AIADMK general secretary J Jayalalithaa today condoled the death of a
party functionary, who died due to an
electric shock while celebrating her
acquittal by the Karnataka High Court.
In a statement, she said she was
saddened to know that P Karan of
Harbour area, while planting pole for
the AIADMK flag, was electrocuted.
She also said she was saddened by
the death of KO G Krishnan of Tirupur
and S Palanisamy of Coimbatore,
who died due to heart attack. She
announced Rs three lakh each as
solatium to bereaved families.
In another statement, she condoled
the death of party functionaries Murugan, Sivagnanam, Ayyathurai, Umar
Farooq, Ganesan, Ram and Sekar,
who died unable to bear the hurdles
faced by her. She also announced a
sum of Rs three lakh as solatium.

Erode, May 13 (PTI):
A 45-year old woman died of rabies
here, days after she was bitten by
a puppy. Palaniammal of Ammapet
near here, bitten by two-month olddog about two weeks ago, died last
evening, police said today.
She had initially neglected the dog
bite and opted for home remedy for
the wound. Later when she developed
some ailment, she was treated in the
Pasteur Institute of India in Coonoor,
a leading institute in the production of
anti-rabies vaccine. Some days ago,
the woman returned to Ammapet and
her condition suddenly worsened and
she died last evening.

The Supreme Court today issued a
slew of guidelines on regulation of public advertisements and said that they
can carry pictures of certain dignitaries
like the President, Prime Minister and
the Chief Justice of India.

Gogoi rejected the plea of the central
government that judiciary should
not tread into the territory of policy
decisions and said that the courts
can step in if there is no policy or
law in place.
It also asked the central government to constitute a three-member
committee to regulate the issue of
public advertisement.
The court accepted all major recommendations made by a committee on regulation of government
advertisements. It, however, did not
allow a provision for special audit of
award of government advertisement

regulate publicity materials.
It had asked the Centre and others
including NGOs Common Cause and
Centre for Public Interest Litigation
(CPIL), which had filed the pleas,to
submit responses on the panel’s report.
The three-member committee had
framed guidelines to regulate expenditure and contents of such advertisements paid out of tax payers’ money.
The committee, which comprised

Handpumps play a vital role in solving water
problem. Few years ago,
the State government
ordered to install these
facilities across Nanganallur. During summer,
the pumps played an important role handling
water crisis.
Over the years,
they began to rust,
and their condition became very bad. The
issue has acquired importance as the summer
has set in.
At Third Main Road

water for several thousand families living in 13
streets in the locality.
The locals say that they
have made several complaints to the authorities

Chennai, May 13:
Two footover bridges (FOBs) that
are to come up at Vadapalani junction near Metro Rail station on 100
Feet Road will be completed within
six months, according to officials.
To ease the traffic congestion,
the Highways Department has
handed over the project to construct the FOBs to Chennai Metro
Rail Limited (CMRL). A sum of Rs
69.43 crore has been allocated by
the Highways.
Heavy traffic has been steadily
increasing in the 100 Ft Road
- Arcot Road junction. The two
over bridges are built to reduce
this traffic congestion to a great
extent.

An empowered committee of the
Union Health Department has approved the proposals to increase
number of seats at existing medical
colleges in Coimbatore, Kanyakumari, Tirunelveli and Madurai.
The committee, headed by Health
Secretary Lov Verma, in its recently
held meeting, approved raising the
number of MBBS seats by around
2,500 in various medical colleges
across the country, according to the
minutes of the meeting released by
Health Ministry said.
The new seats will come up at new

The decision comes in the wake of
the number of undergraduate seats
going down by 1,170 in 2014-15 after
the Medical Council of India (MCI)
rejected proposal of around 3,920
seats and approved only 2,750 seats.
Meanwhile, the issue of application forms for MBBS and BDS
courses offered in government
medical colleges in Tamilnadu began on Monday.
The last date for issue of forms is
28 May and the last date for submission of filled-in forms is 29 May.
The forms and the prospectus can

