General Rules
(EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY
THE RULES AND SPECIFICATIONS OF THE CURRENT USEF
RULE BOOK WILL BE CONDUCTED AND JUDGED IN
ACCORDANCE THEREWITH.)
USEF MEMBERSHIP STATEMENT Life, senior active and junior
active members shall be eligible to participate in all classes at
Regular Competitions, Eventing Competitions at the Preliminary
Level or above and Combined Driving Competitions at the Advanced
Level, Dressage, Reining and Vaulting Competitions and Endurance
Rides. A nonmember may participate as a handler, rider, driver,
owner, lessee, agent, coach or trainer at Regular Competitions,
Eventing
Competitions,
Dressage
Competitions,
Reining
Competitions and Combined Driving Competitions upon payment of
a $30 nonmember registration fee. Participants in the following
classes are exempted from the Requirements of this rule: 1) leadline;
2) exhibitions; 3) games and races; 4) classes for 4-H members; 5)
walk trot and academy classes (academy classes are classes limited to
horses used regularly in a lesson program); 6) USDF introductory
level tests, pas de deux and quadrille classes; 7) NRHA Endorsed
Reining Competitions. 8) Opportunity classes, 9) citizens of other
nations who have proof, in English, of current membership in good
standing of their own National Federation, 10) USEA beginner novice
division; and 11) assistant handlers in Dressage Sport Horse
Breeding classes.
ENTRIES CLOSE AND MUST BE POSTMARKED NO LATER
THAN APRIL 10, 2015, to be included in the program and avoid
post entry fees.
UNITED STATES EQUESTRIAN FEDERATION RULES do not
require the inclusion of full judging specifications in prize list and
programs of approved shows, except classes not listed in the USEF
Rule Book.
ENTRIES MUST BE IN WRITING AND: signed by the Trainer (if
you do your own training, you must sign) as well as the owner and the
ride/ driver/ handler. No entries will be accepted over the telephone. All
entries must be accompanied by the TOTAL ENTRY FEES, TOTAL
STALL FEES, AND USEF FEES, payable in US dollars. All open
checks on file in the show office will be closed and deposited at the
end of the show.
There will be a $50.00 fee charged in addition to any bank charges on all
returned checks. Checks returned for any reason must be replaced by
Cash, Cashiers Check or Money Order. No one will be allowed to show
if a bad check or handling fee is outstanding. An Exhibitor will be
notified of the returned check and if not settled within 10 days will be
turned over to USEF for settlement. Show Management reserves the
right to not accept personal checks from any exhibitor who has had a
check returned to the show by the bank. Cash, Cashiers Check or Money
Orders only will be accepted from those exhibitors. Personal checks will
not be cashed at the show office or Canadian money exchanged for US
Money.
POST ENTRY FEES: Post entry fees will be accepted for entries
POSTMARKED AFTER the closing date of April 10, 2015, until one (1)
hour before the session in which the class is to be held and requires the
signature of exhibitor, agent or trainer. Post entry FEE is $7.00
additional fee per class for regular classes and $10.00 additional fee per
class for Championship classes. NO POST ENTRY FEE FOR AMHA
MEDAL CLASSES OR LEADLINE. Post Entries for dressage classes
will only be accepted as scratches and availability allow. The show
management reserves the right to reject any entry, as well as cancel or
combine classes as necessary.
APPEAL PROCUDER FOR EMERGENCY POST ENTRY: In
extreme circumstances, and upon payment of a $50.00 fee, in
addition to regular entry and post entry, a late entry will be
accepted into a class after the one (1) hour deadline has passed.
CHANGE IN ENTRIES: Where exhibitors, trainers or stables wish to
make a change in entries in any class, they are required to follow the
procedure of scratching the existing entry and making a new entry with
the Show Secretary’s Office. Such changes shall be treated as post entries
and charged the post entry fee. In the event of injury to a horse
(Veterinarian’s Certificate is required); exhibitors may post enter another
horse in the same classes at the rate of $7.00 additional per class.
