PROGRAM DESCRIPTION: The Paso del Norte Institute for Healthy Living is a funded initiative of the Paso del Norte Health Foundation (PdNHF), administered through the University of Texas at El Paso and in partnership with The University of Texas Health Science Center-‐Houston, School of Public Health, and the Texas Tech University Health Science Center-‐Paul L. Foster School of Medicine. The Institute promotes healthy eating and active living; advocates for effective programs and public policies; evaluates, supports, and aligns relevant programs; mobilizes funding; and leads strategy and action for improved nutrition and physical activity in the Paso del Norte region. The purpose of the Institute is to advance healthy eating and active living by leading effective and sustainable mixed strategy solutions by coordinating with the Paso del Norte Foundation, regional organizations, and multidisciplinary expertise and resources of the three regional partner universities. LOCATION: The Paso del Norte Institute for Healthy Living is located in El Paso, TX and serves the region including southern New Mexico, far west Texas, and Ciudad Juarez. DUTIES & RESPONSIBILITIES: Under the general direction of the Executive Director, the Deputy Director for Program and Policy will lead applied healthy eating and active living program and policy initiatives within the Paso del Norte Region. Duties will include working closely with the institute partners and the community. The specific responsibilities of the Deputy Director are as follows: (1) Supports Executive Director with planning, development, implementation, and communication aligned with the organizational mission, goals, and objectives. (2) Plans, convenes, facilitates, provides capacity building, and communicates with various committees and coalitions in supporting the goals of the institute. (3) Provides oversight, guidance and technical assistance for funded grantees and community partners. (4) Assists in developing a regional social media strategy. (5) Advocates for healthy eating and active living policy and programs. (6) Serves on various regional and national committees to promote healthy eating and active living. Directs and supervises research assistants and coordinates partnerships across multiple projects. Develops, prepares, and disseminates regional project reports and policy briefs to community partners and the community-‐ at-‐large. Complies with policies and procedures of University of Texas at El Paso. Works effectively with staff, faculty, students, and community members from diverse ethnic, cultural and socioeconomic backgrounds. Provides own transportation for necessary travel within the Paso del Norte region. QUALIFICATIONS & EXPERIENCE: Master’s degree or equivalent experience in relevant health discipline plus at least three years of relevant and progressive work promoting healthy eating or active living in a community context. Experience as a group facilitator (e.g. leading a coalition). The incumbent must possess the following: (1) Effective oral and written communication skills with multiple audiences and in dealing with sensitive issues/situations. (2) Knowledge of and ability to apply principles of nutrition, physical activity, and health promotion to programs and policy. (3) Demonstrated ability to use evidence for the continuous improvement of health promotion and disease prevention programming. (4) History of or evidence of potential for excellence in: (a) developing and maintaining relationships with diverse community-‐based and institutional organizations and capacity to negotiate linguistic and cultural differences; (b) managing coalitions or other stakeholder groups and supporting their collaboration and coordination (c) developing program initiatives, project ideas and new services, funding opportunities, and new resources; (d) preparation, interpretation, and presentation of technical data, especially health data; and (e) personnel supervision skills (i.e. planning, assigning, reviewing, and evaluating work). (5) Effective organizational and complex decision making skills, managing multiple projects and functions in a diverse environment. (6) Demonstrated ability to plan, implement, and facilitate meetings and conferences. (7) Evidence of ability to use standard office word processing, spreadsheet, presentation, web browsers, graphic and webpage software. (8) A valid driver’s license and/or eligibility for driver's license in state of Texas. Preferred Qualifications: (1) Earned doctorate or equivalent in relevant health discipline. (2) Experience in developing and promoting policy initiatives. (3) Advanced competency in reading, writing, speaking and auditory comprehension of Spanish. Physical Requirements / Work Conditions: (1) Evening and weekend work required. (2) Occasional out-‐of-‐town travel required. (3) Travel within the PdNHF service region required. (4) Work conducted in office environment and in the community. (5) Repetitive motion in the operation of computer. (6) Frequent sitting required; occasional standing, bending, and stooping.
