SOLICITING AND PEDDLING ORDINANCE
This Ordinance regulates the door-to-door soliciting and peddling in Perkiomen Township. It requires that certain groups first
obtain a permit before they can solicit or peddle in the Township. Also, there are certain groups that are not required to obtain
permits before they can canvass in the Township.
Soliciting and peddling involves individuals or groups who are engaged in the selling of goods or
services. These sellers are required to obtain a permit before they can solicit in Perkiomen Township.
These permits can be issued either to an individual or to a company. If a company is requesting permits
for its employees, each employee must obtain a permit. No more than five (5) permits shall be issued to
a company at one time. No permits shall be issued until the individual or company has provided all
necessary information requested on the application. In addition, all permit holders shall acknowledge
receipt of a list of those individuals who have filed notice with the Township that they do not want any
solicitors or peddler on their premises. Solicitors are required to carry said permit on their person at all
times and shall produce said permit upon request. Any person or company soliciting in the Township,
without first obtaining a permit, shall be in violation of the Ordinance. Permits are valid for thirty (30)
days. The hours for solicitation are 9:00 a.m. through 8:00 p.m., or sunset if earlier. No soliciting and
peddling is allowed on Sunday.
Permits are not required for canvassers. Canvassers include, but are not limited to,: persons age eighteen (18) years and younger
who are delivering newspapers, those individuals that represent the Boy Scouts, Girl Scouts, sports groups, school groups, those
representing political action groups, non-profit groups, religious groups, and those conducting surveys or opinion polls. Any
group that is similar in nature to those aforementioned groups are also exempt based on a U.S. Supreme Court Case known as
Watchtower Bible & Tract Society of New York vs Village of Stratton.
Any owner or lawful occupant of any property in Perkiomen Township that does not want to have a person or persons enter
onto their property may post said property with a sign stating “No Solicitation”. Any owner or lawful occupant of any property
may also register with Perkiomen Township requesting their address be added to a Registry that is to be distributed to those
solicitors and peddlers required to obtain a permit. Registration of said property must be renewed annually. Any permit holder
that enters onto a property that is listed on the Registry shall be in violation of this Ordinance. If such an incident occurs, the
owner or lawful occupant must notify the Township in writing of said violation, as this could be grounds to revoke the Solicitation
Permit. Investigations of alleged violations of this Ordinance shall be conducted by John Moran, Jr., Perkiomen Township Code

ORDINANCE NO. 223
T
his Ordinance regulates the parking of certain large vehicles, prohibits the abandonment of vehicles on public or private
property, and prohibits the leaving of any unattended sports equipment on any street or public right-of-way.
An abandoned vehicle (other than a pedalcycle) shall be presumed to be abandoned under any of the following circumstances,
but, the presumption is rebuttable:
• The vehicle is physically inoperable and is left unattended on a street or
other public property for more than forty-eight (48) hours.
• The vehicle has remained illegally on a street or other public property for a
period of more than forty-eight (48) hours.
• The vehicle is left unattended on or along a street or other public property
for more than forty-eight (48) hours and does not bear all of the following:
(a) A valid registration plate;
(b) A certificate of inspection; and
(c) An ascertainable vehicle identification number.
• The vehicle has remained on private property without the consent
of the owner or person in control of the property for more than forty-eight
(48) hours.
For purposes of this Ordinance, vehicles and equipment used in the construction or in the operation or maintenance of street
or public utility facilities, which are left in a manner which does not interfere with the normal movement of traffic, shall not be
considered to be abandoned.
The Ordinance further provides that no person shall abandon a vehicle on any street or private property without the consent of
the owner or person in lawful possession or control of the property. Upon written request of the Township Code Enforcement
Officer, a salvor is hereby authorized to take possession of, and remove to the storage facility of the salvor, any abandoned vehicle
located within thirty (30) miles of the place of business of the salvor for storage and/or disposition.
For purposes of this Ordinance, no person shall park, or permit to be parked, any large vehicle on any street within the limits
of Perkiomen Township. The definitions of “Large Vehicle” shall not include any emergency vehicle as defined by 75 Pa. C.S.A.
§102, but shall include the following: Articulated Bus, Combination, Construction Truck, Driveaway-towaway Operation, Farm
Equipment, Full Trailer, House Trailer, Limousine, Maxi-cube Vehicle, Mobile Home, Motor Home, Recreational Trailer,
Semitrailer, Stinger-steered Automobile or Boat Transporter, Tow Dolly, Trailer, Truck-camper, and Truck Tractor, Boats,
Snowmobiles, All-terrain Vehicles, and similar off-road vehicles and water vessels, Pickup Campers, Boat Trailers, Tent Trailers,
self-storage containers, intermodal containers, dumpsters, portable storage containers, cases or boxes used for transporting
recreational equipment, tools, or home furnishings (whether containing those items or not), and other similar or like vehicles,
devices, or property.
For purposes of this Ordinance, no person shall leave or cause to be left unattended any sports equipment in or on any street
or Township right-of way. Unattended sports equipment shall be defined as: Portable basketball poles, portable soccer goals/nets,
portable street hockey goals/nets, skateboard ramps, roller blade ramps, and similar sports equipment not actually then being used
for the particular purpose for which it was designed and manufactured.
Investigations of violations of this Ordinance shall be conducted by John Moran, Jr., Perkiomen Township Code Enforcement
Officer and Shawn Motsavage, Perkiomen Township Road Master.
NO BURNING REGULATIONS
O
n August 3, 2010, the Perkiomen Township Board of
Supervisors enacted Ordinance No. 207, an amended
Recycling Ordinance. The amended Recycling Ordinance was a
requirement of the Pennsylvania Department of Environmental
Resources. One of the significant changes was the ban on burning.
The Recycling Ordinance states that “No resident or person shall
burn any recyclable material, leaf waste or municipal waste.”