PURSE MONEY and AWARDS: Purse money will be mailed
approximately 30 days following the show and be divided as follows: For
the Championships/Stakes, the 1st place winner will receive 100% of that
prize money (Winner Take All). Trophy and ribbons will be awarded to
sixth place except for Junior Exhibitor which will be awarded to 8th place.
Championship Classes will be awarded ribbons to sixth place.
FAILURE TO SHOW AN ENTRY: will constitute a forfeiture of entry
fees, except with a Veterinary Certificate which must be filed with the
Show Secretary prior to the first class in which the horse is not shown
unless excused by the Show Veterinarian. A $15 Office Charge will be
made on all cancellations of entries. NO REFUND ON STALLS WILL
BE MADE UNLESS THE SHOW SECRETARY IS NOTIFIED 10
DAYS PRIOR TO THE BEGINNING OF THE SHOW including
classes cancelled due to severe weather or other emergency. See USEF
GR832 and USEF GR912. Refunds will be mailed approximately 30
days following the close of the show.
The show management may cancel classes which have not filled (at least
3 entries). If an Equitation or In-Hand class does not fill, it may be
combined with the next older age group and exhibitors will be notified.
This show will use the one-judge system. The Judge’s decision in all
classes will be final.
Cross entry from Morgan Classic Pleasure to Morgan English Pleasure
and Morgan Pleasure Driving is permitted provided shoeing requirements
are met.
GATE HOLD: must be requested prior to the start of a performance. It
will be granted only when horse/rider are in consecutive classes and shall
not exceed 3 minutes
SHOW OFFICE: will open at 12:00pm Tue, May 5th. The telephone
number to the show office is (360) 805-6711. There will be a $25 Office
charge per owner. This fee includes ONE program. Additional programs
may be purchased in the show office.
THE EMERGENCY VETERINARIAN’S name and phone number for
the show will be posted on the Show Office door.
MOTORIZED VEHICLE STATEMENT: In accordance with
GR901.29: Minors who do not have a Valid driver’s license which
allows them to operate a motorized vehicle in the state in which they
reside will not be permitted to operate a motorized vehicle of any
kind, including, but not limited to, golf carts, motorcycles, scooters,
or farm utility vehicles, on the competition grounds of licensed
competitions. Minors who have a valid temporary license may operate
the above described motorized vehicles as long as they are
accompanied by an adult with a valid driver’s license. Violations of
this rule will be cause for sanctions against the parent(s), guardian(s)
and/or trainer(s) who are responsible for the child committing the
offense. Penalties may include exclusion of the child, parent(s),
guardian(s), and/or trainer(s) from the competition grounds for the
remainder of the competition and charges being filed against any of
the above individuals in accordance with Chapter 6. Wheelchairs and
other mobility assistance devices for individuals with disabilities are
exempt from this rule.
CAMPER HOOKUP: $30.00/35.00 per night. There are 87 camper
hookups available on a first PAID first served basis. Trucks, campers, etc.
parked in hookup spots but not hooked up will still be charged the
hookup fee of $25 per night. Please pick up your camper permit at the
show office. Showers available.
STABLING POLICY: There are 312 10x10 permanent stalls with a
five foot wide front sliding door. ALL STALLS are $120 each.
Bedding: In lieu of having to purchase individual baled shavings,
the show will be providing bulk shavings at the cost of $35 per
horse stall & includes disposal. Shavings will be available in 2
locations on the fairgrounds. Each horse stall will be bedded upon
arrival, check in at office for details. We ask that you use
discretion when bedding your horse stalls throughout the 4 days
of the show, in the event the bulk shavings run out, baled shavings
will be available for purchase (price to be determined at show).
