Michigan’s Unemployment Insurance Agency
Unemployment insurance (UI)provides temporary unemployment benefits to
eligible workers who become unemployed through no fault of their own and who
are either looking for new jobs, in approved training, or awaiting recall to
employment. In Michigan, some unemployed workers may be eligible for
extended benefits under the federal emergency unemployment compensation
program until December 31, 2009. This will provide up to an additional 20
weeks of benefits to unemployed workers who have exhausted their state
unemployment benefits. Further, because Michigan is considered a high
unemployment state, unemployed workers will receive up to 13 weeks of
additional benefits for a total of up to 33 weeks of emergence unemployment
compensation. In addition, the American Recovery and Reinvestment Act
provides federal funding to increase regular and emergency unemployment
benefits
by $25 per week through the end of 2009.

The Dislocated Worker Program provides workforce investment activities that
increase the employment, retention, earnings, and occupational skill level of
participants. Eligible dislocated workers include individuals who have been
terminated, laid off, received a notice for termination or layoff, employed at a
facility that will close within 180 days, among others.

Services available under the youth program include tutoring, study skills
training, alternative secondary school offerings, summer employment
opportunities, paid and unpaid work experience, occupational skill training,
leadership development opportunities, supportive services, adult mentoring,
follow-up services, and comprehensive guidance and counseling. ARRA also
raises the age of eligibility for youth services provided with the additional funds
through age 24 to allow local programs to reach young adults.

COBRA Continuation Coverage:

U.S. Department of Labor
To provide individuals and their families with a premium subsidy of 65 percent
of the COBRA continuation premiums for a maximum of 9 months of coverage
only with respect to involuntary terminations that occurs on or after September
1, 2008, and before January 1, 2010. The full premium subsidy is limited by a
taxpayer's adjusted gross income (AGI), $125,000 for individuals and $250,000
for joint filers and is phased out for individuals with an AGI between $125,000
and $145,000 and families with an AGI between $250,000 and $290,000. It
provides a special 60-day election period for a qualified beneficiary who is
eligible for a subsidized premium and who has not elected COBRA continuation
coverage as of the date of enactment or who is no longer enrolled on the date of
enactment, for example, because the beneficiary was unable to continue paying
the premium.
Recession-related job loss threatens health coverage for many families. This
provision is intended to provide targeted assistance to individuals and families
who have been involuntarily terminated to enable them to afford premium
payments for health insurance coverage under COBRA. The Joint Committee
on Taxation estimates that this provision would help 7 million people maintain
their health insurance by providing a vital bridge for workers who have been
forced out of their jobs in this recession.

Michigan has many health care programs available to children, families, and
adults who meet certain eligibility requirements. The goal of these health care
programs is to ensure that essential health care services are made available to
those who otherwise would not have the financial resources to purchase them
All of the health care programs in Michigan have income limits and some
programs also have an asset limit. These income and asset limits vary with
each program.
If you need help with past, unpaid medical expenses, your coverage may begin
three months before your application month. Ask about retroactive medical
coverage.
Once you have been determined eligible for Medicaid you will receive a
mihealth card. Each member of the family receives their own card. Do not
throw this card away. Most people who receive Medicaid must join a health
plan. You will need to show your mihealth card and your health plan card
when you receive medical services

MDCH helps individuals find programs that they may be eligible for that can

You may qualify for help to pay your Medicare expenses if you are elderly or
disabled with low income or limited assets. To get these savings, you MUST be
eligible for or receiving Medicare Part A. If you are not sure if you are receiving

at 1-800-772-1213 to ask. To qualify, you must have the following: monthly

MiChild
MiChild is a health insurance program available to uninsured children of
Michigan’s working families. Services are provided by HMO’s and other health
care plans. MiChild covers: regular checkups, shots, emergency care, dental
care, pharmacy, hospital care, prenatal care and delivery, vision and hearing,
mental health and substance abuse to name a few. There are NO co-pays or
deductibles.
To qualify, children must be: US Citizens, live in Michigan, under the age of 19,
have no health insurance and meet the income requirements.

Job Corps is a no-cost education and career technical training program
administered by the US Department of Labor, designed to help young people
ages 16-24 receive career technical and academic training. Job Corps pays

offers housing to up to 120 male students and 120 female students in several

Home Ownership Services may help prevent loss of a home, providing services
such as: house payments (mortgage or land contract payments), including
principal, interest, legal fees and escrow for taxes and insurance; property taxes
and fees; mobile home lot rent for owners and purchasers of mobile homes; and
insurance coverage required by mortgage or land contract. The lifetime Home
Ownership maximum is $2000. Home Ownership Services cannot be approved if
the emergency was client-caused. A client-caused emergency is when an individual
fails to pay required payments for the six(6)-month period prior to the month of
application. Good cause may exist (except for property taxes) as a basis for an
applicant’s failure to prevent an emergency. The total amount of taxes past due for
all years does not exceed $2000.

