Mosaic Festival showcases women of various cultures
Last 26 April, the City Square
was transformed into an interactive cultural marketplace,
adorned with cultural displays,
food stalls, dances, and teemed
with women and girls in colourful traditional costumes. After two successful years, the
third Mosaic Festival that celebrates women in multicultural
Victoria has gotten bigger this
year. The Victorian Immigrant
and Refugee Women’s Coalition
(VIRWC) decided to move the
location to the City Square after
it received almost double the
grant in previous years from the
Victorian Government.
Mosaic Festival celebrates
migrant and refugee women’s
diversity and highlights their
positive contributions to the Victorian community. Women are
able to showcase their cultural
identities and talents through
music and dance. The festival
is led and managed by women
from immigrant, refugee and
Anglo-Celtic backgrounds. Entrance is free and activities are
all family-friendly. There are
playgroup leaders courtesy of
VICSEG that provides activities
for children.
This year, more than 3,000

Square. They were not discouraged by the cold weather and
rain in the morning. People
passing along Swanson Street
were enticed to look around
and stayed as they were entertained by a continuous flow of
performances on stage and the
smell of food. People queued
to buy pork and chicken barbecues from Filipino-owned GJ’s

Philippine Fiesta’s 33rd year this 28-29 November

The Philippine Fiesta of
Victoria Inc. (PFVI) will
celebrate its 33rd anniversary in what is to be its biggest celebration on 28 and
29 November 2015 at the
Royal Exhibition Building.
The two-day event will feature the first ever AustraliaPhilippine Trade, Business
and Investment Expo and
a sports event in coordination with the Melbourne
United. This was announced
by PFVI Chairperson Ross
Manuel during its formal
launching on 11 April 2015
at the James Squire Hotel in
Docklands.
Neil Grimes, Vice President of the Australian Philippine Business Council and
Mr Vince Crevello, Chief Executive Officer of Melbourne
United were the guests of
honour. Both expressed their
support for the Fiesta’s business and sports initiatives.
In his closing remarks,
Philippine Honorary Consul of Victoria Felix Pintado
encouraged individuals and
business owners to invite
others to attend and participate in the Fiesta celebration.
A flyer distributed on the
day explains the change of
venue: “Its (Fiesta) location
has been moved to different
venues to accommodate its
current needs and the grow-
ing attendees and looking
forward to a new Philippine
Community Centre to be
built in Laverton by 2017.”
For entertainment, Rollie Limun provided song
numbers, while Kim Fyfe,
2014 Mutya ng Pilipinas Second Runner-up, presented
a Muslim-inspired tinikling
dance number.

Sparkles, helping hands in Masquerade Ball 2015
Every year, Filipinos and
their guests, be they Australians, Italians or Greeks,
look forward to the Masquerade Ball organised by the
Emergency Relief Fund for
Philippines (ERFFP). This
is the day that guests and
sponsors wear their best sequined, well-adorned dresses
or gowns and the men look
dapper in their suits while
they don their colourful,
extravagant masks.
Despite the glitter and the
all-night dancing, the main
objective of the night was
to raise funds for ERFFP’s
projects. And it did raise approximately $6,175 including
the donations and raffles
sold plus auctioned airfares.
Around 300 guests and sponsors turned up at the Ferraro
Receptions last 25 April 2015.
In his opening speech,
ERFFP President Roy Carbungco’s tone turned serious when he presented the
group’s projects in the Philippines via slide presentation.
“I personally brought the
money in November 2014
and February this year at
my own expense. I paid for
my own airfare. Our bank
account is open to everyone
for checking. I can assure you
that all your donation goes to
those in need. So I challenge

The ascendancy of a leader
Leaders are put into position, either by
appointment, election, or succession. They
occupy that top spot in an organisation,
community, company, or even the family to
help steer the group into the right direction
based on an articulated vision and mission.
No matter how big or small a group is, we
look up to a leader and believe in his/her
character, and capability to exercise prudent
judgment, execute plans strategically, and
consider the welfare of the constituents.
The choice of our leaders should therefore
be based on certain criteria, such as qualifications and other soft skills such as being
level-headed, has a good moral foundation
and values which he/she lives up to, thinks
of others, has good following and wellrespected, and makes judgment that benefits
and not pleases. A leader worth his/her salt
should be grounded in morals and should be
able to make unpopular decisions but which
spread the good benefits to many.
For our leader to do the job, he/she should
listen to the needs and desires of constituents and weighs different options before
making a final call. He/she should be able
to tap the needed resources, and think longterm how certain decisions will affect the
people being governed. To afford leadership
the capability to decide on behalf of his/her
people, the leader should be free from ties
with a certain group, to the disadvantage
of others.
Perhaps this has been the problem of
leadership for Filipinos, because of our
culture of pakikisama and pakikipagkapwa.
Constituents would sometimes support the
leader and expect favours to come their way
in exchange. The support also comes with
an expectation that the leader would give
them protection, and assure them of alliance
beneficial at a time when the association
merits tips the favour to their side.
This is actually a call for us
to stop this kind
of patronage
which destroys
a group, whether
an organisation,
a community,
a company, or
even a nation.
Let’s broaden
our thinking
about leadership as serving
the interest of
many, and not
just of certain
groups or sectors.
We should support
our leader, believing that the actions he/she undertakes, will
do a lot of good
for many, and
will ripple way into
the future. In other
words, let the leader do
the job without having to
bother granting goodwill to
a few to the detriment of the
many. After all, a leader represents all, and not just a few, of the
constituency.
Leadership also has a part in curbing the
kind of detrimental relationship which binds
a leader only to advance the interest of a few.
A leader should be able to say “The buck
stops here” and that he/she should be able to
take command of the ship he/she steers. The
leader has to have a kind of wisdom to distinguish between genuine and faux support,
and make decisions dictated by conscience.
For us who are followers, let’s help our
leaders in fulfilling the goals of the group
by thinking beyond ourselves and beyond
the here and now. There is genuine work to
be done in making the benefits trickle down
to all. Let us not even attempt to sway our
leader to only look at our sector, because we
are a bigger organisation composed of others

