This year’s annual town report is dedicated
to Margaret “Peggy” McKenna. Peggy
was born in Pennsylvania and moved to
Montville in the early 1970s. While she
was a person of many talents, Peggy was
best known as a professional photographer.
Her photographs appeared in numerous
Maine publications including the Waldo Independent, the Republican Journal, and
Down East Magazine, among others. Her
warm and caring nature endeared her to the
many people she photographed in Montville
and beyond. She took thousands of photos
of people, places and the events of everyday
life. Many of her photographs of Montville
residents are now housed in the Montville
Historical Society.
Peggy’s love of and devotion to Montville
community were exemplary. She was one of
the founders of the Montville Field Day, an
event that has been held annually for thirtyeight years. She was part of the Kingdom
School House Restoration Project, helping
to completely restore the old school house
which was originally built in the 1800s, and
now stands next to our town office building.
And in preparation for the Montville’s Bicentennial Celebration in 2007, Peggy was
an important member of the committee that
restored the Montville Town House. Finally,
she was an active member of both the Montville Historical Society, and the Sheepscot
Wellspring Land Alliance. In all of these
organizations and activities, Peggy gave of
herself tirelessly. It would be impossible to
calculate the number of hours that she dedicated to these causes and groups.
For Peggy McKenna, getting to know and
caring about her neighbors in Montville, and
fostering a spirit of cooperation were paramount in her life. One would be hard
pressed to find a better model for creating
community harmony than our friend Peggy
McKenna.

Town Clerk, Town of Montville, Maine
It has been a quiet year in Montville…
This winter has provided us with probably more snow than most of us can remember in a long
time. We are all fully aware of the challenges and financial pressures of a long, very cold, and
snowy Maine winter. There’s certainly the expense of snow removal and sanding for the town
and the individual costs for residents, as well as the emotional strain of shorter, darker days.
Conversations at this time of the year often go to concerns focusing on having enough wood to
get through the latter days of winter, gambling on having enough oil in the tank, and dislodging
ice dams on roofs. The burdens of winter are numerous but with the challenge of the season,
the antithesis is also true.
I have enjoyed many quiet snowy afternoons snowshoeing up Haystack Mountain. Each trek up
the mountain reminds me of the beauty and stillness that continues to surround Montville. I
can see far on a clear day from the top and I am comforted that Montville is still quite rural and
unencumbered by “urban” sprawl. There are many more trees than houses, a ratio that I find
comforting. I feel fortunate that our community has adapted to change but in a way that has
maintained its rural character.
As we find ourselves on the cusp of a seasonal change, we begin to look for signs of spring:
longer and warmer days bringing snow melts, boiling maple syrup, newborn lambs, cruising
through seed catalogs, anticipating mud season and of course town meeting.
I look forward to the tradition of gathering together as a town after staying somewhat isolated
all winter. It is an “old fashioned” opportunity to discuss and vote on town issues and
participate in pure grassroots politics, as well as to see neighbors and share a delicious dinner
hosted by the Grange.
We have had a relatively quiet year overall. The Select Board has worked quite well together in
providing service for the town. We have accomplished a few notable things such as the town
house handicap access, the Burnham Hill paving project, building a cover for the packer truck,
and installation of a heat pump in the town office.
It should also be mentioned that the Board will be considering replacing the backhoe with a
front end loader this year.
13
We would also like to emphasize the importance of completing the Assessor’s Notice near the
back of the annual report. By submitting this form to the Board, it assures a resident the right
to appeal.
Hard to believe I am completing my third term on the Select Board. My education has been
extensive as I continue to learn about budgets, tax assessing, policy, social issues, and
mediation. I have enjoyed my position on the Board. Thank you for this opportunity.
On behalf of the Board, I would like to thank Montville’s employees and contractors for their
effort and town support.
Looking forward to being back together again at town meeting…
Cathy Roberts
2nd Selectperson

Dog Report:
For the 2013 registrations there have been:
1 Kennel License, 63 Unaltered Dogs, 186 Spay/Neutered dogs
Total of 255 Dogs Registered in the Town of Montville.
Dog Registrations are due on or before January 1 of each year.
