SC ruling on Central govt ads q ‘Carry only photos of President, Prime Minister & CJI’ New Delhi, May 13 (PTI): The Supreme Court today issued a slew of guidelines on regulation of public advertisements and said that they can carry pictures of certain dignitaries like the President, Prime Minister and the Chief Justice of India. A bench headed by Justice Ranjan Gogoi rejected the plea of the central government that judiciary should not tread into the territory of policy decisions and said that the courts can step in if there is no policy or law in place. It also asked the central government to constitute a three-member committee to regulate the issue of public advertisement. The court accepted all major recommendations made by a committee on regulation of government advertisements. It, however, did not allow a provision for special audit of award of government advertisement More arrests in Saidapet country bomb case to media houses. To ease the traffic congestion, the Highways Department has handed over the project to construct the FOBs to Chennai Metro Rail Limited (CMRL). A sum of Rs 69.43 crore has been allocated by the Highways. Heavy traffic has been steadily increasing in the 100 Ft Road - Arcot Road junction. The two over bridges are built to reduce this traffic congestion to a great extent. Metro Rail moves in the elevated corridor crossing the 100 Ft Road. The committee, headed by Health Secretary Lov Verma, in its recently held meeting, approved raising the number of MBBS seats by around 2,500 in various medical colleges across the country, according to the minutes of the meeting released by Health Ministry said. After a careful scrutiny, it has already cancelled the registration of a number of such entities. Among them is the Ford Foundation-funded Greenpeace. This has been done for the violation of the provisions of the Foreign Contribution Regulatory Authority. Quite a few other NGOs have come under the scanner. Predictably, the affected NGOs have accused the Government of vindictiveness. Petitions are being signed by the interested parties to pillory the Government for its axe on the civil society organizations. A few are even planning to mount a legal challenge. Without questioning the bona fides of some of these NGOs, which are known to be doing good work in chosen fields of activity, it is undeniable that a vast number have become a source of corruption and even interference in the political affairs of the country. The recent disclosures show a self-styled secularist warrior, one Teesta Setalvad, and her NGO misappropriated funds for purely personal use is only the tip of the scandal. To this day, it remains a mystery how Setalvad’s NGO could take out full-page ads exhorting people not to vote for the Atal Behari Vajpayee-led BJP in the 1996 Lok Sabha election. The bill for the nation-wide media campaign may well have run into tens of crores of rupees. How and wherefrom she procured those funds needs to be explained. And the onus to make her do that, even at this late hour, lies with those who are shouting from housetops that the Modi Government is out to kill dissent. There is no penalty provision for parents for the first offence but repeat offenders may be subject to a monetary fine with the likelihood of imprisonment.
