Terms of Reference Service Contract Holder (SC) Special Service Agreement (SSA) Job Title: Partnerships and Resource Mobilization Manager Proposed Pay Level: SB - 4 Organizational Context and Role: Under the direct supervision of the Country Director, the Partnership and Resource Mobilization Manager is responsible to contribute to the development of long-term partnerships with the private and public sector in order to advocate the work of WFP, and raise and mobilize resources to support food assistance programmes. Duration of Employment: Six months Responsibilities: 1. Implement the work plan for assigned area by delivering activities that maintain and develop private sector and private partnerships to raise funds in support of WFP strategic priorities and Corporate Partnership strategy. 2. Contribute to the management of a portfolio of partnerships, soliciting contributions, providing on-going donor stewardship and assessing results in order to maximize resources raised for WFP, in line with internal policies and external regulations. 3. Provide support and guidance to technical units, in order to assist them to effectively mobilize resources. 4. Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met. 5. Maintain effective relationships with member states, UN agencies, NGOs, host government and other partners, in order to keep them informed on important, strategic operational WFP issues. 6. Provide information to member states, UN agencies, NGOs, host government and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of WFP. 7. Contribute ideas for opportunities to develop new and existing synergies with other UN agencies to senior external partnership officers in order to support more effective and efficient approach to food assistance. 8. Contribute to the preparation proposals and sales presentations in order to effectively “sell and market” WFP to private and public sector prospects. 9. Conduct prospect research; identify, analyze and provide data to others to support them in identifying private and public sector entities that can help achieve WFP’s strategic objectives. 10. Maintain awareness of current activities, political and social events of UN and other multilateral bodies/governments, conduct analysis to understand how they may impact WFP activities and programmes and provide timely information to WFP staff for decision-making. 11. Support the sales process by coordinating activities and providing data that enables senior officers and heads of Sub Offices to manage and respond to the new opportunities, and negotiate advantageous contributions and partnership agreements. 12. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries. Participate and assist in negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability. 15. Collate, analyze and report on internal and external data to enable informed decisionmaking and action planning by senior stakeholders, and provide consistent information to donors on use of funds. 16. Contribute data and ideas to the development of new strategies to better secure and steward private and public sector donors by channel (individuals, corporate, foundation, NGO). 17. Prepare and provide regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programmes, and to advocate the work of WFP. 18. Prepare and provide inputs for briefing documents for senior level management meetings with donors 19. Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met. 20. Maintain effective relationships with representatives of government donors through appropriate channels, and coordinate donor meetings, attending where required. 21. Represent WFP at meetings in such a way that advances the partnership strategy and objectives, and builds support for WFP activities. 22. Work in collaboration with other WFP units to align activities and ensure that proposed partnerships support the corporate strategic objectives and provide value. 23. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis. 24. Incorporate analysis of gender and protection in every activity of the office; 25. Accountable to the CEO through their direct supervisors and have the obligation to act in accordance with the policies, guidelines, plans and procedures in the Department of security of the United Nations and WFP security; 26. Minimum Qualifications Education: Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses. Experience: Typically three or more years of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems. Desirable Knowledge and Skills: Broad or specialized knowledge of international development best practices, techniques and processes with some understanding of the basic theoretical background. Ability to establish priorities and to plan, coordinate and monitor own work plan. Ability to analyze and interpret information.
