IADMK general secretary J Jayalalithaa was today
sworn in for the fifth time as Tamilnadu Chief Minister amid celebrations by party cadres and supporters all
over the State. She returns to power nearly eight months
after she was forced to quit over corruption charges.
Jayalalithaa took the oath in the name of God in Tamil
in a simple function held at the University of Madras
Centenary Auditorium. Twenty-eight other Ministers
also took oath in a brief ceremony.
The swearing-in ceremony was attended by BJP leaders including Union Minister Pon Radhakrishnan and
national office bearer of the party H Raja.
Actors Rajinikanth, Sarathkumar and eminent music
composer Ilayaraja were among the long list of dignitaries who attended the function.
Meanwhile, the eighth edition of IPL is set to wind down
with the final in Kolkata tomorrow between two former
champions Chennai Super Kings and Mumbai Indians.
This will be a shot at redemption for M S Dhoni’s men,
who were denied a third title by Mumbai Indians at the
same venue, on 26 May, two years ago.
Fresh from their three-wicket win against Royal Challengers Bangalore in Ranchi, CSK will be in red hot form
while Mumbai Indians, who got a four-day rest after
directly advancing into the final, may have to watch out
for complacency.

Amidst cheers and applause from
a huge gathering at the Madras University Centenary Auditorium here,
AIADMK supremo J Jayalalithaa was
today sworn in for the fifth time as the
Chief Minister of Tamilnadu.
Twenty-eight other Ministers were
administered oath in a brief ceremony. For the first time in the annals of
Tamilnadu politics, Ministers jointly
took oath in batches.
The AIADMK supremo was administered oath of office and secrecy by
Governor K Rosaiah.
Earlier, she arrived at the venue in
a green saree at 11 a.m. and was
welcomed by Chief Secretary K
Gnanadesikan with a bouquet.
Later, she introduced O Panneerselvam and all other Ministers to Rosiah.
After Jayalalithaa was sworn-in
as the Chief Minister, the Governor
greeted her by presenting a bouquet.

After that, of the 28 Ministers, the
first batch of 14 Ministers took oath
in the name of God in Tamil, followed
by the second batch of 14.

extravaganza to a relatively controversy-free end.
Ever since the 2013 spotfixing scandal, controversy
has dogged Chennai Super
Kings and this season too the
undervaluation of the franchise
acquisition to a trust for Rs 5
lakh came under the Enforcement Directorate scanner. But
it was nowhere close to the furore that
was generated in 2013.
Season eight was not entirely free
of drama with reports of a bookie
approach, some ugly on-field brawls
and breach of protocols. In the middle of all this, the Mahendra Singh
Dhoni-led CSK has gone about their
job with absolute precision.
This will be another shot at redemption
for Dhoni’s men, who were denied a
third title by Mumbai Indians at the same
venue, on 26 May, two years ago.
Table toppers CSK had lost to
second-placed Mumbai Indians by
25 runs in the first qualifier but they
won when it mattered the most -- in
the second qualifier last night -- to
make their sixth final appearance in
eight attempts. Fresh from their threewicket win against Royal Challengers
Bangalore in Ranchi, CSK will be in

As her destination nears, she
makes her way through the crowd
and stands just above the footsteps.
The middle-aged man who had
been staring at her all this while
comes right behind and slowly
leans on her.
The girl who is half his age, unable
to step aside stands silently.
Beyond a point, unable to put up
any longer, she turns and shouts
at him, telling him to move back,
which he promptly does. The bus
thankfully halts and she finally gets
down, amidst the stares of other
commuters, who haven’t batted an
eyelid so far.
This is no random incident, this will
probably be an everyday account of
any woman who travels on the city’s
public transport, particularly buses.
Sexual harrasment during travel is
one of the most common problems
faced by women on an everyday
basis. Irrespective of her age, no
woman is spared from the prying
eyes and touches of these ‘creeps’
on buses.
‘Women are touched, groped and
commented at. But everything is
unsurprisingly forgiven and forgotten
once the bus halts, due to the sick
mindset of our society which has
been accustomed to treating women
as men’s property. It is this attitude
that makes them think they get away
with doing whatever they want’, says
Rajalakshmi, a college student.
One of the prime reasons for a section of men to harass girls in buses,
is the crowd.