 If between January 1 and October 15, the dog reaches the age of 6 months or a person becomes the
owner or keeper of a dog 6 months of age or older, the owner or keeper must obtain a license within 10
days of this event. To obtain a license, the owner or keeper must file with the clerk proof that the dog is
immunized against rabies (except for wolf hybrids).
 The license fees are $11 for each Unaltered dog or $6 for each Spayed/Neutered. Police dogs and
trained guide, hearing, service and search and rescue dogs must be licensed, but are exempt from the
payment of fees.
 “Late Dogs.” Where an owner or keeper required to license a dog by January 1st fails to apply for a
license until after January 31st, that person must also pay a $25 late fee.
Registrations can be completed in the office, during regular business hours, through the mail (please include a
check, rabies information if necessary and a self-addressed stamped envelope; send to 414 Center Road
Montville 04941), or online at: https://www10.informe.org/dog_license/ You will be able to pay by credit card
24 hours a day! The online service is only available through January 31.

Report of the Montville Road Commissioner 2014
In 2014 we hauled gravel and built up sections of the Twitchell Hill, Spring Hill, and
Burnham Hill Roads. The top ½ mile paved portion of Burnham Hill Rd. was ground off,
prepared for paving and paved. Approximately ½ mile of the southern end of Halldale Rd.
was ground off in preparation for re-paving to be done this year.
We replaced more planking on the Peavey Town Bridge and added 2 new I-beams. We also
added more rock at the base of the support walls. Other bridges will need attention this
coming year.
We installed culverts in various locations around town as needed.
With mud season occurring two or three times a year, we found it necessary to add rock to
various roads to make them passable.
During the November and December blizzards we had power outages and blocked roads due
to falling trees and limbs. I would like to thank John York and the Montville Fire Department
who helped in directing traffic and cutting and removing trees and limbs from the roadways.
I would like to thank Jonathan Thornhill, Jack Martin, Lucas Construction and all of the plow
drivers for doing such a good job plowing and sanding. This has been the 3rd snowiest year
on record and some roads experienced significant drifting making it difficult to keep them
open. These situations also required a lot of winging back of the banks and, in some cases,
pay-loaders had to be used. Of course the blowing and drifting snow also made visibility
difficult and some mail boxes suffered as a result and for that we apologize.
Another problem that occurred this past winter is that the town’s loader/backhoe broke down,
of course in the middle of a storm, necessitating renting another for about a month.
The challenges incurred in trying to keep our roads open to travel 24/7 are quite often
daunting and expensive.

Planning Board Report • 2014-15
Dear Montville Citizens,
The Planning Board was active this past spring and summer and has had no business since September.
In April, the Board held a discussion about the South Montville Grange. The Town’s CEO had let the Board
know that a real estate agent spoke with him, inquiring about this property. Should that structure’s use change
to Residential, significant plumbing improvements would be required under both State law and the Town’s
Site Plan Review Ordinance. We have not heard anything since.
In May, the Board discussed the sale of lots 45/16 and or 45/27 (former Dave’s World) to Clark's Corner
Scrap, and determined there was not a change of use on the property; thus Site Plan Review did not apply
because the current use was grandfathered. Had there been a change of use, some improvements might have
been required on the site. Subsequent to that, in June, increased activity at the site led the Board to ask the
CEO to determine if any change of use had occurred; it had not. In the course of these conversations, the
Board noted the lack of regulation of Junkyards in the Town and expressed this concern to the Selectboard.
In July, with neighbors noticing activity at the Clark's Corner Scrap site, the Board asked the CEO to cite
relevant passages in the Site Plan ordinance and ask the owner to attend a meeting. We met with the owner
and an abutter who had expressed concern about the possibility of run-off from this parcel contaminating her
water supply. The owner described the nature of pollution mitigation plans on his property and agreed to
share the results of environmental reports with the neighboring landowner.
In August, the Board held a preliminary meeting about a possible campground on Sandy Pond. Many
Freedom and Montville residents were in attendance, along with a real estate agent and a potential developer
who joined us via Skype. The Board agreed that, should such a development go forward, two ordinances
applied: Site Plan Review (commercial development generally, campground specifically) and Shoreland
Zoning. Much discussion ensued regarding the nature and impact of the proposed development.
