OMFED invites sealed tender for supply and treatment chemicals of Cooling Tower of our Bhubaneswar Dairy .
The interested bidder may collect the tender paper from OMFED, Bhubaneswar Dairy, Bhubaneswar-751017 on
payment of Rs.525/- (Rupees five hounded twenty five only) for the above in shape of A/C payee demand draft
drawn in favour of OMFED, Bhubaneswar or payment of cash up to 07/04/2015, 10.30 A.M and send/submit the
complete offer with EMD in shape of Bank draft equivalent to 1% the offered value which may reach us on or
before 07/04/2015,11.00 A.M. The tender documents may also be downloaded from our web site
www.omfed.com and the cost of tender paper must be deposited at the time of tender. The technical bid and
commercial bid may be submitted in two separate envelopes with proper identification. The technical bid would
be opened at 11.30Am on 07/04/2015 at Administrative Block of Bhubaneswar Dairy in presence of interested
bidders.
The Federation reserves the right to reject any or all the tenders without assigning any reason. Any modification or
alternation in the process shall be available in website only. The establishment registered under the Act of Small
Scale Industry and Middle scale industries are exempted for depositing EMD and tender cost.

Technical parameters of the bid
1.Introduction:
Condensor Cooling water
The Chemical treatment of cooling water is required to inhibit the problems of scaling corrosion
& microbiological growth. The treatment shall be carried out throughout the year for
Bhubaneswar Dairy-I , Bhubaneswar dairy-II and New Product Plant having atmospheric
condensers.

3.Scope of works
A. Supply
The bidder shall workout the requirements of the chemicals on the basis of the described data for
a period of two years. In case any further data is required, the technical persons of the company
may visit the site (except Wednesday)between 9A.M to 11A.M within 07/04/2015 & meet Asst.
Manager(Maint) to assess the requirements. Any tests to be done by the company prior to
submitting their offer shall have to be done at their own cost. Samples will be provided to the
authorized representative of the company on written request. The company shall submit their offer
based upon their assessment of consumption for 24 months. The offer must give the breakup of
the cost & rate of consumption of each chemicals. The company shall supply the required
chemicals at our stores against our purchase orders. The chemicals shall be procured & stocked in
our stores
in phases & the volume shall depend upon rate of consumption and pack size.
Representative of the company shall monitor the stock position & advice the related section of
Bhubaneswar dairy for appropriate purchase actions from time to time during the contract period.
B. Dosing & Monitoring
The bidder shall depute its authorized representative for dosing of the chemicals, as & when
required, as per their recommendations .The bidder shall also arrange for regular sampling &
testing ( at least once in month) to monitor the physicals & chemicals parameters required for
operation of the Refrigeration steam.
C. Pre-treatment & Passivation
The bidder, through its authorized representative shall take all necessary steps for pre-treatment &
passivation, if required. The chemicals required, its dosages & total requirements for the said
period must be separately mentioned in the offer.
D. The certificate may be furnished that the chemicals to be supplied by the bidders are not
harmful to the environment.
E. An EMD of 1% of the total contract value may be deposited along with the offer, in shape of
demand draft of any nationalized bank in favour of “OMFED” payable at Bhbaneswar.EMD shall
be refunded after a period of 3 months of the date of last supply of chemicals for successful
bidders and after a period of 06 months from the date of opening of bids for unsuccessful bidders.
Offers received without EMD and tender cost shall not be accepted.
F. The brand name of the chemicals ,manufacturer details, list of the customers belong to
Cooperative dairy sector or the dairy plants managed by National Dairy Development Board,
Ananad may be mentioned.
G. An affidavit may be furnished that the bidder has not been black listed by any institution
during the last ten years.
H. The certificate about the production capacity of the manufacturing units of the items quoted by
bidder may be furnished.
I. The updated ITCC & STCC may furnished.
J. The contract shall be a turn-key one .i.e. supply, application, monitoring & corrective action
shall be within the bidders’ scope and the offer for only supply of materials would not be
accepted. The period of contract shall be for two year for which the rate may be kept valid.
K. After qualification of technical bid the Commercial bid shall be opened. It may be on the same
date or at later date. In the event of the operating of the price bid in later date the advance
information shall be given.

Commercial parameters of the bid
A. The price of the material for supply by either the manufacturer directly or by their local dealer,
must be quoted on ED, PF & VAT inclusive F.O.R Bhubaneswar dairy store basis.
B. No additional expenditure would be incurred by us for deployment of the personnel of bidder
for dosing and monitoring. Further the total cost involvement both for supply and treatment in
segment wise may be mentioned properly.
C. The payment for each phase of supply would be released within 30days of acceptance of the
stock.
D. The contract/purchase order shall be liable to cancelled if the expected results are not achieved
at any point of time within the contract period.
E. The bidder is expected to submit their offer on the own letterhead giving all the details &
calculations of the total value of supply for a period of 24 months.
F. The prices & quantities mentioned in the offer shall be taken a final & binding. No correction
shall be made on these accounts during technical discussions, if any, after the bids have been
opened.
G. Before despatch of each phase of supply the Orissa way bill would be sent to book the
consignment.
In the event of nonperformance the materials shall be lifted by the bidder at his risk and expenses.
H. Declaration to be filled up by the party in letter pad.