s a resident of the Perkiomen Valley School District and Perkiomen Township, you are subject to an Earned Income Tax (EIT)
rate of 1.525% which is split by the 2 entities as follows:
Perkiomen Valley School District - 9/10th of 1% (.009)
Perkiomen Township - .625/10th of 1% (.00625)
With the implementation of ACT 32, which took effect January 1st 2012, employers who are located within the Commonwealth
of Pennsylvania are required to withhold the tax at the higher of your resident EIT tax rate or the non-resident tax rate in place
where you reside. (Most non-resident rates are 1%). So if you are employed in Pennsylvania the tax should be being withheld
from your pay.
If you are self employed and/or employed outside the Commonwealth of Pennsylvania or by a federal agency that does not
withhold the tax, and have taxable income of greater than $12,000 annually, you are required to file and pay the tax due on a
quarterly basis.
Also note that, even if the tax was withheld in full, or you self-paid the amounts due, you are required to file an Annual Return.
Berkheimer will send out notifications informing you that must file your Annual Final Return. This notification will either be
sent as a paper return or a postcard (used where Berkheimer’s return is not used). For those that file with Berkheimer on-line,
there will be two reminder e-mails (one in January and another around April 1 if no filing was received to date) to the address
used to file the return from the prior year.
The Earned Income Tax administrator for Montgomery County is Berkheimer Tax Administrator. If you have questions on the
tax or its requirements, they can be reached at 1-866-701-7205 or by e-mail at www.hab-inc.com. Berkheimer also maintains an
office in Bridgeport PA at 63 W. 4th Street, which is open to assist taxpayers Monday thru Friday between the hours of 9:00 to
12:30 and 1:30 to 4:00 daily.

014 was a wonderful first year as the Perkiomen Township Tax Collector. I have enjoyed
meeting those of you whom have come in to pay your taxes in person as well as speaking
to those residents who have called me with questions.
Please note that the Township/County tax bills will always be mailed by March 1st. If for
some reason you do not receive your tax bill within a week to ten days after that, please make
sure to email me at [email protected] or call me at 267-354-1955 to discuss
getting another copy. Tax law in Pennsylvania dictates that non receipt of a tax bill is not a
reason for non-payment.
When calling, if you wish to speak to me in person, the best time to reach me is Tuesday and Thursday nights from 6-9 p.m. I
also work some Saturday mornings from 9-12. Please be patient as I am processing and returning many calls all of the time and it
can take up to 48 hours to hear back from me.

he Federal Emergency Management Administration (FEMA) has updated the Flood Insurance Rate Maps for Montgomery
County. According to FEMA, these updates were completed to produce Digital Flood Insurance Rate Maps that will be
compatible with GIS. FEMA will issue a Letter of Final Determination that will require Perkiomen Township to update its Flood
Plain Ordinance and incorporate the new maps. The Township has been informed that FEMA will issue a letter of Final
Determination by September 2, 2015. Once issued, Perkiomen Township will have six months to review and revise its Flood Plain
Ordinance in compliance with the FEMA Regulations. At the end of this six month period, Perkiomen Township must have
adopted a new Flood Plain Ordinance. It is also at the end of this six month period that the new Flood Insurance Rate Maps will
go into effect.
In anticipation of this Letter of Determination, Perkiomen Township has been working on updating its Flood Plain Ordinance,
which presently is a part of the Township’s Zoning Ordinance. Under the new proposal, the Flood Plain Ordinance will be a
standalone Ordinance. As a separate Ordinance, appeals will be heard before the Perkiomen Township Board of Supervisors, not
the Township Zoning Hearing Board. This change and any other changes must first be reviewed and approved by agencies in
Harrisburg, as well as FEMA.
HOW MAY THESE CHANGES AFFECT YOU?
Under the revised Flood Insurance Maps, your property may or may not have been affected. If any portion of your property is
currently in or near a Special Flood Hazard Area, you may be affected by the regulations set forth in the Flood Plain Ordinance.
In a number of areas the limits of the Special Flood Hazard Areas are different on the new maps as compared to the current maps.
If a portion of your property lies within the Special Flood Hazard Area on the new maps and you are considering a mortgage or
home equity loan, your lender may require you to carry flood insurance. If you do not have a mortgage or home equity loan, you
may still wish to consider purchasing Flood Insurance as your homeowner’s insurance may not provide coverage for damage due
to flooding.
Based upon the new Flood Insurance Maps, FEMA may have either revised the location of the flood plain boundary shown on
your property, removed your property from the flood plain entirely, or added all or a portion of your property into the flood plain.
If you feel that your property, or any portion of your property, has been included in the Special Flood Hazard Area and you are
protesting this boundary delineation, you will need to submit technical and/or scientific data to file a protest. Such a protest will
require filing a Letter of Map Amendment (LOMA) with FEMA.
Perkiomen Township has been able to put together the best illustration of the information we have which shows the
approximate location of the floodplain boundary based upon the updated FEMA Flood Insurance Rate Maps. For information

