An inspector is a representative of DDGM (SI) Pune , DDGM (RMC New Delhi) and of respective MC. The inspector will be inspecting an observatory in all its aspects of functioning and report the same to the MC in Charge and RIMC. The observatory in charge of departmental observatory is to make every effort to ensure that observatory is ready for inspection and is assessed as excellent in the appreciation circular for Instruments and also in Appreciation Circular for Administration. 2. Engagement of DRM. For the up-keep of observatory enclosures approval, approval has been accorded in favour of I/c of Departmental observatory, for engagement of one part time D.R.M for one day four times in a calendar year for cutting grass, weeds ,bushes, etc inside and around the observatory enclosure ( preferably March/April & Sept/October or as per requirement of local conditions) for keeping observatory enclosure neat and clean that may affect exposure of instruments. 3. This policy has been divided into following four aspects:(a) (b) © (d) Observatory and Instruments Aspects Duties Specific to Surface Observatory and Instruments Duties Specific to Stations equipped with Autographic Charts Duties at Stations equipped with PBO stations 2 (e) (f) (g) Administration Aspects Documentation Aspects Dissemination of Reports and Action thereof: Observatory and Instrument Aspects 4. The inspector is to assess the Departmental observatory on the following aspects:- (a) Status of Instruments in terms of maintenance, Calibration, Equipment Inventory, Serviceability of Equipment . (b) Punctuality & accuracy in reading, taking observations. (c) Exposure conditions & up keep of observatory. ( d) Entries in all weather record registers, Tabulation of autographic charts& returns etc. (e) Dissemination of data. (f ) Proper setting of all autographic charts . (g) Index card & correction of instruments are displayed. . 5. Appreciation Circular Instruments. The percentage ( %) of marks for observational work recording/reporting/entries, neatness, punctuality and satisfactory upkeep of instruments will be assessed by the inspector. Percentage of Marks . At the end of the year, the marks obtained by each observatory during the whole year (i.e January to December) will be expressed as a percentage of the full marks (100) obtained for the whole year . On the basis of these actual marks the work of each observatory will be classified in the following manner for Appreciation Circular Instruments to be sent to ADGM(R) Pune. RMC(TS) will compile the appreciation circular Instruments by 30th April and forward it to ADGM(R) Pune with copies to all MC’s. 8. Repeat Inspection. The observatories assessed as 50% & below ( bad & very bad ) by the Inspector in Instruments will be inspected again within a period of 6 months and Observatory In Charge is to take measures to improve the shortcomings brought out by the inspector in its report. In case no improvement is reported by the Inspector with respect to instruments during repeat inspection, MC In Charge is to issue a warning memo to such Observatory In Charge for his failure in discharging the duties, so that disciplinary action can be taken for repeated negligence of duty Duties related to Surface Observatory and Instruments 9. The Observatory IC is to ensure following aspects:(a) Proper checking of all met instruments on daily basis. (b) Punctuality & accuracy in reading, taking observations. (c) Exposure conditions & up keep of observatory. (d) Entries in all weather record registers, (e) Index card & correction of instruments are displayed. (f) Check the CWR & MMRS of all scheduled observations and complete the significant Wx register on daily basis. (g) Status of Instruments in terms of maintenance, Calibration, Equipment Inventory, Serviceability of Equipment . (h) Collect the carbon copies of synops, original copies of MMRs of all observations (i) Prepare progress report of Airport Met instruments DPTA, DIWE, Digital Barometer for sending to AMO and RIMC (j) Prepare progress report of HHDL for sending to DDGM(UI) New Delhi and RIMC ND, (k) Prepare thunderstorm & Associated Wx report for sending to RFWC & NWFC New Delhi for Nowcast verification . (l) Prepare CWR, EVP, Pocket register & carbon copies of MMRs of all obsns, squall report, heavy rain analysis report, photocopy of significant wx register sheets, hailstorm report etc. (m) Prepare the pocket register of EVP on monthly basis.(As applicable) 4 (n) Prepare the significant weather registers. Duties at Stations equipped with Autographic Charts 10. The Observatory IC is to ensure following aspects:(a) Proper setting of all autographic charts . (b) Distribute the task of tabulation of autographic instruments to all SAs on 01st of every month so that every SA prepares their tabulation on the daily basis. (c) Prepare the tabulations of sun-shine, if applicable, hydrograph (SRRG) on daily basis for sending TS on the monthly data. (d) All SR tabulation should be collected till 05th of every month and all data should be sent before 10th date of every month to TS. Duties at Stations equipped with PBO stations 11. The Observatory IC PBO stations is to ensure following aspects:(a) PB Ascent data may be checked on the regular basis. (b) Prepare PB Ascent data of 06z and/or 18z observations on weekly basis for sending to respective TS 10th of the monthly data. (c) Prepare the balloons & night equipment statement & PB data on fortnightly basis for sending to DDGM(UI) & DDGM(UAL) respectively. (d) Prepare the hydrogen gas & tubes statement on the monthly basis & send to DDGM(UI) and HF Agra. (e) Maintain properly the stock register of Obsy, Hydrogen gas & tubes register, balloons and night equipments (f) Demand letter for supply of balloons and night equipment , annual stationery for obsy & hydrograpgh, gas tubes and other related to the obsy. 5 Administration Aspects 12. Documentation and other Aspects 16. Previous year’s I/Rs. All observations raised by Inspector during the inspection are to be settled and a register is to be maintained about actions taken on the observations raised by Inspector and the actions taken. These are to be shown to inspector before he proceeds for current Inspection. 17. Minor Repair/Painting Dept Obsy. The In-charge of departmental observatory is to do the minor repair/painting of instruments & observatory enclosure etc. well before the inspection after taking approval from competent authority. 18. Training. The Observatory IC should familiarize all staff at departmental observatories regarding the removal of defects in instruments & oiling of wind instrument, etc. 19. Instructions to Observer. All Observatory ICs are to to go through the book namely “ Instructions to Observer” If book is not available, the same be requested from DDGM(SI) Pune for supply. 7
