Prime Minister Narendra Modi
keeps a close watch on all issues
happening within the country. To
address local issues in every State,
he has formed special committees,
said State unit president of the BJP
Tamilisai Soundararajan.
Addressing reporters here, Tamiliasai, said, ‘I had been to the national
capital after a call from the PMO, where
Modi interacted with me for over halfan-hour. He listened to all issues of
the State and he wanted to know the
expectations of the Tamil people’.
He insisted that the national parties
should respect regional units and give
an ear to them.
He promised to send his Cabinet
Ministers to tour the State and explain
the welfare measures being initiated
by the BJP government.
He said beginning next month,
a series of programmes have
been chalked out to ensure

Two teams of fishermen left here
today for Sri Lanka to bring back 18
boats, released on the orders of a
court in the island nation, after getting
them repaired there, a top fisheries
department official said. One group
would go to Karaiyur to bring back 12
boats and the other to Talaimannar
to get custody of six boats, Assistant
Director of Fisheries M Gopinath said.
He told reporters here that the team, comprising 143 fishermen and boat mechanics,
would stay there, repair the boats and bring
them back. The total cost for each vessel
would come to about Rs 5 lakh, he said,
adding the government was taking all steps
to rehabilitate the fishermen. Gopinath
said 20 other seized boats had sunk
while being anchored at various ports
along the Sri Lankan coast.

handed over by the Coast Guard to
Sri Lanka at the International Maritime boundary line.

and two of her relatives were sentenced to four years in the 18-yearold case.
On Tuesday, Jayalalithaa supported
in the Supreme Court the continuance of Bhawani as special public
prosecutor.
‘Bhawani Singh is not an intruder.
He has a notification in his favour and
in such matters, the de-facto doctrine
comes in his favour,’ senior advocate
Fali S Nariman, appearing for the AIADMK chief, told a three-judge bench
headed by Justice Dipak Misra.
6% DA hike for
State govt staff

The Tamilnadu government today
announced a six per cent hike in the
dearness allowance for its employees
in line with the increase announced by
the Centre with effect from 1 January
this year.
An official release here said about
18 lakh government employees,
including those working in local bodies, government-aided educational
institutions, teachers, village assistants in Revenue department, anganwadi and noon-meal department
staff, panchayat assistants, writers
and those already getting DA would
benefit by this.
Thanks to the DA hike, the increase
in salary for government employees
would range from Rs 366 to Rs 4,620
and the government would incur an
additional yearly expenditure of Rs
1,222.76 crore.
The DA increase would be paid in
cash with retrospective effect from 1
January this year, the release said,
adding that pensioners would also
be benefitted.
Earlier, the State government hiked
dearness allowance in October and
December last year for its employees
and transport staff, respectively.
The DA for the State government
employees is regularly being increased to keep the rates on a par
with those for the Central Government employees.

Delay in opening new RDO building concerns residents

he wait is on for nearly eight months
now for the inauguration of the new
building for Revenue Division Office (RDO),
which is located at the intersection of School
Road and Ambattur Industrial Estate Road.
The Rs 1.5-crore facility has been built
by Public Works Department (PWD), to
relocate the existing RDO office, which
lacks civic amenities and is located near TI
Cycles in Ambattur.
Subramaniyam, a pensioner from Thirumangalam, says, ‘People are still forced to
travel to Amnattur for their queries on various services like Old Age Pension (OAP)
scheme and even for obtaining of site

The RDO’s service also involves issuing

over six lakh accounts opened in
Tamilnadu, of which about 2.25 lakh
were in Chennai alone.
The scheme called as Sukanya
Samridhi across the country, was
launched by Prime Minister Narendra
Modi on 22 January this year.
According to Postal Department
sources, the Tambaram division has
opened over 50,000 accounts becoming the best performance by a division
in the country so far. Also, the scheme
has brought in Rs 90 core investment
in Tamilnadu Circle alone.
One of the reason for its success
is that the scheme provides higher
interest rate than any other schemes.
Govt cancels land
allotment for
Coca Cola plant

