She returns to power nearly eight months after she was forced to quit over corruption charges. Jayalalithaa took the oath in the name of God in Tamil in a simple function held at the University of Madras Centenary Auditorium. Twenty-eight other Ministers also took oath in a brief ceremony. The swearing-in ceremony was attended by BJP leaders including Union Minister Pon Radhakrishnan and national office bearer of the party H Raja. Actors Rajinikanth, Sarathkumar and eminent music composer Ilayaraja were among the long list of dignitaries who attended the function. Meanwhile, the eighth edition of IPL is set to wind down with the final in Kolkata tomorrow between two former champions Chennai Super Kings and Mumbai Indians. This will be a shot at redemption for M S Dhoni’s men, who were denied a third title by Mumbai Indians at the same venue, on 26 May, two years ago. Fresh from their three-wicket win against Royal Challengers Bangalore in Ranchi, CSK will be in red hot form while Mumbai Indians, who got a four-day rest after directly advancing into the final, may have to watch out for complacency. TOP TEAM Tamilnadu Governor K Rosaiah and Chief Minister J Jayalalithaa with the Council of Ministers who were sworn in today. Jaya sworn in as CM for 5th time q 28 Ministers take oath q Jubilation among AIADMK cadres NT Bureau Chennai, May 23: Amidst cheers and applause from a huge gathering at the Madras University Centenary Auditorium here, AIADMK supremo J Jayalalithaa was today sworn in for the fifth time as the Chief Minister of Tamilnadu. Twenty-eight other Ministers were administered oath in a brief ceremony. For the first time in the annals of Tamilnadu politics, Ministers jointly took oath in batches. The AIADMK supremo was administered oath of office and secrecy by Governor K Rosaiah. Earlier, she arrived at the venue in a green saree at 11 a.m. and was welcomed by Chief Secretary K Gnanadesikan with a bouquet. Later, she introduced O Panneerselvam and all other Ministers to Rosiah. After Jayalalithaa was sworn-in as the Chief Minister, the Governor greeted her by presenting a bouquet. CSK eyes ‘super three’ in ‘Battle of Eden’ Kolkata, May 23 (PTI): Two-time former champions and the most consistent team of the season, Chennai Super Kings will lock horns with late bloomers Mumbai Indians in a high-voltage IPL summit clash here tomorrow, bringing the 47-day T20 extravaganza to a relatively controversy-free end. Ever since the 2013 spotfixing scandal, controversy has dogged Chennai Super Kings and this season too the undervaluation of the franchise acquisition to a trust for Rs 5 lakh came under the Enforcement Directorate scanner. But it was nowhere close to the furore that was generated in 2013. Season eight was not entirely free of drama with reports of a bookie approach, some ugly on-field brawls and breach of protocols. In the middle of all this, the Mahendra Singh Dhoni-led CSK has gone about their job with absolute precision. This will be another shot at redemption for Dhoni’s men, who were denied a third title by Mumbai Indians at the same venue, on 26 May, two years ago. Table toppers CSK had lost to second-placed Mumbai Indians by 25 runs in the first qualifier but they won when it mattered the most -- in the second qualifier last night -- to make their sixth final appearance in eight attempts. Fresh from their threewicket win against Royal Challengers Bangalore in Ranchi, CSK will be in red hot form while Mumbai Indians, who got a four-day rest after directly advancing into the final, may have to watch out for complacency. CSK are a team known to keep their nucleus intact and this season too they have some senior players who are getting the job done, and if one adds the ‘Dhoni Touch’ then the yellow brigade looks invincible. Left-arm pacer Ashish Nehra, who clinched the man of the match against RCB for his 3 for 28, has been a revelation with 22 wickets to his tally. They also have one Mr Cricket, and a familiar Aussie, who will turn 40 in four days time. Playing his third match this season, Michael Hussey stood in the path of the spirited Kohli’s men with a defiant 56 in their modest chase of 140, and while fielding he gave more than 100 per cent in an agedefying display. Jayalalithaa was seen smiling and having a brief conversation with Governor Rosaiah. The entire oath-taking ceremony, including signing of docu- Photos: K VIJAY ANAND ments and other formalities, was over in less than 30 minutes. On her way to the Madras University Centenary Auditorium, Jayalalithaa was greeted by party workers and supporters who gathered in huge numbers on either side of the road. The entire stretch of Poes Garden, Dr R K Salai, Kamarajar Salai, along Marina beach till the Madras University Campus, was awash with party flags, festoons and banners hailing Jayalalithaa. Jayalalithaa’s journey from her residence commenced with a brief pooja conducted in front of her vehicle praying for her success. Some drummers and dancers were seen performing some distance away from the venue with the crowd egging them on. Songs of popular MGR films were also played at some points, adding to the carnival atmosphere. Police had made elaborate security arrangements for the event and the University campus at Chepauk was turned into a security fortress. The swearing-in ceremony was attended, among others, by BJP leaders including Union Minister Pon Radhakrishnan, national officebearers of the party H Raja and L Ganesan. The moment the swearing in ceremony ended, AIADMK workers in several parts of the State started celebrating. Crackers were burst and sweets were distributed. Cadres gathered in large numbers outside the venue and chants of Puratchi Thalaivi Amma Vazhga rent the air as Jayalalithaa’s convoy entered the auditorium.. A beaming Jayalalithaa waved her hands and flashed the party’s Two Leaves symbol. Yesterday, she garlanded the statues of her AIADMK founder MGR, Dravidian leaders C N Annadurai and Periyar, triggering jubilation among thousands of her supporters. SATURDAY 23 MAY 2015 3 HORROR ON THE MOVE q Women face harassment on public transport on an everyday basis SAHANA SELVAN Chennai, May 23: