REGIONAL LAND USE FORUM April 24, 2015 at 1:30 PM | MetroPlan Orlando Board Room 315 E. Robinson Street, Suite 355 | Orlando, FL 32801 The experts below will share their land use and planning experience at the Regional Land Use Forum to help attendees apply various planning tools and strategies. Two AICP CM Credits are being requested for the program. Parramore Comprehensive Neighborhood Plan: Healthy Community Design and Inner-City Revitalization Presenter: Paul S. Lewis, AICP - Chief Planning Manager with the City of Orlando Ongoing redevelopment of Downtown Orlando includes a Major League Soccer stadium, high tech mixed use “Creative Village”, expansion of free BRT service, and SunRail commuter rail. Many of these projects occur within the Parramore area, a blighted community with a median household income of $15,000. The Parramore Comprehensive Neighborhood Plan balances the economic growth with the needs of a disadvantaged community through Healthy Community Design principles that address chronic diseases, homelessness, crime, and residential displacement. State Road 50: Health Impact Assessment Presenter: Gabriella Arismendi- Transportation Planner with MetroPlan Orlando and Jane C. Lim-Yap, AICP, LEED®AP- Associate Planner, Kittelson & Associates, Inc. The first transportation Health Impact Assessment (HIA) in the region is being conducted on the proposed S.R. 50 Bus Rapid Transit (BRT) project. The presentation will focus on the selected health indicators that can demonstrate the project’s community health impacts, potential land use changes needed to encourage transit-oriented development, and initial recommendations for optimizing health benefits of premium transit investments along the corridor. North Ranch Sector Plan: Long-Term Master Plan Presenter: Jeff Jones, AICP - Director of Strategic Initiatives for Osceola County Over the next 50 years, the Central Florida region is anticipated to add more than 1 million jobs and more than 4 million people. More than 80% of the vacant, developable land in the area where demographic and economic forces are propelling this growth is located on Deseret’s North Ranch. The North Ranch Long-Term Master Plan, the first component of the North Ranch Sector Plan, addresses this “regional connectivity gap” between the emerging and planned job-cores in southeastern Orlando and Northeast Osceola County and the existing job-cores in Melbourne and southern Brevard County. As growth unfolds in coming decades, a balanced master plan for the 133,000 acres of Deseret’s North Ranch will ensure a sustainable future while continuing a legacy of agricultural and natural resource conservation. Multimodal Accessibility Tool Presenter: Chris Sinclair, AICP – President, Renaissance Planning Group Renaissance has been making rapid progress in the development and application of a multimodal accessibility tool as a new platform for coordinated transportation and land use planning. The tool connects the dots between the built environment, the supporting transportation network, and travel behavior, with a focus on estimating demand for pedestrian and bicycle travel. The initial technique was developed in the context of Arlington, Virginia, but has subsequently been extensively tested in a major inter-regional corridor for the Maryland Department of Transportation to address anticipated growth-related transportation issues and assess alternative transportation investments and supportive land use policies. Parramore Comprehensive Neighborhood Plan Mr. Paul S. Lewis, Chief Planning Manager for the City of Orlando, will introduce the Parramore Comprehensive Neighborhood Plan and its Healthy Community Design revitalization strategies. b. S.R. 50 Health Impact Assessment Ms. Gabriella Arismendi, Transportation Planner at MetroPlan Orlando, and Ms. Jane C. Lim-Yap, Associate Planner at Kittelson & Associates, Inc. will talk about the Health Impact Assessment study on the Bus Rapid Transit (BRT) Project proposed for S.R. 50. Their presentation will focus on the selected health indicators that can demonstrate the impact of the transit project on community health, the potential land use changes needed to encourage transit oriented development, and initial recommendations for optimizing the health benefits of premium transit investments along this corridor. c. North Ranch Long-Term Master Plan Mr. Jeff Jones, Director of Strategic Initiatives for Osceola County, will present the first component of the North Ranch Sector Plan, the Long-Term Master Plan, for 133,000 acres of the Deseret Ranch Osceola County, known as the North Ranch Planning Area. This proposed long-term master plan is intended to proactively plan for and preserve regionally significant economic opportunities, natural resources, and transportation corridors at a landscape scale, for an area adjacent to the County’s urban growth boundary. d. Multimodal Accessibility Tool Mr. Chris Sinclair, a founding owner and the president of Renaissance Planning Group, will talk about the progress in the development and application of a multimodal accessibility tool as a new platform for coordinated transportation and land use planning. The tool makes special use of GIS data and processing to create fine-grained measures of modal accessibility (to jobs, opportunities), similar to "Walk Score" which, when input to the accompanying mode choice model, can accurately predict auto, transit, and walking trips for work or non-work travel. The initial technique was developed in the context of Arlington, Virginia, but has subsequently been extensively tested in a major inter-regional corridor for the Maryland Department of Transportation to address anticipated growth-related transportation issues and assess alternative transportation investment and supportive land use policies.
