n upgra anon un er t e ACP/MACP Scheme, pay of above mentioned persons should be fixed under the provisions of
FR-22 (I) a (I) as per Min. of Finance (Dept. of Expenditure) 0.M. No. 1/1/2008 - IC dated 13.09.2008. The financial benefit
allowed under the ACP/MACP Scheme shall be final and no pay fixation benefit shall accrue at the time of regular promotion i.e.
posting against a functional post in the higher grade.

Concemed officials are advised to give an option for fixation of their pay on financial upgradation under the ACP/MACP
Scheme within one month from the date of issue of this office order in terms of DoPT OM No. I/12/97-Estt. (Pay-I) dated, the 23rd
April, 1999 circulated under DGM U01 No. E (3) 134/0C/97 dated, the I Oth September, 1999.

The fixation of pay on grant of financial upgradation under the ACP/MACP Scheme will be treated as final only subject to
verification by audit. Over payment, if any, will be recovered later on from the individual concerned. Before making arrear
payment the pay fixation may be got verified by the Internal Audit Wing of Ministry of Earth Sciences.
5.
The ACP/MACP Scheme allows placement on personal basis in the higher grade pay with financial benefit only and shall
not amount to actual functional promotion of the employees concerned. The financial benefit under the ACP/MACP Scheme being
personal to the employees, it shall have no relevance to the seniority position and also for stepping up of pay at par with juniors.
