarters of the year, and quarter wise analysis reveals that the State has covered more children during the first and third quarters. The MDMSprovides that every child attending the eligible institution, is to be 5 covered under the Scheme and shall be served Mid day meal on all school days. In case the State Govt. finds that the average number of children availing Mid day meal and the working days are more than the approved numbers by PAB-MDM, they may approach the GOl at any time with justification for additional Central Assistance. 8. Dissemination of the approvals by State Government The State is advised to disseminate the approvals of the resources to all the field functionaries in the State and distr~ts, so .OIS to enable all the eligible institutions to ensure that ev~ry child attending the eligible school must be served hot cooked Mid day meals on all school days irrespective of the approvals ofPAB-MDM. 9. Admissible Allocation of resources The release of Central Assistance for the financial year 2015-16, would be as per the funding pattern under the Mid Day Meal Scheme. Total outlay of Rs. 28,326.87 lakh (including both Central and State shares) for Haryana for Financial Year 2015-16 has been worked out on the basis of number of children & number of working days approved by the PAB-MDMand as per proposed revised norms after revision of cooking cost by 7.5% w.eJ. 1st April, 2015 . The order for revision of cooking cost by 7.5% or any other enhancement for the financial year 2015-16 will be issued separately after approval of the Competent Authority.