Mobile Mission
The Philippine Embassy in
Canberra has announced the
schedule for the Mobile Consular
Mission in Melbourne for 2016
as follows:
Pre-registration for all applicants
All applicants need to pre-register between 26 October 2015 and
29 December 2015

8AM to 5PM from Tuesday 19
January to Friday 22 January 2016
Oath taking for dual citizens
3:00 PM on Tuesday 19 January
2016 and 3:00 PM on Wednesday 20 January 2016
During the mobile mission, the
Embassy will field personnel
who will attend to the biometrics
capture of Philippine ePassport
applicants and administer the
oath of allegiance to petitioners
for dual citizenship. Consulate
volunteers will also assist during
the mobile mission.
To ensure the orderly conduct
of the Mission, ePassport applicants should pre-register and
secure an appointment slot with
the Embassy within the dates:
26 October and 29 December
2015. Due to limited data capture
equipment, walk-in applicants
cannot be accommodated.
The Balikbayan Program
Some Filipinos in Victoria may
be unaware of the Balikbayan
Program, which was set up to
encourage greater tourism to
the Philippines. Balikbayans are
who also need looking after. And for us who
are also leaders, we should focus on making
a strong organisation, uniting the different
groups under our charge, and sharing with
them the task of fulfillment of our group’s
goals. We should listen to the different
opinions, but at the end of the day, make a
decision on what will be best for all.
overseas Filipinos who return
to the Philippines, including
those who have acquired foreign
citizenship. The program grants
a range of benefits to those who
qualify.
The main advantage of the
Balikbayan Program is that it
allows balikbayans to stay in
the Philippines for one year
without requiring a visa. Additionally, the non-Filipino
family of the balikbayan (such
as a spouse and children) may
also stay in the Philippines for
a year without a visa, provided
they enter the country with the
balikbayan.
As well as being granted yearlong visa-free travel in the Philippines, balikbayans are entitled
to duty and tax-free purchases
from Philippine duty-free shops
of up to one thousand US dol-
lars, with some limitations.
Balikbayans must have been
continuously out of the country
for at least one year to qualify for
the Balikbayan Program. Please
note that the entry privilege is
only granted upon arrival in the
Philippines from the Immigration Officer. It is not available
from within Australia.
This program does not extend
to nationals of certain countries.

visa-free stay list, as posted on
the Philippine Embassy website (www.philembassy.org.au),

Awards and international conferences

A Philippine delegation attended the 9th Australian Political Exchange Council in
Adelaide on 26 March. Leading the delegation was Aida Garcia, Filipino Community
Council of Victoria (FILCCA). The Council hosted its 9th delegation of young political
leaders from the Philippines from 21 March to 27 March. The delegation travelled to
Sydney, Canberra and Adelaide during their visit to Australia. Also in attendance was
Hon Michellet Lensink, MLC at the Parliament House.
A delegation from the Australian Political Exchange Council was established in
1981, and today the Principals of the Council are the Parliamentary Leaders of the four
main political parties in the Federal Parliament. The Council aims to develop young
Australian political leaders by working with countries with which Australia has an
established exchange program with, including the People›s Republic of China, Japan,
the Republic of Korea, New Zealand, the Philippines, the United States of America,
the Socialist Republic of Vietnam and Thailand. It provides delegates an opportunity
to visit and learn about political systems, culture and industry and to develop longlasting ties and relationships.

