TERMS OF REFERENCE Consultancy to develop training material based on National Integrity System (NIS) assessment report Position title: Consultant Expected period of commitment: 17 days Application deadline: 4 May 2015 Location: Malé, Maldives Fees: MVR 22,950 1. Organisation background Transparency Maldives (TM) is a non-partisan organization that endeavours to be a constructive force in society by promoting collaboration and discussion on corruption, transparency, and accountability. Our organization seeks to engage with stakeholders from all sectors (government, business, political and civil society, among others) to raise awareness of corruption’s detrimental effects on development and society, improve transparency and accountability in governance, and eliminate corruption from the daily lives of people. Transparency Maldives received formal government registration in 2007, and is the National Contact of Transparency International in the Maldives. 2. Assignment background Transparency Maldives published the National Integrity System (NIS) assessment report in 2014. The report describes the status of the 12 pillars of the Maldivian National Integrity System in terms of their capacity, governance, and specific roles in fighting corruption. These aspects are analysed in relation to the strength of the Maldivian legal framework and the institutional practices in place in the country. The results of the NIS assessment shows the striking difference between the theoretical legal framework and the practical application of law in the Maldives and highlights the overall weak efforts of all institutions in fulfilling their role to fight corruption. The NIS assessment approach used in this report provides a framework to analyse both the vulnerabilities of a given country to corruption and effectiveness of national anti-corruption efforts. 3. Purpose of assignment Transparency Maldives seeks the services of a consultant to develop an interactive training manual aimed at state institutions and journalists based on the findings of the NIS assessment report. 4. Specific tasks 1. Study the National Integrity System (NIS) assessment report. 2. Design and develop a training manual (in Dhivehi or English) based on the findings of the report in consultation with TM. 3. Prepare 12 PowerPoint presentations (1 hour each) in Dhivehi with detailed notes on the following pillars of the Maldivian National Integrity System (NIS): a. Legislature b. Executive c. Judiciary d. Civil Service e. Law Enforcement f. Elections Commission 4. 5. g. Auditor General’s Office h. Anti-Corruption Commission i. Political Parties j. Media k. Civil Society l. Business Conduct a Training of Trainers (ToT) for TM staff and partners. Deliver final presentations and training manual. 5. TOTAL 28 June 17 6. Duration of the assignment 17 days with the expected start date on 10 May 2015. The Consultant is expected to be based in Malé, Maldives for the duration of the assignment. 7. Reporting The Consultant will report to the Project Coordinator of National Integrity System (NIS) project. 8. Competencies and skills ● Background in political science, law, or related social science discipline (required). ● Strong knowledge of the country’s governance system (required). ● Familiarity with transparency, accountability, and anti-corruption discourse (required). ● Previous experience with development of training materials (required). ● Ability to research, analyse, and synthesise information for a non-academic audience (required). ● Ability to clearly and concisely express ideas and concepts in written and oral form for a non-academic audience (required). ● Creative thinking, drive for results, and strong commitment (required). ● Excellent communication and presentation skills in Dhivehi (required) and English (desirable). ● Excellent translation skills from Dhivehi to English and vice versa (highly desirable). ● Good interpersonal skills and ability to set priorities and manage time (required).
