BACKGROUND:
Basketball Australia over the past number of years have released various recommendations
regarding the implementation of the new FIBA rules, particularly focusing on those rules which
impact on court markings and technical equipment.
“The major areas of concern for basketball are the implementation of these new markings,
especially because the number of courts that are involved means that the work needs to be
done progressively rather than at one time. This means that certain venues and certain courts
within a particular venue will progressively have different markings over the next few years. The
major issue is to provide clarity as to the effect of these potential differences upon the
operations of our competitions, firstly in 2010 and beyond.”
IMPLEMENTATION of COURT MARKINGS and TECHNICAL EQUIPMENT:
Basketball Victoria’s Implementation Plan (taking into consideration the BA National
Implementation Plan)
1. The FIBA court markings shall be applied for all new courts and belt sanded courts from
August 2008. However, the existing 3-point line (6.25m) should also be marked.
(3 point lines should be marked in different colours – the 6.25m line in white and 6.75m
in either red, green, blue, yellow or black)
Note: Should your 6.25m 3 point line be marked in a colour other than white then the
6.75m line needs to be in an alternate colour from those listed above.
2. Associations considering tendering for National Junior Championships from 2011 and
beyond will require the full new court markings, plus the existing 3-point line (6.25m).
PLUS the shot clock modification to allow the clock to be reset to indicate 14 seconds.
3. For purely domestic courts, it is up to the discretion of the association as to whether they
apply the new 3-point line, with a mind on the ability to fixture such games.
4. If domestic courts are considering installing shot clock facilities, the modification to allow
the clock to be reset to indicate 14 seconds should be included.

Both the VJBL and Big V have conducted a full review of the FIBA rule changes and
implemented some during the 2011, 2012 and now during the 2013 seasons.

Art. 2.4.3 – The Key
The restricted area (“The Key”) has been changed to a rectangle 5.8m by 3.6m.
Implementation:
Both restricted area markings will be accepted for 2013 – there
has been no change to the rules and interpretations related to the
restricted area.

Art. 2.4.4 – 3 Point Line
The new three-point line has been extended from 6.25m to 6.75m. Both lines shall be in place
(if the new markings are applied). The related rules and interpretations remain unchanged.
Implementation:
The new 3-point line (6.75m) shall be the only line used for
Championship Division VJBL - Under 16, Under 18 and Under 20
Games.
The old 3 –point line (6.25m) shall be the only line used for VJBL
non-Championship Division Games and all Under 12 and all Under
14 VJBL games.
The new 3-point line (6.75m) shall be the only line used for the
2013 Big V season.
Art. 2.4.7 – No Charge Semi-Circle and Art. 33

No-charge semi-circles, each with a radius of 1.25 metres, will be drawn on the court
from centre point immediately below each basket. Each semi-circle will have a radius of
1.25m. Art 33.10 describes the rule related to these areas.
The purpose of the no-charge semi-circle rule is not to reward a defensive player
who has taken a position under his own basket in order to draw a charging foul
against an airborne offensive player who is in control of the ball and is
penetrating towards the basket.
For the no-charge semi-circle rule to be applied:
a.
The defensive player shall have both feet inside the semi-circle area (see
Diagram below). The semi-circle line is not part of the semi-circle area.
b.
The offensive player shall drive to the basket across the semi-circle line and
attempt a shot for a field goal or pass while airborne.

The no-charge semi-circle rule is not to be applied and any contact shall be judged
according to normal regulations, eg. cylinder principle, charge/block principle:
a.
For all play situations occurring outside the no-charge semi-circle.
b.
For all play situations occurring outside the no-charge semi-circle area, also
developing from the area between the semi-circle area and the end line.
c.
For all rebounding play situations when, after a shot for a field goal, the ball
rebounds and a contact situation occurs.
d.
For any illegal use of the hands, arms, legs or body by either offensive or
defensive player.
Implementation:
WILL NOT be implemented throughout all VJBL competitions in 2013.
The previous rule interpretations shall apply.
WILL be implemented throughout all divisions of Big V for 2013. If there are
no markings the previous rule interpretations shall apply.
Previous Rule Interpretation:
When an offensive player drives into the key from in front of the backboard and causes normal
basketball contact against a defender who is under or beyond the basket an offensive foul shall
not be called, provided
a) The offensive player is in control of the ball while airborne and attempts a shot or passes;
b) The defensive player has established a legal position (before the offensive has become
airborne) under or beyond the basket area;
c) The offensive player does not illegally use hands, arms, legs or body.
Comment:
It should not be a major focus in domestic and/or grassroots programs,
where consideration should always be given to the severity of the contact,
how/when/why it occurred etc.)

