Third Session of the Assembly, as
contained in the Schedule attached to the
Order Paper
THAT, notwithstanding the provisions of 19.02.2015
Standing Order 94(4), this Assembly
orders that, each speech in a debate on
any Motion, including a Special motion
be limited in the following manner:- A
maximum of three hours with not more
than twenty (20) minutes for the Mover
and ten (10) minutes for each other
Member speaking, except the Leader of
the Majority Party and the Leader of the
Minority Party, who shall be limited to a
maximum of fifteen (15) minutes each,
and that ten (10) minutes before the
expiry of the time, the Mover shall be
called upon to reply; and that priority in
speaking be accorded to the Leader of
the Majority Party, the Leader of the
Minority Party and the Chairperson of
the relevant Sectoral Committee, in that
Order.

orders that, each speech in a debate on
Bills sponsored by a Committee, the
Leader of the Majority Party or the
Leader of the Minority Party be limited
as follows:- A maximum of fourty five
(45) minutes for the Mover, in moving
and fifteen minutes (15) in replying, a
maximum of thirty (30) minutes for the
Chairperson of the relevant Committee
(if the Bill is not sponsored by the
relevant Committee), and a maximum of
ten (10) minutes for any other Member
speaking, except the Leader of the
Majority Party and the Leader of the
Minority Party, who shall be limited to a
maximum of fifteen Minutes (15) each (if
the Bill is not sponsored by either of
them); and that priority in speaking be
accorded to the Leader of the Majority
Party, the Leader of the Minority Party
and the Chairperson of the relevant

Status as at Thursday 30th April, 2015
City County; concerned that several back
streets in Parklands and Ngara areas have
been blocked by wastepaper and bottle
vendors who have turned the areas to
stores for their goods; this Assembly
urges the County Government to clear all
the structures that have been constructed
along the back streets in Parklands and
Ngara areas.
15. THAT, aware that the functions of 03.03.2015
cultural
activities
and
public
entertainment including sports and
cultural activities and facilities are vested
to County Governments pursuant to
paragraph 4 of Part Two of the Fourth
schedule to the Constitution of Kenya;
further aware that sport is a very
essential activity both socially and
economically to individual as well as
groups; concerned that many school
going children are idle during school
holidays, which make them to be
vulnerable to drug abuse and other
delinquent behavior; acknowledging that
there are limited spaces for children to
play and interact which is an integral
element of growth for children; this
Assembly urges the County Government
to open County owned school facilities
during school holidays for well-organized
extra-curricular activities for children.

16. THAT, aware that Article 27 of the 04.03.2015
Constitution of Kenya (2010) provides
the
citizens
of
this
republic
comprehensive equality and freedom
from discrimination; further aware that
Article 56 (b) of the Constitution of
Kenya provides that the State shall put in
place affirmative action programme
designed to ensure that minorities and
marginalized groups are provided special
opportunities
in
economic
fields;
concerned that people with disabilities
have not been given priority
in
allocation of business space within the
Nairobi City County; noting that there
are many disabled youths with potentials
to do business effectively for the
betterment of the County; this Assembly
urges the County Government to set
aside at least five percent of all business
spaces within the Central Business
District, County Markets and Trading
Centres for people with disability.

18. THAT, this Assembly adopts THE 05.03.2015
REPORT
OF
THE
SECTORAL
COMMITTEE ON TRANSPORT AND
PUBLIC WORKS ON THE SITE VISIT TO
KAMUKUNJI SUB-COUNTY TO ASSESS
THE STATE OF ROADS AND ONGOING ROAD WORKS HELD ON 2ND
FEBRUARY, 2015, laid on the Table of
the Assembly on Thursday 5th March,
2015.
19. THAT, aware that Article 53 of the 17.03.2015
Constitution of Kenya 2010 stipulates
that every child has the right to free and
compulsory education; further aware
that the function of basic education has
been devolved pursuant to paragraph 9
of Part 2 of the Fourth Schedule to the
Constitution of Kenya; deeply concerned
that many school-going children within
the Nairobi City County cannot access
early childhood education and other
cannot be retained in school due to lack
of school fees especially those in informal
settlements in the County; noting that
basic education is one of the key pillars
of a functioning education system; this
Assembly urges the County Government
to ensure that there is free education in
all Early Childhood Education Centres in
the County.
20. THAT, aware that Article 26 of the 17.03.2015
Constitution of Kenya (2010) gives the
citizen of this Country and residents of
Nairobi City County a right to life;
further ware that Health Services
