TERMS & CONDITIONS FOR ANNUAL INSURANCE OF STOCK OF
TEXTBOOKS
1.
The Managing Director, M. P. Textbook Corporation invites sealed offers from reputed
General Insurance Companies, registered with IRDA for annual insurance of stock of
textbooks worth Rs. 250 crores for the year 2015-16 stored in 15 Depots of the MP Text
Book Corporation, situated in various cities of state of Madhya Pradesh & each depots
having various godowns. Name of cities of depots are mentioned in Annexure -I. The
bidding is open to all the eligible bidders/tenderers, who qualify for bidding under the
prescribed terms and conditions.

Interested eligible bidders may obtain the tender document, from the office of the
Managing Director, M.P. Text Book Corporation," Pustak Bhawan" Arera Hills, Bhopal,
on any working day up to 1.30 PM on 08.06.2015 on payment of cost of tender document
(non-refundable) Rs. 500/- ( Rs Five hundred only)including 13% service tax. The cost of
document may be paid in cash or by way of a demand draft in favor of M.P. Text Book
Corporation, payable at BHOPAL (M.P.). The tender document can also be had by
download from the website of the Corporation (www.mptbc.nic.in) and can be used. In
such case the cost of tender document shall be paid by Demand Draft of any Schedule
Bank, in favor of M.P. Text Book Corporation, payable at Bhopal and has to be submitted
along with the technical bid, failing which tender shall be rejected. This tender document
is non transferable.

The bid shall be submitted by company or duly authorized person in two sealed covers
super scribed with "Cover A: Technical bid for insurance of stock of textbooks stored in 15
depots of MP Text Book Corporation for the year 2015-2016 and "Cover B: Commercial
Bid: for insurance of stock of Text Books stored in 15 Depots of MP Text Book Corporation
for the year 2015-2016"

Bids Complete in all respect in two sealed Covers i.e. (i) Technical Bid in Cover A and
Commercial Bid in Cover B must be received by post or dropped in the tender box in the
office of MP Text Book Corporation "Pustak Bhawan" Arera Hills Bhopal latest by
2.00 PM on 08.06.2015 Bid received after the dead line for submission of Bids, shall be
rejected.

The TECHNICAL BIDS of all the tenders received within the prescribed time limit, will be
opened in the presence of bidders or authorized representatives of bidders (maximum two),
who may wish to attend the opening of bids in the office of, M.P. Text Book Corporation,
Arera Hills, Bhopal at 3.00 PM on 08.06.2015. No rates should be quoted in the technical
bid in form" A", rates should be quoted in the commercial bid in form "B" only.

The commercial Bids of the bidders whose technical bid is qualified under the terms and
conditions of document will be opened in the presence of bidders or their authorized
representatives , who may wish to attend the opening of offer in the office of MP Text Book
Corporation Arera Hills, Bhopal at 11.30 AM on 09.06.2015

Decision of managing Director, MP Text Book Corporation shall be final. Managing
Director of Corporation reserves the right to extend due date of tender opening without
assigning any reason.
8.
Eligibility and qualification requirements:
No tender shall be considered valid if :(a)
The bidder is not registered with Insurance Regulatory and Development Authority;
(IRDA);
(b)
the bidding document has not been purchased by the bidder from M.P. Textbook
Corporation and in case the downloaded document is being used, the demand draft
of the cost of the document is not enclosed;
(c)
the premium rates are not quoted for the year 2015-16;
(d)
the tender is conditional and inconsistent with the terms and conditions of the this
tender document;

(e)
the technical and commercial bids have not been signed by the authorized person;
(f)
bid is received after the dead line for submission of bid;
(g)
a declaration regarding non of near relative (s) of any owner, authority
of the insurance company is employed with M.P. Text book corporation
or if any relative is employed with M.P. Text book corporation then the
details of thereof is not enclosed (as per format annexure II);

Near Relatives working in M.P. Text Book Corporation :
The relatives of employees of M.P. Text Book Corporation will not
be allowed to
participate in the tender.
For this purpose near relatives shall mean wife, husband, parents, grandparents, children,
grand children, brothers, sisters, uncles, aunts, cousins & their corresponding in laws.
10.
The process of interpretation, evaluation and comparison of bids and recommendations
concerning the award of the contract shall not be disclosed to the bidders or any other
person. CANVASING IN ANY FORM SHALL RESULT IN CANCELLATION OF THE
BID. After submission of bid no communication from the bidder in any form either in
writing or oral in support of bid clarification, explanation, supplement shall
be
entertained. Such communication will be strictly treated as canvassing.
11.
The premium offer quoted by the bidder shall be fixed and unchanged for the duration of
the contract and shall not be subject to adjustment or change on any account. .
12.
The Managing Director reserves the right to place orders with one or more than one
bidders in any manner as he may deem fit. If a bidder participates in more than one tender
of the corporation & the rates quoted by him are lowest in more than one tender, the
Managing Director reserves the right to place the orders in a manner which is in the
interest of the corporation.

13.
If considered necessary in the interest of M.P. Textbook Corporation, the Managing
Director reserves the right to enter into negotiation with the lowest tenderer for the
purpose of lowering rates only in second and subsequent call. (Notification no.
F-2/3/2004/rule/four dated. 5/05/2005 read with memorandum no. F4-2/2010/rule/fourBhopal dated 30 December 2010 & No. F4-2/2012/rule/four-Bhopal dated 16 March 2012
of Government of M.P, Finance Department, shall be complied with.).
14.
The insurance companies have to submit their offers directly, no intermediaries will be
entertained.
15.
The insurance companies shall not pay any commission /fee/any thing in cash or kind to
any person with regard to the insurance policy/ policies of this corporation.
16.
The insurance Companies shall quote their offer as per conditions of the tender document
They should not submit offer under "any imposed/hidden clause (s)" in the policy. If it is
found later on that there is any imposed/ hidden clause (s)"in the insurance policy
document, not only legal action will be taken against the insurance company, the
corporation will also debar the concerned company from the work of the corporation for a
period up to 3 years.
17(i)
The bidder shall quote their best possible offer in terms of annual premium for floater
declaration policy to cover the fire and allied risks, perils including STFI, RSMTD and
Earthquake. The bidder shall quote gross premium including service tax along with
breakup of net premium and service tax etc, for covering all the risks.
(ii)
The bidders shall quote the gross premium including service tax along with breakup of net
premium and service tax etc, they will charge for covering burglary risk separately.
18.
The period of insurance will be one year i.e. from 01.07.2015 to 30.06.2016. . The
Managing Director M.P. Textbook corporation Bhopal reserves the right to
Increase/Decrease the time period or number of storing depots. After the finalization of
insurance contract, the bidder should submit copy of policies in three sets at the office of
Managing Director M.P. Textbook corporations, Bhopal.
19.
The

accept/reject/cancel any or all the tenders in whole or part without assigning any reason
whatsoever.
