PROSPECTUS
FOR ADMISSION TO
POST GRADUATE MEDICAL
MD/MS/Diploma COURSES 2015
I
INTRODUCTION
1.1 This prospectus relates to admission to Post Graduate Medical MD/MS/Diploma
courses for the academic year 2015-16 in MES Medical College, Perinthalmanna.
1.2 This Prospectus contains the rules and regulations applicable for selection and
admission to the Post Graduate Medical MD/MS /Diploma Courses under management
quota in MES Medical College, Perinthalmanna, for the academic year 2015-16. This
prospectus contains procedure for admission to all such seats to be filled up by the
management except NRI quota as per agreement dated 06-05-2015 entered into with the
Government of Kerala and subsequent Government Order GO(Rt) No
1360/2015/H&FWD dated 08-05-2015.
1.3 This Prospectus is subject to modification/addition/deletion as may be deemed
necessary by the management of the MES Medical College, Perinthalmanna, and will be
subject to further orders, if any, passed by appropriate authorities/ Courts of law.
1.4 Courses Offered
The number of seats available for admission in MES Medical College in accordance
with this prospectus will be notified in due course.
1.5 Period of Training
As per Clause 10 (1) & 10 (3) of the MCI Postgraduate Medical Education
Regulations, 2000, the period of training for the award of various postgraduate
degrees or diplomas shall be as follows:
Doctor of Medicine (M.D.) / Master of Surgery (M.S.)
The period of training for obtaining these degrees shall be three completed years
including the period of examination. Provided that in the case of students possessing a
recognised two year postgraduate diploma course in the same subject, the period of
training, including the period of examination, shall be two year.
Diplomas
The period of training for obtaining a postgraduate Diploma shall be two completed
years including the examination period.
Migration/Transfer
Under no circumstance, Migration/transfer of student undergoing any Post Graduate
Degree/ Diploma course shall be permitted.
The date of commencement of the Course and the last date of completion of admission
process will be as per the time schedule fixed by the Government of India/Medical
Council of India/Supreme Court of India.
II
CRITERIA OF ELIGIBILITY FOR ADMISSION AND SELECTION SCHEDULE
2.1 Nationality:Candidates must be Citizens of India/children or dependents of Non-Resident Indians.
The candidates should also satisfy the conditions prescribed in the Prospectus.

2.2 Qualification / Academic
a) Applicants must meet all the requirements stipulated by the MCI and Kerala
University of Health Sciences for admission to Post Graduate Degree/Diploma
medical courses.
b) Applicants should have passed MBBS/equivalent qualification from an institution
recognized by the Medical Council of India.
c) Applicants should have possessed recognized MBBS Degree/Equivalent
qualification from an institution recognized by the Medical Council of India or the
authority concerned in India.
d) Only applicants who have completed their Compulsory Rotating Resident Internship
(C.R.R.I) on or before 31-03-2015 are eligible to apply. No condonation of
internship (CRRI) shall be accepted.
e) As per the MCI Postgraduate Medical Education Regulations 2000, students of
Postgraduate courses shall be selected “9.2(a) on the basis of merit as determined
by the competitive test conducted by the State Government or by the competent
authority appointed by the State Government or by the University/group of
Universities in the same State; or 9.2 (b) on the basis of merit as determined by a
centralized competitive test held at the national level or 9.2 (c) on the basis of the
individual cumulative performance at first, second and third MBBS examinations
provided admissions are University wise or 9.2(d) Combination of (a) and (c).
f) As per Clause 9(2) of the MCI Postgraduate Medical Education Regulations
2000, the minimum percentage of marks to be obtained in the entrance test for
eligibility for admission to postgraduate medical courses shall be 50% (fifty
percent) for candidates belonging to general category and 40% (forty percent) for
candidates belonging to Scheduled Castes, Scheduled Tribes and Other Backward
Classes.
g) Registration: Candidates should have obtained permanent registration with the
Medical Council of India or any of the State Medical Council or should obtain the
same within one month from the date of admission.
Those candidates who are in possession of MBBS degree or provisional MBBS pass certificate
recognized by MCI with MBBS qualification registered permanently or provisionally with MCI
or State Medical Council and who have completed one year of internship are eligible to apply.
Admission to such candidates will be given only after obtaining registration of T.C.Medical
Council
2.3 Reservation
As per the consensual agreement dated 06-05-2015 entered into with the Government of
Kerala, for admissions to PG Medical MS/MD/Diploma courses in MES Medical College,
Perinthalmanna, for the academic year 2015-16, 50% of total PG Medical MS/MD/Diploma
seats sanctioned in the College will be filled up by the Government from the list prepared
by the Commissioner of Entrance Examinations. MES Medical College, Perinthalmanna is a
Muslim minority institution conferred by National Commission for Minority Educational
Institutions, Government of India under section 2(g) of the National Commission for

