CONCEPT NOTE INDO WATER, INDO WASTE, INDO ENERGY 2015: EXPO & FORUM UCLG ASPAC International Seminar on SMART CITIES TOWARDS URBAN SAFETY 27 – 29 May, 2015, Jakarta Convention Center Background UCLG ASPAC actively promotes the importance of sustainable urban development, protection of environment and conservation of natural resources. The organization supports measures in environmental improvement through good governance practices, technology transfer, and improved financing system. Rapid and uncontrolled urbanization in most developing countries, brings challenges and environmental degradation, polluted water resources, unmanaged urban solid waste, uncontrolled energy supply system and limited water supply. High population in urban areas has also raised much more demands for better infrastructure that can be accessed safely. While the complexity of the environment issues are intriguing and challenging, a promising strategy to improve wellbeing of the people is through the use of Smart City approach. A smart city concept indicates 2 key elements, infrastructures and citizens as its users. Smart city makes cities more efficient. It also creates more effective urban system that capable of addressing contemporary urban challenges and problems. A city that optimally uses IT system widely is expected to perform better in infrastructures and services, and at the same time to be able reduce costs and resources consumptions. A smart city possesses real time data, adapts quickly, and works efficiently. Smart City concept is nowadays becoming tools and good governance approach practices in providing sustainable urban development and improving transparency and participation of the people. In line with the challenges faced by cities and local governments in managing their rapid development through the use of Smart Cities, the United Cities and Local Governments Asia-Pacific (UCLG ASPAC) is organizing the International Seminar on Smart Cities towards Urban Safety from 27-29 May 2015 in Jakarta. The Seminar will be held in conjunction with the Indo Water, Indo Waste, Indo Energy 2015: Expo and Forum. 1|update as per 10April2015 UCLG ASPAC is the largest regional section of UCLG World which its HQ is located in Barcelona, Spain. UCLG ASPAC is hosted by the Capital City Government of Jakarta.. The organization is the key knowledge hub of local government issues in the Region. Objectives The International Seminar on Smart City towards Urban Safety aims to advocate good governance principles and facilitate exchanging experience and knowledge among cities and local governments in the areas of smart cities and urban safety. We strongly believe that Smart City concept will help cities in developing countries, especially in Asia Pacific to accelerate development and provide better urban public services. The Seminar will be a good opportunity for city managers and local authorities to learn from and share their experience with experts and practitioners on the use of Smart City concepts and models in urban infrastructure and financing including water supply and wastewater. It is also open to establish much closer relationship with cities and local governments, members of UCLG ASPAC in promoting and achieving sustainable development at local level. The Seminar will also aim to identify several areas of possible technical cooperation amongst cities and local governments in the region. Expected Outcomes All parties involved, state and local authorities, city managers and officials, civil society groups, international development agencies, and private sectors, are expected to have strong commitment towards sustainable urban development. We also expect after attending the seminar, urban managers and local authorities have much better understanding and wider perspectives on Smart City concept. Audience and Participants An estimated of maximum 100 (hundred) local and international participants is expected to attend the Seminar.