Community leaders became recipients of various awards during the month of
March and April. FilCCA President was a recipient of two awards but unfortunately
was unable to attend the awarding ceremony as finalist to the International Women›s
Day Irene Krastev Award at the Adelaide Entertainment Centre and the University of
San Jose Recoletos HS '65 Golden Jubilee at the Casino Espanol, in the Philippines. The Governor›s Multicultural Awards for Arts and Culture: Individual Recipient went
to Ben Hur Winter, FSCCSA President; and High Commendation for Individual Contribution to Cynthia Caird, Filcca Secretary. Brian Lorenz of NSW, loved by all Filipino/Australians and touched by his music,
singing voice and dancing talent, won the Australian Club Entertainment Award for
Rising Star during the 17th Annual Australian Awards Night held on 18 March at the

Congratulations to Evelyn Beed, newly elected President of the PCC NSW who will
be the state representative to the Filcca Board.

The FILCCA also had a delegation in the 3rd Global Summit of Filipinos in the Diaspora,
held in Manila on 25-27 February 2015. Organised by the Commission on Filipinos
Overseas (CFO), the three-day summit had for its theme: “Vision and Action for the
Diaspora, 2015 and Beyond,” which aimed to come up with a vision and strategic action plan for Filipino diaspora communities for 2015 and beyond.

Award-winning community leader and Gawad Kalinga (GK) chairman, Tony
Meloto will visit Australia
from 27 May to 4 June to talk
about “Social Innovation”.

be speaking before an audience of students, faculty,
corporate executives and
the Filipino community
about “Social Innovation (or
Social Entrepreneurship)
as a platform for poverty
alleviation and community
development”.

universities and organisations during his Speaking
Tour here in Australia. And
for the first time, we are
proud to announce that
Optus is partnering with GK
for this tour to tap on Tony’s
expertise on the subject
matter,” Ms Vedar said.
Mr Meloto is the founder
of Gawad Kalinga, a movement that builds integrated,
holistic and sustainable
communities in slum areas
and remote rural communities with a vision to end
poverty for five million
Filipino families by 2024.
He is a recipient of the 2006
Ramon Magsaysay Award
for Community Leadership
and has garnered the Social
Entrepreneur of the World
award at the 2012 World
Entrepreneurship Forum.

the Optus Corporate Centre
in North Ryde. He will also
be meeting with NSW State

French volunteer will showcase his “Plush and Play
Toys” and share his experience in GK. He received
a special award from the
President of France François
Hollande when the latter
visited Manila last month.
Mr Courteille is a strong advocate for “businesses with
a heart” and he wants to inspire individuals to consider
social entrepreneurship as
their new career path.
British journalist Thomas
Graham, for his part, will
launch his book titled The
Genius of the Poor in Sydney, Melbourne and Perth. This book is a heartfelt and
often humorous account of
a foreigner’s life-changing
journey in the Philippines.
Whether in prisons or conflict areas, Mr Graham became inspired by countless
heroes that share one common dream – to build a na-

I am often tested by trifles.
At home, I get annoyed
by having to change the
toilet roll most of the time.
I used to complain to the
Lord (and the family!) why
I often seem to get the end
of the stick. Somehow God
reminds me that if I could
not pass the test of patience
in little things how will I
overcome the bigger challenges when they arrive at
my doorstep.
And so I try to learn the
lesson. However the moment
such a pledge is uttered,
daily activities become a trying time. The cashier at the
shop is touchy, the service I
get is unsatisfactory, traffic is
painfully slow, family members become uncooperative,

The Sacred Heart Catholic
Charismatic Prayer Group,
Oakleigh celebrated its third
anniversary on 18 April at
the Holy Redeemer Parish
Hall, Fern Tree Gully Road
corner Huntingdale Road,
East Oakleigh, with praise
and worship, a thanksgiving
Mass, fellowship lunch and
a program that generously
gave away gift items.
Its regular members, their
family, friends and special
guests, who blessed the
group with song and dance
presentations, were guided
by the master of ceremonies,
Dina Delfino who made
sure the program flowed
smoothly.
Those who attended listened intently to Father John
Quinn’s homily who encouraged them to ask God the
Father through Jesus, for
the gift of the Holy Spirit
everyday at time of rising,
to enable them to obtain the
Spirit’s gifts of wisdom and
love. Father John shared that
one of his first assignments
as a priest was to attend
the prayer meetings of the
charismatic group in Chelsea
with the “mission” to “control” them, only to realise
that the fire and the anoint-
ing of the Holy Spirit was so
strong to resist and he found
himself “converted” instead.
Today, Fr John remains one
of the favourite priests of
renewal groups because of
his simplicity, humility and
grace-filled love of people.

ministry servants acknowledged the humble beginnings of the group, as they
are faithfully supported by

Mosaic Festival showcases women of various cultures

Under a long marquee
were arts and crafts displayed by VIRWC’s women’s friendship groups and
Malaysian/Indonesian and
Turkish women’s groups.
There were also Korean
and Chinese costumes displayed to show people how
these can be worn. People were encouraged to get
their photos taken using
the cut-out dresses. There
was also a real Mosaic art
display wherein women
artists showed people how
to make them.
The program started after 11am with three emcees, Ee’da Brahim, Candice Monique and Quashani
Bahd. From Indian, Lithuanian and African backgrounds respectively, the
women blended well with
their diverse personalities,
colourful dresses and styles
of showmanship.
The official opening be-
gan with the traditional