In a bid to encourage children to
enroll in Chennai Primary School,
Shastri Nagar, Adyar, teachers of
the school conducted door-to-door
campaigns in the locality.
The ambitious programme was
taken up by teachers to encourage
parents to send their wards to government schools. Noting decrease
in admissions due to various factors,
including competition from private
schools and a stigma to study in a
government school, many parents
do not come forward to admit their
wards in State run schools.
‘This year we are starting preprimary and nursery sections also,
hence we wanted to create an
awareness. So we visited houses at
Vannanthurai, Kakkan Colony, Irular
Colony, Shastri Nagar and handed
out pamphlets to people,’ said Prema,
a teacher from the school.
Apart from targeting students, they
also explained to the parents about
their school. Another teacher from
the school said that the teachers
were facing pressure because the
strength of students was low.
The aided schools were facing competition from private schools, where

According to a Corporation official, two biogas plants set up
at a cost of Rs 3.5 lakh at Amma
Unavagam, Jafferkhanpet will start
functioning soon. Each biogas
plant has the capability to deal

plant can accumulate up to 5 cubic
meters of gas.

pockets of the West Mambalam came in for appreciation from the residents who
have praised the timely action

under constant monitoring by

vehicles were seen posted regularly in locations like Rangarajapuram, Chakrapani Street, Mahadevan Street, Postal Colony
and Arya Gowda Road.

he takeover of Palmyra in Syria by Islamic State (IS) soldiers
demonstrates the terrorist organisation’s tenacity and its reach.
Only a few days back, it had captured the strategically important
Ramadi in Iraq. The fall of these two towns marks a major defeat for
the the US-led coalition efforts. It has become increasingly clear that
while air attacks have degraded the capabilities of the organisation
to a certain extent, these have proved ineffectual in stopping the
march of the IS into a fairly large swath that covers both Syria and
Iraqi territories.
The fall of the famous Roman-era archaeological site has caused
concern internationally. Palmyra has well-preserved temples and
colonnades. Unesco has called for an immediate end to hostilities
in the city and is urging everyone to avoiding direct targeting and
respect international obligations to protect cultural heritage during
conflicts. IS militants have a terrible record of destroying major
archaeological sites, and thus the concern for the Unesco World
Heritage Site is natural. Unfortunately, there is little that the world,
at large, can do to prevent the retrograde organisation from inflicting
damage.
Islamic State’s linkages with the al-Qaida are well known. It
is fighting many battles. However, the forces against it are also
fragmented. While Islamic State battles President Bashar al-Assad’s
army in Syria, it also faces the Iraqi army. The Kurds have been
formidable opponents, who had demonstrated a remarkable tenacity
to fight for their towns. The coalition forces rely largely on the Prime
Minister Haider al-Abadi’s leadership, which has not proved to be
particularly effective in bridging the sectarian divide that is often
seen as a major factor in the present crisis.
The US disbandment of the Iraqi army exacerbated matters. The
Islamic State has shown its strength by taking over two cities. It can
be brought down, but this will need greater cooperation between
its opponents and more boots on the ground. How and when this
happens, remains to be seen. Meanwhile, people continue to suffer
as they seek safety in the midst of battles raging around them.

Android phone reset systems
LONDON:
Using the ‘factory reset’ option to
wipe Android phones may leave
behind valuable data, warn security
experts.
The reset function may also fall
short when used to remotely wipe
a phone that has been lost or stolen, report Cambridge University
researchers.
For their analysis the researchers
bought used Android phones to see
what sort of data remained on the
handsets.
In some cases they retrieved key
files that let them access a former
owner’s Gmail account.
The study of 21 phones, running
Android versions 2.3
to 4.3, was carried
out by Prof Ross Anderson and Laurent
Simon from the University of Cambridge computer science department.
The flaws they found could mean
that up to 500 million Android devices might be at risk of leaving data
available to attackers after being
reset, the researchers warned in a
blogpost.
‘These failings mean that staff at
firms which handle lots of secondhand phones (whether lost, stolen,
sold or given to charity) could launch
some truly industrial-scale attacks,’
they said.
Complex failings
All of the phones analysed left
some data behind after a factory
reset, they said.
In most of the phones tested, data
generated by apps for WhatsApp
and Facebook was left behind.
In addition, images, videos and
text messages were also recoverable.
In 80per cent of the Android handsets the two researchers managed
to get at an important file known as
the ‘master token’ that is used by
Android to give a phone access to
Google services such as Gmail.
Tokens for other services were
equally available, they said.
The reasons for the failings were
complex, said the pair, but some
came about because of the way
that phone memory
is made and because
software to make sure
data was deleted had
not been updated.
Thorough resets
Google declined to comment on
the findings. However, the search
firm has acknowledged the problem
in the past and introduced changes
with several versions of Android to
make resets more thorough.
Android 3.0 brought in an improved erasing mechanism to prevent data being retrieved. Updates
to the reset system have also been
brought in with Android 5.1 that
was released earlier this year.
Many Android phones now use
encryption to scramble data so
it cannot be read even if it is retrieved.