Those wishing to be stabled together MUST FILL OUT THE
STABLING REQUEST ON THE ENTRY FORM, AND GET THE
ENTRIES IN EARLY AND TOGETHER. Stalls must be paid as a
whole. Trainers splitting the cost of tack stalls, etc. with their clients
must make these arrangements personally and not through the Show
Office. Stabling will be available from 8:00am Tuesday May 5, 2015 to
8:00am. Sunday, May 10, 2015. ABSOLUTLY NO HORSES WILL
BE ALLOWED ON SITE PRIOR TO TUESDAY AT 8:00am, set
ups are allowed to begin after 5:00pm Monday May 4,, 2015. Please
notify the Show Secretary ahead of time if you will need stabling either
before or after these dates. Early or late stabling will be charged at $30.00
per night, payable to the Key Classic. A check must accompany the
request or the stalls will not be reserved. Dressage Stabling will be
available from 8:00AM Tuesday May 5, 2015 to 8:00 p. m. Wednesday,
May 6, 2015. The stabling fee will be $35.00 payable with entry. These
stalls are located on the outside of barn 105. The stall chart will be
posted on the guard booth at the entrance of the facility. Stall
assignments are determined by the years of participation
and financial support. Stall fees must accompany all entries.
Please indicate by name, on stall request, if you wish to be stabled
near someone.
HAUL IN: Fee of $25.00 per day, per horse will be charged for those
showing out of their trailers. Horses may not stay in trailers overnight and
must be attended at all times. Please check in at the Show Office.
YOUTH OF THE YEAR CONTEST – DETAILS/SCHEDULE
WILL BE AVAILABLE AT SHOW OFFICE ON MAY 6th.
HIGH POINT JR EXHIBITOR PERPETUAL TROPHY Sponsored
by Chandel Morgans, Dean and Pam Ellingsen, Smithville, MO. This
Perpetual Trophy to be awarded to the High Point Junior Exhibitor of the
Key Classic Benefit Show. Classes to count: All Junior Exhibitor
Performance classes, i.e., Western Pleasure, English Pleasure, Hunter
Pleasure, Pleasure Driving and Classic Under Saddle and Driving (no
open classes to count); Showmanship, Equitation including Medal
Classes. Points to Count 8,7,6,5,4,3,2,1. The classes will be calculated
on a one horse one rider combination. In other words, you can ride more
than one horse, but points will not be combined. Points will count for
same horse same rider in any combination of disciplines, i.e. same horse
and rider in Western, Hunter, Driving, English Pleasure and Classic.
HIGH POINT WALK-TROT TROPHY. All Walk-Trot classes to
count. one rider, one horse combination. You can ride more than one
horse, but points will not be combined. Points to count 8,7,6,5,4,3,2,1.

To ensure a smooth and successful show, all exhibitors are asked to read
and adhere to the following rules. Blatant disrespect of the rules may
constitute grounds for elimination.
NO SMOKING IN THE ARENA OR BARNS
PARKING AREA: BY ORDER OF THE FIRE MARSHALL;
Vehicles may not be parked within 100 feet of the barns. Vehicles in the
barn area must be loading or unloading only.
BARNS: The fairgrounds will no longer allow stall front/panel removal,
under no circumstances is one permitted to disassemble any of the stalls
or parts of the barn. To do so will jeopardize further use of the facilities.
OUTSIDE BARN DECORATIONS: Request to display decorations
outside the barns should be submitted to the Evergreen State Fairground,
one month prior to set up.
BLOCKING OF BARN EXITS & AISLES: (BY ORDER OF FIRE
MARSHALL) Decorations, signage or temporary structures may not
cover or block any building exit aisle way or cover any fire extinguishers,
fire hoses, phones or electrical panels.
NO! SCOOTERS, SKATEBOARDS, BICYCLES, ROLLER
BLADES, MOTORIZED CARTS AND MOTORBIKES. (From
Snohomish County Risk Management Office) These vehicles are not
allowed on the fairgrounds and will be confiscated until end of show.
DOGS ABSOLUTLY No Dogs allowed in the Equestrian Park.
This includes BARNS, ARENAS and WORK-OUT AREAS.