Two last bits of business in September: We were notified that the potential Sandy Pond campground
developer had pulled out. And a sign company contacted me to inquire if any Town ordinances governed
signage on the Clark’s Corner site. Because there was no change of use, only State regulations apply.
The Planning Board meets at 7 pm on the second Wednesday of each month and values the participation of
interested Townspeople. Once again, please join me in thanking Board members for their thoughtful reading
and implementation of ordinances enacted by the Town Meeting over the years. Working within the
guidelines established by these policies, the Board carefully balances landowner prerogatives and the impact
of development on neighbors.
Our continued thanks to Susan Shell and Abbie Hills. Montville is fortunate to have Bob Temple, a
knowledgeable and energetic CEO, on its team as well.
Respectfully submitted,
Peter Kassen, Chair, Town of Montville Planning Board

Ivan O. Davis - Liberty Library Annual Report 2014
Another year has gone by and it was a busy one at the Library!
As in the past, the community gathered around the Library with support. An email was sent and word
got out that the Library was going to be closing on Wednesdays. Four new individuals immediately
volunteered their time to help cover Wednesdays and provide coverage on Tuesdays! Two new board
members were also added in 2014.
The Library relies on the constant dedication and support from its volunteers and the communities of
Liberty and Montville.
Here are a few highlights of the Library in 2014:
 Our circulation increased to 4,434, which included books, audio books and DVDs.
 A Book Club continues with the group reading suggested titles and voting for the Maine Readers
Choice Awards.
 Our art wall was filled every month with art from local artists. Lovely receptions were held for
many of the artists.
 Downloads of eBooks and audiobooks from Overdrive Download Library continues to increase.
 We hosted many local authors, an historic program of a Maine Civil War soldier, and children’s
programs including sponsoring a “Mad Science Program” at Walker School.
 We partnered with Sheepscot Wellspring Land Alliance for a Frog Program and Frog Training.
 We partnered with the Liberty Graphics to provide a program titled “Story Slam.” Great stories
were told and a Liberty Graphics Custom Tee Shirt was presented to every storyteller.
 A weekly Story Hour for preschoolers is held on Thursday mornings at 10:30. The children hear
stories and do a craft every week. Fun time for children and their caregivers.
The Library continues to struggle financially. We are always in fund raising “mode.” Baking pies, holding
raffles, selling plants, vintage jewelry and books. Each of these fundraisers has one goal in mind—to
keep the library doors open and continue to offer programs like the ones mentioned above.
If you haven’t visited the Library, please stop in. We always enjoy seeing new faces! The Library is open
six days/24 hours a week. For weekly updates, hours and information check out the Library website:
www.liberty.lib.me.us. Being a patron of the Library is priceless.
We are looking forward to 2015, as it is the 20th year anniversary of the Liberty Library Association.
This is a wonderful accomplishment and plans are being made to celebrate this milestone!
Many thanks to all whose participation at the Library make us the center of the community!

Liberty Ambulance Report
With 209 incidents responded to last year, the ambulance service was a little busier than usual.
Even with more calls, however, only two EMTs responded to over 60% of them. The exciting
news is that we have had several new members join the ranks recently. Some new drivers and
potentially new EMTs will be a great help.
Some points to keep in mind as always: keep your house number visible so we can find your house
when called, secure pets if possible, and have a list of medications and medical history available
for our responders. Hopefully we won’t have to respond to any of you this year, but here’s hoping
if we do, all comes out well. Thank you all for your support and especially thank you to all our
hard working members that make having our own ambulance in Liberty and Montville possible.
Respectfully submitted,
Chris Birge, Service Chief

2015 DONATION REQUESTS TO THE TOWN OF MONTVILLE
The Select Board compiled these descriptions of services from organizations asking for donations to give
citizens more information in voting on their funding requests (see article 26 in the warrant).