lace this list in a prominent area of your home for quick reference. Then, before your children head
out the door for the playground, check that:
Supervision is present, but strings and ropes aren’t.
Adult presence is needed to watch for potential hazards, observe, intercede and facilitate play when
necessary. Strings on clothing or ropes used for play can cause accidental strangulation if caught on
equipment.
All children play on Age-appropriate equipment.
Preschoolers, ages 2-5, and children ages 5 -1 2, are developmentally different and need different
equipment located in separate areas to keep the playground safe and fun for all.
Falls to surface are cushioned.
Nearly 70 percent of all playground injuries are related to falls to the surface. Acceptable surfaces include hardwood
fiber/mulch, pea gravel, sand and synthetic materials such as poured-in-place, rubber mats or tiles. Playgrounds surfaces
should not be concrete, asphalt, grass, blacktop, packed dirt or rocks.
Equipment is safe.
Check to make sure the equipment is anchored safely in the ground, all equipment pieces are in good working order,
S-hooks are entirely closed, bolts are not protruding, there are no exposed footings, etc.

Perkiomen Township is proposing the following road work for the year 2015:

he Perkiomen Township Board of Supervisors has completed the Codification of the
Township’s existing Ordinances. By codifying the Township’s Ordinances, the Board of
Supervisor’s goal is to provide a more organized way to access this information. Once adopted
by the Board of Supervisors, the Township’s Code will be posted to eCode360. Just go on-line
and go to eCode360® or www.generalcode.com. This process of Codifications of the
Township’s Ordinance is one that will be on-going as the Board amends the Township’s existing
Ordinances and adopts new ones. Once adopted, the Board will process these updates and new
Ordinances by providing General Code the necessary information so that it can be posted to
eCode360. The Board hopes that you find this information valuable and access to the
informa tion easy to find.

The present schedule is to begin construction in May or June 2015. Most of the work will be completed by an outside contract,
but the Township’s Road Crew will be completing some of the work on Cornwallis Way, Bonnie Lane, Church Road, and Liberty
Alley. Depending upon the existing condition of the street, some will be finished with an overlay while other will be will finished
with a micro-surface. Micro-surfacing is a cost-effective thin layer of asphalt emulsion mixed with finely crushed stone used to
extend the life of the underlying paving.
2015 EVENT CALENDAR
PENNSYLVANIA DEPARTMENT OF TRANSPORATION
PENNDOT has notified Perkiomen Township that a contract has been award to
complete the work on four bridges and installation of a temporary traffic light. The
Notice to Proceed was issued on this contract on February 8, 2015. The contractor
has until September, 2017 to finish this work. One of the items listed in this project
that will affect Perkiomen Township is the rehabilitation of the Skippack Pike Bridge.
This bridge crosses the Perkiomen Creek at Route 29 (Gravel Pike) to Route 73. No
time table has been given to Perkiomen Township as the contractor has discretion to
determine which bridge get completed first. Another item that will impact
Perkiomen Township is a temporary traffic signal that will be installed at the
intersection of Route 29 (Gravel Pike) and Plank Road and Ott Road. According to
the information that the Township received from PENNDOT, this temporary traffic
light is scheduled to be installed sometime in 2015.

SWIMMING POOL GUIDELINES

T
he discharge of any sewage of industrial waste, including
swimming pool water to a water of Commonwealth without
a permit is a violation of the Clean Streams Law, the Act of June
22, 1937 P.L. 1987, as amended.
It has been the Department’s policy not to require permits for
discharges from single residence pools provided the guidelines
outlined below are followed. Local municipalities should be
contacted concerning local ordinances.
These guidelines shall not be construed so as to waive or
impair any rights of the Department of Environmental
Protection to prosecute the property (pool) owner and/or pool
company for any stream damage that occurs as
a result of the discharge. Penalties would be
assessed under the provisions of the Clean
Streams Law.
POOL GUIDELINES:
A.Disposal of Water To Sanitary Sewer
If the municipal authority grants permission,
discharging of pool backwash water, neutralized pool cleaning
wastewater and standing water to the sanitary sewer system is
the best environmental alternative. Care should be taken in
making sure the discharge is to a sanitary sewer and NOT a
storm sewer which would discharge to a stream. If sanitary
sewers are not in the immediate area, the water should be
hauled off-site for disposal at an approved treatment facility.
B.Discharge of Water
The following guidelines must be followed if water is not
pumped or hauled to a sanitary sewer. Water should be
pumped over a grassy area to allow absorption, filtration and
aeration of water. The discharge should be at a rate which
prevents erosion and optimizes infiltration. In no event shall
pool waters be directly discharged to waters of the
Commonwealth.
Standing water or accumulated rain and/or pool water from
the previous season should be pumped from the top so as not
to disturb settled solids. Solids on the pool bottom should not
be discharged. Following pump down of water, solids should
be cleaned out manually. The discharge should not raise
instream temperatures by more than 2 degrees F in a one hour
period or a total of 5 degrees F, pH should be between 6 and 9
standard units and total chlorine residual should be 0.0mg/l.
Cleaning wastewaters containing muriatic
acid or chlorine that is used in cleaning pool
surfaces needs to be treated prior to
discharge. Muriatic acid wastewater should
be neutralized to pH between 6 and 9
standard units. Chlorine rinses should
stand for a period of days to allow chlorine
degradation prior to discharge. Total chlorine
residual of the wastewater discharge should be less than
0.5mg/l. Temperature should be monitored as above (standing
water), Chlorine rinse water pH should be between 6 and 9
standard units.
Filter backwash water during normal pool operation must
be at a sufficiently low volume that all water infiltrates to the
ground. Backwash water discharged to a stream or storm sewer
is not permitted.

