A new Preliminary Plan for the site was approved on July 11, 2012 and revised in April of 2014. The Final Plat for Phase 5 substantially conforms to the Revised Preliminary Plan approved in April of 2014. Single family homes Single family homes Background: The proposed subdivision is currently zoned R-1 and is being developed under the Brunswick Hills Township Conservation Development standards. The subdivision is being developed in six phases, with the creation of four internal streets that will be publicly dedicated with a 60’ rightof-way. Phases one through four have been approved and are improved. The Final Plat for Phase 4 was approved by the Medina County Planning Commission (MCPC) on July 11, 2007. The Original Preliminary Plan was approved on July 2, 2003. A current West Chase Landing Phase 5, Final Plat Preliminary Plan was approved on July 11, 2012, and revised on April 24, 2014. The revision divided Phase 5 into Phases 5 & 6. A detailed approval history of the subdivision is included below. Access: All of the streets within the subdivision are public with a 60 foot right-of-way (ROW). Access to the west (Barlow Drive) connects Phase 1 with Terrington Drive in Eastbury Place Subdivision. West Chase Drive through Phases 1, 2A and 3 provides access to Center Road (SR 303). West Chase Drive through Phases 2A and 2B provided access to Center Road (S.R. 303). Proposal: In Phase 5, the applicant proposes to subdivide 16 of the remaining 34 sublots of West Chase Landings Subdivision and provide a Block C-4 for the remaining sublots. The proposed subdivision is in substantial conformity with the Preliminary Plan approved April 24, 2014. The 16 sublots to be developed are along Stag Thicket Lane. The MCSE will not sign off on the Final Record plat until both sanitary sewer and water PTI’s are obtained from the Ohio EPA and a final set of construction plans are approved by the MCSE. STAFF COMMENTS: 1. The proposed subdivision is currently zoned R-1 and the subdivision is proposed to be developed under the Brunswick Hills Township Conservation Development standards. A conservation development requires conditional use approval in the R-1 zoning district. 2. The Homeowner Association documents have been reviewed and approved by the Prosecutor’s Office. 3. Prior to the Director signing the Final Plat, the following requirements of the Subdivision Regulations regarding signatures on the original mylar must be met: a. § 404(D)(2)f.17. Provide notarized signatures of owners. b. § 404(D)(2)g.1. Provide signatures from at least two of the Township Trustees. c. Certification by the MCSE, stating all required wastewater disposal facilities and central water facilities have been satisfactorily installed or adequate financial guarantees have been approved. § 404(D)(2)g.4. Provide the signature of the MCSE. d. Certification of the MCHE that all required improvements have been satisfactorily installed or financial guarantees have been provided to cover all construction. § 404(D)(2)g.5. Provide the signature of the MCHE. 4. The proposed Final Plat fulfills the purpose and intent of the Subdivision Regulations (Regulations) and meets the standards and requirements. 5. The proposed Final Plat is in substantial conformity with the approved Preliminary Plan and conditions of approval. 6. The Final Plat has been approved as to zoning, by Brunswick Hills Township. 7. Block C-4 must be labeled “For Future Development”, and a 10’ reservation strip must be provided around the entire temporary turnaround easement.