Belfast Area Child Care Services
Request: $500
Belfast Area Child Care Services (BACCS), incorporated in December 1973, is an independent, nonprofit organization run by Waldo County residents who are members of our Board of Directors. The
organization was established to provide affordable, quality child care to children of working parents,
particularly low-income families, and for children in special circumstances. BACCS operates two early
care and education facilities: Belfast Area Children’s Center in Waldo, and the Starrett Children’s Center
in Belfast. We collaborate with Child Development Services to provide care for children with special
needs, as well with Waldo County Technical Center – providing practicum placements for up to 10 -12
students interested in working in the early childhood education field each year. Five Montville residents
have participated in BACCS-affiliated programs over the past five years and two Montville residents are
currently on our waiting list. The approximate combined value of the services received by those families
is $20,385.00.
Broadreach Family & Community Services, Belfast
Request: $400
Broadreach Family & Community Services is requesting support in the amount of $400 for our agency
programs that provide much needed services to members of your community. In our past fiscal year, over
200 children received services through Early Childhood Education Programs, 135 teens were served by
Youthlinks school-based programs, 651 children and teens received Broadreach Behavioral Health
Services, and 100 parents participated in parent education and family strengthening activities. During this
time, 12 Montville residents made use of Broadreach programs or services, many on an ongoing basis.
The approximate value of these services is $49,000 per year. Seven residents benefitted from Case
Management/Behavioral Health Services, three children from Early Childhood Education and Supportive
Services, and two residents participated in Prevention Programs.
Game Loft
Request: $150
The Game Loft is an award winning 4-H out of school time program that for the past 17 years has been
serving the educational, emotional, and social needs of youth in Waldo County. The Game Loft is a free
program open to all youth, 50 weeks a year, between the ages of 6-18 who are in school or are homeschooled. Currently the program serves 200+ regularly attending members in Belfast and at Mt. View
Middle School in Thorndike. Currently eight Montville youth are enrolled in the program. The Game
Loft’s primary program provides friends, food, and safety to all participants. Highly trained staff mentor
youth and create a safe and welcoming atmosphere. A USDA-approved menu of lunch and snacks are
provided daily. Our ultimate goal is to graduate youth into the community who are the kind of young
adults that make good neighbors and citizens.
Hospice Volunteers of Waldo County
Request: $300
Trained hospice volunteers offer free non-medical support to the terminally ill and their families. We also
offer bereavement support to anyone who has suffered a loss at any time. We offer support groups for
general loss, child loss, and suicide support. We offer monthly mailings for one year to all our
bereavement clients. We work in hospitals, nursing homes, schools, and on the crisis team. All our
services are free. Last year three patients and families in Montville received support, which does not
include those who have attended support groups, education sessions or work done in schools and other
institutions.
73
Liberty Library
Request: $3,000
The Ivan O. Davis-Liberty Library serves the community of Montville with books, audio books, DVDs,
public computers, and programs (both adult and children). Residents of Montville are on the library board
and volunteer staff. There are 203 library cardholders who are residents of Montville. This does not reflect
the numerous families who all use the same library card. It costs the library $19.49 per library card.
LifeFlight Foundation
Request: $516
In fiscal year 2014, LifeFlight of Maine transported 1,631 patients, four from Montville. Our vision for
Maine is a place in which every person, in every community, has access to critical care and medical
transport when they need it. We do this by working with our EMS partners to transform the critical care
transport medicine system into an integrated, high quality, patient-centered system worthy of the public’s
trust. As community hospitals experience budget cuts and consider cutting emergency personnel and even
closing emergency rooms, LifeFlight is becoming an even more critical link in the chain of survival. Our
safety standards and leadership have been recognized nationally, and we continue to be the lowest cost air
medical service in the entire country. We transport anyone regardless of ability to pay and therefore donate
over $1.6m each year in charity care. Demand for our services increases yearly 5-7% and is now exceeding
current capacity. There is an urgent need to add aircraft so we can be there for people when needed most.
Thank you for considering a $516 donation to LifeFlight.
Midcoast Maine Community Action (MMCA)
Request: $500
MMCA is a community action agency advocating on behalf of low-income and other at-risk individuals,
assisting them to identify and address their needs, enabling them to achieve self-sufficiency and
independence. We provide nutrition and breastfeeding counseling, as well as nutritious food vouchers, to
income-eligible Montville residents though the Women, Infants, and Children (WIC) program. Last year 24
Montville residents received WIC services valued at $18,003.