Dubious activism
T
here is much hue and cry against the recent decision by the
Centre to monitor the activities and financial books of foreignfunded NGOs. After a careful scrutiny, it has already cancelled the
registration of a number of such entities. Among them is the Ford
Foundation-funded Greenpeace. This has been done for the violation
of the provisions of the Foreign Contribution Regulatory Authority.
Quite a few other NGOs have come under the scanner. Predictably,
the affected NGOs have accused the Government of vindictiveness.
Petitions are being signed by the interested parties to pillory the
Government for its axe on the civil society organizations. A few
are even planning to mount a legal challenge.
Without questioning the bona fides of some of these NGOs, which
are known to be doing good work in chosen fields of activity, it is
undeniable that a vast number have become a source of corruption
and even interference in the political affairs of the country. The
recent disclosures show a self-styled secularist warrior, one Teesta
Setalvad, and her NGO misappropriated funds for purely personal
use is only the tip of the scandal. To this day, it remains a mystery
how Setalvad’s NGO could take out full-page ads exhorting people
not to vote for the Atal Behari Vajpayee-led BJP in the 1996 Lok
Sabha election. The bill for the nation-wide media campaign may
well have run into tens of crores of rupees. How and wherefrom she
procured those funds needs to be explained. And the onus to make
her do that, even at this late hour, lies with those who are shouting
from housetops that the Modi Government is out to kill dissent.
But there is no way those congenitally programmed to be hostile
to anything associated with the Sangh Parivar will agree that the
ban on certain NGOs stems from their gross misuse of foreign funds
and their straying off from the stated goals of activism. Anyway,
we have always looked at suspicion at fully-paid charity workers.
Spending one’s time and, if possible, one’s own money to help
others is indeed a most honourable thing. Charity that entails selfsacrifice is always commendable. But when one dips into foreign
donations to live up a life of luxury in the name of this or that social
or environmental cause, one arouses deep suspicion.
Of course, not all foreign funding is suspect. The Bill and Melinda
Gates Foundation has done commendable work in fighting polio
globally and is active in diverse fields to help the socially and
economically disadvantaged people. But this cannot be said about a
majority of NGOs which mix private greed with token philanthropy
to take everyone for a ride. The Government, on its part, should
distinguish between good and bad civil society activism so that good
work being done by a quite a few does not suffer.

Ashok Leyland, the flagship company of Hinduja Group, has reported
sales revenues of Rs 13,562 crore
as against Rs 9,943 crore in the
previous fiscal.
Speaking at a press meet here,

at Rs 1,027 crore during FY 14-15
against Rs 117 crore in the previous
fiscal. Profit before tax (PBT) and
exceptional items stood at Rs 341.26

fiscal. Net profit was at Rs 334.80
crore, against Rs 29.38 crore in the
previous fiscal.
He also said during the year the
company generated surplus cash of
around Rs 2000 crore, aided by positive accruals, qualified institutional
placement (QIP), sale of non-core
assets, and reduction in working
capital, all of which resulted reduction in debt, he said.

India on Tuesday expressed concern over slow progress in finalising
the agenda for the Nairobi ministerial
meeting of WTO members in December to resolve pending issues of Doha
round.
At the meeting, India wants to bring
back issues related to the long-stalled
Doha round including agriculture
(export subsidies, cotton and fishery
subsidies), intellectual property rights,
market access and services.
‘What is happening essentially (in
the WTO) is a debate going on for
setting an agenda for the ministerial
meeting. The date for setting up an
agenda seems to be approaching fast
but we seem to be going nowhere.
This is a clear indication that in the
multi-lateral fora, we will continue to
show being busy without producing

which is the highest decision making

The government on Tuesday unveiled the roadmap for
machine-to-machine (M2M) communications which will
act as a reference document for all such deployments
and enable it to realise policy goals of ‘Make in India’ and
‘Digital India’.
‘M2M has great potential to transform India and it is
going to be key enabler for the government vision of
Digital India, Make in India and proposed smart cities in
India’, Telecom Minister Ravi Shankar Prasad said while
releasing the roadmap.
M2M communications or ‘Internet of Things’ (IoT) is a
network of devices that communicate among themselves
using internet or wireless connectivity without human
intervention.
‘The adoption of M2M based applications in areas like
healthcare, tele-education, smart grid, smart building,
smart city etc have enormous potential to boost the socioeconomic development of the country’, Prasad added.