Batsi Mangoma, a woman of
Zimbabwean background.
Then the Minister for Multicultural Affairs Robin Scott

they put on the VIRWC and
its CEO Melba Marginson
in executing the event with
high standard. Councillor
Jackie Watts of the City of
Melbourne gave a rousing
speech about the Council’s
Multicultural policy and
the Mosaic event being most
aligned with it.
Community groups performed traditional and authentic dances from Cambodia, Philippines, Ecuador,
Colombia and Brazil. The
Indian Classical dance was
per for med solo by Di lini Fernando.
The quality and authenticity of entertainment was
appa rent right f rom t he
sta rt. The audience was
obviously moved by the
strong voices of Samoan
Grace Vanilau, Palestinian
Aseel Tayah and Indonesian
Nika Suwarsih. Comedian
Diana Nguyen’s brief performance as ‘Phi and Me’
got the crowd laughing and
confused at the same time.
The three emcees sang solos, leaving the crowd mesmerized.
The highlights of the festival were the group dances
and workshops. Demi Sorono’s breakdance thrilled the
audience and the Polynesian, Samba, and Bollywood
dances got the audience
dancing.

Melba Marginson says, “We
would like the Mosaic Festival to be a yearly event
of, for and by women in
Multicultural Victoria. This
can only happen if both the
state government and City
of Melbourne will agree to
fund the event together.”
Marginson further states,
“our team of young women
and men headed by event
coordinator Erin Meeking
shows how much better we
can do things if only we
seriously encourage and
support our young people.”

was given the Award of Excellence for her outstanding
contribution and utmost
support in the upliftment
of social well being for the
people of Cabra on 21 March
2015 in the Municipality of
Lubang.
The Municipality of
Lubang recognised Ms Carlos-Martinez for her support
in providing health care, a
water pipeline, literacy and
improved livelihood and
stability to Lubang.
Ms Carlos-Martinez facilitated the delivery, release
and distribution of a 40-foot
container donation of hospital beds, literacy, livelihood
and disaster response materials in Lubang, Mindoro.
The Philippine Consulate in Victoria provided
assistance in the processing
of the container into the
Philippines with the Department of Social Welfare and
Development.

guests and friends crossing Port Phillip Bay via ferry from Queenscliff to Sorrento then continued on by bus to the Frankston
Waterfront to see the Sand Sculpting exhibit. This year’s theme of Friends, Foes and Superheroes featured Disney, Pixar, Marvel
and Star War characters.

I’ll never let cancer define
me as a person. It visited
me and gave me a shake- up
but it was my attitude that
was able to overcome it and
I found inner strength. My
biggest achievements have
been overcoming my own
fears and realising my own
strength. “What doesn’t
kill you, strengthens you”,
just like the salmon that has
to make its way upstream

Initially, everything felt
different, physically and
mentally. But I wanted to be
the vibrant, outgoing person
I still felt was inside me. And I wanted to make sure
I didn’t lose her. It was all
about getting back to living
my life. I’m just happy I’m alive
and doing the things I love:
socialising, singing, dancing,
listening to my favourite
music which uplifts my
spirit, holidaying, family
gatherings, involvement in
the community (Australian Filipino Community
Services and multiculturalism), parish involvement,
writing, communicating,
emailing, photography and
lately, even giving inspirational talks.
I feel I’ve learnt so much
about myself. Before my diagnosis, I hadn’t realised my
potential and what I could
achieve. So in a way, cancer has given me a second
chance in life.
The first opportunity I
had, I wanted to give back to
those who had supported me
and still are supporting me
as I battle again my fourth
round of cancer which started in February 2015 – alas,
this really shook me after
only two months from the
last remission. Still, I just
feel so blessed having a
very supportive and loving
husband (“my steady rock”
who celebrated his 60th
birthday which is another
happy milestone to cherish)
and the love and support of
my children and relations,
and the overwhelming concern and prayers of friends
and the Filipino and parish
community.
And now I’m even finding
opportunities to empower
others going through personal health setbacks to
help them find their inner
joy and celebrate just being alive. I was invited to
address an assembly at the
2014 Women’s World Day
of Prayer and, in February
2015 was invited to give an
inspirational talk about my
journey with cancer to a
group of about fifty people at
a Morning Tea fund-raising
event for Ovarian Cancer
Australia hosted by the Uniting Church. This prompted
me to finally write down
my thoughts “lest I forget”,
as I can’t fully rely on my
memory these days because
of my “foggy” chemo brain.
The confrontation with my
own mortality has helped me
gain a greater clarity about
what‘s important in life. It
is important to acknowledge
the tough stuff but not to
focus on it, and to remember
that although life can seem
unfair at times, it can still
be good. Just remember to
focus on something bigger
than yourself, so as to forget
your own problems and
predicament.
In hindsight, looking back
on my pre-cancer life, I
think: What a waste! I was
functioning on autopilot. Now, every day, I wake up
and live my life with purpose. I appreciate every