AG105) of IRC must be achieved.
A
s summer is rapidly approaching and
temperatures and humidity start to soar,
people are looking for ways to keep cool.
One way people are dealing with the heat is
the purchase of these relatively
inexpensive portable/storable on-ground
pools that are seen on this page. These
pools can be purchased at almost every big
box retail store around.
Although a permit will not be
required every season for the pool, the
barrier shall still meet the adopted code
requirements. These Barrier Requirements
are intended to provide protection against
potential drowning’s and near-drowning’s by
restricting access to the swimming pools.
The Pennsylvania Uniform Construction Code
(UCC) and International Residential Code (IRC) define a
Swimming Pool as a structure intended for swimming or
recreational bathing that contains water over 24 inches deep.
This includes in-ground, above-ground, and on-ground
swimming pools.
Although they are portable and can be taken down at the end
of the season, these pools are regulated by the UCC, and
Property owners who fail to obtain a permit for these pools
may face a fine of up to $1000.00.

MONTGOMERY COUNTY PRESCRIPTION DRUG DISPOSAL PROGRAM
D
istrict Attorney Ferman, along with Montgomery County Police
Chiefs, established the County Prescription Drug Disposal
Program in April 2013 with ten permanent prescription drug
collection locations situated across the County at which the public
can safely, confidentially and conveniently dispose of their unused,
unwanted or expired medications at no cost. In December 2013, due to
extraordinary public demand, the program expanded to include thirteen total collection
locations. Today, the program includes 23 total locations in response to continued interest for
additional disposal sites.
Ten additional disposal sites were added in March 2014 with financial support from the
Pennsylvania District Attorney’s Association (At each location, local, state and federal law
enforcement authorities work together to ensure that all drugs are destroyed in a legal and
environmentally friendly manner. All costs needed to establish and maintain the program are being shared by the Montgomery
County District Attorney’s Office and participating law enforcement agencies, with additional support provided from DEA and
public interest groups.

Non-point source pollution is contamination stemming from
many sources, accumulating to negatively impact stream quality.
Non-point source pollutants can be discharged over a wide land
area, from many different locations, and most find their way to a
stream through stormwater.

Greetings to all Perkiomen Township Residents:
Stormwater pollution occurs when rain, snowmelt, or irrigation running off the land carries a variety of
pollutants into local streams, either directly or through storm sewer systems. Stormwater pollution can increase
our water costs and negatively impact wildlife, recreation, stream banks and storm sewer systems. It can lead to
increased flooding, fish becoming inedible, the spread of pathogens and other risks to human health.
Infiltration is the act of water slowly seeping down into the ground between rocks and soil particles, which
supplies springs and wells. This naturally filters water and is what keeps our streams flowing.
Runoff occurs when water cannot infiltrate the soil because it is blocked by hard surfaces like pavement,
buildings or compacted soil. Stormwater runoff is what carries pollutants to our streams. Less runoff and more
infiltration means better quality water and a more balanced water cycle.
Stormwater management techniques like rain gardens and naturalized retention basins help to increase
infiltration and also use plants to filter pollutants from runoff. We must protect our water resources, because
although 75% of Earth is covered by water, only 1% of that is available as fresh water for human consumption.
BMP, Best Management Practices: Actions or physical installations that prevent or reduce pollution.
SCM, Stormwater Control Measures: Techniques to manage stormwater; i.e. rain gardens.
Illicit Discharge: Any discharge to the storm sewer system that is not composed entirely of stormwater, also, a
storm drain that, during dry weather, has measurable flow containing pollutants and/or pathogens.
Turbidity: A measure of the cloudiness of water.
The Perkiomen Township Board of Supervisors and Park & Recreation Committee invite you to
attend our Annual Community Day on Saturday, May 30, 2015. The event will be held 10:30
A.M. to 3 P.M. on Township property at 1 Trappe Road. Parking for the event will be
at the parking lot located at the Perkiomen Valley High School located directly off
of Trappe Road.
This years event will start with a 5K run starting at 9 AM. Proceeds will go to
the Wounded Warrior Project. Registration information and other information
regarding the 5K run can be found in another section of this newsletter.
Activities for this year will include a moonwalk, dunking tank, face painting, a
magician, character portraits and balloon sculptures. There will be train rides at
the Live Steamers across from the Township Pavilion. Music will be provided by a
DJ and the Perkiomen Valley High School Jazz Band will be playing from 11:30 to
12:30 at the Pavilion. Food & beverage will be provided throughout the day.
At 12:30, the Township will also be recognizing the accomplishments of the
2014 Perkiomen Valley Football team who won the PAC-10 Championship by
going undefeated.
The Township Fire Company and Township Public Works will have their
equipment on display and personnel present to explain the operation of the
equipment. EMS units will be present to display their equipment and to do
blood pressure testing. State Police will be doing Finger Printing for the
children. Montgomery County Sheriffs Department will have their Bomb Disposal equipment on
display and will have personnel available to explain their duties.
All residents of the Township are invited to attend this event. It is a great time to meet your
neighbors and other residents of the Township. No pets are allowed.