(Exception: Assistant dogs, seeing-eye dogs, dogs for the hearing
impaired, etc.) Dogs that are brought to the fairgrounds MUST BE
KEPT SECURED TO THE PARTICIPANT’S RV OR TRAILER in
the outside parking areas only. Owners are required to clean up after
their dogs. Dogs that cause disruptions must be removed from the
fairgrounds. Promoters, show officials and fairground gate attendants
and personnel have the authority to enforce this requirement.

DRESSAGE – Morgan Only
Dressage tests will be performed in the main indoor arena in a standard court. A competitor who does not enter the arena within 45 seconds after the entry
bell is rung for his/her ride shall be eliminated. Tests may be called during the competition. Announcing the test is limited to reading the movement as it is
written, once only. Unauthorized assistance by anyone is prohibited and is cause for elimination. Per USEF regulations, numbers must be worn at all times
when a horse is being exercised or ridden.
For the Musical Freestyle class, CDs are the only acceptable media. CDs and instructions must be handed in at the show office to the show secretary or her
designee no later than 7 PM on Wednesday. A sound check will be available at 8 PM
Riding Test times will be sent prior to the beginning of the show. Entries in this section are limited and must be in the hands of the show secretary by the
closing date. Post entries for Dressage will only be accepted as scratches and availability allow. The Show Management reserves the right to reject any
entry, as well as cancel or combine classes as necessary. Management also reserves the right to change the order of the classes as they are listed in the prize
list. Competitors in affected classes will be notified.
USEF Rule 120.5. At any time while mounted on the competition grounds, all riders under age 18, all riders while on horses competing in national
level tests, all riders competing in Para-Equestrian, and all riders while on non-competing horses, must wear protective head gear as defined
by this rule and otherwise in compliance with GR801.

Competitors to enter the ring in a counterclockwise direction at a normal trot. Horse must have natural action. Elevation and high knee action are
not to be emphasized. Horses must be balanced and show vitality, animation, presence, clean fine limbs and supreme quality typical of the breed
shown. Soundness is required. Light contact must be maintained with all reins at all gaits. Horses may be shown with a braided mane and tail.
Braids may be secured with tape, yarn, or rubber bands. Decorations are prohibited. Bridle shall be light, show type; either snaffle, double (full)
or pelham. Kimberwicke bit is permitted. Browbands and cavesson other than dressage types are prohibited. Unconventional tack such as figure
eight, drop, or flash nosebands are not permitted. English saddle of any type is required. Girths of either leather, white web, nylon string or
suitable material. Martingales, breastplates not allowed. Acceptable Hack attire is required. It consists of conservatively colored coat, breeches
and boots. A conservatively colored hunting cap or derby is required. Formal attire consisting of white breeches, top hat and tails may be worn.
Spurs, whip or crop optional at the exhibitor’s discretion.
GAITS: WALK - a four beat gait: Straight, true and flat-footed. TROT - a two-beat gait: Free-moving, straight, rider maintaining light contact
with the horse’s mouth at all times. CANTER - A three-beat gait: Straight on both leads, smooth. Normal, collected and extended gaits to be
called for both ways of the ring. Rider will post the normal trot, sit the collected trot and post the extended trot. Refer to USEF NS148-NS151. At
the discretion of the judge, horses while on the rail may be asked to halt and rein back. Horses shall be able to perform all of these gaits with a
noticeable transition between the normal, collected and extended gaits. Horses must appear to be under complete control and easily ridden.
Obedience is of prime importance. To be judged on performance, manners, quality and conformation. NOT USEF.
138. Lead Line 6 years and Under - OTAB
**ONE RIDER PER MOUNT**MINIMUM AGE OF RIDER 2-1/2 Years
Open to beginning riders 6 years and under and disabled riders on mares or geldings. To be led from the ground by a senior (18 years or older).