Amid stiff opposition from the locals
against Coca Cola’s proposed project
in Erode, Tamilnadu government on
Tuesday said it has cancelled allotment of 71.34 acres of land for the
company’s unit.
SIPCOT (State Industries Promotion Corporation of Tamilnadu
Limited) said it had a few days ago
sent a notice to the company for noncompliance of terms and conditions
for commencing the project.
‘The government has cancelled the
allotment of 71.34 acres of land to
Coca Cola. Non-compliance of terms
and conditions by the company has
been cited as the reason for cancellation of land allotment in the order,’
a top government official said.
On the reason given by the company for not starting production, the
official said,’they say that they had
not done feasibility study before and
now they claim that the project is not
feasible.’

account directly. The Selvamagal
scheme also provides exemption
from income tax.
The scheme is applicable to a girl
child below 11-years-old and there is
no limit on the number of deposit in
a month or in a year. The minimum
deposit amount is Rs 1,000 and the
maximum amount that can be deposited is Rs 1.5 lakh every year.
According to the scheme, one can
pay money upto 14 years. When the
girl reaches 18-years, 50 per cent
of the amount can be withdrawn for
higher education and marriage. The
maturity amount can be withdrawn
only after 21 years.
If the depositor is unable to pay the

Chief Minister Jayalalithaa in Assembly last year. She had said Rs 100
crore would be allocated to it.

United Kingdom, Japan, South Korea,
Singapore, Malaysia and Germany.
Similar roadshows were held in India
in Bengaluru, New Delhi, Hyderabad,
Ahmedabad and Coimbatore. Noting
that considerable interest was shown
in investing in Tamilnadu during
the roadshows, an official release
said ‘many foreign investors have
represented that they would be in
a position to commit much larger
investment with some more time
being made available to finalise such
investment proposals’. ‘Further, a
strong feedback has been received
from many foreign investors that the
event may be held after the summer
season. The Global Investors Meet
will now be held on 9 and 10 September in Chennai,’ it said.

I
t is rare that the middle class compels the government to
review a decision especially when revenue dips, exports miss
the target and the reality of grandiose schemes like the Bullet
Train and a Mountain Corps against China begins to bite. But the
unthinkable has happened and the government announced putting
on hold all proposed changes in income tax returns. Actually, the
Central Board of Direct Taxes (CBDT) came out with a dozen
changes but two especially riled the netizens who promptly dubbed
it ‘taxterrorism’ First, making it mandatory to record all foreign
trips along with details about passport and source of money spent
and second, disclosing all bank accounts, open and closed, along
with details of deposits.
It helped that the net was abuzz with instances where the CBDT
has tainted the Modi government’s avowedly industry-friendly
image such as the $3.3 billion notice on Cairn for a transaction
which took place eight years back and tax notices worth $6 billion
on over 100 foreign institutional investors. Netizens also doubted
the wisdom of seeking details of all bank accounts when most
accounts are already linked to PAN cards and banks deduct tax on
interest above Rs 10,000.
Fresh from a visit to Europe and Canada where Modi strained every
nerve to convince their businessmen about his intention to create
investor-friendly conditions, this attempt to increase paperwork
would have indicated the opposite. There were convincing counter
arguments such as asking why the disclosure of bank accounts was
so offensive and what was the harm in informing the government
about foreign trips? But those who ridiculed the logic behind
seeking personal expenditure on foreign trips as long as income is
properly taxed won the day. However, it is not clear whether other
changes that escaped the self-absorbed netizens such as obviating
the need to send paper acknowledgement by post could also be
axed. But if changes are inevitable as the government goes after
black money to boost its coffers, it must fill the vacancies in the
Income Tax Department so that the fat cats escaping the dragnet
can be tracked down.
The biggest holders of black money are real estate barons and
politicians (the land mafia). But acting against them will unsettle
an entire ecosystem that is vital to economic growth. Going after
benami land owners will send real estate prices crashing; this will
reduce home values and banks will have to start calling in their
loans to home buyers, or ask them to put up more collateral. In
a sense, acting against the biggest generator of black money will
mean entertaining a phalanx of vested interests who won’t want
property prices to crash. This is clearly not something Jaitley
will be able to do except over an extended period of time. A fine
balancing act is needed.

