Sonja Wehsely VIENNA OPEN MEDICAL INSTITUTE Meeting Point for Medicine „In the 19th and early 20th century, the Vienna School of Medicine and the Viennese hospitals were considered the gold standard. Due to the terrible national socialist terror and the Shoa, Europe and Austria lost many of its best physicians and scientists. Europe was divided in East and West. In those days, Vienna situated in the centre of Europe next to the Iron Curtain served as the vita bridge facilitating the exchange of ideas, knowledge and people. Today we live in a united Europe where people can move from East to West and vice versa. And the Viennese Health System and hospitals are nowadays copied in many other countries due to their excellence. skills, build partnerships and then return to their countries to implement what they have learned. We must help our neighbours keep their “best and brightest“, and not deplete them of this vital resource. When our neighbours grow – we will also grow”. Dr. MICHAEL HÄUPL Mayor Mag. The Vienna OMI provides clinical rotations in Viennese hospitals to English speaking physicians from countries in transition that will benefit from state of the art education in their medical specialties and act as multipliers in their home countries by sharing the knowledge they have acquired during their observership in Austria. In order to achieve this, the Open Medical Institute was founded by the American Austrian Foundation in 1993 using a three step approach – knowledge transfer through seminars, experience exchange through observerships and capacity building through distance learning – through which physicians achieve excellence. The Vienna OMI provides major support for observerships and capacity building. Through multiple observership opportunities, these young doctors can repeatedly update their clinical and managerial skills and strengthen their relationships with their Viennese mentors and colleagues, building a network that spans all of Europe. 5 ACHIEVING MEDICAL EXCELLENCE A THREE STEP APPROACH 1. Seminars: Knowledge Transfer 2. Observerships: Experience Exchange Photo: AAF 3. Capacity Building: Distance Learning The American Austrian Foundation organizes week long seminars conducted by Austrian and American physicians from leading Austrian and American medical institutions. These clinical seminars consist of stateof-the-art lectures, workshops and cases presentations. for a one week update in their medical specialty. Each seminar is limited to 36 participants, allowing for intensive interaction and knowledge transfer through didactic lectures, discussions, case presentations, hands on training and video conferencing. STEP ONE – SEMINARS Knowledge Transfer Photo: AAF Highly qualified English-speaking physicians from Central and Eastern Europe, Central Asia, the former Soviet Union, but also Africa and Mexico are invited to Salzburg 6 All seminar participants are eligible to apply for a one month observership in their medical specialty at an Austrian hospital, where they will Learn new treatment protocols Experience modern hospital and health care management Establish personal and professional relationships through joint research projects and collaborative studies Participate in grand rounds Learn Evidence Based Medicine Update their clinical skills The Program 2. STEP TWO – OBSERVERSHIPS Experience Exchange 3. STEP THREE – CAPACITY BUILDING Distance Learning All seminar content is captured electronically and available as a CD Rom, which each seminar participant receives upon graduation and on the American Austrian Foundation platform, which can be accessed using a password. Participants are able to share their new knowledge with colleagues immediately upon their return, which has a major impact on healthcare delivery in their departments. To date 328 CD ROMs covering more than 342 seminars and 6840 lectures have been produced and distributed. Satellite Symposia and OMI Visiting Professorships Austrian and American faculty members invited by seminar alumni travel to participating countries in order to reach a larger audience of physicians and healthcare professionals and to see local hospitals. 123 satellite symposia and visiting professorships have been conducted in 26 countries from 2000 to 2013. 7 Photo: VSCR Photo: Irochka - www.fotolia.com ORGANIZATIONal OVERVIEW 8 ORGANIZATIONAL OVERVIEW The leadership of the Vienna OMI consists of The Vienna OMI is governed by a governing board which is made up of representatives from the partner institutions : Wilhelm Marhold, MD Vienna Hospital Association Wolfgang Aulitzky, MD the American Austrian Foundation Wolfgang Schuetz, MD the Medical University of Vienna Georg Stingl, MD the Austrian Academy of Sciences Franz Kainberger, MD the Viennese Society of Physicians Thomas Szekeres, MD the Vienna Medical Chamber The Governing Board is supported by a Scientific Board, which consists of renowned medical experts from all the participating Viennese hospitals and research institutions. The American Austrian Foundation