As her destination nears, she makes her way through the crowd and stands just above the footsteps. The middle-aged man who had been staring at her all this while comes right behind and slowly leans on her. The girl who is half his age, unable to step aside stands silently. Beyond a point, unable to put up any longer, she turns and shouts at him, telling him to move back, which he promptly does. The bus thankfully halts and she finally gets down, amidst the stares of other commuters, who haven’t batted an eyelid so far. This is no random incident, this will probably be an everyday account of any woman who travels on the city’s public transport, particularly buses. Sexual harrasment during travel is one of the most common problems faced by women on an everyday basis. Irrespective of her age, no woman is spared from the prying eyes and touches of these ‘creeps’ on buses. ‘Women are touched, groped and commented at. But everything is unsurprisingly forgiven and forgotten once the bus halts, due to the sick mindset of our society which has been accustomed to treating women as men’s property. It is this attitude that makes them think they get away with doing whatever they want’, says Rajalakshmi, a college student. One of the prime reasons for a section of men to harass girls in buses, is the crowd. ‘They take advantage of the crowd, as it is always to easy to pass the blame on the lack of space and on For BSNL customers at K K Nagar Teachers take up door-to-door campaign q To encourage children to enroll in Chennai School NT Bureau Chennai, May 23: Customers of BSNL Chennai telephones from K K Nagar EWSD RSU Exchange (numbers starting from 24850000 to 24855399) will be migrating to Next Generation Network (NGN) with effect from 25 May at 3 pm. As it is difficult to avoid overcrowded buses due to time constraints, women mostly do not make eye contact and are forced to shield themselves with their bags’, states Keerthana, a city-based professional. Despite the national outrage over the Nirbhaya incident, there are no major measures undertaken to improve safety and security of women travelling on the city’s buses. ‘There should be a helpline number which would come in handy in Sexual harrasment during travel is one of the most common problems faced by women on an everyday basis. Irrespective of her age, no woman is spared from the prying eyes and touches of these ‘creeps’ on buses cases of emergency. Also, there should be a limit on the number of people boarding the bus over the course of its ride, as men cannot try their tricks in a relatively free bus’, says another college student. The authorities should also consider increasing police presence in the buses as it would prove as a deterrent to a certain extent. Apart from official support, women also need to raise their voices on these sexual predators and bring them to book, feel many. Under the given circumstances, it certainly is a pity that a country which can make its presence on Mars, cannot ensure that half its population feel safe on its very roads, so to say. VIT inks pact with Chettinad Academy q To develop new collaborative teaching and research programmes Blood donation camp NT Bureau Chennai, May 23: In a bid to encourage children to enroll in Chennai Primary School, Shastri Nagar, Adyar, teachers of the school conducted door-to-door campaigns in the locality. The ambitious programme was taken up by teachers to encourage parents to send their wards to government schools. Noting decrease in admissions due to various factors, including competition from private schools and a stigma to study in a government school, many parents do not come forward to admit their wards in State run schools. ‘This year we are starting preprimary and nursery sections also, hence we wanted to create an awareness. So we visited houses at Vannanthurai, Kakkan Colony, Irular Colony, Shastri Nagar and handed out pamphlets to people,’ said Prema, a teacher from the school. Apart from targeting students, they also explained to the parents about their school. Another teacher from the school said that the teachers were facing pressure because the strength of students was low. The aided schools were facing competition from private schools, where apart from significant extra curricular activities, the teachers and management were putting extra effort to get the results. ‘The craze for English medium has become so much that parents want their children to study only in private English medium School. Nobody opts for government schools. This initiative by the teachers has been a good start to increase the number of enrollments,’ said Varthini, an educationalist. Residents laud cops Nine ancient panchaloha idols seized NT Bureau Chennai, May 23: The recent seizure of the ancient panchaloha idols in pockets of the West Mambalam came in for appreciation from the residents who have praised the timely action of the police. It is to be noted that the entire area of West Mambalam was under constant monitoring by the R3 Police Station and police vehicles were seen posted regularly in locations like Rangarajapuram, Chakrapani Street, Mahadevan Street, Postal Colony and Arya Gowda Road. Although the seizure was reported to have been carried out by the Economic Offences Wing of the Department, this could have been the result of the continuous presence and vigilance of the police, felt the residents. Speaking about the issue, Raman, a resident here said ‘Hats off to them for their efforts. There are a large number of senior residents residing in West Mambalam and they certainly need more care and security. Keeping with the requirements, the police department deputed many personnel here who are helpful to the residents. The seizure involved the capturing of nine ancient panchaloha idols worth Rs 77 crore which were smuggled for the international market. Blend 4 SATURDAY 23 MAY 2015 WHAT WH AT NEWS N NEW EWS EW S TODAY TODA TO DAY DA Y PRINTS PRIN PR INTS IN TS IS IS NEWS NEWS THAT TTHA HAT HA T COUNTS COUN CO UNTS UN TS It IS growing T he takeover of Palmyra in Syria by Islamic State (IS) soldiers demonstrates the terrorist organisation’s tenacity and its reach. Only a few days