Infiltration is the act of water slowly seeping down into the ground between rocks and soil particles, which
supplies springs and wells. This naturally filters water and is what keeps our streams flowing.
Runoff occurs when water cannot infiltrate the soil because it is blocked by hard surfaces like pavement,
buildings or compacted soil. Stormwater runoff is what carries pollutants to our streams. Less runoff and more
infiltration means better quality water and a more balanced water cycle.
Stormwater management techniques like rain gardens and naturalized retention basins help to increase
infiltration and also use plants to filter pollutants from runoff. We must protect our water resources, because
although 75% of Earth is covered by water, only 1% of that is available as fresh water for human consumption.
BMP, Best Management Practices: Actions or physical installations that prevent or reduce pollution.
SCM, Stormwater Control Measures: Techniques to manage stormwater; i.e. rain gardens.
Illicit Discharge: Any discharge to the storm sewer system that is not composed entirely of stormwater, also, a
storm drain that, during dry weather, has measurable flow containing pollutants and/or pathogens.
Turbidity: A measure of the cloudiness of water.
The Perkiomen Township Board of Supervisors and Park & Recreation Committee invite you to
attend our Annual Community Day on Saturday, May 30, 2015. The event will be held 10:30
A.M. to 3 P.M. on Township property at 1 Trappe Road. Parking for the event will be
at the parking lot located at the Perkiomen Valley High School located directly off
of Trappe Road.
This years event will start with a 5K run starting at 9 AM. Proceeds will go to
the Wounded Warrior Project. Registration information and other information
regarding the 5K run can be found in another section of this newsletter.
Activities for this year will include a moonwalk, dunking tank, face painting, a
magician, character portraits and balloon sculptures. There will be train rides at
the Live Steamers across from the Township Pavilion. Music will be provided by a
DJ and the Perkiomen Valley High School Jazz Band will be playing from 11:30 to
12:30 at the Pavilion. Food & beverage will be provided throughout the day.
At 12:30, the Township will also be recognizing the accomplishments of the
2014 Perkiomen Valley Football team who won the PAC-10 Championship by
going undefeated.
The Township Fire Company and Township Public Works will have their
equipment on display and personnel present to explain the operation of the
equipment. EMS units will be present to display their equipment and to do
blood pressure testing. State Police will be doing Finger Printing for the
children. Montgomery County Sheriffs Department will have their Bomb Disposal equipment on
display and will have personnel available to explain their duties.
All residents of the Township are invited to attend this event. It is a great time to meet your
neighbors and other residents of the Township. No pets are allowed.

SWIMMING POOL GUIDELINES

he discharge of any sewage of industrial waste, including
swimming pool water to a water of Commonwealth without
a permit is a violation of the Clean Streams Law, the Act of June
22, 1937 P.L. 1987, as amended.
It has been the Department’s policy not to require permits for
discharges from single residence pools provided the guidelines
outlined below are followed. Local municipalities should be
contacted concerning local ordinances.
These guidelines shall not be construed so as to waive or
impair any rights of the Department of Environmental
Protection to prosecute the property (pool) owner and/or pool
company for any stream damage that occurs as
a result of the discharge. Penalties would be
assessed under the provisions of the Clean
Streams Law.
POOL GUIDELINES:
A.Disposal of Water To Sanitary Sewer
If the municipal authority grants permission,
discharging of pool backwash water, neutralized pool cleaning
wastewater and standing water to the sanitary sewer system is
the best environmental alternative. Care should be taken in
making sure the discharge is to a sanitary sewer and NOT a
storm sewer which would discharge to a stream. If sanitary
sewers are not in the immediate area, the water should be
hauled off-site for disposal at an approved treatment facility.
B.Discharge of Water
The following guidelines must be followed if water is not
pumped or hauled to a sanitary sewer. Water should be
pumped over a grassy area to allow absorption, filtration and
aeration of water. The discharge should be at a rate which
prevents erosion and optimizes infiltration. In no event shall
pool waters be directly discharged to waters of the
Commonwealth.
Standing water or accumulated rain and/or pool water from
the previous season should be pumped from the top so as not
to disturb settled solids. Solids on the pool bottom should not
be discharged. Following pump down of water, solids should
be cleaned out manually. The discharge should not raise
instream temperatures by more than 2 degrees F in a one hour
period or a total of 5 degrees F, pH should be between 6 and 9
standard units and total chlorine residual should be 0.0mg/l.
Cleaning wastewaters containing muriatic
acid or chlorine that is used in cleaning pool
surfaces needs to be treated prior to
discharge. Muriatic acid wastewater should
be neutralized to pH between 6 and 9
standard units. Chlorine rinses should
stand for a period of days to allow chlorine
degradation prior to discharge. Total chlorine
residual of the wastewater discharge should be less than
0.5mg/l. Temperature should be monitored as above (standing
water), Chlorine rinse water pH should be between 6 and 9
standard units.
Filter backwash water during normal pool operation must
be at a sufficiently low volume that all water infiltrates to the
ground. Backwash water discharged to a stream or storm sewer
is not permitted.

