Phase-IV Internationals Conclude
All things that get started will eventually reach the end point. What truly counts is how well and gainfully the interval has been
used. The fragrance of the gains and the sweetness of the memories will ever be lingering with all who were involved with that
space. And their human relations base would have expanded along with the knowledge base.
A
formal valedictory function of the Institute’s international training programmes of phase-IV was held on 12th March
2015. The phase had a set of six programmes sponsored by MEA: five under ITEC, and one special programme under TCS
Co Plan. About 124 delegates from 41 countries attended the function. The ITEC programmes were of eight weeks duration,
and the special programme was of two weeks (24 February-14 March 2015).
Mr. Kumar Tuhin, IFS, Jt. Secretary, Ministry of External Affairs, Government of India was the Chief Guest of the ceremony. In his
valedictory address he congratulated ni-msme successfully conducting the programmes and appreciated the expertise. He
said that MEA is always ready to facilitate the foreign delegates to attend need based training programmes, and they should go
through the ITEC/MEA website regularly and enroll themselves by taking note of updates as ITEC/MEA is now revising. The
filing of application is online, hence they should closely follow the guidelines. He said that ITEC has centres in countries like
Afghanistan to enable sharing of Indian experience through country specific programmes. He wished all the delegates bon
voyage and happy reunion with their families.
Mr. M. Chandrasekhar Reddy, Director General, speaking on the occasion, said that participants of this phase had contributed a
great deal to the success of these programmes. He said, the celebration of Mother Language Day by them was a memorable
experience. Appreciating their enthusiasm, he wished all of them success in their endeavours and asked them to be in touch
with ni-msme. He specially thanked Mr. Kumar Tuhin for his gracious acceptance of the invitation and attending the function.

General Budget and MSMEs
March is the month of Budget talk. Like everybody else, micro and small enterprises too look forward
to it for magic-touch solutions to their many small difficulties. This column highlights some of the new
and important provisions of Budget 2015-16.
The current Budget, backed by the Government focus on ‘Make in India,’ has formulated a new initiative
to ensure smooth flow of timely and cost effective funds. This initiative is the setting up of the MUDRA
(Micro Units Development and Refinance Agency) Bank with a corpus of Rs. 20,000 crore, and a credit
guarantee fund of Rs. 3,000 crore to address the issue of working capital shortfall. The MUDRA bank
would be responsible for regulating and refinancing all micro finance institutions which are in the
business of lending to micro/small enterprises, and would be based on the theme of ‘funding the
unfunded’. The Bank is scheduled to be launched by the Prime Minister in the national capital on 8th
April, along with Pradhan Mantri Mudra Yojana. Mainly intended to help the bottom-of-the-pyramid
hard-working entrepreneurs who find it difficult to access formal credit, the MUDRA Bank will greatly
increase the confidence of young, educated or skilled workers and motivate them to become first
generation entrepreneurs. It will also help the existing small businesses to expand their activities.
Skills and technology are another major crux for MSEs. They will be able to give their best to the
country’s economic growth only when these difficulties are smoothed out. The allocation of Rs. 1,500
crore to National Skill Mission for skill development is a step towards ensuring ‘Skill India’. Coupled
with this, the provision of Rs. 1,000 crore to promote start-ups by helping the entrepreneurs convert
their innovative ideas into viable enterprises comes as a silver cloud to aspiring entrepreneurs, and
holds enormous potential for bridging the employment gap. The number of job creators is expected to
rise noticeably, contributing to the aim of India evolving as a global power and a manufacturing hub of
the world.
Another important feature is the creation of an electronic Trade Receivables Discounting System
(TReDS) financing of trade receivables of MSMEs from their buyers, through multiple financiers.
Mostly, the working capital requirement of MSMEs originates from the long receivables realisation
cycles. The establishment of TReDS should improve the liquidity of MSMEs noticeably, and minimse
their working capital difficulties. The proposed comprehensive Bankruptcy Code will meet global
standards and provide necessary judicial capacity for the sick MSMEs to make a smooth exit. It will
also create a healthy economic atmosphere and spark enthusiasm in entrepreneurship.
The establishing of Atal Innovation Mission (AIM), an innovation promotion platform involving
academics, entrepreneurs, and researchers, drawing upon national and international experiences,
will foster a culture of innovation, R&D and scientific research in India. With an initial sum of Rs. 150
crore, it is expected to promote a network of world-class innovation hubs for India.
India has a world-class IT industry worth about US$ 150 billion, over US$ 100 billion of exports,
employing nearly 40 lakh people directly. Experimenting in cutting edge technologies, creating value
out of ideas and converting them into scalable enterprises is at the core of the strategy for inclusive
and sustainable growth. A more liberal system of raising global capital, incubation facilities in the
centres of excellence, funding for seed capital and growth, and ease of doing business are issues that
need to be addressed to make the sector vibrant. The proposed mechanism of SETU (SelfEmployment and Talent Utilisation), with Rs. 1,000 crore initial funding, will be a techno-financial,
incubation and facilitation programme to support all aspects of start-up businesses and selfemployment activities, particularly in technology-driven areas.
The proposed legislation to replace multiple prior permissions with a pre-existing regulatory
mechanism will considerably ease the procedural drudgery. This measure, including the e-Biz portal
integrating 14 regulatory permissions at one source, will help make India an investment destination
that permits the start of a business in accordance with publicly stated guidelines and criteria, in turn
leading to large scale employment generation.
The proposal to exempt services by common effluent treatment plants from service tax and the
extension for one more year of concessions in customs and excise duties on specified parts for
manufacture of electrically operated vehicles and hybrid vehicles will ensure that MSMEs will
conform to environment-friendly practices.
These are some of the Budget provisions that are conducive to enterprise start-up. Hopefully, the
MSMEs will make best use of the provisions and the youth of the country will incline towards selfenterprise. ni-msme is ever ready to help them in the process.

