The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual.
Each state analysis includes information in a standardized format: contact, legal limits, special permit limits,
general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone
numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers
are always advised to check with the state offices on current laws and procedures. This project could not have
been completed without the advice and consultation of many state officials. We thank all of those who provided
permit manuals, maps, laws, regulations, and various other forms of documentation.

information contained herein before dispatching vehicles and loads. The SC&RA cautions Permit Manual users
that state laws and regulations are subject to change without notice, and that some time elapses between the
effective date of such changes and the amendment of the Permit Manual to reflect those changes. The SC&RA

PERMIT RESTRICTIONS
General - Permits are valid only for dates specified. Travel is allowed during daylight hours, except during
peak hours. Divisible load permits are not available. The permit covers only the person or firm designated
as permitted and is not transferable. The permit shall be carried in the vehicle during the movement. For
Annual permits a copy of the permit is carried in the vehicle and the original permit must be readily
available for inspection from the operator’s offices in the county of issuance.
Insurance — Required to be on file with the Permit office; must have minimum coverage of
$100,000/$300,000/$50,000.
Weekend/Night Travel – Operating time is specified on the permit. Night travel may be authorized in the
permit for oversize or overweight vehicles. Authorized weekend travel will also be noted on the permit.
Movements on Saturdays and Sundays are at the discretion of the applicable district engineer.
Holiday – Restrictions are noted on the permit and holiday travel may be authorized. The state permit
office is closed on the following holidays:

Weather – Notwithstanding the date and time specified in the permit, moves shall not be made when
visibility is unduly impaired by rain, fog, smog or at any time travel conditions are considered to be unsafe
by the department of police. Police may direct or escort a vehicle off the roadway to a place of safety.
During those periods of adverse weather, should operating conditions be impaired or otherwise become
hazardous due to inclement weather, which may include high winds, the police at their discretion, may
require the driver of the vehicle or combination of vehicles to pull off the highway to a place of safety until
the movement can be resumed under safe operating conditions.
Permit Information Required — Overall dimensions; gross weight; axle weights; axle spacings; origin
and destination; routes to be traveled.
PERMIT TYPES
Single Trip – valid only over a specified route between pre-determined points of origin and destination
Continuous Trip – shall not be for more than one year (for loads less than 12’ wide and an overall length of
less than 70’)
Annual Trip – valid for one year

ESCORTS AND SIGNS
Labeling — Signs reading “wide load” are required on all vehicles over 12' in width. Sign must have yellow
background with black letters 10" high. Sign dimensions must be 6' x 1'.
Red flags 24" square are required on vehicles over 12' in width.
Escort Vehicles and Personnel — Vehicles over 12' in width must be accompanied by a lead escort.
Two escorts are required for vehicles over 14' in width.
Certification – Pilot Car Escort Certification is not currently required.

A second violation within one year of the first doubles the fine (maximum $1,200) third and subsequent
violations within one year triple the fine (maximum $1,800). Operators may be cited for both axle and gross
weight violations Drivers may not shift load to avoid an over axle citation.
RESTRICTED TRAVEL
Travel may be restricted on state highways during the following hours 5:00–8:30 am and 3:00–6:00 pm.
Hawaii Administrative Rules Chapter 19-101 establishes restricted movement of overweight vehicles along
and upon Hana Highway between Kailua Village and Hana Town. (Restricted gross weight of less than 10 ton
without a permit)

PERMIT ORDERING
Application for permit should be submitted on forms furnished by the respective District. Applicant should
provide all information required on the form including sketches showing plan and elevation of wheel
arrangements, dimensions, and distribution of load.
Application can be made at the following office and the aforementioned district offices:

In most cases, requests are reviewed and processed by the District Office within one (1) day.
Permit applications requiring headquarters review may take a minimum of three (3) weeks. This may be
necessary when the proposed loads are extraordinarily large or heavy.
