Other terms and conditions: (i) (ii) (iii) (iv) (v) (vi) (vii) Selected candidate would be taken as a Consultant/Junior Consultant on contract basis. The period of contract would be initially for a period of 6 months extendable to one year. However, the contract can be terminated anytime during the period on the recommendation of the Additional Director General (FOD), NSSO on account of unsatisfactory performance. The contract service will not confer any right for further assignment. The monthly emoluments would be released on the recommendation of the FOD, NSSO and on furnishing certificate that the work is progressing satisfactorily. The Consultant/Junior Consultant would not be paid any other allowances like DA/HRA/Travelling Allowance or any other benefits, including government accommodation. TA/DA will not be admissible either for joining or on expiry of the contract. However, they will be entitled for local conveyance in relation to performance of duty. The Consultant/Junior Consultant will not be entitled for any kind of leave, except four days’ casual leave in six months period and this will be calculated on pro-rata basis. In case of unauthorized absence, FOD will be free to reduce emolument on pro-rata basis and in case of absence from office by more than eight days beyond entitled leave in six months period, FOD will be free to terminate the services without any notice. A retired Govt. official appointed as Consultant/Junior Consultant would continue to draw pension and the dearness relief on pension during the period of his/her engagement as consultant. His/her engagement as consultant would not be considered as re-employment. The Consultant/Junior Consultant would be subject to the provisions of The Official Secrets Act, 1923. The Ministry of Statistics and Programme Implementation (MoS&PI) has prepared an Action Plan for creating appropriate statistical framework to assess the country-wide progress in the broad area of ‘Cleanliness and Hygiene’ as part of SBM. Additional Director General, Field Operations Division (ADG, FOD), National Sample Survey Office (NSSO) has been declared as nodal officer for the statistical activities envisaged in the aforesaid Action Plan. The expected outcome of this work, which is now the responsibility of Field Operations Division (FOD), is to compile the existing data available from the published reports of Ministries/ Departments and bring Swachhta Status Report anually starting from October 2015. 2. The proposed work involves planning and designing the survey instruments to monitor the progress of SBM, developing methodology of data collection through various agencies including FOD and mechanism to cull out relevant data from existing sources, data processing, data integration and finally coming up with publication Swachhta Status Reports on time. 3. The work of monitoring the progress of SBM is dedicated in nature and requires specialized personnel with background having experience in survey related work, handling data, analysis of data and adequate exposure to computerized environment. 4. The scope of work for the Consultants is broadly mentioned below: (a) Term of References (ToR) for consultant: The consultant will undertake the following items of work: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) Correspondence and coordination with the Central Ministries and other data producing agencies of Government of India pertaining to indicators finalized to monitor the progress of SBM. Collection and scrutiny of the reports/MIS to check for availability of data on sanitation, cleanliness and hygiene. Preparation of the list of tables which show data as mentioned in (i) and (ii) above. Coordination of the survey for the purpose of collecting SBM related data. Coordination with Computer Centre and National Informatics Centre (NIC) to arrange, manage and analyze data related to development of web portal for field level data entry and database management. Data analysis and preparation of draft Swachhta Status Report. Supervision of the work of Junior Consultant and guide him/her on day-to-day basis. Any other SBM related work assigned by DDG/ADG.