back, it had captured the strategically important Ramadi in Iraq. The fall of these two towns marks a major defeat for the the US-led coalition efforts. It has become increasingly clear that while air attacks have degraded the capabilities of the organisation to a certain extent, these have proved ineffectual in stopping the march of the IS into a fairly large swath that covers both Syria and Iraqi territories. The fall of the famous Roman-era archaeological site has caused concern internationally. Palmyra has well-preserved temples and colonnades. Unesco has called for an immediate end to hostilities in the city and is urging everyone to avoiding direct targeting and respect international obligations to protect cultural heritage during conflicts. IS militants have a terrible record of destroying major archaeological sites, and thus the concern for the Unesco World Heritage Site is natural. Unfortunately, there is little that the world, at large, can do to prevent the retrograde organisation from inflicting damage. Islamic State’s linkages with the al-Qaida are well known. It is fighting many battles. However, the forces against it are also fragmented. While Islamic State battles President Bashar al-Assad’s army in Syria, it also faces the Iraqi army. The Kurds have been formidable opponents, who had demonstrated a remarkable tenacity to fight for their towns. The coalition forces rely largely on the Prime Minister Haider al-Abadi’s leadership, which has not proved to be particularly effective in bridging the sectarian divide that is often seen as a major factor in the present crisis. The US disbandment of the Iraqi army exacerbated matters. The Islamic State has shown its strength by taking over two cities. Security warning over Android phone reset systems LONDON: Using the ‘factory reset’ option to wipe Android phones may leave behind valuable data, warn security experts. The reset function may also fall short when used to remotely wipe a phone that has been lost or stolen, report Cambridge University researchers. For their analysis the researchers bought used Android phones to see what sort of data remained on the handsets. In some cases they retrieved key files that let them access a former owner’s Gmail account. The study of 21 phones, running Android versions 2.3 to 4.3, was carried out by Prof Ross Anderson and Laurent Simon from the University of Cambridge computer science department. The flaws they found could mean that up to 500 million Android devices might be at risk of leaving data available to attackers after being reset, the researchers warned in a blogpost. ‘These failings mean that staff at firms which handle lots of secondhand phones (whether lost, stolen, sold or given to charity) could launch some truly industrial-scale attacks,’ they said. Complex failings All of the phones analysed left some data behind after a factory reset, they said. In most of the phones tested, data generated by apps for WhatsApp and Facebook was left behind. In addition, images, videos and text messages were also recoverable. In 80per cent of the Android handsets the two researchers managed to get at an important file known as the ‘master token’ that is used by Android to give a phone access to Google services such as Gmail. Tokens for other services were equally available, they said. The reasons for the failings were complex, said the pair, but some came about because of the way that phone memory is made and because software to make sure data was deleted had not been updated. Thorough resets Google declined to comment on the findings. However, the search firm has acknowledged the problem in the past and introduced changes with several versions of Android to make resets more thorough. Android 3.0 brought in an improved erasing mechanism to prevent data being retrieved. Updates to the reset system have also been brought in with Android 5.1 that was released earlier this year. Many Android phones now use encryption to scramble data so it cannot be read even if it is retrieved. CHENNAI Your house belongs to ‘em T here are moments when you cannot but help marvel at the strange but beautiful magnificence of life. One such moment is certainly when you get up in the middle of the night to fetch a bottle of cold water or take a leak,. It will also be the occasion when the ultimate truth of your life will be revealed to you: You are just a co-liver in the house and the place well and truly belongs to the cockroaches. Make no mistake about it, your entire life is set amidst colonies of cockroaches. The historical truth is cockroaches are what inspired the British to set out and usurp other places. In an eternal tribute to that Brits have chosen to consistently cook their food in a manner that cockroaches alone can find it tasty. On an average every household is filled with roughly the number of cockroaches that it is quite conceivable that they have their own government, television networks and Rajdeep Sardesai. Don’t ask me the difference between real-life Rajdeep and the one in the cockroach kingdom. They had gone to the 46-year-old man’s high-rise building on Tuesday after his worried girlfriend called for assistance, saying she had not heard from him for two days, according to a medical examiner’s report. When they arrived at his apartment, they found him cold, pale and rigid at the foot of his bed, the report said. They did not try to resuscitate him. About 50 minutes later, the medical examiner arrived and notifi ed the man’s family of his death. As the examiner readied the body to be taken to the morgue, the man began to move his left arm and right leg, the report said. Paramedics took the man, who has not been identified, to a nearby hospital, where he was admitted to the intensive care unit. BARPAK: Dressed in his brother’s old British army fatigues, Mohan Ghale is rebuilding his mother’s home stone by stone, after returning to Barpak village, high in the Himalayas, which was demolished by last month’s earthquake. Ghale had been working as a plumber a full day’s journey away in the Nepalese capital Kathmandu, but with his brother overseas and father away for work, it fell to him to remake the