MINISTRY OF EDUCATION SHORT – TERM (NINE MONTHS) JOB OPPORTUNITY The Government of Jamaica (GOJ) is executing a project entitled Modernizing School Feeding Programme (MSFP) through a Technical Cooperation (TC) agreement with the Inter‐American Development Bank (IDB). The major objective of the TC is to improve the School Feeding Programme’s (SFP) managerial structure and tool kit, specifically to develop and implement tools which will improve the SFP’s managerial capacity to plan, budget, supervise and monitor the performance of its services. Applications are invited from suitably qualified candidates to fill the following position: DATA MANAGER AND PILOT COORDINATOR MANAGEMENT AND MONITORING INFORMATION SYSTEM (2 Positions) MODERNIZING THE SCHOOL FEEDING PROGRAMME‐ SCHOOL FEEDING UNIT OLD HARBOUR REGIONAL OFFICE (REGION 6) JOB SUMMARY Under the direction of the Project Technical Director, the Data Manager and Pilot Coordinator of the Management and Monitoring Information System (MMIS) will provide support to the School Feeding Programme (SFP) activities slated for piloting in Region Six ( St Catherine and Clarendon) of the Ministry of Education. The incumbent will provide guidance to the schools and other stakeholders involved in the piloting exercise. KEY OUTPUTS School feeding data in all pilot schools are uploaded to the SFP MMIS Reports generated on various SFP MMIS pilot activities within the parish Technical guidance on school feeding data usage provided at the regional and school levels Staff appropriately trained to use the SFP MMIS MAJOR RESPONSIBILITIES Identifies and report any issues affecting the School Feeding Programme and the piloting of the MMIS Assists with the training of teachers and school personnel involved in the SFP MMIS pilot in Region 6 Monitors and provide support to all schools involved in the pilot of the MMIS to ensure that attendance and financial data are uploaded in a timely manner and the SFU and schools are able to access reports Provides on‐going supervision of the Pilot to obtain information relevant to the effectiveness of school administrators and educators using the MMIS in pilot schools Liaises with principals and other school personnel to coordinate meetings for the SFU in Region Six Assists with the administration, maintenance and input of annual census data into the school’s census database. Solicits and provides feedback to the SFU on the impact and effect of the activities of the pilot on all relevant stakeholders Participates in planning meetings to provide updates on the implementation of the SFP MMIS in the region. Prepares monthly progress reports on activities and other duties performed for both the SFU and the Regional Office PERFORMANCE STANDARDS Pilot coordination activities carried out successfully resulting in all schools using the SFP MMIS Effective guidance provided for the SFP MMIS implementation in schools Monthly reports on activities for the SFP MMIS submitted on time using agreed format. Various kinds of reports for schools, Regional Office and the SFU generated within an approved time KEY COMPETENCIES Sound knowledge of IT systems, equipment and capabilities Good knowledge of operational procedures related to Information systems implementation and monitoring. Effective time management and organizational skills Good oral and written communication skills Understanding of database systems and programming Good inter‐personal skills and ability to establish and maintain effective working relationships with partners and stakeholders; Good analytical and problem‐solving skills.
