Employee engagement and development is a key
leadership responsibility, therefore, employee mentoring,
training and coaching skills are critical.
Good management skills in the areas of human resources
and organizational development, finance, budgeting,
and contracts, are also a must.
The current Director and Assistant Director are retiring.
Over the past six years the HR leadership and team
members have created foundational human resource
programs that have supported and structured
leadership; established department value and credibility;
hired and developed staff to implement human
resources initiatives; and have aligned department goals
to achieve initiatives reflected in the Town’s Strategic
Plan.
The Human Resources department is comprised of six
professional staff members including the Director and
Assistant Director. Other staff responsibilities include a
Recruitment/Class-Compensation Senior HR Analyst; a
Benefits/HRIS systems support Senior HR Analyst; a Leave
Management/Recruitment/Wellness HR Analyst; and an
Executive Assistant responsible for office administration/
data entry in HRIS systems/department support.
Major team accomplishments include: policy revisions;
implementation of a classification/compensation
system; online open enrollment implementation; ACA/
HIPAA compliance and tracking system set up; leading
the town-wide Cultural Value process from creation
to embedding in our workday; development of merit
pay programs and actions that support performance
recognition; the selection and current implementation
of an Applicant Tracking System; development and
roll-out of a full scale Wellness Program; implementation
of a performance evaluation and career development
software, Perform, and associated training workshops. In
2014 the department received the International Public

Management Association’s (IPMA) 2014 Western Regional Agency Excellence
Award and department members were more recently recognized for
organizational excellence by the Society of Human Resources Management
(SHRM).
The Human Resources Department is a key driver in the Town’s Strategic
Plan; budgetary position review; total compensation development and
implementation; creative recruitment (from executive to line level); research
and development of innovative programs; coaching and mentoring
leaders in the areas of employee relations, performance management and
organizational development.
IS THIS THE PLACE FOR YOU?
The Human Resources Director is appointed by and reports to the Town
Manager. The Director is the primary leader of the human resources function
and takes on projects that make use of his/her own expertise. This key
executive is a strategic partner and collaborator, working with the Town’s
executive leadership team in determining and navigating the direction for
organizational success through its human resources.
At a minimum, candidates for this position should hold a bachelor’s degree
in human resources management, administration, public administration or
a related field. A graduate degree and professional certification (IPMA or
SHRM) are highly preferred. The qualified candidate must also have 10+ years
of progressive leadership experience focused on planning, developing and
delivering innovative human resource programs and services.

The Assistant Human Resources Director reports to the Human Resources
Director supporting the department leadership and team goals and works
independently in his/her areas of expertise and assignment.
At a minimum, candidates for this position should hold a bachelor’s degree
in human resources management, administration, public administration or
a related field. A graduate degree and professional certification (IPMA or
SHRM) are highly preferred. The qualified candidate must also have 7+ years
of progressive leadership experience focused on planning, developing and
delivering innovative human resource programs and services.

COMPENSATION & BENEFITS
The positions offer competitive pay and benefits.
For the HUMAN RESOURCES DIRECTOR, the hiring range is up to the low
100,000s, depending on experience and qualifications. For the ASSISTANT
HUMAN RESOURCES DIRECTOR, the hiring range starts at 85, 000 with room to
negotiate, based on experience and qualifications, upward to the low 90’s.
The Town has full and competitive benefit and retirement programs.

The Town currently has 328 full time staff equivalents providing varied services
to the citizens of our town. Staff are located primarily in two areas: Marana
Municipal Complex and Parks Administration buildings are in the northern area
of town, which will evolve into our downtown area. The other location, the
Marana Operations Center, is in the southern area on Ina Road.

OUR ORGANIZATION
Marana, established in 1881 and incorporated in 1977, is primarily located in
Pima County, with a small portion in Pinal County, just northwest of Tucson and
approximately 90 miles south of Phoenix. Marana has grown rapidly, from 2,100
residents in 1990 to today’s estimated population of 40,000. Incorporated area
has expanded from 10 square miles to more than 120. It is one of the fastestgrowing municipalities in the state.
The Town is governed by an elected Council consisting of a Mayor and six
members, all elected for four-year terms. The Marana Town Code provides
for a Council-Manager form of government. The Town Manager reports to
the Town Council and is responsible for execution of policies established by
the Council and the day-to-day administration of the municipal organization,
which includes all Town staff, except the Town Magistrate. The Town provides
a full range of services, including a municipally owned airport and water/
wastewater utility. Fire protection and emergency medical services are
provided by several area districts, the largest of which is Northwest Fire District.
The Town’s FY15 budget is $117.0 million, with a general fund budget of $37.7
million and a capital improvement budget of $38.8million. The Town Council is
dedicated to prudent fiscal management and a sound financial footing and
has carefully managed its expenditures and reserve funds.
