Achieving sustainable, energy-efficient and environmentally friendly transport systems is one of the
key European aims. Sustainable Urban Mobility Plans (SUMPs) are an instrument which contributes
to reaching the climate, energy and environmental targets set by EU leaders and is promoted by the
European Commission in relevant documents such as the Transport White Paper, Action Plan on
Urban Mobility and Urban Mobility Package. This joint workshop of the EU co-funded projects
CH4LLENGE and EcoMobility SHIFT will introduce participants to the principles of sustainable urban
mobility planning. Presenters will discuss the key challenges arising in the plan development process
together with the participants and European cities will present the approaches they have chosen for
SUMP development.

In CH4LLENGE, nine European cities and eight supporting organisations have teamed up for
overcoming the four most pressing challenges in sustainable urban mobility planning: Stakeholder
participation and citizen involvement, institutional cooperation between sectors and disciplines, the
identification of the most effective policy measures as well as monitoring and evaluation of progress
in SUMP development. EcoMobility SHIFT is a transport performance measurement tool available for

European cities to identify the areas for further development in urban mobility and thus strengthen,
or create SUMPS. The SHIFT tool measures city’s transport performance against 20 indicators
specifically developed for European cities. Cities that have undergone the EcoMobility SHIFT scheme
can also get their results externally verified through a SHIFT auditor and obtain a label for their
achievements.