Minority Educational Institutions Act 2004 and is covered under Article 30 of the
constitution of India. Hence 50% management quota seats (except NRI quota seats) are
reserved for candidates belonging to Muslim Community. Candidates claiming reservation
should invariably produce community certificate obtained from the Revenue authorities
concerned. One seat each among the total MD/MS and Diploma seats will be reserved for
the dependents of the Muslim Educational Society/MES Medical College. Copy of letter
from the State President, Muslim Educational Society shall be produced to prove the claim.
If sufficient candidates are not available for seats reserved for management community,
candidates from general category will be considered.

HOW TO APPLY
3.1 Application Forms
The Application form and Prospectus will be available and can be downloaded from the
official website of the College ’www.mesams.com’. The application forms are common for
all candidates applying for the courses. Candidates seeking admission to the course can
apply in the online application form provided in the above website of the College. The
filled-in application shall be submitted along with all the required certificates and a
Demand Draft for a sum of Rs. 2,000/- (Rupees Two thousand only) drawn in favour of
The Director, MES Medical College”, payable at Perinthalmanna to the Director, MES
Medical College, Perinthalmanna, as prescribed in Clause 3.3. Application forms and the
Prospectus will not be available from the Office of the College.

(b) Step wise procedure on how to apply using Online Application Form:
1. The candidate has to visit ’www.mesams.com’ where he/she can find the link
‘Online Application form for PG Medical Course 2015’ for submitting his/her
application.
2. The candidate will be directed to another page where he/she should click the link
‘Apply Online’.
3. The candidate has to select the “category/reservation applied for” from
corresponding combo box.
4. Fill the application form completely on-line.
5. If the candidate is fully sure that the data entered are correct in all respects, he/she
has to click a ‘Submit’ button placed below a ‘Declaration’ by the candidate. The
declaration is meant to state that all details entered by the candidate are true and no
corrections will be requested for in future. Some preliminary validations on the data
entered will be done during this stage. If the validation is not cleared, the candidate
will have to look into all the errors shown in the page and correct it, otherwise, the
candidate can click the ’Confirm’ button and save his application or click Cancel
button to Edit. Once the ’Confirm’ button is clicked, the application will be saved
and the candidate will be directed to another page where facility for printing
his/her application will be available. The ‘Application number’ of the candidate
will also be displayed in the page. The candidate is instructed to note down the
application number for further correspondence with this office. The candidate will
not be able to edit/modify/correct his application, once the ’Confirm’ button is
pressed. If any of the details submitted are found incorrect, the candidature of
the candidate will be cancelled.
6. Take the printouts of the Application Form and other documents by clicking on the
links provided. (This is very important).
7. In the printout of filled-in application form, affix passport size photograph in the
space provided and attach necessary certificates as mentioned in clause 3.3 and a
Demand Draft for a sum of Rs. 2,000/- (Rupees Two thousand only) drawn in favour
of The Director, MES Medical College”, payable at Perinthalmanna.
8. In the application, the candidate has to put his/her signature wherever necessary
and send the same to the The Director, MES Medical College, Palachode: P.O,
Perinthalmanna, Malappuram-679338 before the time and date notified above.
The application submitted by the candidates should be complete in all respects and
the certificates produced after the last date of receipt will not be considered under
any circumstances. Late and defective applications will not be considered under any
circumstances.
3.2 Fee Structure