family home at the epicentre of the 7.8 magnitude quake that killed 8,633 people nationwide. ‘I came back to rebuild and to help my mother. I had to,’ said the 30year old, who put off the promise of a job in Japan to return to the rubble of his childhood home. Ghale is one of tens of thousands of his countrymen to have returned - including many of the more than 2.2 million Nepalis living abroad - to remote villages to help with recon- Ireland votes ‘Yes’ for gay marriage Irish voters turned out in droves to cast ballots in a gay marriage referendum on Friday, with the high turnout likely to favour the Yes side seeking equality just two decades after the country decriminalised homosexuality. With the once mighty Catholic Church’s influence ravaged by child abuse scandals, opinion polls indicated the proposal would pass by as much as two-to-one, making Ireland the first country to adopt same-sex marriage via a popular vote. Irish national broadcaster RTE said it appeared to have been one of the highest ever turnouts for a referendum in the country, with turnout likely to reach 60 per cent in Dublin. struction. On the reopened dirt track that takes a tortuous 60-kilometre (37mile) climb to Ghale’s home at 6,235-feet (1,900- metres), one village after another lies in ruins in the forested mountains. Here, in the sparsely settled Gorkha region, 440 people died in the country’s deadliest natural disaster. Women are clearing debris to retrieve belongings, men are fixing makeshift iron roofs ahead of the monsoon rains, and the army is constructing a school in Barpak to replace the skeleton of a building Nepal’s labour ministry does not know how many have returned to the country since the quake, but the numbers going abroad to work have fallen to a daily average of 950, down from 1,500 before the disaster remaining on the site of the old. Obama signs bill on Iran nuclear deal WASHINGTON: Though he once vigorously opposed its involvement, President Barack Obama has signed legislation that gives the US Congress the power to review and potentially reject a nuclear deal with Iran. Achieving a deal with Iran is a central element of Obama’s foreign policy ambitions, and the new law imposes conditions on his ability to act on his own. He signed the measure without ceremony Friday at the White House. Negotiators from the US, China, France, Russia, Great Britain and Germany are seeking a deal with Tehran by the end of June. Israel and some Persian Gulf nations worry Iran is simply delaying its nuclear ambitions to get economic sanctions lifted. The legislation would bar Obama from waiving congressional sanctions for at least 30 days while lawmakers examine any final Hillary’s private mails are public now WASHINGTON: Nearly 300 of Hillary Clinton’s emails were made public Friday in the first wave of documents being released by the State Department. She received information that is now classified about the deadly attack in Benghazi, Libya, on her personal server and some wonder how the e-mails will affect her presidential campaign. The e-mails released seen so far do not reveal any new information about the attack nearly four years ago or whether the then-Secretary of State could have done more to stop it. In a sign that the presidential candidate is not worried about the first release of private e-mails to and from her personal cellphone, she toured a New Hampshire brewery Friday morning and afterward, held a rare availability for the media. ‘I’m glad those e-mails are starting to Secretary of State, Clinton did not respond to repeated calls to tighten embassy security, and after the attack, was part of a coverup that became an issue in President Barack Obama’s 2012 re-election campaign. Clinton has taken responsibility for the security lapses and says her emails released so far and in the future will prove there was no cover-up. ‘We have released all of them that have any government relationship whatsoever,’ she said. ‘In fact the State Department has the vast majority of those anyway.’ We did learn Friday that some of the post-attack emails on Clinton’s phone contained information that is now considered classified. She said Friday that she does not believe the receipt of such information on her private device violated state department protocols. NEWS MAKER of the day come up,’ Clinton said. ‘This is something that I’ve asked for a long time and those releases are beginning.’ The 296 e-mails have become 850 printed pages. All are related to the United States diplomatic mission in Benghazi before and after the 11 September 2012, terrorist attack. Four Americans were killed including ambassador Christopher Stevens. Republicans have charged that as deal. Congress would have to pass a resolution of disapproval to reject an agreement, an action Obama likely would veto. Obama had initially threatened to veto legislation that placed conditions that Iran would never accept. Speaking to a Jewish congregation in Washington yesterday, Obama sought to offer assurances that he wanted an ironclad compact. ‘I will not accept a bad deal,’ he said. ‘This deal will have my name on it, so nobody has a bigger personal stake in making sure that it delivers on its promise.’ VOICE MAIL Rahul trying to get sympathy Sir, It is reported that Rahul Gandhi has said that the Prime Minister has no time to visit the house of a farmer or labourer but is visiting foreign countries. This remark may help to get publicity and earn sympathy from farmers. But it will not help them to come out of their difficulties. The Congress party was in power for most of the years after independence but it has failed to solver river water disputes among the States and to link the rivers for irrigation facilities etc. The Congress party’s agricultural policies ended is fragmentation of lands. Climate change is also a reason for the farmers woes. The political parties should come forward to set apart a certain amount out of their political funds to help the farmer who need financial assistance. Tokyo’s Asia infra plan decoded Tokyo, May 23 (AP): Prime Minister Shinzo Abe’s offer of $110 billion in fresh infrastructure financing for Asia is as much about