Michigan Department of Human Services (DHS)
State Emergency Relief (SER) assists with home repairs to correct unsafe
conditions and restore essential services. Eligible home repairs may include
repair or replacement of a non-functioning furnace, hot water heaters or septic
systems. The lifetime maximum for energy-related home repairs (furnaces) is
$1,500. Home repair payments are made only if the repair is essential to remove
a direct threat to health or safety or is required by law or a mobile home park
regulation. The repairs(s) must restore the home to a safe, livable condition.
Individual requesting is the owner or purchaser of the home, or holds a life
estate or life lease on the home with the responsibility for home repairs; the
home is the individual’s permanent, usual residence; the home is not listed for
sale; the home is not in jeopardy of loss, and the ongoing cost of maintaining the
home is affordable to the individual (Total housing costs cannot exceed 75% of

MichiVan VanPool and Commuter Services
MichiVan connect people to commute together on a regular basis. Riders share a
fee that covers the vanpool share, the cost of the vehicle, maintenance,
registration and insurance. Riders usually meet at a designated pick-up location
or a Park and Ride Location. Vanpoolers are also eligible to receive federal tax
incentives for vanpooling and the State of Michigan provies subsidies to both

AT&T Michigan offers a telephone assistance program to make basic phone
service more affordable to eligible customers. Benefits include 50 percent
discount on-line connection, monthly discount on basic service over $10.00 and

Michigan Home Heating Credit (HHC)
HHC is designated to assist low income families living in Michigan with the cost
of heating their homes. The HHC is federally funded through the Low Income
Home Energy Assistance Program (LIHEAP), US Department of Health and
Human Services. The Michigan Department of Treasury is responsible for
processing the Home Heating Credit claim and issues payments.
To be eligible, your household income level must fall within designated limits,
your home must be in Michigan and it must be where you maintain a
permanent residence, you are not a full-time student who is claimed as a
dependent on another person’s income tax return, and you did not live in a Care
facility for the entire tax year.

The Heat and Warmth Fund (THAW)
THAW is an independent non-profit agency that provides low-income individuals
and families with emergency energy assistance. During the 2007-2008 heating
season, THAW distributed more than $10,928,000 in energy assistance to more
than 9,000 households.
THAW programs begin each year in January and operate as long as funding is
available. In addition, every November, the Early Emergency program restores
service for qualified households before the winter season. Households requesting
assistance must have: a shut-off notice (except seniors, age 62+ who are
exempt), an immediate need for heating fuel, a residential utility account in their
own name at their primary residence in a THAW service area, discussed their
bill with the utility company, an annual household income less than 200% of
federal poverty guidelines, applied for all other public and private resources for
energy assistance (if eligible), and made payment of $200 on the utility account
in the past six(6) months. Approved assistance payments are made directly to
the utility or fuel provider. Applicants receiving THAW utility assistance may be
required to attend an Energy Education Workshop.
IMPORTANT: Applicant MUST keep a budget agreement with their utility
provider. If the applicant calls to remove their account from the budget, the
THAW cash/and/or utility match (if applicable) will not be applied or will be
removed from customer account.

Michigan’s Weatherization Assistance Program
Michigan’s Weatherization Assistance Program (WAP) is a federally funded, lowincome residential energy conservation program. The program provides free
home energy conservation services to low-income Michigan homeowners and
renters.
Services include: wall insulation, attic insulation and ventilation, foundation
insulation, air leakage reduction, smoke detectors, and dryer venting. A trained
inspector will assess the eligible swellings for energy conservation needs. A
typical inspection will include Blower Door testing for air leakage, Combustion
Appliance testing for safety and efficiency, and a Health and Safety inspection. A
computerized audit is the basis for determining which measures are most cost
effective for each individual dwelling.
Eligibility is based on household income being at or below 200% of the federal
poverty guidelines. Recipients of the Family Independence Program (FIP)
administered by the Department of Human Services (DHS) or those who receive
Supplemental Security Income (SSI) automatically qualify for this no-cost
program. Only local Weatherization Operators can make eligibility
determinations for this program due to many variables.