3.3 Submission of Application form:
The Application form and the following documents in proof of the details/
information furnished in the application shall be submitted to “the Director,
MES Medical College, Perinthalmanna, Palachode: P.O, Malappuram District 679338, so as to reach the same to the addressee before 5 pm on or before
20-05-2015 in addition to the submission of application online. The
Association shall not be responsible for any postal / courier delay.
ALL CERTIFICATES/DOCUMENTS SHALL BE ATTESTED BY THE GAZETTED
OFFICER/HEAD OF THE INSTITUTION WHERE THE STUDENT HAD STUDIED.
a)
Copy of SSLC or equivalent certificate in proof of date of birth.
b)
Copy of mark list at the qualifying examination.
c)
Copy of Degree Certificate/ Provisional Degree Certificate of the qualifying
examination.
d)
Copy of Registration Certificate of the State Medical Council.
e)
Copy of Internship Completion Certificate.
f)
Copy of Attempt Certificate
g)
Admit card and Score card of AIPGMEE 2015/other entrance test held at
national level
h)
The candidates shall produce along with the Application form an undertaking
in stamp paper worth Rs.500/- signed by the candidate and the parent in the
format given in Annexure I.
i)
Copy of Community Certificate.
j)
Copy of Income Certificate.
k)
Any other document/ certificate required to be produced with the application
as the case may be.
3.4
It is the responsibility of the candidates to check carefully whether all the columns
in the application form are filled in and signed, all details are furnished in the
relevant columns in the application and all the documents, copy or original as
required to be produced along with the application, are enclosed.
3.5
Application not accompanied by documents in proof of claims made therein and the
documents mentioned at clause 3.3 above will be summarily rejected without
further intimation. Documents/ Certificates furnished after submission of the
application will not be entertained under any circumstances. No opportunity will be
given to incorporate any details or document after the submission of the
application.
IV PROCEDURE OF SELECTION
4.1 Preparation of Rank List: Rank list of candidates who applied and qualified for
admission to the Post Graduate Degree/Diploma courses with reference to their
qualifying examinations and in terms of the admission notification and satisfying the
terms and conditions of this Prospectus will be prepared on the basis of the mark

obtained in the All India PG Medical Entrance Examination 2015 (AIPGMEE-2015) for
admission to various MD/MS and PG Diploma courses for the year 2015 conducted
by the National Board of Examinations (NBE). In the event of sufficient number of
qualified candidates under AIGPMEE 2015, who have applied for management quota
seats in this institution are not available, the managements can admit students on the
basis of any PG Medical Entrance Examination 2015 conducted at the national level as
per MCI norms.
4.2 Publication of rank list and Allotment of Candidates: Rank list of candidates as
prepared as per clause 4.1 above will be published on the website of the College.
Note: The website is updated regularly and candidates are advised to visit the official
website of the College regularly for updating information.
4.3 Furnishing of false information:
Furnishing of false information/particulars would result in the forfeiture of the
candidature as well as cancellation of admission to the course, if admitted, and in
addition, will attract the relevant provisions of criminal law of the land.
V
ADMISSION
Candidates who get allotment shall take admission at the appointed time and date in
the College concerned and remit admission fee and special fees for the first year.
They shall also produce the following documents in original at the time of
admission:
(a)
Admit card and Score Card of AIPGMEE-2015/other entrance test.
(b) MBBS Pass/Degree Certificate from the concerned University.
(c)
Marks sheets of the University Examinations for the whole of MBBS Course.
(d) Attempt certificate issued by the Principal of the College where the candidate
studied.
(e)
Certificate from the Head of the Institution from where the candidate passed
his MBBS degree indicating the MCI approval number and date.
(f)
Completion of Internship certificate. If a candidate has completed his/her
Internship from a non-teaching Institution, a certificate to prove the
recognition of the Center.
(g)
Registration certificate from the MCI or State Medical Council.
(h) Document (School Record viz: SSLC or equivalent) of the candidate to prove
his/ her date of birth.
(i)
Transfer certificate (TC) from the institution last studied.
(j)
Conduct certificate from the Principal of the Medical College where the
candidate last studied.
(k) Migration Certificate from the respective University (if applicable).

(l)
Candidate shall remit the tuition fees and other applicable fees at the time of
admission. The candidate shall produce bank guarantee for tuition fees for the
subsequent years.
(m) Passport size photographs (6 copies).
(n) A Physical Fitness Certificate in the format given in Annexure II obtained from
a Medical Officer in Government Service not below the rank of Assistant
Medical Officer.
(o) Community certificate.
(p) Income Certificate.
(q) Dependent Certificate (if applicable)
(r)
Originals of other certificates, the copies of which are enclosed with the
application form.
(s)

