Re-Defining Security: Is Common Human Security Possible in Asia?
The Asia-Pacific region faces a range of pressing issues today. On the one hand, there are international tensions and
environmental degradation, which require global solutions and actions. On the other hand, domestic issues, such
as internal conflicts and poverty, also prevail. Security today can no longer be understood simply as the absence
of armed conflict, but must encompass personal, community, political, environmental, health, food, water and
economic security ̶what the UN has defined as“human security”. The notion of“common security”is equally
important̶a concept originally proposed as the guiding principle to ease international tensions and eventually
overcome the Cold War. In this program, Peace Boat invites young talented future leaders of the Asia-Pacific to
engage in examining how these two concepts on security may be combined, tailored to local contexts, and applied
to overcome today’
s national, regional and global issues.

Programme Overview
Peace Boat’
s Global University is a short-term intensive education
program offered in English. It offers a unique curriculum combining
“exposure”programs(field visits)in ports and workshops and seminars
onboard, addressing a range of global issues, including but not limited
to peace, human rights, and the environment. Peace Boat’
s Global
University aims to empower students to use knowledge as a tool, take
into account the voices of those directly affected by various problems,
and become leaders who can build solutions to global problems with
empathy and passion.

However, even in this seemingly privileged city, there are people who
suffer from poverty. In partnership with Moyai, an independent life
support center, students will witness the hidden aspect of the urban life
in Tokyo.

STATE SECURITY, HUMAN SECURITY, AND
COMMON SECURITY
This introductory unit aims to provide an analytical framework
and familiarise participants with the main concepts of state
security, human security and common security. Participants will
be exposed to practices of human and common security in AsiaPacific countries and question the definition, practicality, and
scope of these concepts as tools to tackle common threats such as
global warming, poverty and nuclear issues towards.

perspectives and opinions coming from people
of different backgrounds, participants will learn
to consider issues from various viewpoints,

The entire program will be offered in English,
enabling an effective means to communicate
ideas and to learn from others. Experience
authentic global communication by engaging in
discussion with participants from a wide range
of cultural and linguistic backgrounds.
The Exposure programmes will offer participants
opportunities to learn from community and
find people-centred, context-driven solutions
to local realities. Getting out of the classrooms,
p ar ticipants wil l explore the practica l
applications of the theoretical knowledge they
have gained.

STATE STABILITY AND THE CONFLICT CYCLE
In the Philippines, while some of the population benefits from
the economic growth of the country, there are too many people
who cannot escape the poverty trap. Stability also appears
fragile, as seen in the recent conflict in Mindanao, In this unit,
the relationship between“stability”and“development”will be
explored, looking at how social, economic and political grievances
can become the root causes of conflict.

●Professor of Peace Studies, Chukyo University(Japan)
Born in Tokyo, raised both in Tokyo and in Seoul. In addition to being a professor, he
serves as a board member for both the Japan International Volunteer Center(JVC)
and Oxfam Japan. His research interests are in the role of transnational NGO networks.
Professor Kim has a PhD from the University of Tokyo(International and Advanced
Jayantha DHANAPALA

Born in Japan. Lectures at Keisen University and Rikkyo Univeristy, while being an activist
advocating for peace and disarmament. In 2009, he served as an NGO Advisor to CoChairs of the International Commission on Nuclear Non-Proliferation and Disarmament
(ICNND)
. He writes and speaks widely on nuclear issues both in Japan and abroad.

In 2013, Typhoon Haiyan( Yolanda )hit the Philippines and
caused severe damage to the Cebu area. In Cambuhawi in the
northern part of the Cebu Island, participants will hear from
members of the NGO OPTIONS, which continues to support
the victims.

THE MULTIETHNIC COUNTRY IN ITS 50TH YEAR̶
MIGRANTS AND HUMAN SECURITY
Singapore is receiving new migrants from countries such as Bangladesh,
China and the Philippines. With such a trend, housing and language
policies, employment practices, integration schemes, national identity
and race relations are all being re-examined. How can Singapore
preserve its national identity while continuing to incorporate new
migrants in the spirit of multiculturalism? How to navigate the
balance between global mobility, social cohesion and security will be
an important question that challenges the entire region.
EXPOSURE PROGRAMME IN SINGAPORE[31 AUGUST 2015]
Participants will take part in the Day School organised by
Transient Workers Count Too(TWC2), an organisation that
supports migrant workers in Singapore. The Day School includes
a walking tour of Little India and an introduction to their food
program for destitute migrant workers.