A
s summer is rapidly approaching and
temperatures and humidity start to soar,
people are looking for ways to keep cool.
One way people are dealing with the heat is
the purchase of these relatively
inexpensive portable/storable on-ground
pools that are seen on this page. These
pools can be purchased at almost every big
box retail store around.
Although a permit will not be
required every season for the pool, the
barrier shall still meet the adopted code
requirements. These Barrier Requirements
are intended to provide protection against
potential drowning’s and near-drowning’s by
restricting access to the swimming pools.
The Pennsylvania Uniform Construction Code
(UCC) and International Residential Code (IRC) define a
Swimming Pool as a structure intended for swimming or
recreational bathing that contains water over 24 inches deep.
This includes in-ground, above-ground, and on-ground
swimming pools.
Although they are portable and can be taken down at the end
of the season, these pools are regulated by the UCC, and
Property owners who fail to obtain a permit for these pools
may face a fine of up to $1000.00.

MONTGOMERY COUNTY PRESCRIPTION DRUG DISPOSAL PROGRAM
D
istrict Attorney Ferman, along with Montgomery County Police
Chiefs, established the County Prescription Drug Disposal
Program in April 2013 with ten permanent prescription drug
collection locations situated across the County at which the public
can safely, confidentially and conveniently dispose of their unused,
unwanted or expired medications at no cost. In December 2013, due to
extraordinary public demand, the program expanded to include thirteen total collection
locations. Today, the program includes 23 total locations in response to continued interest for
additional disposal sites.
Ten additional disposal sites were added in March 2014 with financial support from the
Pennsylvania District Attorney’s Association (At each location, local, state and federal law
enforcement authorities work together to ensure that all drugs are destroyed in a legal and
environmentally friendly manner. All costs needed to establish and maintain the program are being shared by the Montgomery
County District Attorney’s Office and participating law enforcement agencies, with additional support provided from DEA and
public interest groups.

The present schedule is to begin construction in May or June 2015. Most of the work will be completed by an outside contract,
but the Township’s Road Crew will be completing some of the work on Cornwallis Way, Bonnie Lane, Church Road, and Liberty
Alley. Depending upon the existing condition of the street, some will be finished with an overlay while other will be will finished
with a micro-surface. Micro-surfacing is a cost-effective thin layer of asphalt emulsion mixed with finely crushed stone used to
extend the life of the underlying paving.
2015 EVENT CALENDAR
PENNSYLVANIA DEPARTMENT OF TRANSPORATION
PENNDOT has notified Perkiomen Township that a contract has been award to
complete the work on four bridges and installation of a temporary traffic light. The
Notice to Proceed was issued on this contract on February 8, 2015. The contractor
has until September, 2017 to finish this work. One of the items listed in this project
that will affect Perkiomen Township is the rehabilitation of the Skippack Pike Bridge.
This bridge crosses the Perkiomen Creek at Route 29 (Gravel Pike) to Route 73. No
time table has been given to Perkiomen Township as the contractor has discretion to
determine which bridge get completed first. Another item that will impact
Perkiomen Township is a temporary traffic signal that will be installed at the
intersection of Route 29 (Gravel Pike) and Plank Road and Ott Road. According to
the information that the Township received from PENNDOT, this temporary traffic
light is scheduled to be installed sometime in 2015.

he Federal Emergency Management Administration (FEMA) has updated the Flood Insurance Rate Maps for Montgomery
County. According to FEMA, these updates were completed to produce Digital Flood Insurance Rate Maps that will be
compatible with GIS. FEMA will issue a Letter of Final Determination that will require Perkiomen Township to update its Flood
Plain Ordinance and incorporate the new maps. The Township has been informed that FEMA will issue a letter of Final
Determination by September 2, 2015. Once issued, Perkiomen Township will have six months to review and revise its Flood Plain
Ordinance in compliance with the FEMA Regulations. At the end of this six month period, Perkiomen Township must have
adopted a new Flood Plain Ordinance. It is also at the end of this six month period that the new Flood Insurance Rate Maps will
go into effect.
In anticipation of this Letter of Determination, Perkiomen Township has been working on updating its Flood Plain Ordinance,
which presently is a part of the Township’s Zoning Ordinance. Under the new proposal, the Flood Plain Ordinance will be a
standalone Ordinance. As a separate Ordinance, appeals will be heard before the Perkiomen Township Board of Supervisors, not
the Township Zoning Hearing Board. This change and any other changes must first be reviewed and approved by agencies in
Harrisburg, as well as FEMA.
HOW MAY THESE CHANGES AFFECT YOU?
Under the revised Flood Insurance Maps, your property may or may not have been affected. If any portion of your property is
currently in or near a Special Flood Hazard Area, you may be affected by the regulations set forth in the Flood Plain Ordinance.
In a number of areas the limits of the Special Flood Hazard Areas are different on the new maps as compared to the current maps.
If a portion of your property lies within the Special Flood Hazard Area on the new maps and you are considering a mortgage or
home equity loan, your lender may require you to carry flood insurance. If you do not have a mortgage or home equity loan, you
may still wish to consider purchasing Flood Insurance as your homeowner’s insurance may not provide coverage for damage due
to flooding.
Based upon the new Flood Insurance Maps, FEMA may have either revised the location of the flood plain boundary shown on
your property, removed your property from the flood plain entirely, or added all or a portion of your property into the flood plain.
If you feel that your property, or any portion of your property, has been included in the Special Flood Hazard Area and you are
protesting this boundary delineation, you will need to submit technical and/or scientific data to file a protest. Such a protest will
require filing a Letter of Map Amendment (LOMA) with FEMA.