The crisis in the national capital
escalated Friday after the Ministry of
Home Affairs (MHA) issued a notification underlining that the Lieutenant
Governor is the administrative head
of Delhi and services are out of the
purview of the government.
The Aam Aadmi Party (AAP) government has sought the opinion of legal and constitutional experts on the
Ministry of Home Affairs (MHA) notification over the distribution of powers
between the Lt Governor’s office and the office of the Delhi Chief Minister.
Meanwhile, let us get into the details of the provisions related to the powers
of Lt Governor in the Constitution.

Secretary last week against the
wishes of the Chief Minister. This
caused furore in the government
with Chief Minister Arvind Kejriwal saying that it fell beyond the
scope of the LG’s powers to do
so without the aid and advise of
the Ministers.
There is a special provision for
the National Capital in the Constitution. As it is neither a State
nor a Union Territory, Article 239
which deals with States is unapplicable to Delhi. Hence comes
Article 239(AA and AB) whose
Clause 4 says that there shall be
Council of Ministers in Delhi to aid
and advise the LG ‘except in so
far as he is, by or under any law,
required to act in his discretion’.
There is no specific provision
however, for the appointment of
a Chief Secretary.
Breach of law
Under the clause, if the LG has a
difference of opinion with his Ministers, the matter should be referred
to the President. Pending a decision
by the President, the LG can take
immediate action if in his opinion,
the matter is urgent.
But according to the Transaction of
Business Rules for the Delhi government, the process of initiating the
appointment of a Chief Secretary
has to be done by the Council of Ministers. No such move was initiated in
this particular instance, and so there
should have been no difference of
opinion to begin with.

With Modi government set to complete one year in office, Union Minister Venkaiah Naidu today said that
India has ushered in the NDA rule

Two-day fruit
show begins
in Coonoor
Coonoor, May 23 (PTI):
Highlighting the need to protect the
wildlife, the 57th Fruits Show, began
at Sims Park here today, displaying
various animals made of grapes and
oranges.
The cynosure of all the eyes was
a Indian Gaur and its calf, made of
grapes, standing tall at seven foot
and four foot, respectively, from
the Horticulture department, Nilgiris
district.
Other attractions include elephant
made of grapes and a lion made of
orange and sweet lime rinds. The
show, part of the annual festival being
observed in Nilgiris district as part of
attracting tourists, both domestic and
foreign,who throng during summer,
was inaugurated by the district collector, P Shankar.
A 15-foot tall arch made of different
fruits, including pine apple, apple,
orange and banana, welcomed the
visitors inside the park.
‘Small sections are disappointed

who were enjoying power by other
means are totally disappointed,’ the

The Bharatiya Janata Party today
announced its grand plans to celebrate
Narendra Modi-led National Democratic Alliance’s first year in office.
Revealing the plans, Union Minister
for Chemicals and Fertilizers Ananth
Kumar told the media that Prime Minister Narendra Modi will hold a rally on
25 May in Mathura, and on 26 May,
he will launch a channel for farmers.
Later on 26 May, the Prime Minister
will hold a rally in Haryana’s Karnal.
The Prime Minister is scheduled to
address a public meet in Gujarat’s
Surat on 27 May at 5 pm and on 27
May, Modi will attend a programme

Panel for joint custody
of child in divorce cases
New Delhi, May 23:
Pitching for removal of superiority
of one parent over the other, the Law
Commission on Friday recommended
joint custody of minors to both the parents in case of a divorce, saying Indian
custody laws must change with times.
The Commission’s recommendations on custody laws assume significance as in India the idea of shared
parenting is still new to custody
jurisprudence.
‘Neither the father nor the mother of
a minor can, as of a right, claim to be
appointed by the court as the guardian unless such an appointment is for
the welfare of the minor,’ it said in its
report submitted to the Law Ministry
yesterday. It said wherever possible,
courts should now grant joint custody
of minors.
Recommending changes in the Hindu Minority and Guardianship Act and
Nepal quake toll

Kathmandu, May 23 (PTI):
The death toll following the two devastating earthquakes that have struck
Nepal has reached 8,635 with over
300 people, including 89 foreigners,
still missing.
At least 79 foreigners, including 49
Indians have been killed in the devastating earthquakes, according to a
statement by the Nepal police.
About 240 Nepalese nationals and
89 foreigners have still been missing since the April 25 earthquake,
police said.
Of the total number of foreign
military personnel deployed from 18
countries for rescue and search operations, 2,509 people, including 851
Indians, have already left the country
after completing their assignments.
However, 1,807 foreign military personnel, including 564 Indians, are in

