PARKING PERMITS
 Parking permits of any kind will be issued only to those residents or occupants specified on Page One (1)
of the Lease Agreement.
 A maximum of two (2) parking permits (including reserved spaces) per apartment will be issued for one or
two bedroom apartments, and a maximum of three (3) parking permits will be issued for three bedroom
apartments and townhomes.
 A valid vehicle registration and valid driver’s license bearing the resident’s/occupant’s name must be
presented to the leasing office before any parking permits will be issued. Parking permits will only be
issued for vehicles registered to leaseholders and/or occupants listed on the Lease, with one permit
issued per registered vehicle. No permanent parking permits will be issued for guests for any reason.
 Company or other authorized use vehicles may receive Parking Permits provided the Vehicle Proof of
Ownership Form has been completed and signature witnessed in person or notarized. Vehicle registration
is required. Additionally, the authorized user of the vehicle must be listed on the vehicle owners insurance
policy for the specified vehicle or as an additional insured. The vehicle is subject to the maximum parking
permit rule above.
 Parking permits must be clearly displayed on the vehicle for which it was issued at all times in the location
where it may be easily viewable (preferably in the rear window).
 Any vehicles that do not display a valid parking permit are SUBJECT TO BEING TOWED, without warning
at the owner’s expense, unless parked in a designated visitor parking space as outlined below.
 Permits clearly indicate the vehicles license plate number it is assigned to. Vehicles found on the property
with permits that do not match the license plate numbers are SUBJECT TO BEING TOWED. This means
once your plates change you must immediately come into the office to get a new sticker.
 If a replacement permit is needed (due to the purchase of a new car, license plate change, etc.), the
permit will be replaced at no charge provided that the original permit is returned and the license plate
number/permit number is visible.

 Replacement permits that are not returned to the office for any reason or returned without the license
plate or permit number will be reported to the towing company for monitoring. A$100 fee will be charged.
 Vehicles with a resident permit may not park in spaces marked as “VISITOR”. Such vehicles are also
restricted from parking in “RESERVED” parking spaces. Please see applicable sections below.
 There may be spaces throughout the community that cannot be parked in during certain hours.
(For example, some spaces near dumpster enclosures may state No Parking between 9am-5pm.)

RENTAL VEHICLES
 Temporary Parking Permits will be issued to residents who obtain a rental vehicle. Permits will only be
issued for vehicles leased/rented to leaseholders and/or occupants listed on page one (1) of the Lease.
Documentation must be provided which displays the length of time you are authorized to drive the vehicle.
The permit will be issued based on the dates specified in your rental vehicle documents.
 If Permit is not visible it will be SUBJECT TO BEING TOWED without warning at the resident’s expense.
RESERVED PARKING
 Each resident to whom a reserved space is leased will receive a hanging permit. The permit is a
numbered hanging tag, which must be displayed on the rear view mirror of the vehicle parked in the
reserved space at all times. This permit shall serve as proof that the space is reserved for the leaseholder
of the space should it be necessary to tow unauthorized vehicles. This permit is not authorized outside of
the space. Vehicles located on the property, outside of the reserved spaces, with these tags are
SUBJECT TO BEING TOWED without warning.
 Reserved parking is available in certain locations on the property and is available only to the residents to
whom they are leased. These spaces are clearly marked “RESERVED”. Vehicles parking in these
locations without the appropriate permits are subject being towed.
 Because parking is limited, reserved spaces will be counted toward the maximum number of parking
permits that may be issued for each apartment.
 Vehicles parked in reserved spaces must have the hanging tag AND a regular parking permit at all times
while parked in the reserved space. Any vehicle without BOTH permits visible, are SUBJECT TO BEING
TOWED at any time.
 Obtaining a reserved space is subject to availability.
 During winter storms you are responsible for ensuring your space is shoveled out so residents or visitors
can visibly identify and know this is a reserved space.
 The vehicle will not be towed if you cannot see the words RESERVED on either end of the space.
 Cones or other space holders are permitted only during the winter snow season.