Starting from today, rail commuters

to obtain tickets in the unreserved
category as the Indian Railways

‘We have launched a mobile-ebased

application’, said a senior Railway

Having booked a ticket using the application, a commuter need not take
a printout of the same and can show

New Delhi, copies of which were
released to the media here, Minister for Commercial Taxes and
Registration M C Sampath said
the Centre’s current proposal to
introduce the Amendment Bill and
then to evolve a
consensus on various aspects
of GST, especially the actual tax
rates and tax bands, through the
GST Council was not acceptable
to the State.
‘’A broad consensus on the critical issues should be evolved on
these critical issues through the
Empowered Committee before the
enactment of the Bill is taken up’,
he said.
‘Petroleum and petroleum products should be totally kept outside
the purview of the GST in order to
protect the fi scal capacity of the
States’’, he said, adding, enabling
provision should be made for the
States to levy higher taxes on tobacco and tobacco products similar
to what has been permitted to the
Centre.
Sampath said taking into account
the permanent losses that would
accrue to the State, 100 per cent
compensation should be provided
to the States for the entire period
of five years.

Q: You spent half your life playing for New Zealand. How different
is life now?
A: It is very similar. I’ve stepped right back into the touring schedule, so
it is pretty much the same as of now. You associate your life with being
on tour whether as a player or a coach. And it is pretty much the same

a lot of emphasis on that as a spinner?

one step ahead of the batsman. I think playing T20 and one-day cricket
helps because you get to understand when a batsman is trying to be aggressive. There are still many exceptional batsmen around, the wickets
are flat and grounds as small. These are challenging times for spinners
and tough formats.
Q: Could you name one batsman in your Test career you really
enjoyed your battles with?
A: In Test cricket it has to be Rahul Dravid. I think he was an exceptional
player of spin bowling due to his ability to read lengths. That is the toughest batsman to bowl to someone who can pick that length early and get
back and then forward when they have to. I never felt like I bowled a ball
that really troubled Rahul. You feel pretty paralysed.

Q: You have been with RCB for a while now and recently signed up
with Brisbane Heat. Can we expect to see you coaching a first-class
or an international team in the near future?
A: I just stumbled upon coaching; it wasn’t a role that projected in at
the latter stages of my career. But opportunities like this with RCB and
Brisbane are few and far between. With these two roles, it was only after
the offers that I really wanted to do it. But whether that transitions into a
full-time role is difficult to say.

Starc further said it is nice to be training with RCB mates after three weeks
of rest. ‘I have had three weeks off from
cricket, so it is nice to train with the team
and be back in Bangalore with boys,’
he said. Asked about his transition
from ODIs in Australia to T20s in India,
Starc said he would adopt the same
approach what he adopted in last IPL.
‘It is still T20 cricket, so my plans
aren’t going to change. The way I
bowl is regardless of where we are.
I played in the IPL last year and will
probably take that same approach
into it this year,’ he said. Starc further
said he would hopefully improve on
things, which he learnt from last year.
There were some things I learnt
from last year that I will hopefully
improve on this year,’ he said.
Starc said he is a more complete bowler
this year than he was in the previous season in the 50-over format. Even though
the youngster hasn’t played much in the
shorter version this year, he still exuded
confidence about his T20 plans.
In 50-over format, yes. I have not
played too much T20 since last IPL - just
a couple of Big Bash games. But I am
quite confident of my plans with the white
ball, whether it be T20 cricket or 50-over
cricket ... I am looking forward to doing
a good job for RCB and hopefully contribute in winning some games,’ he said.