approximate location of the floodplain boundary based upon the updated FEMA Flood Insurance Rate Maps. For information

out the door for the playground, check that:
Supervision is present, but strings and ropes aren’t.
Adult presence is needed to watch for potential hazards, observe, intercede and facilitate play when
necessary. Strings on clothing or ropes used for play can cause accidental strangulation if caught on
equipment.
All children play on Age-appropriate equipment.
Preschoolers, ages 2-5, and children ages 5 -1 2, are developmentally different and need different
equipment located in separate areas to keep the playground safe and fun for all.
Falls to surface are cushioned.
Nearly 70 percent of all playground injuries are related to falls to the surface. Acceptable surfaces include hardwood
fiber/mulch, pea gravel, sand and synthetic materials such as poured-in-place, rubber mats or tiles. Playgrounds surfaces
should not be concrete, asphalt, grass, blacktop, packed dirt or rocks.
Equipment is safe.
Check to make sure the equipment is anchored safely in the ground, all equipment pieces are in good working order,
S-hooks are entirely closed, bolts are not protruding, there are no exposed footings, etc.

ORDINANCE NO. 223
T
his Ordinance regulates the parking of certain large vehicles, prohibits the abandonment of vehicles on public or private
property, and prohibits the leaving of any unattended sports equipment on any street or public right-of-way.
An abandoned vehicle (other than a pedalcycle) shall be presumed to be abandoned under any of the following circumstances,
but, the presumption is rebuttable:
• The vehicle is physically inoperable and is left unattended on a street or
other public property for more than forty-eight (48) hours.
• The vehicle has remained illegally on a street or other public property for a
period of more than forty-eight (48) hours.
• The vehicle is left unattended on or along a street or other public property
for more than forty-eight (48) hours and does not bear all of the following:
(a) A valid registration plate;
(b) A certificate of inspection; and
(c) An ascertainable vehicle identification number.
• The vehicle has remained on private property without the consent
of the owner or person in control of the property for more than forty-eight
(48) hours.
For purposes of this Ordinance, vehicles and equipment used in the construction or in the operation or maintenance of street
or public utility facilities, which are left in a manner which does not interfere with the normal movement of traffic, shall not be
considered to be abandoned.
The Ordinance further provides that no person shall abandon a vehicle on any street or private property without the consent of
the owner or person in lawful possession or control of the property. Upon written request of the Township Code Enforcement
Officer, a salvor is hereby authorized to take possession of, and remove to the storage facility of the salvor, any abandoned vehicle
located within thirty (30) miles of the place of business of the salvor for storage and/or disposition.
For purposes of this Ordinance, no person shall park, or permit to be parked, any large vehicle on any street within the limits
of Perkiomen Township. The definitions of “Large Vehicle” shall not include any emergency vehicle as defined by 75 Pa. C.S.A.
§102, but shall include the following: Articulated Bus, Combination, Construction Truck, Driveaway-towaway Operation, Farm
Equipment, Full Trailer, House Trailer, Limousine, Maxi-cube Vehicle, Mobile Home, Motor Home, Recreational Trailer,
Semitrailer, Stinger-steered Automobile or Boat Transporter, Tow Dolly, Trailer, Truck-camper, and Truck Tractor, Boats,
Snowmobiles, All-terrain Vehicles, and similar off-road vehicles and water vessels, Pickup Campers, Boat Trailers, Tent Trailers,
self-storage containers, intermodal containers, dumpsters, portable storage containers, cases or boxes used for transporting
recreational equipment, tools, or home furnishings (whether containing those items or not), and other similar or like vehicles,
devices, or property.
For purposes of this Ordinance, no person shall leave or cause to be left unattended any sports equipment in or on any street
or Township right-of way. Unattended sports equipment shall be defined as: Portable basketball poles, portable soccer goals/nets,
portable street hockey goals/nets, skateboard ramps, roller blade ramps, and similar sports equipment not actually then being used
for the particular purpose for which it was designed and manufactured.
Investigations of violations of this Ordinance shall be conducted by John Moran, Jr., Perkiomen Township Code Enforcement
Officer and Shawn Motsavage, Perkiomen Township Road Master.
NO BURNING REGULATIONS
O
n August 3, 2010, the Perkiomen Township Board of
Supervisors enacted Ordinance No. 207, an amended
Recycling Ordinance. The amended Recycling Ordinance was a
requirement of the Pennsylvania Department of Environmental
Resources. One of the significant changes was the ban on burning.
The Recycling Ordinance states that “No resident or person shall
burn any recyclable material, leaf waste or municipal waste.”