 Visitor Parking is available in all three sections of the community and spaces are clearly labeled as
“VISITOR” on each space. Each designated area is subject to change, without notice, at the discretion of
management.
 Towing will be enforced for visitor vehicles throughout the community during the “Tow Period” each day.
The “Tow Period” extends daily from 6:00 PM each night until 7:00 AM the following morning. This policy
will be enforced 7 days per week.
 Visitors, without a parking permit, may park in “VISITOR” spaces for a period not to exceed one (1) tow
period. Vehicles parked in “VISITOR” will be monitored, and this policy will be enforced. The patrolling
tow company will note the vehicles without a permit that are parked in visitor spots every night. Should a
vehicle be found parking in any visitor spot during the second evening “tow period”, it will be SUBJECT TO
BEING TOWED without warning. Please note that if the vehicle is located in an alternate visitor spot on
the second patrol (evening tow period) it will be SUBJECT TO BEING TOWED.
 In addition to the designated “Visitor parking” areas throughout the community, you may obtain a
temporary guest-parking permit that will allow visitors to park in any unassigned surface spaces within the
community. Visitor parking permits may be obtained in the leasing office only DURING OFFICE HOURS.
No guest parking permits will be issued after hours, or when the leasing office is closed at any time. No
exceptions will be made.
 Visitor passes can only be obtained by leaseholders.
 Visitors may only park in the spaces marked “VISITOR” without a visitor-parking permit. Any vehicles
parked anywhere in the community other than these designated areas without a visitor-parking permit
WILL BE TOWED without warning at the owner’s expense. This includes unmarked parking spaces such
as curbs.
 It is the responsibility of each resident to inform their guests of the community parking policies.
 Each apartment may obtain up to five (5) overnight visitor passes per month. These passes can be
picked up from the office during office hours only. Visitors with this pass will park in open, unmarked
surface spaces.
 Each apartment may obtain a single (1) five (5) day visitor pass for their guests that are visiting longer
than one evening. This pass is good for five consecutive days from its initial date of use. There will be a
charge of $25 for each (5) day pass. Each apartment may have a maximum of one of these passes per
month. Visitors with this pass will park in open, unmarked surface spaces.
 Payment for visitor passes will be by check or money order only and must be paid at the time of receipt of
visitor pass. Visitor passes cannot be charged to your rental account for future payment.
 Any visitor pass that is lost by the resident or their guest will not be replaced under any circumstance.
 Any visitor passes that are not used in a particular month may NOT be rolled over into a future month.

FIRE LANES AND IMPROPERLY PARKED VEHICLES
 Any vehicle parked in designated fire lanes (which are clearly marked by yellow curbs and/or posted
signs) are SUBJECT TO BEING TOWED 24 hours per day, 7 days per week without warning.

 Any vehicles parked in areas marked “No Parking” by either yellow curbs or “No Parking” signs are
SUBJECT TO BEING TOWED 24 hours per day, 7 days per week.
 Any vehicles that are blocking another vehicle (that is parked legally and displays a valid parking permit)
are SUBJECT TO BEING TOWED 24 hours per day, 7 days per week.
 Any vehicles deemed inoperable, abandoned, or in unacceptable condition (broken windows, flat tires,
etc.) by management are SUBJECT TO BEING TOWED at any time.
 Any vehicles double-parked (over the white lines) are SUBJECT TO BEING TOWED at any time.
 Boats, boat trailers, RV’s, commercial vehicles, and tractor-trailers are prohibited from parking on the
premise, and SUBJECT TO BEING TOWED. Moving trucks may be permitted to park on the premises for
one (1) night with the permission of management.
 All vehicles parked on the premises must display valid state inspection stickers and license plates.
TOWING INFORMATION
 It is not our intention to tow a resident’s vehicle, but to tow unauthorized vehicles to ensure residents have
available spaces.
 Unfortunately, we are unable to guarantee that residents will find a parking space directly in front of their
building. Residents requiring a guaranteed space in close proximity to their apartment are suggested to
rent a reserved space if available.
 The towing service is unable to contact the vehicle owner due to the fact that the majority of towing is a
result of not having a permit, and the contact information is unknown. It is also the responsibility of
Newport Village Management not to release the private information in resident files to outside contractors.
 The towing charges are determined by the city. Newport Village does not receive any money from vehicles
being towed.
 Newport Village does not take responsibility for towed vehicles.
 If you would like to request a vehicle to be towed out of your RESERVED space or if you believe your
vehicle or guest’s vehicle was towed, please contact: Dominion Towing (703) 339-2400 for assistance.
Please note that Dominion Towing does not determine the parking policy.

I have read and understand the above listed policy (Pages 1-4). I understand that failure to abide by the above listed
policy will result in my vehicle being towed at my expense. I further agree that it is my responsibility to notify my
guests of the above listed policy. I also understand these parking policies may be changed at any time at the
discretion of Management with written notice.