Photo: Lisa Lux “In 1993, The American Austrian Foundation in close collaboration with The Open Society Foundations established the Open Medical Institute to bridge the gap between physicians from the former Communist world and the West and to prevent brain drain. WOLFGANG AULITZKY, M.D. Director of the Open Medical Institute www.aaf-online.org 10 Austrian and American physicians unilaterally agreed to act as faculty for week long seminars in Salzburg in all areas of medicine. From 1993 to 2013 more than 15,000 young, highly qualified, English speaking physicians from countries in transition participated in 425 seminars. Many of them also benefitted from observerships in Austrian hospitals resulting in life long professional and personal relationships with their mentors and colleagues.“ 11 Photo: getty images Photo: AAF Photo: ÖAW governing board Photo: AAF 12 Photo: Veronika Arnost The Medical University of Vienna wolfgang schütz, M.D. Rector of the Medical University Vienna www.meduniwien.ac.at “The Medical University of Vienna is not only the largest medical organisation in Austria, it is also one of the most important top-level research institutions in Europe and provides Europe‘s largest hospital, the Vienna General Hospital in Vienna, with all of its medical staff. With 31 university departments and clinics located in the Vienna General Hospital area, 12 centres of medical theory and a large number of highly specialised laboratories it also ranks among the main European top research institutions in the field of biomedicine. In its structuring and alignment MedUni of Vienna relies on the „triple track“ strategy. Research, education and patient care represent the three cornerstones of the university‘s system. This enables medical science to respond flexibly to the continually changing demands of the state and society. 7.500 students and 2.300 teaching personnel on campus and in 13 training hospitals make it the largest medical training facility in the German-speaking area and one of the top training establishments in Central Europe.“ Photo: Lisa Lux The Austrian Academy of Sciences Georg Stingl, M.D. Full member of the Austrian Academy of Sciences; Head, Division of Immunology, Allergy and Infectious Diseases, Medical University of Vienna, Department of Dermatology General Hospital of Vienna www.oeaw.ac.at “The Austrian Academy of Sciences promotes and conducts open source basic research. Renowned researchers from Austria and abroad have formed a comprehensive knowledge pool covering a wide array of disciplines for the sake of progress in science as a whole. The Academy offers observerships to talented young scholars in promotion programs that are committed exclusively to the standards of the international scientific community, thus giving highly qualified junior scientists an opportunity to develop scientific expertise. All of the Academy‘s activities are closely networked at national, EU, and international levels with university and non-university partners. The Academy gives new impetus by taking up new, forward-looking research. Scientific quality, innovation potential and sustainability are the main criteria for the Academy‘s research profile. The Austrian Academy of Sciences is a partner of the Vienna Open Medical Institute. Its special tasks will be to familiarize the scholar with Austria’s biomedical research landscape and to help promoting and securing the scientific quality of the exchange program.“ As centres of excellence, the Academy‘s research institutions must stand the test of international competition in the form of periodic evaluations. 12 “The Society of Physicians in Vienna was founded in 1837 during the Golden Age of the Vienna School of Medicine. Ignaz Semmelweis, Theodor Billroth, Sigmund Freud and Karl Landsteiner presented their pioneering and groundbreaking findings first to the members of this prestigious medical society. Since the very beginning the Society of Physicians in Vienna was an independent scientific institution of doctors of all different disciplines. Scientific discussions and lectures took and still take place on a weekly basis and the library houses the most important medical publications of the 19th and 20th century. Besides others it hosts the first volume of the „Lancet“ and the „New English Journal of Medicine“. During the last couple of years the Society underwent extensive modernisation and renovation and is considered the Austrian center of medical scientific communication. The Society of Physicians in Vienna will provide temporary membership to all participants of the Vienna Open Medical Institute, access to the library and the online services and serves as a meeting place for international guests.