Art 4 – Uniforms and Equipment
Teams shall use numbers from four (4) to fifteen (15). National federations have
the authority to approve, for their competitions, any other numbers with a
maximum of two (2) digits.

VJBL approves the use of numbers 4-15, 20-25, 30-35, 40-45, 50-55
Big V approves the use of numbers 1-15, 20-25, 30-35, 40-45, 50-55
SEABL approves the use of numbers 1-15, 20-25, 30-35, 40-45, 50-55
Basketball Australia has recommended that competitions only
consider using numbers, 4-15, 20-25, 30-35,40-45,50-55.
Art 4.3.1 – Uniforms and Equipment
Socks of the same dominant colour must be worn by all players on the team.
Mouth guards must be non-coloured and transparent.
Non-coloured transparent taping of arms, shoulders, legs etc

Not adopted for VJBL & Big V in 2013
Art. 4.4.2 – Other Equipment

Additions have been made to the list of “other equipment” that players may legally wear.
(a) Compression sleeves may be worn provided they are of the same dominant colour
as the team shirts.
(b) Compression stockings may be worn provided they are of the same dominant colour
as the team’s shorts. If worn on the upper leg the stocking must end above the knee; if
for the lower leg it must end below the knee.
One previously permitted item has been removed and consequently is not permitted.
- Undergarments that extend below the shorts of the same dominant colour as the
shorts.
Implementation:
Adopted for VJBL & Big V in 2013
SEABL players wishing to wear compression stockings must provide a
medical certificate.
Art. 7. – Coaches: Duties and Powers

Either the coach or the assistant coach, but only one of them at any given time, is permitted to
remain standing during the game. They may address the players verbally during the game
provided they remain within their team bench area. The assistant coach shall not address the
officials.
Implementation:
Adopted for VJBL & Big V in 2013 and beyond.
Art. 9.4 – Beginning of the Game

For all games, the first named team in the programme (home team) shall have the team bench
and its team’s own basket on the left side of the scorer’s table, facing the playing court.
However, if the two teams agree, they may interchange the team benches and /or baskets.

Before the first and third period, teams are entitled to warm-up in the half of the playing court in
which their opponents’’ basket is situated.
Implementation:
Adopted for all VJBL competitions.
Big V home teams are to inform the League of their nominated team bench
area on Monday prior to the game.
SEABL home teams are able to select their nominated team banch and
basket at the game.
Art. 29.1 – 24 Seconds

A team who gains control of a live ball on the playing court must attempt a shot for a field goal
within 24 seconds.
Implementation:
WILL be implemented for all VJBL Under 20 Competitions, all U/14’s, U/16’s,
& U/18’S Championship Competitions in 2013. (As per the VJBL Timing
Rules in the Rules of Operation)
Not used in any other VJBL Competitions.
Used in all Big V Games

Art. 29.2.1 – 14 second reset
If the game is stopped by an official for a foul or violation (not out of bounds) and the ball shall
be awarded to the same team that previously had control of the ball, and the throw in is
administered in the backcourt, the 24 second clock shall be reset to 24-seconds.
If the throw in is to be administered in the frontcourt, the 24-second clock shall be reset as
follows;
1. If 14 seconds or more remained on the 24-second clock at the time the game was stopped,
the 24-second clock shall not be reset but shall remain the same.
2. If the resulting throw-in is to be administered in the frontcourt and 13 seconds or less are
displayed on the 24-second clock at the time the game was stopped, the 24-second clock shall
be reset to 14 seconds.
Implementation:
This will be used for the Championship Division for both Men and Women
in the Big V competitions for the 2013 season.
Not adopted for VJBL & the remainder of Big V in 2013.
CONCLUSION:
The above clarification and explanation of the new court markings and their associated rule
changes are expected to be implemented in their entirety by January 2013 (Basketball Australia
time line document)

The Technical Officials Committee, Basketball Victoria and the VJBL and Big V Competitions
have provided these rules to ensure parity and consistency of the rules effected directly by the
requirements of technical equipment changes.
It is important to understand basketball in Victoria have agreed to implement all the other new
FIBA rules as written.
The Technical Officials Committee, Basketball Victoria and their associated competitions will
review the situation at the end of the 2012 season and as a result provide clear rule
implementations for the 2013 season and beyond.
