Theme of the Seminar Development and the Role of the Local Self-Government: Indian Perspective A local government, may it be either a panchayat or municipality or a corporation, runs under the general direction of the State Government .The government administration in India is of a federal structure. The essence of federalism lies in the proper division of powers and functions among the various levels of government to provide adequate financial resources to each level of government so that they can perform their exclusive functions. After the 73 rd and 74th amendment to the constitution, India has 2.5 lakh local self governments. The local governments have more than 3 million elected representatives. So it makes India the largest democratic and federal country. The distribution of resources between centre and states and among the states as it presently exists, increases the regional disparities. The problem extends also between the local governments and state government in many cases. Hence the problems of intra-state disparity attracts the attention of the academicians and research workers. As a part of globalization programme the Central Government vis-a-vis the State governments are gradually withdrawing the allotment to basic services like education, health, drinking water, and other infrastructural activities. As such these services are gradually transforming into commodities. In most cases the economic and development planning is imposed upon the local Self governments from the above (State Government). As a result the question of devolution of powers among the local people is being neglected. The economic policy and development planning based on the right-based development approach and ensuring the participation of the local people in the decision making process can be an alternative. Interestingly the 73rd and 74th amendments to the constitution have provided the scope for achieving this alternative. There is scope for local governments to make plan for land use, adequate sanitation & sewerage system, solid waste management, organic fertilizer manufacturing, etc. and at the same time which are to be ecologically sustainable. Hence it demands the discussions and interactions among the policymakers, academicians and other interested persons.