review of DSIR activities and outlined the features and
purpose of A2K+ scheme. Later, he had also delivered
the keynote address.
Earlier, Mr. J. Koteswara Rao, AFM (SED) and
Workshop Coordinator presented the objectives and
themes of the workshop. Dr. G.U.K. Rao, Director (SED) and Dr. N. Srilakshmi, Registrar, ni-msme, and Dr. N. Raveendhar, Senior
Environmental Scientist, Telangana State Pollution Control Board shared the inaugural platform.
Eminent personalities in the field of industrial waste management were the resource persons. They included Dr. N. Raveendhar
of TSPCB; Dr. V. Hima Bindu, Associate Professor, Centre for Environment, Institute of Science & Technology, JNTUH;
Dr. K. Srinivas, Head &Technical, Ramky Enviro Engineers Pvt. Ltd., Hyderabad; Dr. T.B. Pathrudu, Assistant Professor, Dept. of

Vijayawada and others. During the theme sessions, Mr. Koteswara Rao made a presentation highlighting the importance of
waste treatment, cleaner technologies and addressed various aspects of waste management.
Industrial waste is dangerous or potentially harmful to human health as well as to environment. The environmentally
hazardous wastes can be liquids, solids, contained gases, or sludge. They can be the by-products of manufacturing processes or
simply discarded commercial products, like cleaning fluids or pesticides.
For abatement of specific industrial emissions, various stakeholders including industry, municipal and regulatory authorities
working together would further strengthen the implementation of control strategies in these sectors. This is because of lack of
awareness among the pollution causing industries regarding the use treatment and disposal equipments, methods, etc.
The workshop concluded with a formal vote of thanks proposed by the workshop coordinator. Dr. Srilakshmi, Registrar of
ni-msme presided over the valedictory function, in which Prof. P. Udaya Shanker, Director, SEM; and Dr. G.U.K. Rao were present.

Training in Management of IPR
A
one-week training programme on Management
of Intellectual Property Rights in India was
organised by the IPFC of ni-msme during 16-20
March 2015, sponsored by the Department of
Scientific and Industrial Research (DSIR), Ministry of
Science and Technology, Govt. of India, under the
Access to Knowledge for Technology Development
and Dissemination (A2K+) programme.
The programme was formally inaugurated by Prof. P.
Udaya Shanker, Director, SEM on 16th March. A total
of 15 participants representing different
organisations, professions and public institutions had
attended the training.
Delivering the inaugural address, Prof. Udaya Shanker
pointed out that though MSMEs produce products
and offer services for themselves and for corporate
and multinational companies, they do not have identity. The Government of India has created IPFCs to spread the message and
ensure registration of their innovations and inventions. This will create value and eliminate competition. Further he said that
brand equity is the means to assess the value of the brand. Identifying the strategic business units and ascertain investment and
returns. Based on the markets, the unit may either continue or divest. In a knowledge-based economy, developing human
resources and offering their services to clients is the means of building intellectual property.
Earlier, Dr. N. Srilakshmi, Registrar & Head-IPFC welcomed the gathering and gave a review of ni-msme and IPFC activities. She
stressed the importance of institutionalising process management. She also narrated a few outstanding cases of entrepreneurs
who filed at IPFC.
Mrs. V. Swapna, Programme Director outlined the objectives and contents of the programme, which focus on different aspects of
IPR. Besides, the inclusion of detailed case studies provides an elaborate view of live situations. She assured that the training
will help the participants acquire the necessary skills to protect their innovations and creations and to use them for generating
wealth and employment opportunities, and for business development. The inaugural event was concluded with vote of thanks
by Mrs. Swapna.
A formal valediction was arranged on 20th March. Dr. Srilakshmi welcomed the gathering. The participants, sharing their
impressions about the training, said that it was useful and informative and provided a platform for exchanging views,
knowledge, skills and experience for strategising the IPR for enterprises.
Prof. Udaya Shanker appreciated the participants for their valuable feedback and commended their making use of IPFC services
for registering their innovations. He urged the participants to spread awareness about the importance of IPR and to protect
their creations and innovations to accelerate the growth of the enterprise.
The programme concluded with Mrs. Swapna proposing the vote of thanks. The participants had thought provoking
discussions after each presentation. They promised that they will disseminate the updates they shared here during various
sessions when they go back to their work places.