Japan’s agenda for selling its clean coal knowhow and other technologies as it is about keeping up with China. Abe announced the commitment, topping the $100 billion China set for its newly created Asian Infrastructure Investment Bank, with an explicit pledge to make a ‘treasure trove’ of Mongolia’s vast reserves of brown coal, regarded as too polluting for power generation. Japan sided with the US in not joining the 57 countries that have signed on to the Beijing-initiated AIIB, but instead has pledged to provide more support itself, both through the Asian Development Bank, to which it is the largest donor, and also through publicprivate initiatives. The plan announced represents about a 30 per cent increase over current funding levels. It is in keeping with Japan’s priorities to counter China’s growing influence while also helping support its own manufacturing capacity and trade in the region, especially in Southeast Asia. ‘Asia has a voracious infrastructure demand, reaching as much as 100 trillion yen ($830 billion) annually’, Abe said. Abe reminded his audience, who included former Malaysian Prime Minister Mahathir Mohamad and Mongolia’s president Elbegdorj Tsakhia, of Japan’s longstanding role as a provider of aid to the region. Even with their increased commitments, the scale of available financing falls short of the $8 trillion the ADB says is needed by 2020 to help build up essential infrastructure.Having shut down its nuclear reactors following the 2011 disaster at the Fukushima Dai-Ichi nuclear power plant, Japan has ramped up its use of coal and needs cheap supplies from its neighbours. Support for coal-fired power plants that use new high-efficiency combustion technologies to reduce CO2 emissions, compared to older coal plants, is in sync with efforts to counter climate change, Abe said. He cited power industry estimates that releases of greenhouse gas emissions by 1.5 billion tonnes a year if it were to spread to the US, China and India. !"# $%&'%*+999;< &=9;;*>##<<?$==@QQQQZ %[\+??<&<??>]\%9### &[%$^&_$`q$$&[w Notice is hereby given that pursuant to Clause 41 of the Listing Agreement that a Meeting of the Board of Directors of the Company will be held on Saturday, the 30th Apartments, Basement, No.57/2B, East Coast Road, Thiruvanmiyur, Chennai – 600 041 inter-alia to consider and approve the Audited Financial Results of the Company for the fourth quarter and year ended 31st March 2015. Nehra picked up three wickets to restrict RCB to 139 for 8. RCB fought back well, but the two-time champions held their nerve to secure a three-wicket win with a delivery to spare. Speaking after the game, Dhoni said: ‘Well that’s what happens when the wicket is like that. I felt Hussey batted really well. I thought if we had scored 70 in the first 10 overs, we were in with a chance. Ashwin bowled really well against Gayle, who would have taken the game away. The fast bowlers backed him up well. We had to hold back the left-arm spinners till Gayle was there. ‘It’s very difficult to say what is the par score on this wicket. I think they were 10-12 runs short. We have improved with each and every game. We have to play sensibly and have to pick our moments. That’s one area we need to improve,’ Dhoni said. On a slow pitch, RCB batsmen struggled to get going and Virat Kohli said they were 15-20 runs short. ‘I thought we were 15-20 Ashish Nehra short with the bat. We didn’t have the start we wanted. Credit to the CSK bowlers, acouple of unlucky dismissals for us. They just squeezed us in the middle. CSK were too good with the ball. I always think low totals are very tricky, especially with wickets like these.’ RCB also were poor on the field and Kohli said the missed chances proved to be costly. ‘Unfortunately we missed 3-4 chances, you have to grab your chances and it would have been a different result if we had held on to the chances. To an extent, but I don’t think it played that much of a role (talking about the dew).’ CSK, who have not lost a single game to RCB this season, extended their winning streak, which meant the end of the road for the team in red. After a recent defeat by Italian showman Fabio Fognini the 14-times grand slam champion described his feared forehand as ‘vulgar’ while other defeats have prompted him to admit he is suffering from nerves and a loss of confidence. Hardly the language expected from one of the toughest competitors the sport has seen but Nadal says it is pointless trying to bluff his way through a poor spell. Speaking to reporters at the French Open on Friday where the 28-year-old will be gunning for a record extending 10th title, Nadal again pulled no punches. ‘I say what I feel. I said a lot of times in my career I’m not gonna lie if it’s not 100 per cent necessary,’ he said. ‘I don’t know if it’s good or bad, but at the end of the day you can lie here but you cannot lie on court. ‘If you say that you are great and you go on court and you play against a good player, you don’t lie. A judge ordered last week that the club, Barcelona president Josep Maria Bartomeu and former president Sandro Rosell stand trial for tax fraud in the signing of Neymar in 2013. Barcelona have always insisted they paid a transfer fee of 57 million euros ($65 million) to sign the Brazilian star from Santos in 2013. The court suspects the actual price was at least 83.3 million euros and that Rosell and Bartomeu hid the real cost from the taxman. It is alleged the overall fee was split between a number of different contracts between Barcelona, Santos and Neymar himself with the sole intention of signing the player. it tight to him (Gayle). Mourinho, 52, said in an interview with the Football Focus programme, to be shown on Saturday, that having come back to Stamford Bridge in 2013 for a second spell in charge he would only leave if owner Roman Abramovich did not want him. ‘I see myself coaching another club, yes, but I love Chelsea and I am in Abramovich’s hands and until then I’m here,’ he said. ‘The day Abramovich thinks I’m not good enough for Chelsea, I want to work, and if possible in England too. ‘Until Mr Abramovich says, I don’t see myself going. Any club comes to me now and offers me a fantastic project, offers me twice my wages in the contract at Chelsea, no chance.’ Mourinho’s first spell in charge from 2004 to 2007 ended when his relationship with Abramovich broke down but the former Porto manager has enjoyed a successful return to the club. Mourinho will receive a third Premier League winners’ medal on Sunday but he is not feeling so charitable this time -- meaning no surprise souvenir for a lucky fan at Stamford Bridge. After claiming a second English title in 2006 following a 3-0 win against Manchester United, Mourinho launched his medal and blazer into the crowd. Jose Mourinho Bianchi’s condition remains ‘stagnant’, says father Monaco, May 23 (AFP): A year after seeing him enjoy the happiest weekend of his Formula One career, Philippe Bianchi on Friday revealed that his son Jules’ neurological condition was ‘stagnant’ and his family were prepared to face his death. The 25-year-old French racing driver finished ninth in last year’s Monaco Grand Prix, earning the Marussia team their first and, to date, only points-scoring finish in the sport, but suffered life-threatening head injuries when he crashed during last October’s Japanese Grand Prix. ‘The situation is stagnant,’ Bianchi senior told Canal+. ‘Jules’ neurological progress is not what we would like it to be. When we get up every morning we think of Jules’ life... We think also of his death. We have to think about death because we are in a situation where we know a lot of things can happen. ‘It’s terrible. I think we all stopped living that day, the fifth of October. It’s something you can never expect. It’s not what Jules wants, being in a hospital bed. It’s not his life. It’s not what we want either, but we have to keep hope.’ Bianchi continues to fight for his life in controlled medical conditions in hospital in his home city Nice. His father added: ‘The first thing is Jules is alive, that’s the most important thing for us... ‘He’s fi ghting with the weapons he has, but in neurological terms I’m not sure he is able to do much now. Seeing him fighting gives a lot of hope to his loved ones, and it’s important for us. French glory beckons Nole Nine-time champ Nadal looms in last eight for World No.1 Paris, May 23: Novak Djokovic can become just the eighth man to complete the career Grand Slam with a maiden French Open victory, but the world number one fears fate may conspire against him in Paris. Djokovic, who turned 28 on Friday, is the overwhelming favourite to lift the Coupe des Mousquetaires and claim his ninth career Grand Slam title. Victory would take him alongside Fred Perry, Don Budge, Rod Laver, Roy Emerson, Andre Agassi, Roger Federer and Rafael Nadal as a winner of all four majors. It would also take him halfway to a calendar Grand Slam, a challenge so daunting that only Budge (1938) and Laver (1962 and 1969) have managed to pull it off. Djokovic comes into Paris riding a 22-match winning streak, a season which has already seem him capture a fifth Australian Open as well as Masters in Indian Wells, ami and on clay at Monte Carand Rome. However, the Serb has been in ethis situation before. In 2011, he entered the French Open as hot favourite but saw a g 43-match winning d sequence ended e by Federer in the semi-finals. Didn’t manage to do it, but that doesn’t discourage me to not keep on going. I’m here once again with a purpose, with a reason, and I will try to get myself in a position to win.’ Nadal goes into the French Open with his astonishing record of nine titles, 66 wins and just one loss in Paris. But the 28-year-old defending champion has slumped to seven in the world, his lowest ranking since 2005, the year of his maiden Roland Garros title. Nadal heads for Paris without a European claycourt title for the first time in a decade. ‘I don’t need to lie to create better expectation. When I say I don’t know what’s gonna happen, I really don’t know what’s gonna happen,’ said the 14-time major winner who begins his 11th Paris campaign against 18-year-old Frenchman Quentin Halys, the world number 304. ‘I am gonna try to put my game in a position that’s gonna give me the chance. If I am able to do it, I have enough experience here.’ Federer, who meets lucky loser Alejandro Falla of Colombia in Sunday’s opener, completed the career Grand Slam with his only French Open triumph in 2009. Mixed Bag CHENNAI SATURDAY 23 MAY 2015 7 Delhi Durbar Lt Governor, CM in war of words as power tussle escalates NT Bureau The crisis in the national capital escalated Friday after the Ministry of Home Affairs (MHA) issued a notification underlining that the Lieutenant Governor is the administrative head of Delhi and services are out of the purview of the government. The Aam Aadmi Party (AAP) government has sought the opinion of legal and constitutional experts on the Ministry of Home Affairs (MHA) notification over the distribution of powers between the Lt Governor’s office and the office of the Delhi Chief Minister. Meanwhile, let us get into the details of the provisions related to the powers of Lt Governor in the Constitution. Turf war Vital clause It all started when the Lt Governor of Delhi, Najeeb Jung appointed senior bureaucrat Shakuntala Doley Gamlin as Acting Chief Secretary last week against the wishes of the Chief Minister. This caused furore in the government with Chief Minister Arvind Kejriwal saying that it fell beyond the scope of the LG’s powers to do so without the aid and advise of the Ministers. There is a special provision for the National Capital in the Constitution. As it is neither a State nor a Union Territory, Article 239 which deals with States is unapplicable to Delhi. Hence comes Article 239(AA and AB) whose Clause 4 says that there shall be Council of Ministers in Delhi to aid and advise the LG ‘except in so far as he is, by or under any law, required to act in his discretion’. There is no specific provision however, for the appointment of a Chief Secretary. Breach of law Under the clause, if the LG has a difference of opinion with his Ministers, the matter should be referred to the President. Pending a decision by the President, the LG can take immediate action if in his