s a resident of the Perkiomen Valley School District and Perkiomen Township, you are subject to an Earned Income Tax (EIT)
rate of 1.525% which is split by the 2 entities as follows:
Perkiomen Valley School District - 9/10th of 1% (.009)
Perkiomen Township - .625/10th of 1% (.00625)
With the implementation of ACT 32, which took effect January 1st 2012, employers who are located within the Commonwealth
of Pennsylvania are required to withhold the tax at the higher of your resident EIT tax rate or the non-resident tax rate in place
where you reside. (Most non-resident rates are 1%). So if you are employed in Pennsylvania the tax should be being withheld
from your pay.
If you are self employed and/or employed outside the Commonwealth of Pennsylvania or by a federal agency that does not
withhold the tax, and have taxable income of greater than $12,000 annually, you are required to file and pay the tax due on a
quarterly basis.
Also note that, even if the tax was withheld in full, or you self-paid the amounts due, you are required to file an Annual Return.
Berkheimer will send out notifications informing you that must file your Annual Final Return. This notification will either be
sent as a paper return or a postcard (used where Berkheimer’s return is not used). For those that file with Berkheimer on-line,
there will be two reminder e-mails (one in January and another around April 1 if no filing was received to date) to the address
used to file the return from the prior year.
The Earned Income Tax administrator for Montgomery County is Berkheimer Tax Administrator. If you have questions on the
tax or its requirements, they can be reached at 1-866-701-7205 or by e-mail at www.hab-inc.com. Berkheimer also maintains an
office in Bridgeport PA at 63 W. 4th Street, which is open to assist taxpayers Monday thru Friday between the hours of 9:00 to
12:30 and 1:30 to 4:00 daily.

014 was a wonderful first year as the Perkiomen Township Tax Collector. I have enjoyed
meeting those of you whom have come in to pay your taxes in person as well as speaking
to those residents who have called me with questions.
Please note that the Township/County tax bills will always be mailed by March 1st. If for
some reason you do not receive your tax bill within a week to ten days after that, please make
sure to email me at [email protected] or call me at 267-354-1955 to discuss
getting another copy. Tax law in Pennsylvania dictates that non receipt of a tax bill is not a
reason for non-payment.
When calling, if you wish to speak to me in person, the best time to reach me is Tuesday and Thursday nights from 6-9 p.m. I
also work some Saturday mornings from 9-12. Please be patient as I am processing and returning many calls all of the time and it
can take up to 48 hours to hear back from me.

SOLICITING AND PEDDLING ORDINANCE
This Ordinance regulates the door-to-door soliciting and peddling in Perkiomen Township. It requires that certain groups first
obtain a permit before they can solicit or peddle in the Township. Also, there are certain groups that are not required to obtain
permits before they can canvass in the Township.
Soliciting and peddling involves individuals or groups who are engaged in the selling of goods or
services. These sellers are required to obtain a permit before they can solicit in Perkiomen Township.
These permits can be issued either to an individual or to a company. If a company is requesting permits
for its employees, each employee must obtain a permit. No more than five (5) permits shall be issued to
a company at one time. No permits shall be issued until the individual or company has provided all
necessary information requested on the application. In addition, all permit holders shall acknowledge
receipt of a list of those individuals who have filed notice with the Township that they do not want any
solicitors or peddler on their premises. Solicitors are required to carry said permit on their person at all
times and shall produce said permit upon request. Any person or company soliciting in the Township,
without first obtaining a permit, shall be in violation of the Ordinance. Permits are valid for thirty (30)
days. The hours for solicitation are 9:00 a.m. through 8:00 p.m., or sunset if earlier. No soliciting and
peddling is allowed on Sunday.
Permits are not required for canvassers. Canvassers include, but are not limited to,: persons age eighteen (18) years and younger
who are delivering newspapers, those individuals that represent the Boy Scouts, Girl Scouts, sports groups, school groups, those
representing political action groups, non-profit groups, religious groups, and those conducting surveys or opinion polls. Any
group that is similar in nature to those aforementioned groups are also exempt based on a U.S. Supreme Court Case known as
Watchtower Bible & Tract Society of New York vs Village of Stratton.
Any owner or lawful occupant of any property in Perkiomen Township that does not want to have a person or persons enter
onto their property may post said property with a sign stating “No Solicitation”. Any owner or lawful occupant of any property
may also register with Perkiomen Township requesting their address be added to a Registry that is to be distributed to those
solicitors and peddlers required to obtain a permit. Registration of said property must be renewed annually. Any permit holder
that enters onto a property that is listed on the Registry shall be in violation of this Ordinance. If such an incident occurs, the
owner or lawful occupant must notify the Township in writing of said violation, as this could be grounds to revoke the Solicitation
Permit. Investigations of alleged violations of this Ordinance shall be conducted by John Moran, Jr., Perkiomen Township Code