has shown me that I’m resilient. I don’t doubt myself

There is no way I’d be doing

experience. I still enjoy doing what I started before: I
am now in my third year
as CHAIRPERSON of our
Filipino organisation (AFCS
–AUSTRALIAN FILIPINO
COMMUNITY SERVICES).
This has involved talking to
VIP’s and politicians, doing
SBS interviews, giving welcome speeches, addressing
forums, writing editorials
and organising events.
I find that giving back to
the community and being
involved is so fulfilling and
is a reward in itself. Consequently, in my parish at St
Jude’s, Scoresby, I was able
to initiate a multicultural
rosary during our Lady of
Fatima Pilgrimage, where the
parishioners pray the Hail
Mary in their own language,
thus taking pride in their
own culture and fostering
harmony in our diversity.
This is my life and I am
going to make sure it is good
while I am living, and I will
live it well. So my advice is to stay
positive and surround yourself with like-minded happy people. Release those
happy endorphins doing
what you love and enjoy. There is no room for negativity, stress and unnecessary worry. Don’t sweat the
small stuff! We can’t control
what happens to us but we
certainly can control our
reaction to it. Most importantly, KEEP THE FAITH,
TRUST IN THE LORD, HIS
DIVINE MERCY, HEALING
POWER AND LOVE. Count
your blessings and be grateful for all the overwhelming
support you get from your
family and friends.
So to all who have tremendously lightened my
load, thank you so much for
all your love, patience and
understanding. I really appreciate all your help, caring support and constant
prayers. It just strengthens my resolve to get better
and stronger.

The Philippine Cultural
Society for Families and
Friends, Inc.(PCSFFI) celebrated Easter Sunday last
5 April 2015 with Holy Mass
and an exhibit of varied arts
and crafts with entertainment and dance.
Some arts and crafts, as
well as pastries, were offered
for sale. Donation envelopes
were likewise disseminated.
Proceeds will add to the
Maribyrnong City Council’s
grants released solely for
organising the event.

Mrs. Norma Serrano, Centre Manager of the Philippine Community House
and Officer-in-Charge of
Aged Care Services were
the guest. Mr. Nam Quang,
a youthful looking Vietnamese-Australian, cited the fact
that his family were among
the refugees who sought
residency in Palawan, Philippines. He was 16 years
old at that time. They later
applied and moved to Australia. He further said that
the Vietnamese community
will always be appreciative
and indebted to the Australian government for taking
in a considerable number of
Vietnamese refugees. To the surprise and amusement of the audience, Mr

to the artists and encouraged the seniors to engage
in hobbies to keep them
strong physically, mentally
and even spiritually. He took
her husband, Rocke Serrano,
as an example who has six
hobbies. He was one of the
participating artists who exhibited his paintings which
were proudly interpreted
by Mrs. Serrano. She finished her speech by saying
“it’s never too late to start a
hobby.”

last January 2015. This collection was featured in an
Indie magazine in Sydney
called Rummage. She was
also featured on Stylebible.
Since her collection de-
but, this upcoming Filipino-Australian designer has
received several invitations
to showcase her creativity.
Not every design student
gets to display her collection
on the global market. Topacio has also been invited to
show her collection at the
Vancouver fashion week. “It
is a bit too early for me to be
doing it as I just graduated
from fashion school but it
is a rare opportunity to be
invited to a fashion week
so I am thinking about it. I
am looking for sponsors or
perhaps I will create a crowdfunding account to help me
get there. If I decide to do it, I
will let you know,” the young
designer said.
The Filipino-Australian
designer got her ideas by accident from mushrooms and
weeds formation. For her collection, she used fine strips
of laser-cut wood to create
geometric patterns and pleats
to have an organic feel to it. On her website, Topacio
displays her multidisciplinary approach. She has a
separate tab for her photography, illustration, video work,
and fashion collection. “Things seem to be going
the right direction and I’m
hoping that it will progress.
I’m really grateful for everyone’s support. Thank you
again!”