opinion, the matter is urgent. But according to the Transaction of Business Rules for the Delhi government, the process of initiating the appointment of a Chief Secretary has to be done by the Council of Ministers. No such move was initiated in this particular instance, and so there should have been no difference of opinion to begin with. Tweet heat Arvind Kejriwal: ‘BJP first lost Del elections. Governor should be left out & should be just a figurative head like in other states’ ‘Average Indian is happy with NDA rule’ UPA govt involved in ‘jhooth, loot’: Venkaiah New Delhi, May 23: With Modi government set to complete one year in office, Union Minister Venkaiah Naidu today said that India has ushered in the NDA rule and a large section of the society feels that achhe din have really come. Speaking to news agency ANI, Naidu maintained that an average Indian is happy as the country’s prestige has gone up. Taking pot shots at the previous Congress-led regime, the Bharatiya Janata Party (BJP) said that the UPA government was only involved in ‘jhooth, loot and cheat’. Coming down heavily on the Congress for criticising Prime Minister Narendra Modi’s foreign visits, Naidu said,’The grand old party is unhappy about country’s recognition and increasing respect, so what can I say.. can only sympathise with them.’ Maintaining that the BJP-led NDA government has created an environment of enthusiasm, the Union Minister said that the UPA government left behind an environment of despair, but in the NDA rule international recognition, respect have gone up and investments are coming. Commenting on the economic front, Naidu said in the Modi era the Rupee has gained strength, and inflation is under control. Two-day fruit show begins in Coonoor Coonoor, May 23 (PTI): Highlighting the need to protect the wildlife, the 57th Fruits Show, began at Sims Park here today, displaying various animals made of grapes and oranges. Other attractions include elephant made of grapes and a lion made of orange and sweet lime rinds. The show, part of the annual festival being observed in Nilgiris district as part of attracting tourists, both domestic and foreign, who throng during summer, was inaugurated by the district collector, P Shankar. A 15-foot tall arch made of different fruits, including pine apple, apple, orange and banana, welcomed the visitors inside the park. ‘Small sections are disappointed because of vested interests. Those who were enjoying power by other means are totally disappointed,’ the senior BJP said. Taking pride in the successful implementation of Prime Minister Narendra Modi’s ambitious project ‘Jan Dhan Yojna’, the Union Minister said that earlier poor, Dalits could not easily open bank accounts, but now 15 crore new accounts have already been opened under the new scheme. In an attempt to strike the chord with the farmers, who were badly affected by unseasonal rains, the BJP leader said that earlier a compensation of Rs 1.20 lakhs was given to the farmer in case of calamity. But now it has been increased to Rs 4 lakh. ‘Everywhere pro-poor, pro-farmers, pro-youth initiatives have been launched by this government.’ Meanwhile, Naidu also dismissed opposition criticism over the contentious black money issue, saying his government in its first Cabinet meet had set up a Special Investigating Team to pursue the case. ‘The centre has been negotiating with international community and we have succeeded to an extent on getting information regarding black money,’ he maintained. Panel for joint custody of child in divorce cases New Delhi, May 23: Pitching for removal of superiority of one parent over the other, the Law Commission on Friday recommended joint custody of minors to both the parents in case of a divorce, saying Indian custody laws must change with times. The Commission’s recommendations on custody laws assume significance as in India the idea of shared parenting is still new to custody jurisprudence. ‘Neither the father nor the mother of a minor can, as of a right, claim to be appointed by the court as the guardian unless such an appointment is for the welfare of the minor,’ it said in its report submitted to the Law Ministry yesterday. It said wherever possible, courts should now grant joint custody of minors. Recommending changes in the Hindu Minority and Guardianship Act and Nepal quake toll reaches 8,635 Kathmandu, May 23 (PTI): The death toll following the two devastating earthquakes that have struck Nepal has reached 8,635 with over 300 people, including 89 foreigners, still missing. At least 79 foreigners, including 49 Indians have been killed in the devastating earthquakes, according to a statement by the Nepal police. About 240 Nepalese nationals and 89 foreigners have still been missing since the April 25 earthquake, police said. Of the total number of foreign military personnel deployed from 18 countries for rescue and search operations, 2,509 people, including 851 Indians, have already left the country after completing their assignments. Meanwhile, Nepal is facing a crunch of labourers in the aftermath of the devastating earthquake of 25 April as some 20,000 Nepali migrant labourers have left the country in the past one month. After two earthquakes and a series of aftershocks, a large number of migrant workers have again started returning to foreign countries, which makes it difficult for the government to implement its plan to employ around 1,00,000 volunteers in rebuilding the quake affected districts, experts said. Kathmandu, the capital city is also facing labour crunch as many skilled and semiskilled Indian nationals, who were working in different service sectors have returned to their homes after the earthquake. the Guardians and Wards Act, the panel said even after the Supreme Court’s judgement in Gita Hariharan vs Reserve Bank of India case, the mother can become a natural guardian during the lifetime of the father only in exceptional circumstances. ‘This is required to be changed to fulfil the principles of equality enshrined in Article 14 of the Constitution,’ the law panel said. The Commission said the amendments are necessary in order to bring these laws in tune with modern