HUMAN SECURITY IN RAPIDLY DEVELOPING
ECONOMIES
Both domestically and internationally, there is a rush to leverage
s booming economy and to facilitate further economic

growth. Yet, it has become clear that economic growth does not
guarantee sustainable development, leaving a large segment of
the population in poverty. Human Security offers a framework
to incorporate human rights, health, food, the environment, and
other important dimensions as indicators of development.
EXPOSURE PROGRAMME IN MUMBAI[8 & 9 SEPTEMBER 2015]
In partnership with the Institute of Urbanology, participants will
engage with local community groups in informal neighbourhoods and
learn about local initiatives towards capacity building, empowerment
and participatory development. There will also be discussions with
Bhau Korde, a life-long social activist in Dharavi, who has led intercommunal dialogue and various education initiatives.
ACTION PLAN
“ TOWARDS COMMON HUMAN SECURITY IN
THE ASIA-PACIFIC ”
The ship creates a neutral space that facilitates free dialogue and
creative thinking. Towards the end of the programme, participants
from diverse background will break into small groups and will each
be assigned a role as different stakeholders, including governments
and civil society. Their last assignment and biggest challenge
will be to reflect on what they have learned in the countries they
visited together and the discussions held onboard, to translate this
into a series of“action plans”targeted at different stakeholders
and develop a common human security approach that can be
operationalised in different contexts.

■Eligibility
The selection committee will evaluate applications based on the following eligibility criteria. The
candidate shall:
ⓐThe applicant agrees with the project aims and be able to fully participate in the programme in its
entirety.
ⓑThe applicant is between the age of 18 and 35 as of August 19, 2015.
ⓒThe applicant has an adequate command of the English language, sufficient to understand
lectures and participate in discussions in English.
ⓓThe applicant has a strong interest in the Asia-Pacific region and has experience of engaging in
research or similar activities and/or lives, studies, works in the region.
ⓔThe applicant is confident in his/her ability to cooperate with other participants, regardless of their
age and citizenship.
ⓕThe applicant is strongly motivated to further pursue related activities after participation in the
programme.

The selection committee will evaluate the applications based on the eligibility criteria above. Skype/phone
interviews may be conducted. Applicants will be informed of the results individually by Peace Boat.

In principle, payments should be made by credit card. The exchange rate will depend on the type of
card used for the transaction.

A)CONTRACTUAL ENGAGEMENT TO PARTICIPATE IN A TRAVEL PROGRAM ON SALE TO THE GENERAL PUBLIC
THROUGH PROMOTIONAL MEANS
The travel program is coordinated by NGO Peace Boat office, which is planned and conducted by

Japan Grace Co, Ltd.(herein after referred to as the‘Company’
. Those participating in this travel
program will be agreeing to a contractual engagement to participate in a travel program on sale to
)
the general public through promotional means(herein after referred to as the‘Travel Contract’
with
the Company.
B)APPLICATION FOR THE TRAVEL PROGRAM
Official application forms made available from the Company must be filled in along with an initial
application fee of 10% of the travel fee. Once the official application form, along with this fee has
been received and acknowledged by the Company, the application procedure will be considered
legitimate.
C)ITEMS INCLUDED IN THE TRAVEL PROGRAM FEE
①Costs of transportation by ship, railway or bus as indicated in the final travel itinerary. Unless
otherwise indicated, local trains will be used.
②Accommodation onboard as indicated in the final travel itinerary.
③ Hotel costs as indicated in the final travel itinerary. Unless specified otherwise, hotel
accommodation is for two people in a two-person room.
④Meals as indicated in the final travel itinerary.
⑤Onboard seminars and“exposure”fees as stated in the final travel itinerary.
⑥Hand luggage transportation fees during the travel program.
⑦Costs for tour escorts, company staff and Peace Boat staff whom will accompany participants
during the voyage.
D)ITEMS NOT INCLUDED IN THE TRAVEL PROGRAM FEE
Any items which are not mentioned in Section C are not included in the travel program fee. Please
find following a list of examples of costs which are not covered by the travel program fee:
①Any extra costs that may be incurred by a change in the class of cabin,
②Telephone bills, bar bills or any other personal expenses incurred,
③Transportation costs from your home to the port of embarkation and transportation costs from your
port of disembarkation to your home, related accommodation and luggage transportation fees,
④Costs incurred by procedures deemed necessary for overseas travel(administrative fees for
procedures deemed necessary for overseas travel, vaccination fees, visa application fees),
⑤Airport tax, departure and arrival taxes and port charges,
⑥Tips for the ship and any hotel facilities,
⑦Travel Insurance
E)CANCELLATION FEES
Through payment of cancellation fees as indicated below, cancellation of the Travel Contract can be
made at any time.
①Between 61-32 days prior to the departure date – 10% of travel costs
②Between 31-11 days prior to the departure date – 20% of travel costs
③Between 10-1 days prior to the departure date – 50 % of travel costs
④Cancellation after commencement of travel, or failing to participate with no notice 100% of travel
costs
This travel is via a chartered vessel, and thus for any reason( including cancellation during
the voyage as directed by the captain)no refund of travel costs can be made following the
commencement of travel.
F)OTHERS
①Subscription to travel insurance is mandatory.
②The Ministry of Foreign Affairs of Japan has issued overseas travel safety advisories for CebuBohol(The Philippines)and Mumbai(India). However the company has confirmed the safety of
the ports through local travel agencies, tourism boards and shipping agencies, and the voyage
will take place as scheduled. Participants are advised to also check the safety and other official
travel information themselves.
③Your passport must have at least 6 months of validity upon arrival at Mumbai.
④The contents of this pamphlet are the latest as of March 15 2015.