What is the Training and
Research visa (subclass
402)?
The Training and Research
visa (subclass 402) is a temporary visa for people who wish
to come to Australia to take
part in occupational training, observe or participate in
academic research, or join
a professional development
program.
What streams does this
visa have?
This visa has three streams:
O c c u p a t i o n a l Tr a i n e e
stream for people who want
structured workplace-based
training for skills improvement in their field of study
or expertise; Professional
Development stream for
professionals, managers or
government officials who are
invited to take part in a professional development training program organised by an
employer outside Australia
lasting up to 18 months; and
Research stream for professional academics who are invited to observe or take part
in an Australian research
project at an Australian tertiary or research institution.
What are the provisions
of this visa?
This visa allows individuals to come to Australia any
time after the visa is granted,
stay in Australia during the
training, research position
or program, perform the
training or activity indicated
in the visa application, and
travel to and from Australia
Training and Research
visa (subclass 402)
as often as the visa holder
wants until the end of the
program or the visa expires,
whichever comes first.
Who are eligible to apply
for this visa?
The applicant must be at
least 18 years old and has a
valid passport from a qualified country to apply for
this visa. Since this is a
sponsored visa, the applicant’s sponsoring organisation must have applied for or
been approved as a sponsor.
Aside from meeting the
requirements of the visa
for the particular stream
he/she is applying for, the
applicant must also have
a sincere intention to stay
temporarily in Australia and
sufficient financial support
for himself/herself and accompanying family members during their stay in
Australia. He/she must also
have sufficient preparations
for health insurance while
in Australia and meet health
and character requirements.
What are the
requirements for each
stream?
An Occupational Trainee
stream visa applicant must
have the intention of participating in occupational
training for which he/she
has an approved nomination by an Australian organisation or was invited by a
Commonwealth agency. The
occupational training must
be for a minimum of 30
hours a week, 70 per cent of
which must be in the workplace. The applicant must
also possess the English
language skills necessary
for the training program and
must satisfy occupational
health and safety standards.
A Professional Development stream visa applicant
must be: employed by a
qualified registered business, invited or employed
b y for ei gn gov er n m en t
agency, or invited or employed by an international
multilateral organisation.
He/she must be sponsored
by an approved professional
development sponsor who
is already a part of a professional development agreement. The sponsor must
write a letter supporting the
applicant’s claims about his/
her professional or managerial skills and English
language proficiency.
A Research stream visa
applicant must have an invitation to observe or take part
in an Australian research
project for up to 12 months
at the sponsoring Australian
tertiary or research institution and in cooperation with
other academics who work
at the sponsoring Australian
institution. The applicant
must be able to show an
invitation letter written by
the person with general
administrative authority in
the institution. The letter
must indicate the necessary
details such as the duration
of invitation, the details of
the position, the job title,
a duty statement, and any
anticipated payments.
Does the applicant have
to be in Australia when
lodging the application?
For the Occupational Trainee or Research stream,
the applicant and anyone
included in the application may be in or outside
Australia when lodging the
application. However, the
Occupational Trainee Visa
subclass 442 is now closed
to new applications.
For the Professional Development stream, the applicant must be outside
Australia while the sponsor
can lodge the application
on his/her behalf.

Migrante Australia pursues fight to save Veloso
Migrante Australia
has been active in its cause to
save Overseas Filipino Worker
Mary Jane Veloso from death
sentence. In a statement, Migrante Australia said that it
is thankful to everyone who
supported their cause and
signed the Save Mary Jane Veloso Campaign and joined the
vigils to knock on the hearts
of the Indonesian government
to spare the life of Mary Jane.
Pro-OFW group Migrante
said that the Philippine government has neglected the
case of Mary Jane Veloso,
and that the Philippine government cannot claim this
short-lived victory as its
achievement. The statement
said, “The Aquino government had 5 years – 5 long
years to fight for her, to look
for the real criminals – the
human traffickers and drug
syndicate but no, they sat on
her case until it was nearly
too late to do anything.”
As she was walking towards her execution ground,
the Filipina maid, Veloso was
stopped and granted a temporary reprieve. Those who
believed her innocence see
her as a victim and Migrante
Australia shares this temporary victory with all those
who support the cause. Migrante Australia condemns
death penalty and does not
see it to be the cure for any
offence because it is barbaric
and inhumane, and that it
should be abolished.
Mary Jane Veloso was
caught at the Yogyakarta Airport in April 2010 after she
was found to be carrying 2.6
kilograms of heroin stashed
in her luggage. In Indonesia,
drug smugglers are sentenced
to death by firing squad. Veloso was then sentenced to
death in October 2010.
According to a spokesperson for the Attorney General
of Indonesia, the execution
of Mary Jane was postponed
after the recruiter, Maria
Kristina Sergio, who was
said to have given Veloso the
suitcase containing heroin,
turned herself in to authorities on the afternoon of 28
April. In light of this new
development, Widodo called
an emergency meeting with
his officials to discuss the
matter. Prior to that, Aquino
proposed to the Indonesian
government to turn Veloso
into a state witness to bring
to justice the criminal group
that used her to transport illegal drugs.
According to Migrante
Australia, Mary Jane is just
one of the many migrant
Filipino workers who leave
the country, sacrifice being
away from their families,
just to support them. Oftentimes, these migrant workers
are faced with dangerous
jobs. It is the government’s
responsibility to look into
the cases of the OFWs in jail
and support them to the best
of their ability.
While Mary Jane Veloso is
not yet in the clear, Migrante
Australia’s campaign for her
release continues.
Meanwhile, in a statement
released by Migrante on 1
May 2015 on the occasion of
Labour Day, it joined workers
worldwide in the quest for
peace and justice so that they
can benefit from the wealth
from land and other resources, exercise their rights, and
maximise their potentials.
Migrante deplores the plight
of Filipino workers on temporary visa in Australia who
have been subject of abuse,
such as contract substitution, underpayment of wages,
non-payment of entitlements
overcharging of lodging costs
and other bills, among other
things. Migrante has supported more than 30 of these
Filipino workers.

