Sponsorship Prospectus 3rd National Rural Law & Justice Conference: Reframing Rurality: Driving Innovation in Rural Justice ‘Unmet legal need’ is an ongoing problem in Australia, particularly in regional and rural communities. According to the most recent Law and Justice Foundation survey, around 50% of people experience a legal problem in a 12 month period. This translates to an estimated 8,513,000 people aged 15 years or over in the Australian population in 2008 experiencing a legal problem within a one-year period. Access to legal services is therefore central to the needs of most Australians. However, rural, regional and remote (RRR) Australians face significant barriers in access to legal services. These are not only geographic (distance to access a legal service, cost, awareness), but also cultural (generally lower levels of educational attainment, higher levels of lower socio-economic populations, higher proportions of Indigenous Australians and people with disabilities). At the same time, there remain challenges around the recruitment, retention and availability of qualified and experienced lawyers in regional, rural and remote areas, and the availability of services such as community legal centres. The legal system has been an ‘early adopter’ of a range of information and communication technologies to bridge the physical gap in access to legal services. Good examples are AustLii, LawAccessNSW, PodLaw, electronic hearings, and the use of video and tele-conferencing. This conference will ask the question, “Are barriers in access to justice a deficit for rural and regional communities to overcome, or an opportunity for Australia to rethink ways of improving access to justice for all Australians?” The conference will put the spotlight on innovation and technology in bridging the gap for rural, regional and remote communities. At present, about 32% of Australians live in regional, rural or remote (RRR) classification areas. Unfortunately, RRR communities are often disadvantaged in their ability to access the justice system and related services. People within these communities have limited capacity to participate in the framing and reform of laws and policies which impact upon their lives, and they face barriers of isolation, distance and a lack of opportunity to share their experiences with law and policy makers. The National Rural Law and Justice Alliance arose as the principal resolution of the 1st National Rural Regional Law and Justice Conference held in Warrnambool, Victoria, in November 2010. This conference, opened by Chief Justice of the High Court of Australia, the Honourable Robert French AC, brought together over 100 delegates from all states and territories, representing industry, government, welfare / support services, universities, the legal profession and judicial service sectors. The resolution to form an Alliance was in response to the growing awareness that rural Australia continues to be disadvantaged in accessing law and justice system services. Importantly, what was needed was a high level law and justice congress to provide a ‘voice’ for rural and regional communities in respect of law and justice issues.