New Hope for Women
Request: $750
New Hope for Women is the only agency that provides services to all persons affected by domestic
violence, dating violence, and stalking in Waldo, Knox, Lincoln, and Sagadahoc counties. These services
include a 24-hour crisis hotline, emergency shelter, court and systems advocacy, legal information and
referrals, support groups for survivors, prevention groups and outreach programs in schools, and
community education and response training. We also operate six units of transitional housing for victims.
These services are free to everyone. In addition, we run a certified batterer intervention program, Time for
Change, stipulated as a fee-for-service program by the state. We work in cooperation with local police
departments, sheriff departments, and state police. We provided direct services to five Montville residents
in 2013, and our youth educator presented programs on Healthy and Unhealthy Relationships at Mt. View
High School. In addition, we brought The Yellow Dress, a one-woman play about dating violence, to the
school. We cannot place a specific value on these services since they include everything from hotline
response to ongoing advocacy to legal services. The amount of funding requested from residents of
Montville ($750) has been unchanged for nine years. We greatly appreciate the support of the communities
we serve. Thank you for the many years you have provided it.
Spectrum Generations
Request: $584
For more than 40 years, Spectrum Generations has provided programs and services to the town of
Montville’s older (60+)/disabled adults and their families. Our goal is to help older adults live
independently, healthy and at the best quality of life possible. In the year ending June 30, 2014,
Spectrum Generations cooked, prepared, and delivered 852 meals to homebound seniors in the
74
town of Montville through our Meals on Wheels program (representing a 71% usage increase over last
year). We are the only Meals on Wheels provider in Maine that cooks its own meals to assure the best
quality in taste and nutrition. As central Maine’s Aging and Disability Resource Center (ADRC), our
ADRC specialists provided more than 43 hours of outreach counseling to seniors and their family
members in your community on topics ranging from elder abuse to prescription drug coverage and longterm care (representing a 126% usage increase over last year). One Montville senior also attended health
and wellness classes at our community center. The estimated value of Spectrum Generations’ services to
Montville residents is more than $5,700. Your support allows us to continue to provide programs, services
and support to older adults and their families when they need it most.
Waldo Community Action Partners
Request: $1,911
WCAP’s mission is to create opportunities for people to improve their quality of life. WCAP’s volunteer
board works diligently to bring programming and services to the residents of the Town of Montville. This
past year WCAP was able to secure $93,965 in grant, municipal, state and federal funding combined with
several personal financial contributions to serve more than 189 individuals from the town of Montville.
Municipal funds are used to match other funding whenever there is an opportunity. WCAP saved the town
of Montville a minimum of $33,165.00 that could have come out of the town’s budget for general
assistance had not WCAP been here to bring valuable services to the townspeople. WCAP’s request for
financial support is based on 2-3% of the cost of services delivered in Montville for the prior year.
Transportation requests represent 3% of the cost of services delivered. Other program requests are made at
2% of services delivered, except unfunded community projects, which is a percentage used by your
community of the total dollars needed countywide.

The Waldo County YMCA is inclusive and alive with action. Children and adults are challenged to learn
new skills, develop friendships, test themselves and their possibilities, which often pushes their limits and
builds character. Youth programs and activities continue to flourish. In 2014, more than 250 children ages
3 to 14 attended our summer camps each week. Monthly teen dances attract hundreds of middle school
students from throughout our county. Our No-Cost TEEN ACCESS program abounds with youth, allowing
more than 200 students access to the facility each school day from 2:30 - 5:30 p.m. Teens benefit in many
ways from this program, many of them would be home alone and unsupervised after school without this
option. Older adults have the opportunity for growth and relationship building in the form of physical
activities, free monthly luncheons, classes and trips. Opportunities to make a difference as volunteers are
available to everyone. In 2014, nearly 275 people of all ages logged nearly 5,500 volunteer hours at the
YMCA. In 2014, 8% of Montville residents participated at the Waldo County YMCA as members.
Through October of 2014, the "Y" provided $820 in financial assistance for membership and programs to
Montville residents. It is our mission to provide access to membership and programs to everyone
regardless of their ability to pay.