APCO elects new
board members
NSW—In its midterm AGM
held 29 March 2015 at the
KCL Canley Vale coop site,
the Alliance of Philippine
Community Organisations
(APCO) Inc, added four new
directors to replace those who
voluntarily resigned because
of work and family commitments.
The new directors are: Daisy Cumming, Sr Vice President and Directors Victor
Valdez, Rose Lay and Zeny
Piosic.
APCO president, Ruben
Amores, welcomed the new
directors and described them
as “fresh new blood that hopefully will not only strengthen
the support and coordination
of APCO towards the activities of its many organisational
affiliates but also to be trained
through relevant experiences
to take on APCO’s many leadership roles in the near future.
Having such variety of potential top leaders also proves
that APCO has a healthy
supply of bright young leaders
from its very broad membership base.”
APCO and its organisational and individual affiliates
are very actively involved in
local community cultural,
religious, civic and social
welfare activities while the
Board and APCO’s umbrella
leadership are also actively
engaged in the state and multicultural society to be able to
promote Filipino-Australian
community interests.

The Philippine Educational Theatre Artists of WA
or PETAWA presented its
first ever theatrical show
“Life with Mamay” last 18
April. “Life with Mamay”
(Dementia Carer Chronicles)
is a poignant theatrical presentation which diarised the
Dementia Carer’s experiences
in dealing with this mental
illness. Written and directed
by Nitoy Chan Jr., it is a compilation of autobiographical
anecdotes which portray humour despite the adversities
brought about by dementia.
Conchita Bloubin played the
role of Mamay while Benny
narrated and played himself. Cielo Franklin played the
Filipino interpreter and also
Nene, in a flashback scene
as Mamay’s older cousin.
Cielo Divina played the doctor and Cecile Orchard as the
nurse. It was presented in a
chamber style theatre where
it used a maximal amount of
the work’s original text and
often minimal and suggestive
settings. The show received
great reviews. Dante Maribbay, President of FCCWA said
that it was wonderful. “It was
an acclaimed presentation”
according to Mr. George Vail
Kabristante, a fellow artist.
Mr. Roy Nicomedes said “My
Mum and I really enjoyed the
night. And to ever gorgeous
Isabel Granada!!! Well done
guys!!!” Some people couldn’t
help but be moved and shed
some tears. They felt the
sincerity and honesty of the
play as well as the excellent
acting of Benny. The play was followed by a
very intimate show with the
popular Miss Isabel Granada,
who wore a stunning emerald
gown by Helen Shaw. She
sang old and new, English
and Tagalog songs that entertained the whole crowd. At
the end, she happily signed
her music CDs and posed
for pictures with the public. Isabel had another mini show
and a meet and greet the next
day at Manila Restaurant. Again, she gave an excellent
performance and even sang
“The Prayer” with local talent,
June Oronce. Aside from her
beauty and talent, she’s very
accommodating and patient
with everyone, that’s why she
captured all our hearts.

Cebuano Association marks second year
The Cebuano Association
of Australia celebrated its
second anniversary with a
festivity called Wild Wild
West Mexican Style last 18
April 2015.
Present were the officers
and committees of the organisation including major
sponsors and representatives from other groups and
organisations. Inaugural
president and advisor Alex
Sy was also present at the
event. Current Cebuano Presid en t Boy L a wa , i n h i s
speech, expressed, Cebuanos should and will unite
setting aside differences for
a common good. This time
I am asking all Cebuanos to
stand up and be counted in
all our endeavours. Speak
up in solving relevant issues.”
Some of the issues that
Lawa was referring to included the two calamities
that befell the Philippines:
the Bohol earthquake and
the supertyphoon Haiyan
that hit Tacloban, Cebu, and
other provinces in the Visayas region. Lawa thanked
Sy and the committees that
spearheaded the relief distribution.
Another issue that he was
referring to in his speech is
the Mamasapano Tragedy
that killed 44 SAF troopers
of the Philippine National
Police. Two of the slain
officers hailed from Cebu.
With this, Lawa added that
the organisation would be
collecting donation for the
families of the fallen heroes
from Cebu. “The Cebuano
Association of Australia is
a not for profit organisation
and was created in the name
of charity. Henceforth, we
are spearheading a donation starting tonight until
December for the families
of the two fallen heroes SAF
officers from Cebu. Please
give for a cause,” he said.

