Upon taking office Treasurer Mandel launched the Treasurer’s Transparency Project to shine sunlight on
state spending. He posted state employee and teacher salaries online in a fully searchable database
for the first time in Ohio government history, then released fully interactive state properties maps. Next
Treasurer Mandel launched OhioCheckbook.com, placing more than $408 billion in state spending
online and featuring “Google-style” search of more than 112 million transactions. In 2014, he was
recognized with the Association of Government Accountants award for “Excellence in Financial
Management,” and was given the American Society for Public Administration’s “Public Integrity Award”
for “outstanding contributions to responsible and ethical conduct in public service.”

program will look at some of the changes under the Medicare program including Value Based Purchasing,
Readmission Reduction Program, Hospital Acquired Conditions Program, and other voluntary Medicare payment
models.

including fraud and abuse enforcement, network formation, regulation of ACOs, and IRS regulation of tax exempt
hospitals.

State Innovation Models (SIM) - OHA Update on Episodic Payments

OHA staff will present the latest news regarding the implementation of episodic payments through the federal
SIM grant program. Members are encouraged to share feedback on the cost and quality performance reports
received from Medicaid and other participating payers, so as to inform OHA policy and advocacy efforts.

Our goal is to educate our audience in new methods for healthcare constructions projects, utilizing lean
techniques and integrated project delivery (IPD) business models. We will provide a general overview of the lean
process utilized and the corresponding methodologies incorporated versus the traditional guaranteed maximum
price, design, bid and build construction. The presentation will include hospital personnel involved in the
preparation of the source and uses of funds associated with the project and the corresponding financing of the
project. Welty, the general contractor will depict the significant savings in construction cost associated with
compiling lean design and construction techniques with the IPD system.