“ Photo: Veronika Arnost The Viennese Society of Physicians franz kainberger, M.D. President of the Viennese Society of Physicians www.billrothhaus.at “The Medical Chamber is a dynamic representative of the medical profession’s interests and guarantees its future. By contributing significantly to shaping the development of public medical education programs, it serves the community and its welfare. On the one hand the Vienna Medical Chamber represents the professional, social and economic interests of Viennese doctors, on the other; it constitutes their responsible national authority. Amongst other things, the responsibilities of the chamber are comprised of, involvement in medical training, continual medical education, professional development and medical practice and their quality assurance, contract negotiations with social insurance institutions and collective agreements, admission to and administration of the medical register, recognition of foreign medical diplomas, execution of disciplinary legislation and arbitration. At the moment exchange programs are becoming more and more important as, in particular in medical science, progress and globalization advance faster and faster. Only through an exchange of knowledge between medical practitioners the challenges of the 21st century can be solved in the interest of the patient. To cope with the upcoming tasks in medicine and the public health system we have to be open-minded, interested and willing to make new experiences, face new challenges and develop and extend our medical knowledge from day to day.“ Photo: Stefan Seelig The Vienna Medical Chamber Thomas Szekeres, M.D. President of the Vienna Medical Chamber www.aekwien.at 13 14 Photo: Christian Pavlovsky - KAV Photo: Christian Pavlovsky - KAV Photo: AAF Photo: Christian Pavlovsky - KAV HOSPITALS Sozialmedizinisches Zentrum Ost - Donauspital This is the newest hospital in the Vienna Hospital Association group, built between 1985 and 1996. Joined scientific programs are made possible and may help to answer questions that a single institution might have difficulties to approach. Personally I am very glad being part of the OMI Vienna project which last but not least can also be considered a political project for friendship among nations and for world peace.” PETER HUSSLEIN, M.D. Professor and Chairman Department of Gynaecology University Hospital of Vienna “I appreciate the OMI activities because it not only improves the medical knowledge of our visiting colleagues, but also opens our minds and helps us understand different healthand educational systems worldwide. During my work for the American Austrian Foundation I have not only made friends with my outstanding colleagues from Cornell University/New York but also with many young, gifted doctors from many countries. It is an honour to work for the OMI Project.” Susanne Binder, M.D. Professor and Chairman Department of Ophthalmology The Ludwig Boltzmann Institute for Retinology and Biomicroscopic Lasersurgery Rudolf Foundation Clinic, Vienna TESTIMONIALS testimonials Voices about the Vienna Open Medical Institute Adjunct Clinical Professor of Ophthalmology, Weill Cornell Medical College, New York, N.Y. USA „This internship has helped to broaden my knowledge of both medical and socioeconomic culture between Mongolia and Austria. Being able to observe the interaction between physicians and patients here in Austria is also subtly different. These differences in culture, practice technique and bedside manner are best appreciated via direct observership. I was very impressed by the ability of the staff to work with people from a variety of different backgrounds using a number of languages. This demonstrated the importance and need for a more global perspective on health.“ Baljinnyam Avirmed, MD Department of Physical Medicine and Rehabilitation Health Sciences University of Mongolia, Ulaanbaatar; Mongolia „Medical science is in the process of constant advancement, every year we witness the emergence of new medicines, new methods of treatment, that is why it is necessary to us to learn more and raise our professional level. Thanks to your program, I found myself in the thick of European Medical Events, had a chance to meet with colleagues, participate in the exchange of experience, in short, I was able to receive all that was impossible to receive in my country. I would like to express once again my gratefulness to you for your activity, which we, medical people from the former Soviet Union consider instrumental and useful.“ Irina Gasanova (Karakova), MD City Oncological Hospital, Baku, Azerbaijan 23 Photo: Yuri Arcurs - Fotolia.com Photo: Getty Images Photo: Picture Desk Photo: Yuri Arcurs - Fotolia.com Photo: Christian Pavlovsky Meeting Point for Medicine Medical Education and Knowledge Transfer beyond Borders Legal notice Publisher The Vienna Hospital Association, Press and Communications Office, Thomas Klestil Platz 7/1, A-1030 Vienna, email: [email protected] The Vienna Open Medical Institute (Vienna OMI) is a collaborative effort of the Vienna Hospital Association, the American Austrian Foundation, the Medical University of Vienna, the Austrian Academy of Sciences, the Society of Physicians in Vienna and the Vienna Medical Chamber to make Vienna the leading center for postgraduate education and Experience Exchange in medicine.