Safety is of the utmost importance in presentation, tack and attire. It is required that equipment fit the rider with rider's feet in the stirrups. Failure to
comply will result in elimination and the entry will be asked to leave. Attire of the rider shall include Saddle Seat, Hunter Seat, Western Seat,
Dressage Seat, Side-Saddle, or Roadster silks. Protective headgear must be worn by riders in lead line classes at all times while mounted. (See USEF
GR801 EC Eff 03/21/11). Rider and leader's apparel does not have to match. The rider should be in control of the reins, but the leader must hold a
lead that is attached to the bridle/headstall appropriate to the saddle used. To be shown both ways of the ring at a walk only. Riders may not be tied in
the saddle in any way. Riders may be lined up side by side or head to tail. Not to mount or dismount. Entries will not be asked to back. Judged on
seat, hands and general horsemanship. Suitability of mount to rider to be considered. No cross entry to any other ridden/driven class in this show.

Open to all saddle seat equitation riders, 17 years of age and under, riding a mare or gelding of any breed. No minimum number of entries is required
to fill a class. Showmanship is paramount throughout the class. Riders compete at the walk, trot and canter both ways of the ring, line up, and a
minimum of the top four (4) riders must be worked individually at the mandatory workout; more may be worked at the judge’s discretion.
Showmanship is a primary factor throughout the class, therefore , “Show Your Horse” is no longer a necessary or acceptable test. The mandatory
workout in all qualifying competitions (except Walk/Trot classes) is: “Trot a serpentine to the opposite end of the ring. Return down either rail at a
show trot.” The proper calling of the gaits shall be “walk, show trot and canter”. One UPHA Challenge Cup win eliminates that rider from further
competition in qualifying classes that season, with the exception of the 11 and Under age group See USEF Subchapter EQ-3, EQ118.17e.2. Judging
is based on 60% rail work and 40% on the individual workout. The first four places are eligible for the Chapter Championship. The winner of this
class is also eligible for the UPHA National or Junior Challenge Cup Championships. See USEF EQ118.17b
Open to Mares & Geldings only. Horses to be fitted and shown according to breed type. Showman to demonstrate ability to lead, move, and turn
his/her animal and perform other tests as the judge directs. Only one exhibitor shall be allowed in the ring to show each horse. English or Western
must be designated on entry form. NOT USEF.

USDF Statement on Animal Welfare
The United States Dressage Federation, Inc. (USDF), a federation of 125 independent organizations throughout the United States with a membership in
excess of 30,000 members, supports the concept of ethical treatment of animals.
Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which
the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership
with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine
whether the desired harmony between horse and rider has been achieved.
The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit.
Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is
no unnecessary force or harshness displayed.
Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse
is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international
competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life.
While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to
ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under
domestication,
the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a
longer and healthier life with a high rate of survival.
As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program
of certifying instructors also emphasizes protecting the horse’s welfare in pursuit of dressage training.

FEDERATION ENTRY AGREEMENT
By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach,
Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that
I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of Key Classic
Benefit Horse Show. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the
decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the
Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or
participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of
acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts,
internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or
benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in
such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use,
including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of
Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New
York State. See GR908.4.
Federation Release, Assumption of Risk, Waiver, and Indemnification This document waives important legal rights. Read it carefully
before signing.
I AGREE in consideration for my participation in this Competition to the following:
I AGREE that the “Federation” and “Competition” as used herein includes the Licensee and Competition Management, as well as all of
their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates.
I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee,
owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the
Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma,
pain, suffering, or death. (“Harm”).
I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm
to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or
indirectly, from the negligence of the Federation or the Competition.
I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the
Competition.
I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them
harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while
at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I
understand that I am entitled to wear protective equipment without penalty, and I acknowledge that
the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a
parent or guardian of a junior exhibitor, I consent to the child’s participation and AGREE to all of the above provisions and AGREE to
assume all of the obligations of this Release on the child’s behalf I represent that I have the requisite training, coaching and abilities to
safely compete in this competition.
I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and
treatment to the Federation on the official USEF accident/injury report form. BY SIGNING BELOW, I AGREE to be bound by all
applicable Federation Rules and all terms and provisions of this entry blank and all terms and provisions of this Prize List. If I am signing
and submitting this Agreement electronically, I acknowledge that my electronic signature shall have the same validity, force and effect as
if I affixed my signature by my own