Cabinet approves amendment
in Child Labour Act

Chennai, May 13:
The Union Cabinet today approved
amendment in Child Labour Act allowing children above 14 years to
work in non-hazardous industries
run by family.
This means children less 14 years
of age can help the family in fields,
forest or home-based enterprises,
provided it is only during holidays
or after school hours.
Children between 14 and 18 years
will not be allowed to work in hazardous industries.
The fresh legislation proposes a
complete ban on child labour up to
14 years in any organization, big or
small. There is no penalty provision
for parents for the first offence but
repeat offenders may be subject to
a monetary fine with the likelihood
of imprisonment. However, the
employer would be liable for punishment even for the first offence.
The Labour Ministry had initially
proposed that end-users of products
should also be punished if a product
was made by a child below 14 years.
The Ministry of Women and Child
Development (WCD), however,
opposed this on two grounds. One,
that it will be impractical to assess
the participation of a child in a
home-based profession and, two,
the legislation was open to abuse
by police and authorities.

The law must address the accountability of those employed in enforcement

Child labour must be made a cognisable and non-bailable offence, so that
even the common man can report such cases and action can be taken

1,859 child labourers rescued
A total of 1,859 child labourers were rescued in Erode district last year,
a senior official has said.

833 had been admitted to 28 special schools for education and others to
regular schools, Labour Welfare Commissioner P Amudha said. Speaking at the national Child Labour Project review meeting here, she said

report to the city police, saying that prima
facie it has been proved that the Aam
Aadmi Party (AAP) leader is guilty in the
fake certificate case.
Tomar has been facing charges that the
academic certificates he submitted while
filing nomination for Delhi Assembly polls
held in February this year were fake.

representation and on the basis of forged mark sheets and degree
claimed to be a Graduate in B Sc and on the basis of forged Provisional LLB certificate claimed to be a Law Graduate and on the

Tomar obtained enrolment with the Bar council of Delhi with enrolment No. D/ la4 /2011.
‘It is, therefore, requested that a detailed preliminary enquiry / investigation, in accordance with law, may be conducted with respect to
the aforesaid alleged forged documents for commission of offences
punishable under the Indian Penal Code and report may be submitted before the council on or before 28.O5.2O15,’ the complaint said.
Delhi Chief Minister Arvind Kejriwal had earlier defended Tomar,
accused of faking his law degree, and called for a ‘public trial’ of the
media. If Tomar had done any wrong, he would have surely asked
him to step down, Kejriwal.
‘I am not Tomar`s relative or friend. I had sought an explanation
from Tomar on the controversy. He gave a satisfactory answer and
said he wasn`t at fault as his degree is genuine,’ Kejriwal said.
The Delhi High Court last month informed that the Delhi Law
Minister’s provisional certificate is ‘fabricated’. Bihar’s Tilak Manjhi
Bhagalpur University had submitted before the HC that Tomar’s
provisional certificate is ‘fabricated and does not exist in the institution’s record’.
Tomar has claimed that he had completed his law education from
the particular university.
Tilak Manjhi Bhagalpur University in Bihar placed before the court
its enquiry report stating that the serial number of the provisional
certificate in the record showed the name of some other person and
not that of Tomar.
Bar Council members of Delhi, who wanted to be impleaded as a
party in the petition, had informed the court that they have received
information from Avadh University that Tomar’s graduation degree
is allegedly ‘fake’.