are recommended to the Guardians
and Wards Act, 1890, by introducing
a new chapter on custody and visitation arrangements.
It said amendments to the Guardians
and Wards Act, 1890 will be relevant for
all custody proceedings, besides any
personal laws that may apply.
The two draft bills proposed by the
panel to amend the existing laws
also deal with removal of preference
for the father as the natural guardian
under Hindu law. It says that both
parents be granted equal legal status with respect to guardianship and
custody.The draft law also empowers
courts to award joint custody to both
parents in circumstances conducive
to the welfare of the child, or award
sole custody to one parent with visitation rights to the other.
Besides recommending changes
in the two laws, the Commission has
also provided specific guidelines to
assist courts in deciding such matters,
including processes to determine
whether the welfare of the child is
met; procedures to be followed during mediation; and factors to be taken
into consideration when determining
grant for joint custody.
ISIS to buy nuclear
weapons from Pak?
Washington, May 23:
Islamic State of Iraq and the Levant’s (ISIS), in its propaganda
magazine Dabiq, has claimed that
it is ‘infinitely’ more possible to buy
a nuclear bomb from Pakistan and
transport it to the United States.
The article ‘Perfect Storm’, attributed
to captive British photojournalist John
Cantlie, mentions a hypothetical operation in which the Islamic State uses its
billions of dollars to purchase a nuclear
device ‘through weapon dealers with
links to corrupt officials in the region’.
‘And if not a nuke, what about a few
thousand tons of ammonium nitrate
explosive? That’s easy enough to
make,’ it further states.
It mentions how the nuclear device
can be smuggled into the United States.
The article states that ‘perhaps such a
scenario is far-fetched but it’s the sum
of all fears for Western intelligence
agencies and it’s infinitely more possible today than it was just one year ago’.
‘The Islamic State make no secret of
the fact that they have every intention
of attacking America on its home soil
and they’re not going to mince about
with two mujahidin taking down a
dozen casualties if it originates from
the Caliphate. They’ll be looking to do
something big, something that would
make any past operation look like a
squirrel shoot, and the more groups
that pledge allegiance the more possible it becomes to pull off something
truly epic,’ the article further states.
It further states, ‘Remember, all of
this has happened in less than a year.

youngsters a chance. The two-time

to get the side through, and a look at

Ashish Nehra sparkled for CSK and

against RCB, Ashish Nehra opened
up about his performance this year.
Age is just
a number
for Nehra
‘I have been bowling well over the
last few years. Last year. I managed to
play only four games for CSK because
I had a side strain after the first game.
But even that time I did manage to
play and came back in the last three
games to pick up eight wickets. It is
not that Ashish Nehra has changed.
People are noticing it more because
I am 36 and a guy at this age is doing
something unbelievable in T20s. But,
I have been doing the same things
that I have been doing over the last
10 years.’
Nehra is third on the wicket’s list with
22 scalps to his name, but he feels
this is not the best he’s bowled in IPL.
‘If you see stats-wise, then this
definitely is my best year. But, I can’t
just say that this is the best IPL I have
had till date. Even in 2008 when I
played for Mumbai Indians or for
Delhi Daredevils in 2009 and 2010, I
was bowling really well. At that time,
obviously, I was five years younger
as well. But when you pick wickets,
people remember you more. In T20s,
sometimes it happens that you are
bowling really well but you don’t get
wickets. This time, I am among the
wickets and I am picking up wickets
upfront which has really helped my
team. I have got three or four Man of
the Match awards this season and that
says it all. For a fast bowler to pick up
that many awards in one season is not
easy,’ the left-armer said.
Nehra also added that him bowling
brilliantly against RCB this year (he
has picked up 10 wickets in the three
games against Virat Kohli’s side) is
just a coincidence, but was quick to
add that the results are also down to
the preparation that the team goes
through before each game.
‘That is just a coincidence, you
know. I knew you will ask me this, but
it is just a coincidence. Having said
that, a lot of preparation goes into
each game. Every game you play,
you do a lot of homework against your
opposition. The batsmen too prepare
themselves to bat against the opposition bowlers. You have to realise that
if you are playing 14 to 15 games,
you are not going to perform (all the
time), but majority of the times, you
are going to perform if you are on top
of your game.’
CSK are yet again playing in the
final for the big prize. Is Nehra excited? ‘Absolutely! It will be a great
atmosphere at the Eden Gardens with
seventy to eighty thousand people.
We lost against Mumbai Indians in the
league stage and we will look to win. It
will be an even contest but if we play
to our potential we can beat Mumbai
Indians and lift the trophy.’

take a break
After completing Puli, Vijay will take
a break and would visit a foreign
country for vaccation. He has been
shooting non-stop for almost a year
and hence he has chosen to taken
a break, say sources.