Gaining momentum
I was listening to a podcast
while I was on my morning
run. The podcaster relayed
a story about this young
gentleman who approached
legendary comedian Jerry
Seinfeld and asked him his
secret on how to become a
great stand-up comedian.
According to the podcaster,
Jerry paused and looked at
the man straight in the eye
and said the following. “I
bought myself a wall calendar, and my aim was to mark
the dates with an “X” on the
days I wrote a joke. My goal
was to write at least one joke
a day.”
Jerry has hit a great point
with that answer, and it is
a key factor in Jerry’s success that transformed Seinfeld from a comedian doing
“open nights” to having his
own successful TV sitcom.
The process of gaining momentum is hard; the good
news is all you need to do
is start. One of the obstacles
that people face in obtaining
their goals/success is the
way life throws curve balls
and tries to distract them
from completing the goal.
I can tell it from my own
experience. One of my goals
is to read (and hopefully
understand) the Holy Bible
from Genesis to Revelation.
My stumbling block was I
suddenly got things that pop
up and require my attention
(I don’t know if that has happened to you?) So it takes me
a while to get back in studying the Word. When I heard
Jerry’s strategy, I was on it
like Eve to that forbidden
fruit; I applied it in all of my
daily activities. I modified
my wall planner and beside
it wrote down the tasks I
want to gain mastery on, i.e.,
my daily Bible reading, and
my daily workouts. I set a
goal to not have a blank “X”
on my calendar. So far I have
only missed a few days, but
what I did when I missed a
day was start over the next
day with the intention of
beating the current streak.
How does this apply to
you? Remember that goal
you wrote for 2015? Remember we are already half
way through the year and
by adapting this strategy,
it will not only gain you
momentum; it will add new
positive habits and get you
closer to achieving the goals
you set. It is that simple. All
you need to do is take the
step and start.

when commentators are
upbeat end up paying a
heavy price for meaningless
reassurance. - Warren Buffett, who became a billionaire through stock market
investing
A few years back, I used
to visit the Philippine Stock
Exchange library, which
was then located in Ortigas.
I was a newbie that time and
I had library-mates, for there
were also frequents there.
I sometimes would have
a chitchat with them about
the market and share what
stocks we held. One time I
shared mine and told them
I have MPI (Metro Pacific
Investment) and PNB (Philippine National Bank).
One of the guys told me,
“mahina na ngayon si MVP
(Manny V. Pangilinan),
(MVP is not doing well
anymore).”
When I checked my
stocks, indeed MPI was
not moving. I thought, my
library-mate was probably
right. I listened to him. I
sold my shares. The next
thing I know, MPI’s shares
began to climb. Urrrgghhh.
Talking about listening to
others’ opinion.
The same thing also happened to my PNB shares.
My point is, once you’re
in the stock market, you will
hear a lot of noise. And if
you listen to them, you’ll be
in trouble financially.
I must admit though that
it is probably human instinct to listen to rumours
for a quick profit (or avoid
immediate losses). Just the
thought of quick profit compels investors to try it. Even
the so-called analysts and
advisers are into it.
But one author, however,
cautions us that there are
actually many analysts now
who do not analyse businesses. They rather engage
in guesswork of future stock
prices.
You will notice that the
market now is rising. The
PSEi just reached the peak
of 8,127.48 points on 10
April. And most advisers
now are happy and urging
people to get in so they can
ride on the waves of surging
stocks. It’s like you’re missing something big if you
don’t participate in it.
But here’s the thing: you
will pay the price for listening to rumours.
Many have already lost
money, instead of pocketing
more, simply because they
minded rumours than did
their assignment. Remember that chatters are distractions. Tips are unfounded.
And this happens especially
to penny stocks.
It’s like gambling
If you put your money in
the stock market based on
tips and rumours, it’s not
anymore investing but gambling.
If you hear lines like
“Php5 daw ang presyo nyan
(it is rumoured that its price
is Php5),” know that it’s just
a chatter. Such claim is most
of the time baseless and
unsupported by facts.
And the funny thing is
that the people who usually
spread this kind of line are
brokers whose objective is
to have more commission;
or traders who are ready to
dump their shares when its
price starts to climb.
When you listen and act
to these chatters in the stock
market, don’t expect a result
that’s different from buying
lotto tickets. Your chance
will be very slim.
One time, a friend of mine
called his broker and the
latter gave him a tip about a
certain company. He bought
its shares, but only to find
out later that the tip was
untrue. The worse is, my
friend told someone to buy
also shares of the said stock.
They are not anymore in
good terms since then.
Warren reminds us that
“Brokers don’t get paid to
tell you to do nothing; they
earn a living by promoting
activity.” Be careful then
who you listen to.
So, ignore the noise. If
you keep on listening to
rumours and tips, it will
prompt you to trade more
causing you to pay more
broker’s commissions and
taxes. In the end, you earn
less and your broker earns
more.
Do your homework. Put
your money only in big and
profitable businesses which
you are familiar with.

The event (with the help of
the beautiful sunny weather)
was very successful, with a
very friendly atmosphere full
of camaraderie between the
two sides. The feast was also
delicious on Good Friday’s
welcome party; the Extra-dry
supplied by Dr Ernie, and the
Pinoy’s specialty lechon on
Sunday.
Despite the results, the social matches were immensely
fun and entertaining