social considerations. Major amendments are recommended to the Guardians and Wards Act, 1890, by introducing a new chapter on custody and visitation arrangements. It said amendments to the Guardians and Wards Act, 1890 will be relevant for all custody proceedings, besides any personal laws that may apply. The two draft bills proposed by the panel to amend the existing laws also deal with removal of preference for the father as the natural guardian under Hindu law. It says that both parents be granted equal legal status with respect to guardianship and custody. The draft law also empowers courts to award joint custody to both parents in circumstances conducive to the welfare of the child, or award sole custody to one parent with visitation rights to the other. Besides recommending changes in the two laws, the Commission has also provided specific guidelines to assist courts in deciding such matters, including processes to determine whether the welfare of the child is met; procedures to be followed during mediation; and factors to be taken into consideration when determining grant for joint custody. ISIS to buy nuclear weapons from Pak? Washington, May 23: Islamic State of Iraq and the Levant’s (ISIS), in its propaganda magazine Dabiq, has claimed that it is ‘infinitely’ more possible to buy a nuclear bomb from Pakistan and transport it to the United States. The article ‘Perfect Storm’, attributed to captive British photojournalist John Cantlie, mentions a hypothetical operation in which the Islamic State uses its billions of dollars to purchase a nuclear device ‘through weapon dealers with links to corrupt officials in the region’. ‘And if not a nuke, what about a few thousand tons of ammonium nitrate explosive? That’s easy enough to make,’ it further states. It mentions how the nuclear device can be smuggled into the United States. The article states that ‘perhaps such a scenario is far-fetched but it’s the sum of all fears for Western intelligence agencies and it’s infinitely more possible today than it was just one year ago’. ‘The Islamic State make no secret of the fact that they have every intention of attacking America on its home soil and they’re not going to mince about with two mujahidin taking down a dozen casualties if it originates from the Caliphate. They’ll be looking to do something big, something that would make any past operation look like a squirrel shoot, and the more groups that pledge allegiance the more possible it becomes to pull off something truly epic,’ the article further states. It further states, ‘Remember, all of this has happened in less than a year. How more dangerous will be the lines of communication and supply a year on from today?’ The article ends with a warning, ‘As the territory of the Islamic State crosses from one border to another like a wildfire that is burning out of control, it’ll be only a matter of time before the Islamic State reaches the Western world.’ 8 SATURDAY 23 MAY 2015 , CHENNAI Licensed to post without prepayment under WPP. No. TN / PMG / (CCR) / WPP-470 / 15-17 TOMORROW’S MATCH FINAL: CSK VS MUMBAI INDIANS AT KOLKATA, 8 PM RANCHI: Not long ago, Chennai Super Kings’ captain MS Dhoni admitted that his side is unlike the rest in Indian Premier League (IPL) when it comes to giving youngsters a chance. The two-time champions instead rely on experience to get the side through, and a look at their history in IPL will tell you that you can’t really fault that logic. Friday was another day that was vindication to that theory as 39-yearold Michael Hussey and 36-year-old Ashish Nehra sparkled for CSK and helped their side overcome an inform Royal Challengers Bangalore in Ranchi. Speaking to iplt20.com after the win against RCB, Ashish Nehra opened up about his performance this year. Age is just a number for Nehra ‘I have been bowling well over the last few years. Last year. I managed to play only four games for CSK because I had a side strain after the first game. But even that time I did manage to play and came back in the last three games to pick up eight wickets. It is not that Ashish Nehra has changed. People are noticing it more because I am 36 and a guy at this age is doing something unbelievable in T20s. But, I have been doing the same things that I have been doing over the last 10 years.’ Nehra is third on the wicket’s list with 22 scalps to his name, but he feels this is not the best he’s bowled in IPL. ‘If you see stats-wise, then this definitely is my best year. But, I can’t just say that this is the best IPL I have had till date. Even in 2008 when I played for Mumbai Indians or for Delhi Daredevils in 2009 and 2010, I was bowling really well. At that time, obviously, I was five years younger as well. But when you pick wickets, people remember you more. In T20s, sometimes it happens that you are bowling really well but you don’t get wickets. This time, I am among the wickets and I am picking up wickets upfront which has really helped my team. I have got three or four Man of the Match awards this season and that says it all. For a fast bowler to pick up that many awards in one season is not easy,’ the left-armer said. Nehra also added that him bowling brilliantly against RCB this year (he has picked up 10 wickets in the three games against Virat Kohli’s side) is just a coincidence, but was quick to add that the results are also down to the preparation that the team goes through before each game. ‘That is just a coincidence, you know. I knew you will ask me this, but it is just a coincidence. Having said that, a lot of preparation goes into each game. Every game you play, you do a lot of homework against your opposition. The batsmen too prepare themselves to bat against the opposition bowlers. You have to realise that if you are playing 14 to 15 games, you are not going to perform (all the time), but majority of the times, you are going to perform if you are on top of your game.’ CSK are yet again playing in the final for the big prize. Is Nehra excited? ‘Absolutely! It will be a great atmosphere at the Eden Gardens with seventy to eighty thousand people. We lost against Mumbai Indians in the league stage and we will look to win.