Two stamp papers of Rs.500/- denomination each to be purchased in name of
candidate.
(u) Passport size colour photo (150x200 pixels, displaying name and date of birth
of candidate at the bottom) - 10 nos.
(v) Any other document/ certificate required to be produced.
5.1 Cancellation of admission/Refund of Fees
(i).
No request for refund of fees received within a period of ten working days
prior to the date of closure of admission to the Post Graduate
Degree/Diploma course fixed by the Medical Council of India will be
entertained. Refund of fees will be applicable only to students who leave the
college on or before ten working days before the last date for closing of
admission to Post Graduate Degree/Diploma course fixed by the Medical
Council of India .The refund will be made within thirty days of the receipt of
request therefore.
(ii).
If any candidate discontinues the course or leaves the Institution within a
period of ten days before the closing of admission in the 1st year or
discontinues the course/leaves the institution in the subsequent years,
he/she is liable to pay the fees for the remaining years i.e fees for the whole
course and also shall refund the stipend already received. In such cases
Transfer Certificate and other certificates will be issued only after payment
of all dues including the fees for the remaining years.
(iii).
In addition to the above, such students will have to pay hostel, mess and
other fees proportionately for the period they remained on the rolls of the
college. For the purpose of calculations of proportionate recovery part of a
month will be considered as a full month.

VI. METHOD OF TRAINING
6.1 Training of Post Graduates, as per MCI regulations, will not only hospital based, but
also community oriented. As per MCI Post Graduate Medical Education Regulations, 2000,
“The training of PG students shall involve learning experiences ‘derived from’ or ‘targeted
to’ the needs of the community”. It shall be necessary to expose the students to community
based activities.
6.2 Generally, residency programme with graded responsibility would be followed in the
respective department. The curriculum and syllabus of each department is available
separately.
6.3 Training will also include out reach community programmes and rotation postings of
Post Graduate students in the hospitals/health centres of the Muslim Educational Society.
VII . ATTENDANCE & LEAVE
7.1 Minimum of 80% attendance in each academic year is compulsory. Students availing
long leave will be able to appear for the examination only after additional six months/one
year.
7.2 Those students who are required to do extended durations will have to pay additional
fees.
7.3
Those students who miss university examination can appear only in the next
university examination, which will normally be held within six months from the date of
the earlier examination or as per specific directives of the Medical Council of
India/Kerala University of Health Sciences
VIII. DISCIPLINE
8.1
Rules and regulations as prescribed should be strictly followed at the college,
hospital and hostels.
8.2
Smoking and consumption of alcoholic drinks are totally prohibited.
8.3 Students are expected to obey the dress code of the College. Jeans, Baggies T-Shirts
and the likes are not permitted to be worn inside the hospital/College. All students are
expected to wear formal pants, shirts and shoes. They should wear overcoat and ID card.
8.4 There will be regular value oriented classes/discussions in the campus. Students are
advised to participate in these programmes. This is an institution meant for higher
learning and its objective is not only to impart education but also to build the character of
the students and transform them into better human beings.
8.5 Students are expected to observe absolute discipline in their conduct during the entire
period they spend in the institution. Failure to observe absolute discipline will invite
appropriate disciplinary action.

8.6 Ragging is strictly prohibited. If it is found during the admission or any time there
after that the applicant has indulged in ragging admission shall be refused or the student
shall be expelled from the institution. Whoever commits, participate in, abets or propagate
ragging within or outside the institution shall be suspended from the institution with
immediate effect and the Principal shall report the matter to the civil/police authorities.
IX. SERVICE BOND
All the students admitted in the College will execute a bond to the effect that they will serve
the Institution for a period of one year as Senior Resident/Tutor/Demonstrator at the rate
fixed by the Government in Government Medical Colleges after successful completion of
Post Graduation course. Any student who fail to serve the institution as mentioned above
shall pay an amount of Rs.10,00,000/- (Rupees Ten Lakhs only) as liquidated damages to
the College.
X. GENERAL
a) No TA or other allowance will be paid for any purpose connected with Selection and
Admission.
b) All candidates who are selected for admission should get themselves vaccinated
against Hepatitis before admission. A certificate to this effect will have to be
produced at the time of admission/before commencement of the course.
c) Medium of instruction will be English.
d) Any other matters not specifically covered in this Prospectus shall be decided by the
management of the MES Medical College, Perinthalmanna and the decision of that
authority shall be final and binding on all concerned.
XI. REDRESSAL OF GRIEVANCES
Any grievances/ complaints regarding selection and admission can be brought to the notice
of the management of the MES Medical College, Perinthalmanna within 24 hours of
occurrence of the grievance.
